Inventory by helveticka and Painter Preservation. We appreciate the opportunity to respond.
The reason for our firms’ collaboration is twofold. First, it leverages the expertise of both; second, it provides the City of Spokane with a
unique combination of solid credentials and extensive local knowledge.
Diana Painter is the owner and principal architectural historian for Painter Preservation, a firm she founded in 2002. Her credentials
meet the Secretary of Interior’s Professional Qualification Standards in architectural history and history. The study and evaluation of
mid-century modern resources is a specialty of the firm. Ms. Painter developed and led the tour of mid-century modern resources in
Spokane for the National Trust conference in 2012.
helveticka curated SPOMa: Spokane Modern Architecture, 1948-73, the Northwest Museum of Arts & Culture exhibit referred to in the
RFP, providing research, design, writing, fabrication, and installation oversight. The firm has since contributed to several presentations,
panel discussions, and media coverage of Spokane mid-century modern architecture based on research undertaken for that exhibit.
The RFP states that “An initial survey and inventory and survey report/context statement of the modern movement in Spokane will help
us tell the story of Modern Spokane and both promote and protect those ‘most vulnerable’ of resources.” We couldn’t agree more – and
we would love to be involved.

1. Project Approach / Methodology
While the Request for Proposals identifies five separate tasks, we believe there will be considerable overlap among them. For example,
Task 1 need not be completed before Task 2 begins, and components from Task 4 will need to take place prior to Task 3, etc. The
following is how that might look.
Task 1: Identify and survey 52 iconic residential, commercial, and other mid-century architectural resources within the
City of Spokane.
Conducted between November 2016 and early 2017, Task 1 would largely be carried out by Painter Preservation with assistance from
helveticka. We suggest a total of 52 resources (one for every week of Spokane’s year-long focus on mid-century modern resources
in 2017) to be developed in consultation with Spokane’s Historic Preservation Office (HPO) staff. It is anticipated that the list would
focus on Spokane’s most iconic and important mid-century structures, but also include representative buildings to indicate the full
range of resources present in the city. Criteria developed to choose these resources include the need to present the work of the
range of practitioners working in a modernist vocabulary at the time, emphasizing the fact that there were not just a few stars, but that
modernism was a pervasive way of thinking in the post-war era in Spokane. The selection should also present a full range of building
types, styles, and construction methods of the era.
Surveys of these resources will meet the State’s Department of Archaeology and Historic Preservation (DAHP) survey guidelines and the
National Park Service’s “Guidelines for Local Surveys.” Completion of the survey will be carried out in consultation with DAHP and will
meet the City of Spokane’s guidance that the surveys not only record the appearance and integrity of the resources, but also include
additional information that places the buildings within a larger architectural and historic context. The latter information will be drawn
from research conducted for the historic context and other sources, such as the development history of the property. Results from the
survey will inform the historic context and be entered into the state’s WISAARD database, incorporated into the survey report, and used
as content for publicity purposes – including on social media. The survey report will include a recommended list of properties for future
surveys.
Task 2: Create a detailed historic context that is included as part of the survey report.
Development of Task 2 will parallel Task 1, and will be conducted primarily by helveticka with assistance and review by Painter
Preservation. Research will begin in November 2016 to create a detailed historic context that meets the Washington State Standards
for Cultural Resources Reporting 2015 and will follow the outline presented in the Request for Proposals. Research will address
the development context in Spokane in the post-war period; design and technical innovations that occurred; profiles of important
architects, designers, and modernism advocates; and other important post-war trends. Research will include primary sources – e.g.
newspapers and professional journals – as well as secondary sources, such as Woodbridge and Mongomery’s A Guide to Architecture
in Washington State and Vaughn’s Space, Style and Structure: Building in Northwest America. Information from interviews with such
practitioners as Moritz Kundig, Warren Heylman, and Harold Balazs will also be incorporated. Both helveticka and Painter Preservation
will draw from their own extensive archives as well for development of the historic context. This information will appear in a graphically
pleasing survey report draft available for review by the Spokane Historic Landmarks Commission (SHLC) by April 28, 2017.

Task 3: Conduct one public meeting to share survey findings.
An August 2017 public meeting is anticipated to present project findings, planned in coordination with city staff. Both helveticka and
Painter Preservation will participate in this meeting. A PowerPoint presentation will be included, along with artwork for handouts as
appropriate (printed by the City of Spokane).
Task 4: Create press releases and a web page; determine Facebook content.
In addition to a press release announcing the survey findings, helveticka will provide guidance for a website landing page on the
mid-20th century modern project and work closely with HPO staff providing suggestions and ideas on ways to leverage the City of
Spokane’s existing social media channels using assets derived from Tasks 1 and 2 (see also Task 5, below).
Task 5: Create a link from the Historic Preservation Office website that showcases all 52 structures. Include these
profiles in the Appendix of the survey report.
Our suggested “creative and complementary proposal for additional deliverables” is to help the HPO turn the survey findings into web
content, to use Facebook and other social media channels to drive traffic to the HPO website, and to develop marketing and media
strategies that help the general public understand the importance of the survey – and, ultimately, of the resources and the movement
they represent. Task 1 content would be standardized to simplify individual page development, and may include a historic photo (if
available) and/or a current photo, along with a location and brief overview. One design template, with content, would be provided; it
would be up to the HPO to create the remaining 51 pages based on that template. In addition, a custom Google map would be built
(likely during the completion of Task 1) showing each building’s location. And to create a more robust and ongoing social media stream,
we suggest using Facebook and Twitter to showcase a new resource every week, starting in January, for approximately one year. By
offering a weekly social media news feed to mid-century enthusiasts (and even those who might not be – yet), you provide a way for
them to connect and keep in touch for an entire year while exposing them to other HPO news and activities. Both the web project
summaries and social media posts would include a link to the full survey in PDF form. Like the web pages, we would develop the look,
feel, and content of the first post; others would be the responsibility of HPO staff. This news feed would be promoted at the public
meeting, on the HPO website, and through your ongoing social media channels. We also recommend partnering with other outlets – like
AIA Spokane, Spokane Coeur d’Alene Living, et al. – to help disseminate the information collected during Tasks 1 and 2, preferably
coinciding with social media posts.

2. Work Plan
The dates provided below align with those stipulated in the Request for Proposals. Additional dates are provided here to meet interim
project goals.
Task 1 Deliverable: Task 1 will begin with a a kickoff meeting between consultants and City of Spokane staff to finalize the list of
resources to be surveyed, based on agreed-upon criteria, and discuss overall project goals (completed by October 2016). Regular
conference calls between consultants and city staff will be scheduled as needed. A draft survey report that includes the surveys and
findings for Task 1 will be available for city staff review by April 3, 2017. The survey will begin in November 2016.
Task 2 Deliverable: The historic context developed for this task will begin at the same time as the survey and proceed parallel to
the survey itself. Both products will inform the other; that is, the survey will inform the lines of research that need to be pursued for the
context, and the context will help explain important trends in the built environment embodied in the resources themselves. To this end,
helveticka and Painter Preservation will work closely together to coordinate and review their respective work products. The result will
be a survey report that is comprehensive and thorough, and that portrays Spokane’s post-war environment in terms of its development
patterns, architecture, design, social and economic trends, and key figures. A draft of the survey report (including Task 1 findings) will
be made available for city staff review by April 3, 2017, with a final draft for SHLC review by April 28, 2017. Approval of the final report is
anticipated by July 29, 2017.
Task 3 Deliverable: At least one public meeting will be conducted to present project findings in August 2017. The meeting
expectations, venue, technology contact, promotional plan, content to be shared, presentation materials, and time frame will be
discussed with city staff in June 2017. The consultant will provide a PowerPoint presentation and artwork for handouts (printed by
the City of Spokane).
Task 4 Deliverable: helveticka will work closely with HPO staff to create a website one-page and advise on coordination with social
media outlets. Helveticka will also provide a press release(s) as necessary to help inform the public about the project (see below for
additional social media concepts).
Task 5 (Optional): Task 5 will involve creating a one-page summary template with a current photograph (historic photograph if
available), brief physical description and history, and statement of significance for the 52 properties that are the subject of the survey.
This page will be laid out in a graphically pleasing manner for appearance in the survey report appendix in place of a printout of the
state’s database. That same information will be re-formatted as a Facebook post template linked to the city’s mid-century modern
survey web page. One property a week will be posted by city staff, beginning in January, to celebrate the city’s “year of mid-20th
century Modernism in Spokane.” This extra task will be donated to the project by the team of helveticka and Painter Preservation. The
content or selected properties for this feature and coordination with the HPO in terms of IT technical requirements will be discussed in
the October kickoff meeting with city staff.

Consultants agree to work within the maximum, not-to-exceed budget of $20,000. All project consulting time is based on $100 per

Painter Preservation
Diana Painter, PhD | architectural historian
Ms. Painter has 35 years of professional experience in historic preservation, urban design, urban planning, and architecture in the
Pacific Northwest, California, and the Northeast. She holds a PhD in architecture, a masters degree in urban planning, a certificate in
urban design, and a BA in interdisciplinary design. Ms. Painter’s PhD dissertation focused on how models in architecture and urban
design have been adapted over time to respond to technological and social change. Her master’s thesis explored the design and public
involvement process for a large-scale redevelopment project in Newcastle-on-Tyne. Ms. Painter has been awarded four American
Planning Association Awards, most recently from the APA Urban Design and Preservation Division in support of her forthcoming book
on mid-century residential design. She has been the recipient of two international research fellowships – in Sheffield, England and
Rome, Italy – and three regional awards for her research in Sonoma County and preservation leadership. She has taught architecture,
urban design, and historic preservation at the University of Oregon, the University of Washington, the University of Sheffield, and
Sonoma State University, and publishes and speaks regularly on historic preservation and urban design issues. Professional

Mr. Anderson has more than 35 years of experience in all areas of graphic design and communications, including branding, identity,
advertising, print, packaging, web, multimedia, and environmental graphic design – including interpretive exhibits. At helveticka, he’s
responsible for brand consulting, strategic planning, art direction, and project management for companies as small as a mom-and-
pop startup and as large as a $2 billion global technology powerhouse. Mr. Anderson is a member of the American Institute of Graphic
Arts and the Society for Experiential Graphic Design, and was named Advertising Professional of the Year by the Spokane Advertising
Federation in 2004.
Aaron Bragg | project research & writing
Mr. Bragg has, over the course of his 15-year career as a journalist and writer, published everything from literary fiction to political
commentary to music criticism. He’s been invited to speak about advertising copywriting, English composition, public history, and jazz
history at several area universities; he’s also volunteered in area classrooms, teaching students about creative and persuasive writing.
Mr. Bragg handles all writing, editing, and proofreading duties at helveticka.
Courtney Sowards | graphic designer
It was as a student at Eastern Washington University – where she was studying to enter the dental profession – that Ms. Sowards first
developed a penchant for design. Upon graduation from the school’s visual communication program, she honed her motion graphics
and web design skills at a Spokane production house. Ms. Sowards comes to helveticka with a wide-ranging set of design capabilities,
boundless enthusiasm, and a willingness to tackle even the most complex of design challenges.

4 & 5. Staff Qualifications / Experience
Staff Qualifications and Experience is organized below in response to the categories presented in the RFP under “Selection Criteria.”
Further detail on the qualifications, experience, and roles of assigned staff are included in the links provided.
Expertise in Historic Preservation. Diana Painter, PhD, meets the Secretary of Interior’s Professional Qualification Standards in
the areas of architectural history and history. She holds a PhD in architecture, with studies focused on architectural theory and history,
including modern architecture; a master’s degree in urban planning and a certificate in urban design, which included three years of
graduate-level studios in architectural design; and an undergraduate degree in interdisciplinary design, where her studies were modeled
after the Bauhaus school of modern design. She has 15 years of experience in architectural history and historic preservation, including
over 10 years managing the consulting firm of Painter Preservation, and over four years as the national register program coordinator
with the State of Oregon State Historic Preservation Office. She has an additional 20 years of professional experience in urban
planning and urban design. Ms. Painter’s work has focused on mid-20th century American architectural and landscape design since
her undergraduate years. She has extensive experience in conducting history surveys (more than 4,500 properties to date), preparing
historic contexts, evaluating historic resources from all eras, developing survey reports, and writing historic property nominations for
historic register listings at the local, state, and national levels. Her experience in public outreach and project management augments her
technical expertise, ensuring successful historic preservation outcomes for her clients.
Knowledge of Spokane Architecture. Ms. Painter’s Spokane experience includes authoring the 2004-05 Nettleton’s Addition
National Register nomination, the largest National Register Historic District in the state at more than 900 properties. (An article on the
nomination appears in the National Park Service’s CRM Journal.) She also authored the Washington Cracker Company building
local register nomination. Ms. Painter developed the mid-century modern architectural tour for the National Trust of Historic Preservation
conference that was held in Spokane in 2012, which required conducting extensive research on numerous buildings and architects
from the era and the development of a brochure, designed by helveticka, for the tour. That year she also organized the annual meeting
of the Society of Architectural Historians Marion Dean Ross (Pacific Northwest Chapter) in Spokane, which featured several tours of
Spokane architecture – from the residences of Browne’s Addition to the mid-century modern Fairmount Memorial Park. When living
in Spokane from 2009 to 2012, Ms. Painter served on the Spokane Historic Landmarks Commission and assisted with the Northwest
Museum of Arts & Culture annual architectural tours, including preliminary research for the mid-century modern residences of Spokane
tour. She also assisted with the development of the current Browne’s Addition walking tour and was an informal advisor to the MAC
for the development of the 2013 SPOMa exhibit on Spokane modern architecture and design. Ms. Painter’s permanent home is in
Spokane.
Beginning in 2010 with the publication of volume four of PROOF! magazine, which focused on the life and career of Spokane architect
Moritz Kundig, helveticka has been one of the area’s foremost experts on mid-century modern architecture. In 2012, the firm curated
SPOMa: Spokane Modern Architecture, 1948-73, a 10-month exhibit in the Northwest Museum of Arts & Culture’s main gallery.
helveticka was responsible for research, design, writing, fabrication, and installation oversight. Through vintage photography, original
drawings, published materials, lighting, and furnishings, SPOMa took a look at the city’s modern “form-givers,” the importance of
their output, and the extent to which they shaped the character and personality of Spokane and the surrounding region. In addition
to nearly 400 photographs of some of the finest mid-century modern architecture in the Pacific Northwest, SPOMa featured art,
furniture, and music of the era; complementing the exhibit was a short documentary film chronicling the history of Spokane’s modern
architecture movement. It was written, directed, and produced by helveticka. The firm has since been called upon to present lectures
on Spokane architect Kenneth Brooks in Boise and in Spokane (the former a part of the city’s Modern Masters series and conducted

by Preservation Idaho; the latter arranged through the Spokane chapter of the American Institute of Architects), as well as to serve
on panel discussions around the topic of mid-century modernism in and around the region. This coming fall, helveticka principal and
creative director CK Anderson will participate in a mid-century modern panel sponsored by AIA Spokane.
WISAARD Expertise. Diana Painter has conducted several surveys in Washington State that are consistent with the NPS’s “Guidelines
for Local Surveys” and DAHP survey guidelines, and have been recorded in the WISAARD database – including surveys for the City of
Kirkland, the mid-century modern West Slope neighborhood of Tacoma, and the City of Centralia.
Mid-Century Modern Experience. As an independent consultant, Ms. Painter has conducted reconnaissance-level history surveys
of more than 2,800 mid-20th century resources, including residential, commercial, institutional, and industrial properties, in Washington,
Oregon, California, and Nevada, and over 75 intensive-level surveys of mid-century properties of a similar range of property types –
which include evaluations for historic significance – in Montana, Idaho, and California. The most relevant survey to the “Spokane Mid-
20th Century Modern Context Statement and Inventory” is Painter Preservation’s 2010 Montana Post-World War II Architectural
Survey and Inventory (PDF), which included a mid-century modern historic context statement for the State of Montana and
a “reconnaissance plus” survey and evaluation of 50 properties throughout the state, including civic, commercial, and industrial
resources. Ms. Painter has authored and listed one mid-century modern historic district in the National Register: Paul R. William’s 1954-
55 Berkeley Square development in West Las Vegas, based on her 2005 survey of the same neighborhood. This nomination, including
photographs by Painter, is featured as a permanent exhibit in the Smithsonian’s African American Museum in Washington, D.C. Under
the auspices of her position at the Oregon SHPO, she listed the state’s first mid-century modern historic district (Oak Hills) and an
additional dozen mid-century buildings and landscapes in the National Register. She was also the author of the National Register
nomination for the Aloha Farmhouse, the last remaining intact personal residence of internationally recognized mid-century architect
Pietro Belluschi, which he remodeled in 1944-48 for his family. Additional mid-century modern projects include the recent development
of a presentation for Docomomo-Oregon on twentieth-century building materials in the Pacific Northwest, which included numerous
Spokane examples. In 2014, she presented a paper on regional modernism in residential design in the Pacific Northwest to the Society
of Architectural Historians Australia New Zealand chapter. That same year, she delivered a paper on vernacular influences in the
residential design work of Pietro Belluschi at the national Vernacular Architecture Forum conference. This paper, which again focused
on Regional Modernism in the Pacific Northwest, was based on the Painter-authored National Register nomination mentioned above.
Ms. Painter also recently drafted entries to Archipedia, an online architectural encyclopedia sponsored by the Society of Architectural
Historians, on Weyerhaeuser’s corporate headquarters in Federal Way – a 1971 building by SOM – and a history of the Las Vegas
Strip, another mid-century resource. Previous mid-century activities include participating in a panel discussion on “Innovative Survey
Strategies for Recent Past Resources” at the 2007 national American Planning Association and contributing to the National Trust’s
“Preserving Resources from the Recent Past” guidelines. Additional activities include organizing the “Architecture, Neighborhoods and
Regional Identity in the Pacific Northwest” session at the 2006 Pacific Northwest History Conference Portland, where she presented a
paper on “Regionalism at Mid-Century in the Pacific Northwest.”
Since the 10-month run of SPOMa: Spokane Modern Architecture, 1948–73 at the Northwest Museum of Arts & Culture in 2013,
interest in mid-century modern architecture and design in the region has grown tremendously. Both CK Anderson and Aaron Bragg of
helveticka have since been asked to contribute their knowledge for the publication of articles in local newspapers. In an effort to create
a greater awareness of Spokane’s regional predominance in mid-century modernism, the firm has also generously provided access to
its large collection of high-resolution scans of original photography, interview recordings and transcripts, and research notes to those
who continue to explore the topic. The firm’s unique understanding of Spokane’s modern architecture is such that, as recently as June
2016, it was asked to present a lecture on the enduring legacy of Kenneth Brooks, one of the architects featured in SPOMa.

Graphic Design Expertise. CK Anderson formed helveticka in 1988 in Spokane, Washington. What began as a relatively small
shop has since become a full-fledged creative firm, providing services that range from naming to logo design; from museum exhibits
to corporate displays; from websites to social media strategies; from documentary shorts to comprehensive marketing campaigns.
One of the more unique aspects of the firm is that its design services are complemented by original research and writing in support
of all aspects of its work. helveticka’s clients are as diverse as the services offered: Avista Utilities, Itron, Hecla Mining Company, the
Northwest Museum of Arts & Culture, Gonzaga and Whitworth Universities, Bouten Construction Company, Providence Health Care
Foundation Eastern WA, and the City of Greeley, Colorado. Some have been with the firm since day one – nearly 30 years – largely
because of the firm’s ability to adapt to ever-changing circumstances, whether in the fields of graphic design, research, and writing,
or in those of their clients. In addition to providing graphic design services for SPOMa, helveticka has been working with Integrus
Architecture (founded in 1953 by Spokane mid-century architects Bruce Walker and John McGough) since 2009, and has, over the
years, either provided services for other area architecture firms or partnered with them on projects for other clients.
Historic Property Survey Experience. As principal and senior architectural historian for Painter Preservation, Ms. Painter has
conducted reconnaissance- and intensive-level surveys for approximately 4,500 residential, commercial, institutional, and industrial
properties in the states of Washington, Oregon, California, Idaho, Montana, and Nevada. Most surveys involved creating a historic
context, whether for the evaluation of a single resource or multiple resources in advance of creating a historic district. Painter
Preservation has successfully met the survey and recordation guidelines in these states, which employ a variety of documentation
methods. Surveys undertaken have met the National Park Service’s “Guidelines for Local Surveys” in addition to state-level guidelines
and local planning needs.
