The public should take notice that the Melrose Board of Aldermen may, on certain occasions, have a quorum in attendance due to standing committees of the Board of Aldermen consisting of both voting and non-voting members. Members attending this duly posted meeting are participating and deliberating only in conjunction with the business of the standing committee.

Linda-Lee Angiolillo comes forward to explain that Melrose had approx. 5,000 early voters for the November election, which resulted in the need to purchase new cabinets to secure those ballots, and additional screens for voters to use. President Conn asks if Angiolillo anticipates these costs to be recurring costs going forward. Angiolillo replies that the state has not announced early voting for any upcoming elections. President Conn asks if the cabinets can be reused if there is another early voting election. Angiolillo says yes, but that other processes may need to be changed if early voting happens again. They had not anticipated such a large turnout, and other elections may get even more early voting. Motion: Recommend

Re: Order 2017-78
Alderman Forbes,
This is a non matching grant in the amount of $19.711.00. This will allow the Fire Department to conduct training in response to “active shooter incidents” and purchase protective equipment (ballistic vests and helmets). There has been an increased awareness nationwide that during these incidents, fire departments are taking a more active role. The fire departments work with the police to form Rescue groups to aid the victims of attacks. Traditionally firefighters only have their structural firefighting gear to protect them. This grant will allow us to place this protective equipment on each piece of apparatus offering increased protection to our members.
The Community Trust Fund Grant Program is based on Massachusetts General Law, Chapter 10, Section 67. The program’s main purpose is to enhance local police and fire departments’ abilities to respond to emergencies, including responses to acts of terrorism. EOPSS encourages collaborative, multi-disciplinary efforts to this end. Funding for the CSTF comes from revenue received from the sale of “United We Stand” distinctive registration plates and interest earnings.
