Executive Summary:
This report is seeking Council approval for a series of Parking and Traffic by-law amendments required to support:
1. The implementation of the On-Street Parking Program in the Kingston General Hospital/Queen’s University Area (Area B)
2. Changes to enable the City to resume control of 114 on-street parking spaces previously designated as Queen’s University permit parking
3. The implementation of designated cycling lanes on Brock and Johnson Streets, between Division Street and Sir John A. Macdonald Blvd
4. The removal of outdated overnight parking restrictions in the downtown core
The recommendations in this report are time sensitive to enable three readings of the by-laws prior to the planned implementation dates for on-street parking changes, and the addition of cycling lanes on Brock and Johnson Streets.
Recommendation:
That by-laws be presented to amend City of Kingston By-law 2010-128 “A By-law to Regulate Parking”, as amended, as per Exhibits C, E, F, and H in Council Report 14-188; and
That a by-law be presented to amend City of Kingston By-law 2003-209 “A By-law to Regulate Traffic”, as amended, as per Exhibit G in Council Report 14-188.

Options/Discussion:
1. On-Street Parking Program – Queen’s University/Kingston General Hospital (KGH) - Area B
On June 4, 2013, Council approved an On-Street Parking Program (Report EITP-13-008) designed to optimize and balance the availability and use of the on-street parking supply for residents, visitors and commuters. The program relies on parking regulations to prioritize when and how long a parker may utilize a parking space. Through parking regulation changes and the sale of permits, vehicle parking on residential streets is more evenly distributed and an increase in short-term and all-day parking supply is achieved. The program was implemented in the Hotel Dieu Hospital/Sydenham District area (Area A) in October 2013.
As identified in Report EITP-13-008, and consistent with the Program Operating Guidelines, the On-Street Parking Program will be implemented this fall in Area B, surrounding Queen’s University and Kingston General Hospital (KGH).
To support the Area B implementation, a series of parking regulation changes have been identified as depicted on a map in Exhibit A. These changes include designating spaces closest to demand generators (primarily Queen’s and KGH) as short-term metered parking and adding time restrictions to unregulated streets.
To meet the ongoing demand for short-term parking in the area, the total number of hourly metered spaces will increase to 161 total spaces, which includes 78 spaces that were previously dedicated to Queen’s permit spaces as described in the next section of this report. These 161 spaces will be metered parking and have maximum time limits ranging from 2 to 9 hours depending on locations relative to demand generators.
To implement the On-Street Permit Program, time restrictions are being introduced or amended on streets that are currently unregulated or have 1-2 hour maximum time restrictions. Included in the current inventory of unregulated parking spaces in Area B are approximately 114 parking spaces on Brock and Johnson Streets, which will be removed from existing supply to allow for cycling lanes. After this removal, the total parking supply in the defined area is 1,389 parking spaces. Exhibit B identifies that all parking spaces in Area B will be regulated in some manner, through a combination of 161 hourly metered parking spaces, with various time maximums and 1228 unmetered, time restricted parking spaces (including 36 spaces being returned by Queen’s University).
As per approved policy and program guidelines, a reserve of 15% (184 spaces) of the 1228 non-metered inventory must be reserved for short-term use and cannot form part of the inventory for monthly permits. Of the remaining 1,044 spaces, a maximum of 522 spaces can be allocated for residential monthly permits and another maximum of 522 spaces available for commuter monthly permits, both of which will allow all-day parking.
The block of Albert Street between Princess and Mack Streets forms the north-western perimeter of Area B. The majority of weekday parkers on this block are employees of an on-site private school and a day care. A section of this block is scheduled for construction in 2015.

Staff therefore intend to delay the implementation of the proposed parking regulation amendments on this block to coincide with completion of the planned road work. This will also allow additional time for commuters impacted by these changes to make alternate parking arrangements or change travel modes.
The charts presented in Exhibit B illustrate how the parking supply is currently allocated and how it will change based on program guidelines.
In assessing the potential impact of the proposed regulation amendments, Parking staff conducted occupancy counts of the 747 spaces that are currently unrestricted. The observations concluded that the occupancy rate was, on average, approximately 78%, which would equate to about 580 parkers. If one was to assume that 10% of these parkers are residents or visitors, and a minimum of 5% of the commuters relocate to Queen’s/KGH parking, switch to transit, the Queen’s shuttle option, carpooling or active transportation, the net demand for commuter parking is estimated to be approximately 490 spaces.
The introduction of the City’s on-street permit program in Area B, combined with the addition of spaces previously dedicated to Queen’s University permit program, provides an overall increase in the number of on-street spaces available for all-day parkers, and offsets the spaces that will be reduced to allow for the implementation of cycling lanes on sections of Brock and Johnson Streets.
The aforementioned changes were introduced to area residents and small businesses at a public information session held on May 14, 2014 at Winston Churchill Public School. The session enabled residents and business operators to learn more about the program and the associated regulation changes on the area streets.
In addition to the public information session, staff held discussions with various stakeholders in the area, including representatives from KCVI, Queen’s University, KGH, Kingston Yacht Club, and St. Mary’s Cathedral to discuss the program implementation in their area.
On-Street Permit Parking Rates
Council has already established parking rates for the On-Street Parking Program and these have been incorporated in the Fees and Charges By-law. Staff is not recommending any change to these rates.
The resident rates are $30.00 per month (including HST) or $12.00 per week for a temporary permit (typically for visitors and contractors). These rates have not changed since 2009 when the pilot program for the Hotel Dieu Hospital/Sydenham District (Area A) was introduced.
The commuter rates for on-street permits are based on location and proximity to the demand generators of Queen’s University and KGH. Staff has been working closely with Queen’s University to align the City’s prices with Queen’s parking prices in the area. Accordingly, the on-street zones closest to Queen’s will be priced in the Monthly On-Street 4 price category, at a rate of $105.00 (including HST). In accordance with the approved pricing policy, zones that are further away will be in the Monthly On-Street 3 price category at a rate of $93.00 (including HST), and the space furthest from the demand generators will be in Monthly On-Street 2 price

category at a rate of $68.80 (including HST). This pricing is intended to encourage parkers to park further away and reduce the high concentration in the immediate vicinity of the demand generators. Also, in accordance with the pricing policy, rates will be periodically reviewed and price adjustments will be recommended based on demand.
Exhibit C outlines the Parking By-law amendments necessary for implementation of the On-Street Program for Area B.
2. Changes to Queen’s On-Street Parking Management
The City will be resuming control of a number of on-street parking spaces in the Queen’s University/KGH area. In 2000, Council had authorized Queen’s to utilize and manage 151 on-street parking spaces for permit holders. Queen’s has indicated that they now have capacity in their parking lots and is returning the management of 114 of these on-street spaces to the City. Queen’s will be retaining 37 spaces for their use and permit program.
The City will resume control of the 114 spaces in two stages:
1) July 1, 2014 - Arch Street, Barrie Street, and the easterly end of Clergy Street between Division and Barrie Streets. These streets are located in the core area of both KGH and Queen’s University. This parking supply of 78 spaces will be used as short-term parking for patients and visitors to KGH and Queen’s University.
2) October 1, 2014 - Albert Street and Queen’s Crescent. These streets are on the outskirts of the KGH/Queen’s area and this parking supply of 36 spaces will be utilized as longer-term parking a as part of the Area B on-street parking program.
Exhibit D illustrates a map of the Queen’s/KGH area with the location of both the parking spaces being returned to the City’s on-street parking inventory and the spaces retained by Queen’s for their use and permit program. The by-law amendments required to implement the aforementioned changes in the Queen’s/KGH area are presented in Exhibit E.
3. Brock/Johnson Cycling Lanes
As part of the ongoing Cycling Program implemented by the Engineering Department, parking regulations are required to support the implementation of cycling lanes on Brock and Johnson Streets. In October 2012, Council approved a recommendation from Report EITP-12-019 to implement designated cycling lanes for Johnson and Brock Streets from Sir John A. Macdonald Blvd to Division Street.
Report EITP-12-019 indicated that the removal of parking, to support the designated cycling lanes in this area, would displace approximately 141 parkers, of which 114 parkers have been previously identified as being within the boundaries of the Area B - On-Street Permit Program. Parking occupancy was observed to be low along Johnson and Brock Streets between Sir John A. Macdonald and Toronto Street and therefore the removal of parking in these sections is expected to have a low impact.

The sections of Johnson and Brock Streets from Division Street west to Toronto Street are within walking distance of Queen’s University and the Kingston General Hospital. These spaces are fully occupied and removal of these spaces will impact all-day commuter parkers that use these unregulated spaces. As a result, the timeline to implement the cycling lanes was delayed until:
• Kingston Transit Express 1 was implemented
• Parking regulations were changed and improved options for inventory management on adjacent streets in the area were available.
Kingston Transit Express 1, servicing Kingston West, was implemented in September 2013 and Queen’s University and Kingston General Hospital have since joined the employer-sponsored Transpass Program.
The second phase of the On-Street Parking Program (Area B) encompasses Brock and Johnson Streets between Division and MacDonnell Streets. Parkers displaced due to the implementation of the cycling lanes will be encouraged to switch to alternate modes including transit, carpooling, shuttles and active transportation. Parking permits through the On-Street Program will be available for those who continue to drive.
Accordingly, with the successful implementation of Kingston Transit Express 1, and the planned October 1, 2014 implementation of the On-Street Parking Program for Area B, Engineering Department staff is proceeding to implement designated cycling lanes on Brock and Johnson Streets. Implementation includes line painting, signage, and communications with a targeted completion date of August 1, 2014.
Exhibit F contains the Parking By-law amendments necessary to remove parking to accommodate the designated cycling lanes.
Exhibit G contains amendments to the Traffic By-law 2003-209 necessary to add designated cycling lanes to Brock and Johnson Streets.
4. Removal of Outdated Overnight Parking Restrictions
In the downtown core area, there are almost 200 street blocks with a one night per week parking restriction such as No Parking 1:00am to 7:00am Tuesday. It is believed that these outdated restrictions were originally put in place for street cleaning operations. The Public Works Department has confirmed that current street sweeping schedules do not depend on these restrictions. Therefore, to reduce sign clutter and resident confusion, the removal of these one night per week restrictions is being recommended. Winter parking regulations, where parking is restricted overnight from December 1 to March 31, will not be changed. Exhibit H contains the Parking By-law amendments required to remove a series of one night per week parking restrictions in the core downtown area.

The recommendations in this report collectively support the Transportation Master Plan strategic direction to make efficient use of the existing infrastructure and provide facilities and services to encourage walking, cycling, and transit as priority modes, before providing road-based solutions as well as the parking management strategy and the planned expansion of the cycling network in Kingston.

Financial Considerations:
The Parking By-law amendment in Exhibit C relating to the On-Street Parking Program will have a financial impact, as streets currently with time of use restrictions will now generate revenue from the sale of parking permits. The anticipated revenues have been accounted for in the 2014 budget.
Net revenue generated from the spaces currently managed by Queen’s University have always been returned to the City so additional revenue is expected to be minimal.
