On February 9, 2016, the Grand Rapids City Commission adopted a resolution (Proceeding No. 85392) approving three memoranda of understanding defining the community benefit relationship between Neighbors of Belknap Lookout (NOBL), Grand Valley State University (GVSU) and the City of Grand Rapids. One of those memoranda was the Initial Memorandum of Understanding (IMOU) between GVSU and the City. The IMOU set forth the relationship between GVSU and the City and included a provision regarding a voluntary payment in lieu of taxes by GVSU for residential property it owns and leases in the NOBL neighborhood. The IMOU states “The City will use the portion of the PILOT it distributes to itself for improvements in the Belknap Lookout Neighborhood.” The term PILOT is used in the agreement but this IMOU between GVSU and NOBL is voluntary and is not a traditional PILOT run through the Community Development Department. For consistency with the IMOU the word PILOT will be used throughout this memo. Our procedure is:
1. Each year, the City reports the current amount of the PILOT due for NOBL, any prior year balance of unspent funds and the total amount available for NOBL projects.
2. NOBL drafts an improvement project or program.
3. The projects or programs are reviewed by the NOBL/GVSU/City Work Group.
4. NOBL requests payment from the City for the approved projects or programs.
5. The approved program is presented to City Commission for their approval.

6. The City pays NOBL the amount approved from available PILOT Funds.
7. NOBL completes the project and files a report on the outcome – including a budget vs. actual statement.
8. Funds paid to NOBL but not expended for the project are reserved by NOBL for the next year or are returned to the City for future projects.
There is $16,193.89 in the PILOT account for 2019 and the NOBL Board of Directors has developed the following project plan for investment of those funds:

WHEREAS:
1. Grand Valley State University (“GVSU”) has made voluntary payments since 2014 for its residential property in Belknap Lookout Neighborhood (“GVSU’s Belknap Property”); and
2. The Neighbors of Belknap Lookout (“NOBL”) is the recognized neighborhood association for the Belknap Lookout Neighborhood (the “Neighborhood”); and
3. On February 9, 2016 the Grand Rapids City Commission adopted a resolution (proceeding number 85392) approving an Initial Memorandum of Understanding (IMOU) between GVSU and the City. The IMOU set forth the relationship between GVSU and the City and included a provision regarding a voluntary Payment in Lieu of Taxes (PILOT) by GVSU for property it owns in the NOBL neighborhood; and

Customer Information System (CIS) to be upgraded to version 9.0

The Utility Business Office (UBO) requests authorization to approve a work order to upgrade the Billing and Customer Information System (CIS), Cayenta Utilities (CU) from version 7.8.0 to version 9.0.0, and the database conversion from Oracle to Structured Query Language (SQL). With N. Harris Computer Corporation's assistance, the work will begin in FY2021 and is estimated to be completed prior to the second quarter of the calendar year 2022. The testing and task plans for these projects will be integrated to help with time and project management efficiency, allowing us to see a cost savings of $55,000 by implementing and integrating the projects simultaneously. The Cayenta Utilities upgrade improves a software package responsible for billing nearly $100 million per year of water and sewer utility revenue and over $1 million in electric utility revenue. The scope of work for this project will include standing up infrastructure to support the new Production and Development software version, training on new features, the configuration of new features, and configuration of Grand Rapids-specific modifications. Upgrading CU is vital to the stability of our investment, not only for this software package but others as well. Water and Environmental Services are committed to effective integration with our financial management system and Geographical Information System (GIS); bringing our system current will put us in the best position for success. This is currently the only Oracle-supported database in the City information technology environment. There will be an annual cost savings of approximately $30,000 after this conversion by phasing out the current costs of Oracle support. SQL is a more widely used solution, so operational efficiencies will be achieved, including faster production of report writing and generation.

Lastly, the current infrastructure where the Cayenta database lives goes End of Support by December 2021. These two projects are needed to move the Cayenta environment off this hardware to ensure infrastructure support for the system. The Utility Business Office is looking forward to enhanced features offered in the new Cayenta version, including easier search abilities to reduce 311 call times, dashboard statistics, enhanced reporting functions, and a future Customer Service web interface. The upgrade will take a significant effort by staff as well as a financial commitment by the Systems. The UBO plans to include a Dewpoint Inc. project manager to support the project at no extra cost. The attached resolution authorizes the work order between the City of Grand Rapids and N. Harris Computer Corporation for Fiscal Year 2021, not to exceed $370,000 for the Cayenta Utilities upgrade- $194,500 and the Structured Query Language database conversion- $175,500. The work order will be charged to the Utility Business Office, which serves the Water Supply System and Environmental Services (5910-536-2110-8010). SUBJECT: Resolution authorizing a Budget Substitution of $50,000 for
Kingsbury Lift Station Replacement
The Kingsbury Lift Station is at the end of its service life and increasing its capacity will allow for future development in the City of Walker (Walker). The lift station design was nearly complete when the replacement of the station was postponed in 2009 due to uncertainty with future development in the service area of the lift station. The City of Grand Rapids and Walker now desire to complete the design in fiscal year 2021 to allow construction of the new lift station to begin early in fiscal year 2022. Capital Funds were requested in the FY22-26 capital improvement plan for replacement of the lift station. In order to meet expectations for Capital Project delivery, it is often desirable to begin the design process prior to the majority of the funding being in place. As a result, approval is needed for the estimated $50,000. Approval of the following substitution between Sewer System Fund project accounts will provide the funding necessary for these services.

1. Engineering Department - Relocation of the Eastside Trunk Sewer The Engineering Department is requesting to recognize and appropriate Sewer System revenue in the amount of $12,383,942 for the Market Avenue Trunk Sewer Relocation project. On November 10, 2020 (Proceeding No. 90348), the City Commission approved and authorized the execution of a Memorandum of Understanding (MOU) related to the relocation of a portion of the Market Avenue Sanitary Trunk Sewer, the potential location of an amphitheater at 201 Market Avenue, S.W., and other matters in connection with the above subject project. The MOU provides for construction and cost sharing with the Grand Rapids-Kent County Convention/Arena Authority (CAA), Amway Hotel Corporation, and 63 Market Avenue Holdings LLC (the Private Entities) and the City of Grand Rapids. The agreement will facilitate the relocation of the City’s Eastside Trunk Sewer from a public easement located in river-edge properties from Fulton Street to Wealthy Street in Market Avenue. The parties will share the estimated $18.6 million cost of the relocation with $6,252,643 invested by the City. This budget amendment recognizes an estimated revenue/expenditure reimbursement of $5,000,000 from the CAA through a grant from the Michigan Economic Development Corporation. The budget amendment also recognizes an estimated revenue/expenditure reimbursement of $7,383,942 through the Private Entities (see Attachment A).
Approval would authorize an increase of $12,383,942 in Estimated Revenue and Appropriations of the Sewer Improvement Fund (5902) with no effect on Retained Earnings.
2. Police Department - Metropolitan Enforcement Team (MET) The Police Department is requesting to appropriate $23,000 from fund balance for laptop computers and monitors, radio reprogramming, training, and a copier lease.

As of October 1, 2020, the Michigan State Police took over the fiduciary duties for MET. However, the federal forfeiture funds must be spent down for the transfer to be completed. There is sufficient fund balance available for this request (see Attachment B). Approval would authorize an increase of $23,000 in Appropriations of the MET - Department of Justice Fund (2654) with a corresponding decrease in Fund Balance. This project is located in Fulton Street, Market Avenue and Wealthy Street in the City and is currently being designed and bid. The MOU provides for construction and cost sharing with the Grand Rapids-Kent County Convention/Arena Authority (CAA), Amway Hotel Corporation, and 63 Market Avenue Holdings LLC (the Private Entities) and the City of Grand Rapids. The agreement will facilitate the relocation of the City’s Eastside Trunk Sewer from a public easement located in river-edge properties from Fulton Street to Wealthy Street in Market Avenue. This innovative public/private partnership is an economic recovery project that will remove a critical barrier to redevelopment of properties along the Market Avenue corridor, including the City’s 15.8 acre 201 Market Avenue property and the 4.3 acre property located at 509 Wealthy Street. Proceeding in this way reduces construction conflicts and helps ensure timely availability of the properties for redevelopment without this encumbrance. Under the agreement, the parties will share the estimated $18.6 million cost of the relocation and will make investments as follows:

By collaborating in this way, the parties can facilitate redevelopment of the Market Avenue corridor at a shared cost that is less than would have been incurred if they had undertaken the project individually or attempted the project in phases. The agreement also provides a process for entering into an option agreement with the CAA for their acquisition of the northern portion of the 201 Market Avenue property for proposed development of an approximately 14,000-seat amphitheater and related features including parking. The City will retain the waterfront corridor for recreation purposes and it is anticipated that the CAA and City will collaborate on use of portions of the amphitheater property for passive recreation when not in use for events. If for some reason, an option agreement is not approved or later is not exercised by the CAA according to the dates in the MOU, the CAA investment will be returned, and the City will assume responsibility for this portion of the sewer relocation project also. The balance of the City’s 201 Market Avenue property will be available for sale for future development. The project aligns well with the River for All and GR Forward plans Equitable Economic Development and Mobility Strategic Plan and the visioning work Grand Action 2.0 has recently begun for this corridor. Proceeds of the proposed sales are anticipated to be used in part for relocation of City facilities from 201 Market Avenue, development of the recreational river’s edge of the 201 Market Avenue property and other potential investments in service of the City’s Strategic Plan. This budget amendment recognizes an estimated revenue/expenditure reimbursement of $5,000,000 from the CAA through a grant from the Michigan Economic Development Corporation. The budget amendment also recognizes an estimated revenue/expenditure reimbursement of $7,383,942 through the Private Entities. Please include this request in your next budget amendment.

The Bid List Resolution for March 9, 2021 (attached) includes the recommendation for the award of 3 items for City Commission’s review and approval. Following is information regarding the bid list recommendations:
Emissions 1. Montrose Air Quality Services, LLC (Testing, Air Quality) NTE $20,650.00
It is recommended to award a one-year term contract with two, one-year renewal options for development and implementation of a testing plan and related services for air quality compliance and emissions assessments Water Recovery and Resource Facility (WRRF) from Montrose Air Quality Services, LLC for the annual not-to-exceed amount of $20,650.00; the estimated three-year total amount is $61,950.00. Services provided under this Contract will be funded by the Environmental Services Department through the Sewage Disposal Fund. The recommendation is made following a Request for Proposals (RFP) process; RFP’s were issued to 14 prospective companies; two proposals were received (bid tabulation attached). A review team for evaluating and awarding the RFP was comprised of City staff representing Environmental Services and Purchasing; through detailed review and evaluation, it was determined that Montrose Air Quality Services will provide the best value for the required services and performance, based on the highest composite scores according to the criteria specified in the RFP document. The Hyper-Local Bid Discount for each company was applied for analysis, but did not factor into the award. Services provided by Montrose include development of a testing plan and protocols, as well as provision of testing services and report generation, for two combined heat and power natural gas-powered generators located at the WRRF; once

developed, testing services will be performed in triplicate 60-minute test runs for concentrations and emission rates at the exhaust of each of the two CHP units. A test plan will be submitted to the WRRF for review prior to submittal to EGLE. Testing will be completed over a three-day period, with emission rates determined using various reference test methods codified at Title 40, Part 60, Appendix A of the Code of Federal Regulations (40 CFR 60, Appendix A) and 40 CFR 63, Appendix A. Once completed, an electronic version of the draft report will be submitted to WRRF staff for review, with the final version of the report submitted within 5 days of receipt of all draft report comments, to ensure on-going compliance for emissions. A Contract will be prepared for the Mayor’s signature in a form to be approved by the City Attorney. MDSolutions NTE $40,000.00
2. Unistructural Support Systems Ltd. (Sign Posts and Fittings) NTE $50,000.00 Low bids are recommended for a one-year term contract with two, one-year renewal options for the “as needed” purchase and delivery various of sign posts and fittings for the Traffic Safety Department from MDSolutions for Items #3, #5-#27 for an annual “not-to-exceed” amount of $40,000.00 (for the estimated three-year total amount of $120,000.00); and from Unistructural Support Systems Ltd. for Items #1, #2, #4 for an annual “not-to-exceed” amount of $50,000.00 (for the estimated three-year total amount of $150,000.00). Purchases under these contracts will be funded by the Traffic Safety Department through the Major Streets Fund. Invitations to Bid were issued to 9 companies; 2 responses were received (bid tabulation attached). The award is based on low bid per item that met all bid requirements and specifications; the annual amounts requested are based on historical order quantities. MDSolutions will supply various brackets and hardware for attaching signs to the posts (screws, bolts, nuts, etc.), and Unistructural Support Systems Ltd will supply various size and length sign posts. Contracts will be prepared for the Mayor’s signature in a form to be approved by the City Attorney.
3. Westin Technologies (Software and Support) $19,995.00 Software maintenance and support for eRIS software for the ESD department. Previously, we only did the maintenance piece and paid for each service call and training option separately. This vendor was formerly called Eramosa and is now Westin Technologies. When the sale happened, they changed the maintenance options. This is a new bundle that they would like to evaluate for a year. This is considered a sole source purchase because we are currently using the software. Total annual cost is $19,995.00.
4. Firehouse Innovations, Corp. (Training Equip, Forcible Entry-Door) $14,404.00

Original Equipment Manufacturer (O.E.M.) is recommended for the purchase and delivery of two (2) forcible entry-door simulators training equipment for the Fire Department from Firehouse Innovations, Corp. for the “not-to-exceed” amount of $14,404.00. This purchase will be funded by the Fire Department through the General Operating Fund. After research and testing of a similar forcible entry door simulator (which was provided as a “loaner” by the Allegan County Fire Association), an Invitation to Bid was issued to the O.E.M., which maintains a patent for this equipment. The door simulators will be utilized by the Fire Department as a training device for simulating forcible-entry techniques on various-style doors that may be encountered in day-to-day firefighting.
5. Johnson Controls Inc (Fire Suppression System Repair) $14,522.53
Two invoices to repair the fire suppression system. One is to repair the isolator card at 300 Monroe. The card was replaced, and the system was running normal. $13, 377.13. The other invoice was to trouble shoot alarm and detection. Invoice is for $1,145.40. The total of both is $14,522.53. This is a sole source provider of our fire detection equipment.
6. Irby (Pad Mount Transformers) $12,075.00
Recommending purchase of qty 6 pad mount transformers totaling $12,075.00 from Irby with a lead time of 10 weeks. Street and Lighting department received quotes from known suppliers. Lowest and best quote is recommended with a lead time of 10 weeks vs a lead time of 32 weeks. This purchase will be funded by the ELC department. Low price quote by Resco is deemed to not be in the best interest of the City due to the 32-week lead time. These transformers are needed for earlier projects. Quote tab is attached
7. Detroit Pump (Pump) $22,931.00
Recommending purchase of replacement pump for the Albany Storm Water Station. Detroit Pump is the sole source vendor for the State of Michigan. This pump will fit with the existing equipment and would be costly to retrofit a different brand. This will be funded through the Storm Water department and is $22,931.00 plus shipping cost.

Please find attached a resolution that the Treasurer's Office would like placed on the Fiscal Committee agenda. This resolution authorizes the City to execute broker/dealer agreements with Cabrera Capital Markets, LLC and allows our office to complete other documents as required. Cabrera Capital Markets, LLC is a Latino-owned firm. It is headquartered in Chicago and is the oldest and largest Latinx-owned broker/dealer firm based in the Midwest. MCL 129.91 provides that the governing body by resolution may authorize its investment officer to invest the funds of the City in a variety of securities. The attached resolution will provide said authorization. The resolution stipulates that the Treasurer will sign on behalf of the City to allow investment of surplus funds pursuant to MCL 129.91. Investment transactions are conducted via a competitive bidding process. This is per City ordinance and the City’s Investment Policy. Participating broker/dealer firms may offer securities via a primary offering or from their own inventory. When selling a security to a client, broker/dealer firms apply a markup to the price. The Treasurer’s Office makes buy/sell decisions based on the total yield to the City relative to the risks. Primary offerings, inventory securities available for purchase, and dealer markups/markdowns vary from firm to firm. During this reporting period, there were no material changes to the portfolio. The goals of the City of Grand Rapids investment program are safety of principal, liquidity, and earning competitive yield. The Treasurer’s Office is highly confident in the safety of principal. A higher than normal portion of the portfolio has been set aside to ensure liquidity. Obtaining a high portfolio yield is a challenge in a low-interest environment. The portfolio is well positioned, but maturing portfolio securities cannot be reinvested at similarly high rates.

The challenges in the macro economic picture come with Federal Reserve Chairman Jerome Powell speaking to a view of inflation being “soft” and the Fed is committed to the current easy monetary policy. He also identified the employment picture is still a way off from their expectations. As far as the micro economic picture, we are seeing higher prices at the gas pump. Today, regular unleaded gasoline was at $2.75 per gallon. Over the past three months, oil prices have risen from $44.82 to $63.36 per barrel. That is a 41% increase in 90 days. This is now beginning to impact the price we are paying. The projection is oil will rise to $75 per barrel by the end of the year. During this period, the Treasurer’s Office has worked to prepare the FY 22 departmental budget. Our attention is on the $1.9T American Recovery Plan, the State of Michigan budget, and the uncertainty of cash flows, the Treasurer’s Office has built up high levels of liquidity in depository accounts. These deposited monies earn a 0.20% earnings credit rate, well above market rates on short-term securities. (Earnings credits are used to offset operational bank fees.) To place this in context, United States Treasury securities maturing in three years carry a market rate of only 0.17%. The portfolio segments and investment returns are listed in the following table.
