Levels of Activation Level 1 - EOC staff, Department staff, as needed.(Flood,
severe storms, fire, escalating incident).
Level 2 - EOC staff, PIO, Section Chiefs, Limited activation of other EOC staff. Multiple sites, several agencies, Major scheduled event, limited evacuations, resource support required.
Level 3 – EOC “Ride Out” Team (Major event, Full Activation (All Agencies).

Important to keep a working relationship with the area agencies year round.
Have agencies in planning meetings.
Have all Interlocal or MOU agreements in place prior to hurricane season. (Review each year)
Visit all sites that could possibly be used during an emergency.
• Identify your critical processes. • Consider alternate business site location. • Alternate suppliers outside the area. • Arrange for emergency payroll. • Create Employee/Supplier contact lists, and
take them with you. • Have a way to contact employees after the
storm/incident. • Consider prepositioned contracts for security,
power, food, water, etc.

Take photographs or videotape the facility to document company assets. Update these records regularly.
Business or companies with a through disaster plan generally have less damage, less economic loss and less down time following a disaster.
Businesses that open quickly after a disaster not only serves as engines of recovery, they help restore sense of normalcy to the community.

Phased Evacuation
The plan to evacuate the City based off a Phased Evacuation using evacuation zones (zip codes). The city has been divided into five different zones (A thru E). The recommendation for zone evacuation will depend on the many factors of the storm and storm surge. In addition, we have developed a timeline that we will use as a guide in making recommendations on which zones we would need to evacuate.
Transportation
RTA will be used to transport all citizens to the evacuation HUB that do not have transportation out of the city.
Purpose
To provide uniform guidance for personnel who may require early reentry prior to the retraction of the local evacuation order.
To promote and facilitate the timely reentry of
essential personnel to speed the recovery of affected jurisdictions within Nueces County and its economy.

Proper identification for resident access should include one or
more of the following:
Current state issued driver’s license or identification card
Utility bill
Mortgage deed
Property tax documents
Or any governmental document which includes an address or other means that identifies the location of their property.
State of Texas Emergency Assistance Registry
In the event of an emergency which requires evacuation, some individuals may need additional assistance leaving their homes. The State of Texas Emergency Assistance Registry (STEAR) (formerly the Transportation Assistance Registry) allows residents to provide information on their specific situation to emergency management officials who can help them what they need in order to evacuate to safety. This information also helps emergency planners as they develop plans and procedures for assisting residents during emergencies.
Facilities who care for the most vulnerable of our residents can also register their facilities with emergency responders, to help when planning for, and responding to disasters.

Call 2-1-1 - A trained telephone operator will be able to take your information in minutes.
