Chief Enrollment Officer (CEO)
The University of Wisconsin – Milwaukee, in partnership with the national search firm of
Scott Healy & Associates, invites applications and nominations for the Chief Enrollment
Officer to lead the newly created division of Enrollment Management. Reporting to the
Chancellor of the University with a collaborative reporting line to the Provost and Vice
Chancellor for Academic Affairs, the Chief Enrollment Officer serves as a member of the
Chancellor’s cabinet and participates in institution-wide enrollment strategy planning and policy
development. The Chief Enrollment Officer provides vision, leadership, policy direction and
operational oversight for strategy, procedures, reporting, communications, forecasting and
planning to result in the optimal mix and ultimate graduation success of the undergraduate UWM
student body.
The Chief Enrollment Officer serves as a campus leader and partner on undergraduate student
recruiting, retention and graduation matters to UWM’s schools, colleges, and divisions. The Chief
Enrollment Officer effectively leads and manages the following Enrollment Management units:
Career Planning and Resource Center, Financial Aid, Registrar’s Office, Student Success Center,
Undergraduate Admissions, and Trio/Pre-College Programs. The position supervises a team of
139 professional staff and 230 student employees, and manages an operating budget of $11.3
million.
Key goals for the new CEO will include:
• Increase first to second year retention rates;
• Increase graduation rates at 4- and 6-year level;
• Develop a three-year projection of enrollment and tuition generated revenue by student
segment;
• Recommend additional academic programs which would enhance enrollment;
• Recommend an optimized class schedule, which reduces stress on infrastructure,
maximizes classroom usage and allows for students to decrease their time-to-degree;
• Collaborate in the implementation of a marketing campaign which enhances enrollment;
• Structure professional development plans for staff;
• Increase enrollment of international and out-of-state students;
• Increase enrollment of graduate students into tuition generating programs;
• Establish admission guidelines which increase access as well as provide predictive data
upon indicating which students will require additional support – may include non-
cognitive variables;

• Identify critical course enrollment bottlenecks as well as gateway courses which are
delaying student progression to degree;
• Establish a financial aid model which increases enrollment and decreases time-to-degree;
• Develop an enrollment plan which focuses upon adult and part-time students as well as
first time full-time;
• Identify reasons why admitted students choose to enroll elsewhere;
• Identify reasons why enrolled students transfer to other institutions or cease studying
altogether;
• Develop strong partnerships with other schools which can yield well-prepared transfer
students; and
• Identify courses with high D/F/W and repeat grades and work with Deans.
INSTITUTION OVERVIEW: The University of Wisconsin-Milwaukee, one of only two
doctoral degree granting public universities, is a public urban research university founded in
1956. The largest university in the Milwaukee metropolitan area, UWM is Wisconsin’s premier

Enrollment Facts and Figures at UWM: The University of Wisconsin- Milwaukee’s Fall 2017
total enrollment was 25,412. 82 percent of UWM’s enrollment is from Wisconsin although there
are students representing all 50 states and nearly 80 countries. The student population is 46 percent
female and 54 percent male. The campus is ethnically diverse consisting of 27 percent students of
color including 12 percent multi-ethnic. The median ACT composite scores for new freshman
students is 24. The first to second year retention rate of bachelor’s degree-seeking undergraduates
for Fall 2016 was 73.9 percent and the six-year graduation rate for Fall 2011 new freshman cohort
is 41.1 percent. 83 percent of 2016 full time, first time degree seeking students received some type
of financial aid.
Research: UWM is one of the nation’s top 115 research universities as recognized by the Carnegie
Classification of Institutions of Higher Education. That coveted R1 status reflects the depth and
breadth of our research across dozens of doctoral programs and more than 100 labs, institutes and

Research innovation builds business. UWM’s thriving entrepreneurial climate brings
breakthrough ideas to market. Students benefit from an interdisciplinary, university-wide
approach to idea generation, collaboration, and commercialization. Success is recognized through
the start-ups launched by faculty, staff, and students, and in dozens of patents and licensing
agreements with Wisconsin businesses.

House and Carnegie Foundation recognized UWM in 2015 for this work with two major
commendations, a spot on the President’s Higher Education Community Service Honor Roll and a

Teaching. In 2015-16, students completed more than 66,000 hours of service, many of them
through service-learning classes. Faculty, staff and students partnered with nearly 180 non-profit
and governmental agencies.

POSITION OVERVIEW: UWM seeks a dynamic and committed leader to inspire the future of
The University of Wisconsin – Milwaukee’s enrollment management vision and strategies.
Working with the Chancellor and Provost, the cabinet, Deans, faculty, students, alumni, and the
entire University community, the Chief Enrollment Officer will be called upon to lead all
enrollment management efforts. By doing so, the Chief Enrollment Officer will ensure that The
University of Wisconsin - Milwaukee continues to fulfill its mission.
Required Qualifications:
1) A Master’s degree or other advanced degree;
2) Administrative, mid to upper level management experience in higher education or closely
related industry;
3) A record of visionary leadership, guided by collaborative, team-oriented and ethical
considerations;
4) Evidence of commitment to building, supporting and providing superb service to a
diverse student population; and
5) Evidence of experience with integrated student information systems, Client Relationship
Management (CRM) systems, and innovative technologies for enrollment management.
Preferred Qualifications:
1) Expertise in developing and utilizing enrollment, retention, and persistence strategies
rooted in predictive analytics;
2) Evidence of excellent oral and written communication skills, including effective public
speaking and presentation skills;
3) Evidence of ability to take initiative, exercise sound judgment, and manage multiple
priorities in a fast-paced environment;
4) A demonstrated ability to develop a strong culture and lead effective and cohesive teams;
5) A firm grasp of current regulatory and compliance requirements for financial aid and
other reporting; and
6) Evidence of ability to manage change in a dynamic environment.
