Skills Committee Advice Tracker and Sector Update – 05 November 2015
Introduction and Purpose The Advice Tracker summarises the advice given by the Committee to SFC and SDS boards and any subsequent action and outcome. This advice is focused on specific elements that call for further action, discussion or change. Advice that has been actioned and reported on has been removed. The tracker is developed from a full record of all advice and its communication to the boards, which is available should any member wish to see the full detail and historical items. The sector update is appended for information.

SDS and SFC should continue to engage with a wide range of stakeholders and ensure there is a clear communication plan; and
SDS and SFC should consider developing a rating system to clearly identify the current status of actions within the framework.
Joint SFC and SDS workshop on DYW held on 22nd of September with attendance from Education Scotland, Colleges, Scottish Government and College Liaison Association with Scottish Schools. SFC and SDS working with Education Scotland, SQA and college representation to develop work place standards for Scotland’s Colleges. Officials of both SDS and SFC have agreed to review the Joint Framework for Action to ensure that it fits with developments in the DYW programme

Employability On Scottish Government Employability Consultation: note the feedback of the discussion
of the Skills Committee, in particular:
That the future services don’t lose what currently works;
Any future programmes should also focus on supporting people once they get into work and keeping them in work, not just on getting them into work. The programmes should also consider the quality of work that people enter from the programme
Importance of clarity around the purpose of any programme so that we can be sure that success measures are aligned to this purpose; and
The need to ensure we fully consider the implications and potential consequences of any changes that are implemented
SG Employability Consultation now closed, SG currently collating responses and will shortly set out its response and intended approach.

On Review of Energy SIP: note the summary of the discussion of the Skills Committee, in
particular:
The Committee encourages SDS to review all evidence available when refreshing the Skills Investment Plans, which includes developing relationships with SQA’s Accreditation team.
SIP progress has now been reviewed by themed sub groups and will be discussed by ESAG in early 2016.

Themes and Next Steps for Sector Programme item: note the
points raised by the Committee, in particular:
SDS should consider how employer engagement can be strengthened to underpin SIP implementation and ensure ongoing industry ownership;
The SIP refresh process should be designed in a way that is appropriate to the needs of each sector and is industry-led, whilst taking opportunities to address synergies across sectors;
The SIPs have provided a valuable framework for public sector engagement and investment, further work in implementation and refresh should aim to stimulate employer investment in workforce development, work place innovation and improved skills utilisation.
SDS executive have met with STUC to discuss opportunities for closer working with unions in relation to the fair work agenda and building the employee perspective into the sector programme. Employer engagement theme to be explored further as the SIP programme develops

8 May 2014 SFC Board: On Learning and Working in 2020: A positive destination for all: note the summary of the discussion of the Skills Committee as a background to the SFC Council Board paper, in particular:
The progress made with continuing and up-scaling
the work of placement projects while reducing

The Committee’s advice on the vision set out in the paper and how employability, from placements to work-based learning, might become more widely embedded into the curriculum and what role outcome agreements

CLOSED SFC Skills team have built in feedback from the Skills Committee as part of their input into the SFC strategic plan. SFC strategic plan has been approved by cabinet secretary and is due to be published online by end of November. This will form the basis of the outcome agreement guidance from 2017-18.

Building the Evidence Base – Regional Skills Assessments (RSAs)
14 May 2015 On Regional Skills Assessments Review - Feedback and Findings:
note the summary of the discussion of the Skills Committee, in
particular:
Consider how the RSAs inform the outcome agreements with college regions and what impact the improved and a more consistent evidence base has on the shape of the provision regionally;
SDS and SFC are advised to explore how the use of RSAs alongside other information such as SIPs and other LMI can help inform the work of broader partnerships, including community planning partnerships and the new Invest in Youth Groups.
Refreshed 2016-17 outcome agreement guidance published in September 2015 and asks for greater evidence of RSAs, SIPs and other LMI to inform curriculum offer. SDS will work with SFC to explore how the regional skills planning team bring the evidence base to a broader range of partners. 13 College ROA Workshops due to take place in November 2015

The effectiveness of outcome agreements in being a steering mechanism that can be used to bring about culture change;
The need for institutions to identify how they are using SIPs and RSAs;
The issue of a lack of employer engagement in outcome agreements.

In relation to national forecasts, SDS and SFC have contributed to the design of UKCES working futures research to ensure alignment with RSA and regional college geographies.
Development of RSAs has taken this agenda forward considerably, including regional breakdown of UCKES ESS data provided to SDS for RSAs.
RSAs have been published and are being used by colleges to inform their outcome agreements with SFC. The use of the RSAs is being reviewed by SDS to support future versions and deployment, including the underpinning data matrix.

Regionalisation and Outcome Agreements

18 April 2013 On Outcome Agreement Remits for 2014-15 Including Pre-Employability: SFC Board to note the key points and actions arising from the Committee’s discussion:
continue to develop the college leaver destination survey;
to better establish the scale of pre-employability activity within colleges;
to work with SDS to align the SFC’s approach with the stages of the strategic skills pipeline; and
promote the development of college capacity in the delivery of pre employability provision, linking college funding to outcomes from this provision.

Youth Employment and Youth Underemployment
18 July 2013 Note the advice from the Committee: • progress on delivery of the Certificate of Work Readiness (CWR) to be updated and presented to the Committee, clarifying the success measures being used.
SDS is currently looking at a variety of success measures and these will be worked on and refined as more data becomes available. Current measures include numbers of providers SQA approved, employers involved and outcome rates for completes. The ongoing formative evaluation of the CWR will feed into the development of appropriate success measures. Delivery of the CWR is monitored via CTS reports which are allowing us to measure the success rate of CWR in progressing young people un

positive outcomes. Data is interrogated further to show characteristics of participants including gender and age and the rates of progression. Employer uptake is monitored re LA area. Supporting Scottish Renewables’ Young Professionals Network
The Fife Energy Skills Hub saw 27 pupils from two schools working with energy sector companies and lecturers from Fife College to find out more about the skills required to work in the industry. The programme is now set to be rolled out to more schools across the Local Authority area.
Working with Education Scotland and Energy & Utility Skills to pilot “Employability Bites”, a sustainable approach for employers and schools to work together to support learning in STEM, provides schools with an introduction to the energy sector through hands-on practical experience.
The Energy Skills Partnership, with support from SDS, recently worked with RenewableUK‘s Renewable Training Network to develop new training courses in wind turbine blade repair and inspection to meet growing demand from industry.
Delivery of low carbon workshops, Low carbon e learning Integration and the delivery of the Renewable awareness qualification to Modern Apprentices within the plumbing cohort
Food and Drink 31 May 2012 Skills Investment Plan
The Scotland Food & Drink Skills Academy are developing the brand Tasty Jobs and engaging with businesses to provide work experience opportunities for young people and highlighting careers. The project is supported through the Employability Fund and participants work towards the Certificate of Work Readiness. Successful pilots have been delivered in the Whisky, Meat and Fish sectors.
The craft brewing sector in Scotland has increased significantly with opportunities for further growth. SDS is engaged with SQA to explore the opportunities for the development of a customised Award that would support individuals working and entering the sector.
Review of Scotland’s Food & Drink Academy is underway with a strategic workshop planned in November 2015

Foundation Apprenticeship (FS Pathfinder) development is progressing in both Edinburgh and Glasgow. Employers and prospective candidates engaged during June with interviews taking place for the Glasgow Pathfinder (employers involved). Training provider engaged in advisory capacity to develop work-based learning elements.

Life Sciences 18 July 2013 Skills Investment Plan
Life Science Skills Group have agreed an operational plan to deliver the SIP
A project is underway to improve placement provision, the first stage being a mapping of existing provision
The success of the work placement competition has led to a further round of this, now managed by Scotgrad. The 2014 competition offered 7 work placements and attracted nearly 80 applications from Life sciences students across Glasgow. Industry has engaged in this well and are now offering 25 places for 2015. This has attracted over 800 applications for the posts across 15 institutions.
Research underway to understand the poor uptake of the life science MA. This will inform events planned next year to promote the MA framework in schools and with industry.
Professional Accreditation of the Life Science degree will be available to universities from September 2016
Tourism 26 October 2012 Skills Investment Plan
Roll out of the World Host customer service programme to 13 destinations across Scotland. This has included a small bespoke project to train volunteers working at the Open Golf championship in St Andrews.
Foundation Apprenticeship Pilot being developed for the hospitality sector in partnership with People 1st and working with Inverness College and hospitality employers and schools in Inverness and surrounding areas.

ICT 18 July 2013 Skills Investment Plan
Announced the launch of CodeClan which will be Scotland’s first accredited coding academy. CodeClan will offer students a 4 month immersive programme of software development and will prepare them with the knowledge and skills they need to enter the sector. Students are likely to come from backgrounds such as graduates from other STEM disciplines, women returners, HND graduates and hobbyists. It will open in Edinburgh in year 1, with subsequent roll-out to Glasgow and north (Aberdeen or Inverness).
Stakeholder engagement to encourage partners and employers to work with us on Digital World: Shape It, which is the industry led marketing campaign to promote digital careers as a career of choice.
College-university forum is identifying specific actions for the sector. Next meeting 9 November 2015
