The Path to Net Zero
The courses describe a specific methodology for approaching ”near-zero”, “net-
zero” and “positive energy” building designs, for both new and renovation
projects. This methodology includes a technique for studying design solutions,
found in nature, and applying similar principals in the design or architectural and
engineering systems for modern commercial buildings. A number of tools are
described in detail that are commercially available and are necessary to adapt this
type of approach.

President’s Corner
Bring on the Spring!!
The cherry blossoms have begun to
bloom and spring is in the air.
Our final National Capital Chapter
meeting of the 2012�2013 year will
be on Wednesday, April 10th. The
joint ASHRAE�USGBC meeting
will include the professional education session,
PES, on Net Zero Buildings. The informative
session will include case�studies on a residence,
a school, and a 71 story office building,
presented by speakers Bill Healy, Raj Setty, and
Roger Frechette. The Student themed dinner
meeting will be on ASHRAE 189.1, presented
by the committee’s Vice Chair Andy Persiley.
Four scholarship recipients will be honored
during our dinner meeting, two student members
from each of the National Capital Chapter’s
Student Branches: The University of Maryland,
College Park and The Northern Virginia
Community College, NVCC. Both the PES and
the dinner will be in held in the Hilton
Arlington, at the Ballston metro station. Thank
you in advance for registering by the early
deadline, especially for the dinner meetings, to
help the registration process go smoothly.
The NCC’s annual golf outing, supporting
student scholarships will be held on May 22nd.
In June the chapter will be holding the first
annual skeet shooting event to promote
ASHRAE research. Please see Morgan
Stephens for sponsorship and reservations.

Roger Frechette, PE Principal, Interface Engineering
As Principal and Senior Mechanical Engineer at Interface Engineering, Mr. Frechette has more than two decades of experience in the field of sustainable engineering and building design. His international and domestic work encompasses master planning and building systems designs for some of the world’s largest and most iconic structures. His portfolio includes high performance buildings, ranging from high#rise office towers, to government facilities and museums, to laboratories, airports, hospitals, sporting venues and academic buildings. Recent projects include the Burj Khalifa (formerly known as Burj Dubai), which opened in 2010 as the world’s tallest building, the Pearl River Tower, a high#performance, super#tall office building in Guangzhou, China and Greenland Tower in Wuhan, China, soon to be amongst the tallest buildings in the world. Mr. Frechette has been a member of ASHRAE since 1988. He is a Senior Fellow with the Design Futures Council, a global network of design community professionals, and a frequent lecturer and author on high#performance design and green engineering. He is a member of the U.S. Green Building Council, the Society for American Military Engineers, the Council on Tall Buildings and Urban Habitat (CTBUH) and numerous other professional organizations. In 2004, he was recognized by the United States Congress for his work in sustainability.

Raj Setty, PE President� Setty and Associates International
Mr. Setty is currently President of a full service Mechanical, electrical and plumbing consulting engineering firm located in Washington DC, specializing in institutional projects, energy modeling, commissioning and high performance buildings. Currently, there are over 120 projects in design or construction with 5 different universities and 8 school districts. Projects range from a new $140,000,000 state of the art high school to new campus dormitory buildings to formulating an energy retro#fit program for the National Gallery of Art. With their deep portfolio of projects and technically adept staff, they have been able to guide several universities and also Federal Agencies in their pursuit of sustainability in their buildings. Mr. Setty is a registered professional mechanical engineer, LEED certified and a commissioning agent. He is on three ASHRAE technical and research committees and has presented on the national stage at the government energy conference as well as ASHRAE national meetings.

Dr. Bill Healy Lead, N.I.S.T
Dr. Bill Healy is the Leader of the Heat Transfer and Alternative Energy Systems Group at the National Institute of Standards and Technology in Gaithersburg, MD. He has worked at NIST since 1999, carrying out research on a variety of topics including rating methods for residential water heaters, the use of wireless sensors in buildings, and moisture sensing technologies. Dr. Healy currently manages the research program on Net#Zero Energy, High#Performance Buildings. He has been a voting member on ASHRAE TC’s 4.4 (Building Envelope) and 7.5 (Smart Building Systems) and is active on SPC 118.2 (MOT for Rating Water Heaters). In addition to his work at NIST, Dr. Healy is also an instructor in the Engineering for Professionals Program at the Johns Hopkins University.

Standard 189.1: Design of High�Performance Green Buildings � The Indoor Skinny
ANSI/ASHRAE/IES/USGBC Standard 189.1, first published in 2009, is the only national consensus standard that addresses the multiple building performance issues that define sustainable buildings. The standard contains design requirements that cover the wide range of building sustainability issues including site sustainability, water use efficiency, energy efficiency, indoor environmental quality (IEQ), and impact on the atmosphere, materials and resources, as well as construction and plans for operation.
This presentation will provide an overview of the standard, including its organization and basic requirements. It will also take a deeper look at the indoor environmental quality requirements in the context of the perceived tension between energy efficiency and improved indoor environments. The standard’s IEQ requirement are largely based on ASHRAE Standard 62.1 (Ventilation for Acceptable Indoor Air Quality), which contains only minimum requirements in contrast to the high�performance goals of Standard 189.1.
While Standard 189.1 does exceed 62.1 in some areas, the argument can be made that it is not consistent with high�performance IEQ. At the same time, achieving high�performance IEQ is viewed as having a significant cost in terms of energy. Reconciling these two goals is a challenge for the 189.1 committee as well as for designers and building owners who strive to provide high�performance buildings.

Dr. Andrew Persily Lead, N.I.S.T
Dr. Persily works on indoor air quality and
ventilation in commercial and residential
buildings. His work includes the development
and application of measurement techniques to
evaluate airflow and air quality characteristics in
a variety of building types, including large,
mechanically ventilated buildings and single�
family dwellings. The evaluation procedures
include tracer gas techniques for measuring air
change rates and air distribution effectiveness,
contaminant concentrations measurements, and
envelope airtightness. He is also involved with
the development and application of multi�zone
airflow and contaminant dispersal models.
Dr. Persily was a vice�president of the American
Society of Heating, Refrigerating and Air
Conditioning Engineers (ASHRAE) from 2007 to
2009, and is past chair of ASHRAE SSPC 62.1,
responsible for the revision of the ASHRAE
Ventilation Standard 62. He is currently vice�
chair of Standard 189.1, Design of High�
Performance Green Buildings. He is a past chair
of ASTM Subcommittee E6.41 on Air Leakage
and Ventilation Performance and past vice�chair
of subcommittee D22.05 on Indoor Air Quality.
Dr. Persily received the Department of
Commerce Bronze Medal in December 1989 and
Silver Medal in 2008, and was named Young
Engineer of the Year by the D.C. Council of
Engineering and Architectural Societies in 1990.
He was named an ASTM Fellow in 2002 and an
ASHRAE Fellow in 2004.

Lisa Ng, Mechanical Engineer at NIST
"Consideration of Envelope Airtightness in Modelling Commercial Building Energy Consumption"
Lisa graduated from Drexel University with a B. S. in Architectural Engineering, concentration on HVAC systems.
While at Drexel, she completed co-ops with a construction management, a project management, and an HVAC
design/consultation firm. After graduation, she lived and worked in Taipei, Taiwan for two years for an
architect as a mechanical engineer.
In 2005, Lisa began her Ph.D. work at Drexel University, focusing her work on indoor air quality and sensor
placement. In 2010, Lisa graduated with a Ph. D. in Civil Engineering with a thesis titled “Framework for the
Utilization of Forward and Inverse Airflow Models in Systematic Sensor System Design for Indoor Air”.
After graduation, Lisa completed a one year post-doc at the National Institute of Standards and Technology
(NIST). Currently, she is a mechanical engineer in the IAQ and Ventilation Group at the NIST in Gaithersburg,
MD. Her work includes airflow, IAQ, and energy simulations, as well as IAQ sampling in a net zero house.
