Can Ecosystem Services Reduce Poverty?
Yes….. But!
• It’s often difficult to reach the poor.
• Households require access to key capitals– Land, water, natural resources,
finance, social, education.
• Good governance, effective institutions and markets are often required
• Capacity strengthening needs to be addressed
Can PESReduce Poverty?
Yes…..
• But….• It’s not automatic or
even easy.• Badly designed
schemes can enhance poverty.
• There are risks of elite capture.
• Schemes may not be sustainable.
Some Key Questions
• When can/does PES reduce poverty?• Who benefits? Under what conditions?• How best to capture and transfer benefits?• What makes for effective governance,
institutions and markets?• How efficient is the scheme?• Monitoring options• How to scale-up and scale out?• Is it likely to be sustainable?

• Testing new approaches.
• Providing pilot studies.• Developing and testing
new concepts and ideas
