Penang has consistently held on toour fundamental principle of NOTallowing any land that has been allocatedor marked for schools, places of religiousworship, mosques, suraus, churches,
Chinese, Hindu or Buddhist temples todisappear.
Penangites have been misled with liespublished by certain newspapers and TVchannels which have caused much confu-
sion. Concerned Penangites have writ-ten, called and asked about some of thecurrent issues they read in the newspa-pers. Some of the previous issues werethe purportedly spat with CAP (Con-
sumer Association of Penang) with Pen-ang Chief Minister Lim Guan Eng. The
other issue was about the so-calleddanger posed by Bosch factory in BatuKawan. (Statement by InvestPenang on

The Penang PR State Government shall
expose UMNO Penang as a racist partythat clearly does not want non-Muslim
votes in the next General Elections, for itis only questioning why mosque land hasdisappeared but does not bothered non-Muslim land in the Bayan Mutiara project.UMNO Penang has stoked a re of reli-
gious hatred against me as a non-Muslimleader by spreading dangerous lies that Ihave sold or caused mosque and schoolland to disappear when 102.6 acres ofBayan Mutiara land was sold by opencompetitive tender to Ivory Property
Group Bhd (Ivory).
When the 102.6 acres of Bayan Muti-ara land was sold by open tender, therewas no sub-division of title but the entirepiece of land was to be sold. BN had notmade any sub-division of title on the land
when they were in power. Ivory will onlydo sub-division of title after submittingnew plans to MPPP and the Land Ofce
for approval. The new plans and sub-division of title have not even been
submitted by Ivory to the relevant au-thorities, how can UMNO claim that the
mosque or school land had been sold ordisappeared?
UMNO should be ashamed if its mem-bers are indeed ignorant of Local Council
requirements that any development pro-ject requires land to be allocated for pub-lic purpose such as mosques, roads, parks,low medium cost housing, schools andnon-Muslim places of religious worship.
These requirements are standard for allLocal Councils throughout Malaysia. Us-ing UMNOs perverse logic that mosque
land had disappeared just because thewas sold to Ivory and Ivory has not submitted plans to MPPP. If mosquehad disappeared then land for non-Mu
places of religious worship would have disappeared.
Why then is UMNO not highlighthat non-Muslim land for religious ship had disappeared. Is it because
Muslims are of no value to UMNO

CHIEF Minister Lim Guan Eng who attended (BIM)Balai Ikthisas Malaysia (Malaysian Professional Fo-rum) remarked to a group of professionals that Pen-
angs strong internal control system has preventedcorruption. He was glad to hear from MACC that al-though 57 people were arrested in Penang in 2011 forcorruption, only one person was from the State Gov-ernment while 37 other people were from the Federal
Government agencies.He also attributed Penangs dynamic growth to the
fact that only professionals with technical or sciencebackgrounds were engaged by the State Government.Since Pakatan Rakyat took over Penang State admin-
istration, there has been budget surpluses. Expenditure

LYDIA Ong Kok Fooi and YB Chong Eng, two wom-
en leaders in Penang had been relentless in pushingfor the establishment of a state institution specically
on womens development and empowerment. PenangWomens Development Corporation (PWDC) which isa state-run body is the fruit of their labour.
The State Government established PWDC to further
advance the position of women and men in Penang,with the aim to mainstream gender into the policies andprogrammes of the public and private sector and towork towards gender and social justice. PWDC will
function to advice the State Government in formulatingpolicies to realise gender and social equality, as wellas to undertake advocacy to promote substantive equal-ity and good governance. It will monitor laws andpolicies, which are gender discriminatory. It will also
conduct programmes to empower women in the varioussectors in society as well as commit itself to raising theconsciousness of women and men in Penang on genderequality/justice, human rights and good governance.
At a press conference at Komtar on 7th March, 2012Chief Minister Lim Guan Eng announced thatRM1,500,000 has been allocated for PWDCs pro-grammes and operation in 2012. This shows the StateGovernments serious pledge to the development and
empowerment of women in Penang, and this amountis on top of the RM800,000 allocation channelled
through the State Committee for Women, Family andCommunity Development (Majlis Mesyuarat Kerajaan Wanita, Keluarga dan Pembagunan Komunit i), CM
Lim said.CM Lim added, Dr. Cecilia Ng, an eminent expert
on gender, works hard hand in hand with both Lydiaand Chong Eng in developing the concept and frame-work for the proposed institution. Women leaders and
committed men who sit on PWDCs Board of Direc-tors played instrumental role in convincing me that itis timely for Penang to establish this state body. I hopeyou will continue to walk with the State Governmenton this journey.

Some Malay contractors from the Malay ContractorsAssociation, Malaysia (PKMM) have voiced theirtheir support for the Penang Pakatan Rakyat StateGovernment for the proposed undersea tunnel project
and three other infrastructure projects.Dato Izham Bin Dato Omar Merican, the Vice-
President of PKMM was in Komtar with severalmembers of PKMM on 15 March 2012. We wel-come the four infrastructure projects which are in-
tended to reduce traffic congestion in Penang. Theseprojects will also spearhead economic developmentof Penang, especially in SPU (North Seberang Per-ai), Dato Izham said.
The four infrasture projects are :
1. Undersea tunnel measuring 6.5 KM from
Gurney Drive to Bagan Ajam.2. 15 KM road connecting Tanjung Bungah withTelok Bahang.
3. 5 KM bypass from Gurney Drive to Lebuhraya
Tun Dr Lim Chong Eu.4. 5 KM bypass from Bandar Baru Air Itam to
Lebuhraya Tun Dr Lim Chong Eu.Dato Izham added, This undersea tunnel will
ensure that Malays in SPU get to enjoy the develop-
ment like the rest of Penang. Moreover, we do not
feel that this undersea tunnel will cause any adverse
effect to the residents living in the surrounding ar-
eas. In fact, we feel it will bring development
them.

CM Lim voiced his disappointment a weelater and pointed out how the bad publicity durinMPPP enorcement received headlines but when aamicable and good solution was made, this news was noreported.

LIKE its nickname sore thumb the stretch of beachat Tanjung Bungah behind the four blocks of luxuryhigh rise, The Cove has been an issue with the NGOs,residents in Tanjung Bungah and nature lovers. Effortsby NGOs and activists to prevent the area from being
reclaimed and turned into more high rise buildingshave finally borne fruit.
Under the Penang Pakatan Rakyat State Govern-ment which adopts a Cleaner, Greener, Healthier andSafer Penang and with the untiring effort s of TanjungBungah Assemb lymember Teh Yee Cheu, the formersore thumb will now be gazetted into a green thumb.Teh told a group of residents, students, Village Com-mittee (JKKK) members and other volunteers at agotong-royong recently that the proposal to gazettethe strip of land has been accepted by the State Gov-ernment after the matter was brought up in the StateAssembly meeting. Currently he is working with theLand Office and MPPP to get the land officiallygazetted.

for Local Counci l and Traffic Management Chow KonYeow, Assemblymember Teh Yee Cheu, MPPP ChiefHajjah Patahiyah Ismail, other MPPP directors, resi-dents and students from several schools like Dalat,Uplands and Tenby.
We must take care of the eco-system. We have tomaintain our b eaches ourselves to ensure that TanjungBungah continues to remain a tourist attraction, Tehsaid in his speech. He hopes there will be more greenlungs like the Pearl Hill Re creation Park and the soon-to-be gazetted Tanjung Bungah Coastal Park. Thestakeholder, NGO and State Government must coop-erate under the Local Agenda 21 (LA21) programmeto make this happen.
Tehs effort was commended by Exco Member ChowKon Yeow in his speech. However, Chow remindedthe Local Council, Be careful when selecting thecontractors and see that they do not destroy the charmof Tanjung Bungah.
Tanjung Bungah gets over 1 million local and for-eign tourists annually. It is also the preferred locationfor those who opted to retire in Penang under theMalaysia My 2nd Home programme. Recently, Ber-nama reported that Malaysia is the 18th most idealcountry to retire. Therefore, the State takes intocognizance the importance of having a clean and greenenvironment.
Chow also told members of the media that talks areon-going with the Malaysian Hoteliers Association forhotels to adopt the surrounding beaches to ensurecleanliness.
In his parting note, Chow said that everyone mustbe united in spirit to care for the environment. He
praise d the students and re sidents for sweating it outunder the hot sun, cleaning up the beaches. I hope
that at the end of this gotong-royong, everyone willfeel good knowing that they have done a little bit fora cleaner environment.

PENANG Hill is seeing exciting development. Tour-ist arrival have increased tremendously since theopening of the new Cliff Cafe which offers a varietyof delicious local Penang dishes. The other attractionsare the only Owl Museum in South-East Asia and the
unique Monkey Cup Garden .The Penang Pakatan Rakyat State Government,
through Penang Hill Corporation (PHC) has adopteda proactive, pre-emptive and preventive approach inensuring that this scenic tourist destination remains
in its pristine condition.On 28 March 2012, PHC announced the commis-
sioning of IKRAM Sdn Bhd to carry out a system-atic inspection and survey of four hill slope locationsat the Penang Hill Upper Station and along the fur-
nicular and jeep tracts. IKRAM is the countrys cen-
tre of excellence for total infrastructure solutions anda concession company appointed by Finance Minis-try.
According to former PHC acting General Manager,Datuk Lee Kah Choon, this is the frst time that Pen-ang State has taken steps to do a complete slopesafety study. There is no indication of any slope dan-ger but PHC does not want to take any risks. Routineslope maintenance and inspections related to the
implementation of the landslip prevention and mitiga-tion work is essential to ensure the safety of the slopes.
Failure to deal with slope behaviour is not an op-tion. Therefore, PHC is spending RM2 millions for a
complete study of any threat to slopes on high-risk
areas, Chief Minister Lim Guan Eng who is also theChairman of PHC announced at a press conference.
He also announced the appointment of Dato Ir AngChoo Hong, 58 years old as Technical Consultant for
PHC. Dato Ir Ang was the Director of Mechan
Engineering of Public Works Department (JKR)head of design team for the Penang Hill Funicsystem. He has also authored a book, MechanEngineering Practice in Public Works.

Dr. John R Robertson. Dr. Robertsoncomes from a naval background andspends winter months in Penang after
he retired in 2002.Chief Minister Lim Guan Eng was
amongst the distinguished guests at thebook launch at The E&O Hotel on 17March, 2012. The other dignitarieswere Russian Federation Ambassador,
H.E. Madame Lyudmila Vorobyeva,French Ambassador Madame MartineDorance, German Ambassador H.E.Dr Guenter Gruber and others.

For These Lies.
Utusan Malaysia and Berita Harian are condemned
for refusing to print denials by the PR Penang State
Government and Ivory Deputy Chairman Dato SeriNazir Ariff on this matter. Due to their refusal, I am leftwith no choice but to sue the two papers and also Pen-ang UMNO Youth chief Shaik Hussein Mydin for
defamation that I have caused mosque land to disappear.I tried to be patient when UMNO had used racial
and religious rhetoric to undermine my leadership ofPenang and the PR State Government. But such danger-
ous games of exploiting religion have crossed thelimit with lies that I have caused the disappearance orsold off mosque land.
Before that Shaik Hussein together with other UMNO
leaders had attacked me with lies that I did not sell 102.6acres of Bayan Mutiara land by open tender. He had
continued with such lies even though the Penang StateGovernment and the developer had shown proof thatthe land was sold by open tender.
Shaik then continued with his lies that I had said thatI did not need the support of Indians. When his lie wasexposed, Shaik not only refused to apologise as prom-ised but changed to another lie that I had caused mosqueland to disappear. This time, the lie is explosive because
it touches on religious sentiments and designed toate hatred of Muslim against non-Muslim and Muhatred against me as a non-Muslim leader.
UMNO can only say that the mosque or schoeven non-Muslim land has been sold or disappearthe new plans by Ivory are approved by MPPP wi
any mosque, school or non-Muslim land. As a peocentric government, PR Penang has consistently
on to our fundamental principle of NOT allowingland that has been allocated or marked for schplaces of religious worship, mosques, suraus, churChinese, Hindu or Buddhist temples to disappear.will be made clear in court when the defamatory ais fled.

I didnt know that the labourers of MPPP were given a
5kg pkt.of rice for CNY. Though this is a small gesture
of appreciation, I am sure it will touch their hearts and
the hearts of their families, when the rice is brought
back home. Has BN ever done that? No way!

CHIEF Minister Lim Guan Eng described PhisonsChairman and CEO, KS Puas decision to set up anengineering centre in Penang as the first step inbrain gain versus the brain drain situation cur-rently faced by our country Malaysia. According toa World Bank report titled Malaysia EconomicMonitor : Brain Drain and reported by The Malay-sian Insider, the number of skilled Malaysians livingabroad has tripled in the last two decades with twoout of every 10 Malaysians with tertiary educationopting to leave for either OECD (Organisation forEconomic Cooperation and Development) countriesor Singapore.
CM Lim told reporters at his office on 22 March
2012, We are very pleased that KS Pua has de-cided to come back to Malaysia. He has chosenPenang. We think this is a first, at least we get braingain and not brain drain.
Phison is setting up its engineering developmentand design centre in Penang. The centre will beengaged in the development and design of chip,system design as well as marketing. An initial invest-ment of USD3 millions will be mainly on transferringtalent and design technologies.
CM Lim is pleased that the efforts of PenangPakatan Rakyat State Government has borne fruit.He said, Phison will train more engineers whichgives a boost to talent and technologies transfer. Inthe last two years, I have made several trips to Tai-wan. Penang is proud to be able to partner Pua andPhison for research and development.
Phisons investment in Penang involves a tripar-tite partnership with Phison doing the design, Sil-terra doing the wafer fabrication and Index Diversi-fied being responsible for sales and distribution.This project is supported by MIDA as one of keyfocuses under the Economic Transformation Pro-gramme.
Phison, established in Taiwan in November 2000,is a NAND flash application solution provider thatalso designs controller IC (integrated circuit) andsystem integration. It is a US$1Billion company thatcurrently employs 500 employees, of which 300 areengineers. Of the 300 engineers, 50 are Malaysians.
Penang hopes Phisons decision to set up an eneering centre in Penang will attract scientificengineering talents that will not only lead to techogy and talent transfer to Penang but also proeconomic convergence of manufacturing and vices sector.

PENANG, in support of the FederalGovernments vision of making Ma-laysia a global photovoltaic (PV) hub,has attracted Bosch Solar Energy toshowcase the latest PV technology andsafe manufacturing process.
Penang is a Green State, and sowill ensure that initiatives and activi-ties carried out in the State complywith environmental, safety and healthobligations. A careful examination ofBoschs Solar Project in Penang byrelevant authorities shows that the
process, usage of raw materials, as wellas wastes generated are radioactivefree. The site identified for the projectby Bosch has been approved by theDepartment of Environment (DOE).Bosch is permitted to build a factoryat the Industrial Park in Batu Kawan.
An Environmental Impact Assess-ment (EIA) is required for all newdevelopment areas, including indus-trial parks, which will be evaluated bythe Department of Environment, underthe Ministry of Natural Resources and
Environment. The EIA identifies zonfor different activities and providstringent environmental control meaures according to current regulatiounder the Environmental Quality A1974, which include buffer zones.
Boschs crystalline PV plant, whin operation, will join the ranks of tother PV companies that operates Malaysia, such as First Solar and Pnasonic in Kedah, Q-Cells in SelangoAUO SunPower in Melaka and MEMin Sarawak.

THE Penang Golden Child programme took place for
the third time in 2012. Several events took place in themiddle of March 2012 where new par-ents with babies born after January 2011received RM200.
The Golden Child programme does
not discern race, religion, financialbackground of the parents and does notdiscriminate against political leanings.The only condition is one parent mustbe a registered voter of Penang. It is a
one-off RM200 for all babies born inPenang. Parents just need to contact
their JKKK, Assemblymember servicecentre or come to Komtar to registertheir child. The contact numbers areavailable on page 12 and 13 of the Bu-
letin Mutiara.Chief Minister Lim Guan Eng who
was at one of the several functions toldthe parents, As a people-centric Gov-ernment, we hope this RM 200 will contribute to the
needs of nurturing your precious baby so that yourchild can grow up to be healthy and active.
When the Penang Pakatan Rakyat State Governmentlaunched the Golden Child programme on 1st January,2011, parents told the Chief Minister that the RM200
will help them to buy milk for 3-4 months.Now, parents tell me that the RM200 will last only
1-2 months. Such is the harsh effect of ination, CMLim said. Ination rose by 3.2% between Jan 2011-Nov2011. In November 2011, food prices escalated by
4.7%, transport by 4.6% and prices in restaurants andhotels rose 5.8%.
Ination is a serious problem. \60% of the lowerincome group has a combined household income ofRM3,000 per month. 40% of the lowest income has
to survive with only RM1,500 per month. What ismore worrying is Bank Negara Annual Report 2010which reveals that Malaysias household debt at endof 2010 was RM 581 billions or 76 per cent of GDP(Gross Domestic Product), CM Lim revealed in his
speech.
Penangites know the hard fact that basic foodseither get more expensive or get smaller in amount.CM Lim also made a comparison of the prices ofdaily needs like milk powder with 50% of increase inprice within a year
while sugar pricerose 58% within 18months.
However, CMLim confidently

I am mimicking the late President John
F. Kennedy of the United States. These
words came to my mind after I had cov-ered several assignments and amtouched with the hardworking leadersworking behind the scenes. They workhard not because of the limelight nor do
they expect any returns. They do it toserve Penang State.
As someone attached to the top lead-ers ofce, I am used to all the ofcial-dom, pomp and pageantry. The grand
ribbon cutting, gold and silver satin rib-boned chairs, praises heaping upon the
person and ashing media cameras.
However, unseen by many, and often
not featured in the media are the timeswhen Members of Parliament, Assem-
blymembers, Councillors (who are mem-bers of political parties) and top Civil
Servants get down and work. Trudgingthrough mud and ood waters, cramped
up in smelly shacks, working under hot
sun and getting scolded due to misunder-standing. Often, they do this because
they believe they can make a difference.They know they are the hope of the peo-ple. They are the elected MPs, Assem-blymembers or Councillors or appointed
Civil Servants chosen to serve the people
and the State.Something Exco Member Lydia Ong
said struck me, this is a Government by
the people, for the people. We are now
living in a State where people have the
voice because they are now representedby leaders they have access to. We are
the Government.
We have to stop asking what our State
can do for us. Instead, we must ask what
we can do for Penang. We are empow-ered to make the change through the
choice we made on 8 March 2008. Andif our voices are not heard, there are chan-nels we can go to make sure that we areheard.
As my ofce phone number is made

get calls. And being the Chief Ministers
Facebook page administrator, I deal with
online complaints and enquiries on a
daily basis. Sometimes, the demand canbe so frustrating. Very often, they repeat-ing themselves. Leaky pipes, trafc jams,
smelly neighbourhood, irresponsive
service centers etc. These are thingspeople bring to the attention of the Chief
Ministers ofce.
I like to guide people where to lodgetheir complaints. Unfortunately, some
accused me of trying to pass the buck.I am not. I believe each of us have thepower to deal with the problems. We
that adopts the bottom-up leadership.We no longer need to run to the highest
level to get the bottom rung people tohelp us.
It is time we shed the master-rakyatmodule of governance. We have the
voice and the power to make the differ-ence in our daily lives. Leaky pipes?Call PBA. Trafc lights not synchronised
or smelly rubbish? Call MPPP or MPSP.
