This Annual Report provides an overview of Bowls Queensland’s activities, achievements and financialperformance for the 2010 calendar year. Bowls Queensland’s performance is reported within the frameworkof the 2008 - 2012 Strategic Plan.
This report contains information beyond Bowls Queensland reporting requirements to provide a readilyaccessible reference of the state body’s work on matters that are of interest to the bowling community.

Chair’s Report
2010 has been a successful year in many ways for the Board of Bowls Queensland,yet disappointing in others.
On the bowling green the stateʼs players have performed very well, with the men andjuniors retaining their national titles. Congratulations to all of our 2010 representativeplayers, we look forward to further successes in 2011. Full results of all test andchampionships are listed later in this report.
The Board, after seeking legal advice from a constitutional lawyer (John Mullins fromMullins Lawyers, a highly respected law firm), presented to council for adoption a newconstitution applicable to a Company Limited by Guarantee.
Bowl Queensland Executive Officer, Keith Fullerton, and I visited most districts prior to the November Council Meeting todiscuss and explain the need for a new constitution. The response we received from the many districts was very positive,however when it came to the council vote the required 75 per cent agreement was not achieved and we were unable to adoptthe new constitution. It appears the main reason for the rejection of the proposed constitution was a clause removing thesections. Apparently many of the older members wish to retain the former associations of RQBA and QLBA and perceive thesections as fulfilling these roles. We should remember these two former organisations were unified in 2004 to become BowlsQueensland as the result of a majority vote by all districts in Queensland. There was also resistance from some districts to aclause allowing the board to set affiliation fees, even though this is the recommendation of both professional independentreviewers and legal advisors. This indicates a lack of confidence and trust in the elected directors of the board. How can theseelected directors be expected to administer the organisation efficiently if they are to be controlled by council delegates?
A forum was held at BQ headquarters in October to investigate the problems facing working women and schoolgirls who wish toparticipate in competitive bowls. Most ladies play their club and district competitions mid-week, therefore preventing workingwomen and schoolgirls from entering. Feedback regarding this problem was received from many country and metropolitandistricts. Brisbane bowler Michelle Russell also organised a weekend competition for women bowlers which ran throughoutNovember—December. This competition was strongly supported, indicating the need for future competitions to cater for thisgroup of players.
Bowls Australia and the STAʼs are attempting to halt the serious decline in affiliated membership. Over the past few years thegame of bowls has changed a lot, with a massive increase of recreational bowlers (corporate, warehouse, barefoot and nightowls) who do not affiliate with clubs. This indicates that changes are imperative for the sport to survive. These unaffiliatedplayers are the future, but to entice them into becoming full members we must relax some of the past rules and regulations. Theolder traditions that have been a very important part of the game are no longer recognised except on special occasions (such asPresident at Home days or Anniversary Celebrations).
Brisbane City has advised BQ that Coorparoo Bowls Club has been heritage listed. This means that we will possibly berestricted in any future development. BQʼs Executive Officer is seeking information as to any possible funding available as theclub has an asbestos problem. It is pleasing to know that the club is now operating more successfully.
On behalf of the Board, I extend our appreciation to all committees, Audit and Risk, Coaching, District/Club Advisory, Section,Match, Selection, Umpires and to district and club volunteers for your commitment to and support of Bowls Queensland and thesport of bowls. Thank You.
The board has been able to establish an extremely successful relationship with Bowls Queensland Executive Officer, KeithFullerton, over the past year. He has been successful in attracting new sponsors with agreements in writing. Well done!
To the staff at Bowls Queensland, thank you. Without your experience and knowledge, this organisation would not operate assuccessfully as it has done for many years and will continue to do so in the future.

2010 has seen Bowls Queensland make a number of directional changes for the benefitof bowls in Queensland. As an organisation we are looking at not just what is needednow, but what we envisage will be required in the future.
This process started in 2009 with the upgrade of the Bowls Queensland informationtechnology capabilities. This upgrade has seen investigations into data managementsystems that will allow us to capture more information to assist in reporting to fundingproviders along with being able to link it to events in order to keep up-to-date playerrecords. The technological advancements didnʼt rest with Bowls Queensland however,with all but handful of districts agreeing to receive correspondence via email.
At the start of their current Boardʼs term both the Board and I underwent personal development. This personal development sawthe roles and responsibilities of the Board and Executive Officer clearly outlined as per the requirements of a Company Limitedby Guarantee. As a direct result it was highlighted that our current constitution was not clear in areas and that it needed to beaddressed. This led to the board seeking the expertise of constitutional lawyer John Mullins from Mullins Lawyers to draft aconstitution that met the needs of a progressive and forward thinking organisation. The proposed constitution was put to thecouncil in November however it wasnʼt passed in its current format. This document will be reviewed and put forward again in thefuture.
While the proposed constitution was not successfully adopted, there were a number of positives to come from the process ofvisiting districts to gain feedback on the document. These trips gave the Chair and I the opportunity to listen to the issues thatdistricts face. It enabled some issues to be addressed immediately, while others required further investigation. As a direct result,visits to districts will be more regular than in the past and will focus on listening to and addressing the concerns of all districtsthroughout the state. After all, Bowls Queensland is here for every district, club and member within our boundaries.
Throughout the year negotiations have been in place to finalise possible sponsorship agreements. It is with pleasure that I caninform you that Nundah Mitsubishi / Isuzu has come on board. They have taken over where Mitsubishi Australia concluded inearly 2010. There is a major change to this agreement however. Should a bowler purchase a vehicle from Nundah Mitsubishi,the club of which they are a member will receive a financial reimbursement. Similar agreements with other sponsors will benegotiated in 2011.
As Executive Officer it is difficult to achieve the necessary outcomes without support from a number of key personnel.
First and foremost I must thank the Board for their efforts and support. It goes without saying that without the great workingrelationship we share, nothing would have been achieved. I look forward to continuing to work with you all in varying capacitiesin the future.
It also goes without saying that the tireless efforts of the Bowls Queensland staff are much appreciated, not only by myself but Ithink it would be safe to say by all bowlers throughout the state. They constantly meet and exceed a high standard of work.
I must also congratulate the Bowls Queensland committees. The support they give to the organisation doesnʼt just impact on theboard or the office, but everyone who is a bowling member. Without their efforts it would be extremely difficult to fulfil theobligations of the company.
Last but not least a special and sincere thank you must be forwarded to districts, clubs and bowlers. You are the backbone ofthe sport and without your efforts throughout 2010 we would not have as many people participating in the sport as we do.
As we move into 2011 Bowls Queensland will endeavour to continue to evaluate and modify its direction to meet the needs ofan ever-changing society. I look forward to working with you all throughout 2011. Keith Fullerton

> Our biggest project this year was conducting club visits.There were several reasons for these visits, first andforemost of which was to assist in certain areas we hadidentified as problem areas at club level. These areasincluded strategic planning, grant writing, membershiprecruitment and retention, promotional activities includingbarefoot, social and corporate bowls, as well as comeand try days, volunteer recruitment and retention andschool bowls programs. Meetings gave interestedcommittee members the opportunity to discuss theseareas with the development team. Clubs were also issuedwith handbooks relating to all these areas.
> The other main reasons for these visits was to establisha line of communication between the clubs and thedevelopment team. The lines of communication havebeen neglected in the past and for us to move forwardand earn the trust and respect of clubs and theirmembers we needed to be out there visiting these clubsindividually. While one visit will not fix the problem it is astep in the right direction towards establishing a strongerrelationship. The problem will only be fixed with ongoingvisits and communication, which is what is planned forfuture years.
> We have divided the state into three zones with eachdevelopment staff member responsible for an allocatedzone. Each staff member will be required to visit everyclub in their allocated zone each year, ensuring everyclub in the state will receive a visit. The staff memberswill rotate every 12 months, ensuring they get theopportunity to visit every club in the state over a three-year period.
> These ongoing visits will continue to establish stronglines of communication, while also keeping clubsinformed of any new material or ideas available from thedevelopment team.
> At the beginning of 2010, with only two members in theteam, we set ourselves a goal of visiting 180 clubs for theyear. With the arrival of the third team member this figurewas revised to 250 clubs. I am happy to report we haveexceeded our expectations and visited 332 ofQueenslandʼs 342 clubs. The few clubs we have beenunable to visit will be at the top of our priority list for in2011.
> These visits help to increase understanding of areaswhere the development team can provide assistance.Due to this we have seen a marked increase in requestsfor assistance. This has seen numerous follow up visits toassist with the implementation of programs such ascorporate bowls and school programs.
> We have also had numerous requests for the use ofBQʼs promotional van to coincide with club open days.The promotional van usage was well up on the previousyearʼs figure, with 20 clubs and three differentorganisations taking advantage of the opportunity toutilise this resource. The van was used at a wide varietyof functions including sports expos, school fetes,shopping centres and shows. During the 23 occasionsthat the van was used, over 3000 adults and children tookthe opportunity to try the sport in their own comfort zone.Hopefully we can see a flow on from these days and gainnew members across the state.
> Requests for letters of support for grant applicationshave also seen a major increase based on the extrainformation being provided via club visits. It is good tosee so many clubs applying for grants, and even ifunsuccessful they are persevering with furtherapplications. I am also happy to report that there areplenty of clubs who are being successful with gaininggrant monies. The successful grant applications havebeen for many and varied areas including: shades,lighting, solar systems, green upgrades and upgradesand replacement of equipment and furniture. Clubs havealso been successful in obtaining grants for implementingpromotional activities, strategic, operational and businessplans and training for members and staff. I wouldencourage every club to continue applying for grants andto keep persevering with their applications…after all itʼsfree money.
> We have also continued to get training for people tobecome accredited Presenters and Assessors, thusenabling them to deliver the new coaching courses as perBowls Australia guidelines. We currently have 10 fullyapproved P&Aʼs with another eight not far off the mark.Having these P&Aʼs spread throughout the state enablesus to conduct coach courses on demand and at anaffordable cost. While the structure of the course is stillbeing reviewed and is not to everybodyʼs liking we arestill delivering what is expected of us.
It is with pleasure that I present the annual report for Bowls Queenslandʼs development team for 2010. This year hasseen a major increase in activity in all areas of development. This would not have been possible without the successfulrecruitment of two new development officers, Sam Hunter and Josh Thornton. Sam commenced work with us in January,Josh in July, and with a team of three staff we have been able to increase productivity dramatically. Sam and Josh haveboth fitted into their roles well and have shown a keenness to learn and eagerness to take the development of the sportto the next level and I believe development is heading into exciting times over the next few years. Unfortunately Samdecided to leave us for greener pastures early in the New Year, but the groundwork has now been laid for his replacementto step straight into the role and continue the good work.

> We have managed to arrange and conduct 20 coachingcourses for the year which is a respectable achievementconsidering some of the hurdles that needed to beovercome. We will continue to work with districts in 2011,arranging and conducting courses as required. We willalso be working with our upcoming P&Aʼs to ensure theyhave the opportunities and the required training tobecome fully accredited.
> 2010 also saw us further strengthen our associationwith our Sports Connect partners (Sporting Wheelies,Lifestream, Deaf Sport & Rec Qld and Qld Blind Bowlers)by continuing our support of their events. We have alsoentered into Memorandums of Understanding with allpartners as well as having renewed our charter withSporting Wheelies.
> We were fortunate enough to receive funding through aSport & Rec Active Inclusion grant, which enabled us toattend several school sport expos conducted by theLifestream Foundation. Additionally we will be conductingcoaching courses for bowlers with a disability enablingthem to then become coaches and coach their ownplayers.
We were also able to liaise with these sporting bodiesand help with the successful running of statechampionships and also offer assistance for selectedteams from the respective organisations that representedthe state.
> The All Schools Cup Challenge was once againsuccessful in 2010 with increased entries at both club anddistrict level.This year 23 clubs and 46 schoolsparticipated through 15 of our 20 districts. This is asignificant increase on the previous yearʼs numbers. Withthe changes to the 2011 program we expect anotherincrease in participation numbers. The new program willenable us to have 20 finalists (one from each district)instead of the current eight. This should encouragefurther participation from the districts. I have alreadyreceived positive feedback from clubs and districtsregarding the proposed changes to the program andbelieve next year will be very successful.
> 2010 also saw us maintain our links with various charityorganisations. We supported and worked with ArthritisQueensland, The McGrath Foundation, StrokeFoundation and the Cancer Council. Linking with theseorganisations is not only supporting a worthwhile causebut also assists the state body, districts and clubs whenapplying for funding through grants. We will endeavour tomaintain and increase our involvement with charityorganisations in 2011.
> In 2011 we will be focussing on all the above areasonce more. I have conducted some in depth research intoour actual membership numbers and have found that thequarterly figures for September and December are quite
misleading due to the number of default and non-financialmembers. The figure drops quite dramatically at the endof these months only to rise again in the following monthswhen these members rejoin. With this in mind we havebased our guideline on the end of financial year figures atthe end of June. Based on these figures our membershiphas declined slightly from 2009 to 2010.
> We are currently in the process of including a clublocator on our website. The required information for thiswill be gained via a club survey we plan on conductingwhile doing club visits. This survey will be the mostcomprehensive survey of bowls clubs in Queensland todate.
> We will also be increasing the use of our promotionalvan by attempting to gain more access to schools acrossthe state and participating in more sports expos.
By using this avenue we hope to increase junior andschool participation.
> We will continue to work with and support the workingwomen in the bowls community to encourage increasedparticipation numbers in this area also.
> As well as working on participation rates we arecurrently working on two new handbooks, sponsorshipand people with disabilities. These should be available inthe New Year and we will be able to offer them once ourclub visits commence.
In closing I believe we have achieved our goals for this year and we are all looking forward to the challenge of settingand meeting new goals in 2011. I would also like to take this opportunity to thank all the Bowls Queensland staff for theirsupport and encouragement throughout the year, in particular, our Events Officer, Roxanne Bell, who has been of greatassistance throughout the year booking all the accommodation and flights for our club visits and her invaluable supportthroughout the All Schools Cup.

High PerformanceThe performance of state sides, teams and individuals forthe 2010 season has been above average once again.
Some may question the need for a High Performancesection when Queenslandʼs state sides and individualsare performing so well.
However, the fact is, each time a Queensland team orindividual steps on to the green, they are the benchmarkfor the other states.
Of course we could sit back and hope the results keepgoing our way.
This is something that other states would like to seehappen.
But these other states are continually improving, so tomaintain our position as Australiaʼs top bowls state wemust also continue to improve by putting in placepractices that will keep us ahead of the rest, fromgrassroots level right through to the elite athletes.
High performance is about looking at what we do nowand trying do it better…not just for elite players as somehave suggested, but also for districts, clubs and allmembers in Queensland.
Throughout 2010 I have been examining where we needto improve in order to give districts, clubs and individualsthe opportunities to improve their game.
Bowls Queenslandʼs High Performance Program hasbeen established to support and assist the developmentof athletes across the state.
It is envisaged that it will create an open and trustingenvironment between Bowls Queensland and its memberdistricts, clubs and bowlers.
The program will also assist in establishing a clear andprecise pathway from grassroots through to the highestlevels attainable.
To reach the highest level possible we must look forwardto the future and develop a culture to deal with anysituation that presents itself.
Working collaboratively is the only way that bowls inQueensland can achieve and maintain the very highestlevel.
Feedback from bowlers, coaches, officials and districtswill assist in achieving the desired outcomes.
Some areas in the state already have regionaldevelopment camps in place.
If we can establish more of these development camps indistricts, this will create more opportunities to members.
The idea behind these development camps is to buildpathways for the athletes throughout Queensland(metropolitan / regional).
These development camps will form a model acrossQueensland, providing standard training drills to recordinformation on athletes, which will form part of an athletehigh performance database. Constantly changingsession plans for the camps will keep up the enthusiasmof athletes and make them more adaptable incompetitions.
A bowlerʼs ability to progress within the current system isheavily reliant on the athleteʼs performance at majorcompetitions.
It was felt we needed a High Performance document toassist everyone, from club bowlers through to stateathletes, and I have been working on this document overthe past year.
This document will encompass representativeexpectations, mindsets, team positions, training drills,competition debriefs and several other areas involved inthe game for districts and individuals.
This will be a working document and will require changesfrom time to time as we assess what works and whatdoesnʼt.
Obviously not every member can make it through to thetop, but if we put the tools in place then individuals will atleast have a pathway to follow to assist their quest atclub, district or state level.
A trial for this program was conducted in the Tropical FarNorth and Brisbane districts during November.
Once all feedback and comments from these trials arereceived and collated any amendments required will beacted upon promptly.
Early reports have been positive, but widespread use ofthe program in Queensland will be one of the keyindicators for success.
The first version of the High Performance Program forBowls Queensland will roll out early in 2011 and will beavailable by contacting the office or on the BQ website.

Audit & RiskI am pleased to report on the activities of the Audit and Risk Committee over the past twelve months.
There was limited activity from the committee with only three meetings being conducted during 2010. This came about as theprocesses implemented are effective and functioning well. This is a credit to our Finance Manager, Stuart Taylor who has kept thecompanyʼs financial statements in impeccable order with all transactions accounted for. I would also like to extend my thanks andappreciation to my fellow committee members for their time and efforts over the past twelve months.

Bowls Australia ReportThe Annual General Meeting of Bowls Australia was held on November 4, 2010.
The election of a new board resulted in the following appointments: President — Joe Aarons OAM, Vice President — GeoffNethercott, Directors Bev Shannahan, Des Skinner, Robert Webb and Roz Davey. Independent directors — Glenn Ashcroftand Patrizia Torelli.
Bowls Australia is working towards becoming a Company Limited by Guarantee, however the proposed new constitution waswithdrawn prior to the meeting as a number of STAʼs had concerns with some clauses.
Bowls Queensland Executive Officer Keith Fullerton, Deputy Chair Jack Oliver and I will be attending a forum and BA meeting inFebruary, where the new constitution will be discussed and probably presented for adoption.
Bowls Australia will also hold an awards night on February 12. Jack Oliver and I will attend on behalf of BQ.

Umpires
The 2010 incoming umpire committee was comprised ofmyself and Percy Tesch, with Bryan McMahon in thechair.
This committee has experienced some changes from theprevious period and during its current term of office.
Previous committees have had six members, however thiswas reduced to three following the recommendations inthe Bowls Queensland review.
In order to make this reduction viable it was necessary tofind ways to reduce this committeeʼs workload.
The main opportunity that presented itself to thiscommittee was to encourage district umpire committees tonot only train and examine umpires, but also to take onthe responsibility for the final marking and accrediting ofnew umpires and measurers.
So far five districts have been identified as meeting thecriteria for being devolved from the existing systemwhereby the state committee signs off on all new andreaccrediting level 1 umpires and markers.
There are no plans to change the system regarding level2 umpires.
A traditional roll of the state umpire committee has been toadjudicate on the meaning or interpretation of any law orgiven set of circumstances.
We feel that we have met our obligations in this respect ina timely manner and hope to improve in the coming year.
A member of this committee has individually attended all
Bowls Queensland events including the District SidesChampionships, State Championships, State Champion ofChampions and the State Pennant Finals.
Although it is a requirement that this committee isrepresented at all Bowls Queensland events, the actualresponsibility for umpiring is under the direct control of thedistricts and clubs.
At all events that we attended we were impressed with thevery high standard and professional approach that wasdemonstrated by all the coordinators, umpires, measurersand markers…well done.
This committee has exceeded its annual quota for theaccreditation of new umpires throughout the state.
However we in no way accept credit for this achievement.
Thanks are due to the tireless hard work of all the districtumpire committees. Congratulations.
Bryan McMahon was chair of this committee untilNovember 2010, when he resigned and was subsequentlyreplaced by myself.
We thank Bryan for his commitment and valuedcontributions during his time in office.

Once again a very busy year for the committee, with manyrequests for advice, mainly in relation to managementcommittee structures and their operation, electionprocedures and protocols.
In the main the first advice given was to always follow andwork within the provisions of your club/district constitution.
A steady flow of constitutions seeking approval continuesto pass through the committeeʼs hands.
It has been pleasing to note that the majority ofrevised/rewritten constitutions have been based on theupdated Bowls Queensland Model Constitutions, therebycomplying with BQ requirements and the basicrequirements laid down in the model rules of theincorporations act.
I thank club and district secretaries and their boards fortheir cooperation in amending their constitutions wherenecessary, so as to comply with BQ requirements.
I have been greatly assisted by the wise council andadvice given by committee member Earl Klease.
Earlʼs advice has formed the basis of responses to manyof the requests for assistance.
I take this opportunity to thank Earl for his support.
I thank the staff of BQ for their cooperative and friendlyapproach to the committeeʼs needs.
In particular I thank Cath Crowe for her ongoing work insupport of the committee.

The state coaching committee has struggled tounderstand the relevance of their role within the BowlsQueensland structure during 2010.
Development handles the role of coach education byarranging Club Coach Courses and delivering IntroductoryCoach courses, while state coach Bill Corhnels visits clubsand runs high performance training.
These sessions are similar to the ʻtrain the trainerʼsessions that were delivered by previous state coachingcommittees.
During 2010 I visited the Cairns district by invitation, ascoaching committee coordinator, with Bill Corhnels andJenny Keeling.
We visited Marlin Coast, Mareeba and Innisfail.
It was great to catch up with some very enthusiasticbowlers and coaches.
I hope BQ along with Bill will continue to include the statecoaching committee in any future sessions heldthroughout the state.
Mick Cherry and I ran a workshop for the coaches at StLucia bowls club, which was very productive.
I have been invited along with Sam Hunter to Bundabergto speak with coaches from the area.
The committee hopes that the state coaching committeewill resume its vital role of visiting districts and speakingwith club coaches and bowlers regarding the importantrole coaches play within the infrastructure of the sportwhile also delivering “train the trainer” programs.
It is felt by the committee that the district coaching panelswant to see the state coaching committee utilised withgreater communication between the state and districtcoaches as we understand the issues that coaches face.
I would like to thank Jenny Keeling and Mick Cherry fortheir time on the state coaching committee. They havedone a wonderful job during the year in extremelyfrustrating circumstances; you have both brought a specialquality to the committee.

By definition, an Annual Report is a time to reflect on the pastand consider possible directions for the future. We all can andshould learn from history and to continue with those things thathave worked well and at the same time develop new ideas forthe future. This last year has been both rewarding andsatisfying. The role of Section President is not just anadministrator, he has various roles and each of these rolescarries a responsibility, one that I take seriously.
Our representative season got off to a good start at theAustralian Sides in South Australia, defeating all the states andterritories with the exception of Victoria who defeated us in thelast game. We did not progress in our winning ways howeveras we were defeated in the NSW Junior Test on the carpet atParadise Point. However, at Warilla the Seniors defeated NSWtwo tests to one but the Under 25s lost three tests to two. Inthe Under 25ʼs tests there were 5 tie break games and theysplit three to two as well. All in all quite a good result. The over60ʼs could not continue with their good form from the previousyear but were runners up to Western Australia. Congratulationsto all our representative players.
Each area of the section has worked well with my commitmentfor better communication within the section. There have beena few ups and downs but overall the good outweighs the bad.I thank my entire executive for their support and wish them thebest in 2010 in whatever endeavour they chose to undertake.
The Match Committee has worked extremely hard and hasalways tried to be proactive and not reactive.
The Junior Championships were a credit to the Sunshine CoastClubs for their support and the way they helped conduct theevent. The standard of play was excellent and all the juniorswere to be commended for their play and for their demeanouron and off the green. They were a pleasure to be associatedwith. The Junior Nationals were held on the Gold Coast thisyear and our juniors excelled as always, the top state in boththe boys and girls. Very well done indeed by all our juniors,they have set a very high standard for the future.
The District Sides and State Championships were quitesuccessful on the Sunshine Coast. The host clubs went out oftheir way to be of assistance to the Match Committee and theircooperation made our job so much easier. The StateChampionships were also run by the Sunshine Coast butunfortunately the support was not forthcoming from the playersand so it was decided to revert back to the Brisbanemetropolitan area for 2011 State Championships. In spite of thislack of support the Championships were concludedsuccessfully. A special vote of thanks to all the Sunshine Coastclubs who made their greens available
The Champion of Club Champions and the State PennantFinals were again hosted by Bribie Island Bowls Club. Theirhard work, cooperation and commitment to bowls made our jobvery easy indeed. A big thank you to everybody at Bribie IslandBowls Club especially Chairman Stan Coomber.
One of the things that is noticeable as I go round the clubs isthe difficulty that most clubs and districts have in attractingvolunteers for their various positions as they become vacant. Iwould encourage you all to value and support your volunteers,without them we would not have our sport.
I wish to thank all the clubs that have hosted events for us andalso thank all the clubs I have visited for their welcome and theirhospitality. May you all enjoy your bowls wherever andwhenever you may play.

Year 2010 has now closed and has proved to be most successful froma match committee point of view.
As the majority of events under our control are for both Men andWomen the match committees have been having joint meetings, thishas proved to be most beneficial. I thank Alison Duffey, Ladies MatchCoordinator and her committee for the valued input and cooperationand only hope it continues in the future years.
Our thanks to all clubs who have made their greens and facilitiesavailable to the State for the many events on our calendar. Thank youto all volunteers, markers and umpires who gave of their time to ensurethese events ran successfully.
The match committees have been busy updating all Conditions of Playand in particular producing the Mandatory Conditions of Play forPennant and the Champion of Club Champion events. Both these setsof Mandatory Conditions are necessary for standardization of qualifyingrounds statewide.
The 2010 State Junior Championships were played on the SunshineCoast at Caloundra RSL, Caloundra and Pelican Waters Bowls Clubs.These event were well supported by juniors and spectators alike. In2011 it is planned to expand the range of events available to U15 Girlsto Girls singles and Girls pairs to be played jointly with U15 Boys. Allpairs combinations to be same gender.
The Sunshine Coast was the venue for the State Districts Sides andState Championships. Both events were completed successfully, ourthanks to the host clubs and competitors alike for your cooperation.The committee was disappointed however, with the large drop in thelevel of entries in the State Championships compared to that of theprevious years entry level, especially in the singles. Selection ofvenues for future years needs close examination. This holds true forall open events both senior and junior.
The Champion of Club Champions singles, pairs & fours and the StateDivision 1 Pennant finals were played once again at Bribie Island BowlsClub. Thanks to the club these events were completed mostsuccessfully and to schedule.
Coorparoo Bowling Club was the host of the State mixed pairs, the firstmajor state event on the new green. The green was excellent and drewmany good compliments; the lack of spectators however, was a littledisappointing.
The only negative the committee experienced during the past year isthe continuing computer malfunctions requiring committee membersto use their own private computers to record results and notify theseresults to Bowls Queensland personnel and the media.
My thanks to all the staff at BQ, especially Events Officer Roxanne Bell,for your courtesies and cooperation to my committee, it wasappreciated.
My special thanks to my own committee, small it may be in number,but big on knowledge and experience, which is necessary for a matchcommittee to succeed.

Men’s Match Men’s SelectionOn behalf of the selection committee I have muchpleasure to present this yearʼs report. With thepartly new selection committee we have workedtogether well in selecting good sides in the fourdisciplines.
> In April 2010 the senior side travelled toAdelaide for the Australian Sides NationalChampionships. Prior to the championships weplayed the annual interstate test series againstWestern Australia. Although we retained theshield, the WA side pushed us all the way for avery close contest.
> We started the national championships at theHoldfast Bowls Club on a wet and cold day. TheQueensland side adapted to the conditions wellfrom the start by defeating the opposition gameafter game and winning five games out of six to liftthe Alley Shield for the third year in succession.This is an outstanding success achieved by thisQueensland champion side, you have proved thatyou are the best state in Australia. Mark Thatcherwas named player of the series, while KelvinKerkowʼs team of Robert Wild, Darren Mullensand Sean Baker was named the best performedteam of the series. It gives me much pleasure toinclude the names of this champion side in thisreport.
> The annual interstate junior test series betweenQueensland and New South Wales was held atParadise Point Bowls Club in July. For the firsttime this series was played on an indoor carpetgreen. The Queensland side tried hard but foundthe opposition just too good, with NSW winningthe series three tests to nil.
> The senior Queensland side together with theunder 25ʼs squad travelled to Warilla Bowls Clubfor their annual test series against NSW in August.These tests were also played at the indoorcomplex. The Queensland senior side controlledthe series from the start and came away with agood win over NSW, two tests to one. Mark Caseywas named player of the series. The Under-25splayed at the same venue, competing in a six-a-side format for the first time (one singles, onepairs, one triples played under sets play).Unfortunately, despite a number of tight tiebreakresults, the series went to NSW, 5-3.Queenslandʼs Dean McWhinney was namedplayer of the series.
> September saw the Australian JuniorChampionships were held at Broadbeach BowlsClub for the first time ever. The weather conditionswere not ideal, plus one game was played in theevening with the green slowing downconsiderably.

> However, Queenslandʼs side showed endurance andconsistency over the four days to win medals in the fourdisciplines. The Queensland side won bronze in thesingles, gold in the pairs and silver in the triples andfours. With those results they won the cup for the bestperformed side. Also together with the girlsʼ resultsQueensland won the big cup for the overall bestperformed state. Congratulations to all of our juniors onthis superb and fantastic result.
> In October Queenslandʼs Over 60ʼs side flew toWestern Australia to defend their national title. The testseries was played at the Manning Bowls Club (Perth).Two players withdrew to injury and sickness however withtwo new players the Queensland side started off verywell, but as they progressed they found the task wasgetting harder. The Queensland side finished in thirdposition and that was a good result considering they losttwo games by a small margin. Congratulations on a verygood effort. Neville Jenkins teams of Kerry Flint, JackHorne and Geoffrey Hawken was the best performedteam of the series. Just for the record the Queenslandside have won the Over-60s title three years out of six.This is a very good record achieved by theseexperienced players.

Ladies Section
This has not been a very fulfilling year for the Section. After myone year as Deputy Chair and prior to that, the more than tenyears involved on the Match Committee, I found the ladiessection this year having very little input into the running of bowlsand to simply be figureheads attending events when required.This is nobody's fault but just an example of what has slowlyhappened over the years and how little the Sections contributeto our organization.
The biggest plus that has come this year is the excellent waythe Menʼs and Ladiesʼ Match committees have continued towork together. I was invited to attend all match meetings and Iwas impressed at the capable way all Bowls Queenslandevents were handled, my congratulations to the coordinatorsand their committees.
The Selection committee has worked hard putting our stateteams together. This is not an easy job and my thanks to allconcerned for their efforts. An over 60s side has been chosenfor the first time; this has been a long time coming and finallygetting all states on board. So now we can look forward to agreat competition, hopefully in 2011.
The District Sides and State Championships were held on theSunshine Coast in 2010. These were very successful and thehost clubs were very accommodating. The Annual Awards nightwas well attended and verifies the fact that this event is alwayssupported by our members.
Our juniors again showed their talent by winning the JuniorsNationals at Broadbeach. A few of our girls will be leaving thejunior ranks next year and moving on to the under 25ʼs. It isimportant that we keep our girls interested in playing and if thismeans more events we will certainly have to take that on board.
This was also the first full year of employment for our ExecutiveOfficer. I'm sure it hasn't always been easy for him, but he hasproved himself more than capable in handling problems andhas been very accessible to our Ladies Section whennecessary.
To my committee, Vice President Pauline Bailey, Dawn Forrestand Jan Davidson, I thank you for your time and although weonly had four meetings for the year, you all made the effort toattend. I could not have asked for a more enthusiasticcommittee and I'm sorry we could not achieve more.
My thanks to Menʼs Section President, Ron Somerville, for hishelp and support throughout the year, it was much appreciated.
I must also thank the BQ staff for their support, nothing wasever too much trouble and it was a pleasure working with them.

The ladies match committee is responsible, in conjunction with menʼs match, for the organisation and running of BowlsQueenslandʼs competition program.
The annual competition begins with the junior championships in the Easter school holidays. Thanks to the Sunshine Coast Districtsand Caloundra clubs in particular for hosting this event once again. My thanks also to Margaret Vincent, who, in my absence,instructed new committee member, Helen Doherty, in the conduct of this event. This program has been reviewed during the year.The program for 2011 will include girls in the Under 15 singles and pairs and the conditions of play have been modified appropriately.
District Sides and State Championships were also hosted by the Sunshine Coast Districts. Helen deputised for me once againwith Margaret and in conjunction with the mens match committee. My thanks to all involved in the organisation and running of theevents and to all of the host clubs and districts.
Qualifying events for the National Indoors Championships were held at Tweed Heads, Paradise Point and Urangan.
The only interstate challenge of the year held locally was a Junior Test Series against New South Wales, hosted by Paradise Point.In spite of the enthusiasm of our side on this occasion the Queensland team met with little success.
The state calendar concluded with the State Champion of Club Champions finals in October. Mixed Pairs were hosted at Coorparooand singles, pairs and fours were hosted by Bribie Island. Bribie Island was again the venue for the State Pennant Finals program.The organisation of these events impacts hugely on the management and members of these clubs and also requires constantpresence of umpires, all very much appreciated.
There have been numerous meetings of the joint match committees to review programs, conditions of play and organise the 2011calendar. Section Presidents Delores Gray and Ron Sommerville have been an invaluable resource and support, as well as myown committee members Helen Doherty and Colleen Ryan. The menʼs committee of Kevin Goldie, Neville Galbraith and JohnDeErneste have been constantly supportive and good humoured.
BQ Chair Cynthia Neeve and the board members have been present and interested in the competitive program and last but notleast thanks must go to the office staff and Events Officer Roxanne Bell in particular for the compilation and dissemination of thenecessary information.
I look forward to much good bowling and the associated friendship in 2011.

Ladies SelectionOn behalf of the Selection Committee, it gives me pleasureto present this Annual Report.
Firstly, may I sincerely thank my committee, thank you allfor your untiring support and input. At this juncture Iwould like to acknowledge the support of BowlsQueensland in allowing a selector to be in attendance atall major events throughout the year, this has given theselection committee first-hand insight on play in allevents.
The year began with the selection of the side for theannual Australian Sides event, held in Adelaide in April.The original side needed to be reorganised as we lost theluxury of having our talented International Lynsey
Armitage who had been called up by Bowls Australia tocompete in the Eight Nations Event in Delhi as aprecursor to the Commonwealth Games. Ourcongratulations to Lynsey on her selection in theCommonwealth Games side, you are a greatambassador for Queensland and Australia. Unfortunately,the selected side had not played together before the testgames against Western Australia preceding the AustralianSides. However, having lost two games, including thethird game played during the Australian Sides, WesternAustralian won this series. Following a training day withcoach Robbie Dobbins, and after a narrow loss to theNorthern Territory, the side regathered, defeatingTasmania and the ACT. A very exciting match againstSouth Australia, resulted in a narrow seven-shot loss.

A loss to New South Wales was followed by a comfortablewin against Victoria in the final round, overall coming fifth inthe event. Queensland has been very successful in thisevent for many years and hopefully, through training dayswith our state coach and training regimes for the squads, wewill be back on top before too long.
The next major event attended by all state selectors was theDistrict Sides, held at the Sunshine Coast. This brings a lotof players into the vision of our committee. The StateChampionships were conducted in the Sunshine CoastDistrict following the District Sides.
During June, a selected side of 12 played a test seriesagainst NSW at Soldiers Point. The series was played invery cold conditions, which our Queensland ladies are notusually accustomed to however, our ladies proved theirworth in this series losing the first test, then coming out andhaving a big win in the second and carried it further in thethird, winning two tests to one against a side littered withinternational flavour. We are proud of you all ladies, youplayed the series to perfection. Our side of Under 25s,which accompanied the open squad, was not successful,however they did get a taste of how the Super 6 series isplayed, a new concept on the horizon.
During July our Under-18s played the annual test seriesagainst NSW at the under-cover synthetic complex atParadise Point. NSW were the better side.
The All Schools Cup was played at Pine Rivers, duringSeptember. This event brings quite a lot of inexperiencedjuniors into play, giving them the opportunity to play incompetition.
During late September/early October the major event of theyear for juniors, the Australian Under 18s Championships,was held at Broadbeach Bowls Club on the Gold Coast andmay I at this time congratulate Broadbeach for the manner inwhich this event was conducted, first class. It becamenecessary for our girls to regroup after sudden illness forcedregular representative Kirsty deWaard to be replaced.Cassandra Millerick was able to step up to the plate and thisfine group of young ladies did Queensland proud, winningSilver in the fours, pairs and triples and bronze in thesingles, enabling them to win the Girls State Trophy andcombined with the boys to win the Overall State Trophy, thiswas a mighty effort. By the time this event is held in 2011 wewill have lost another four of our regular under 18s, but weselectors are confident we have the players out there and,with proper training and coaching, we will put up acompetitive side.
October saw the finals of the State Champion of Championsheld at Bribie Island, where a host of new faces wereobserved during some very exciting matches.
The Australian Champion of Champions were held inLaunceston, Tasmania, the pairs being won by Queenslandstate skip Tracy Foster and lead Robyn Tyson from ManlyClub.
The final event for the year was the State Pennant Finals,bringing forth new group winners, congratulations toCleveland Ladies Club on being the winners for 2010.
A power of work had been done in 2009 in an endeavour tohave squads established but this did not come to fruitionuntil the latter months of 2010, with squads being selected inthe Open Ladies, Under 25s, Under 18s and Senior Over60s. This was a formidable task, however the SelectionCommittee now has the opportunity of selecting teams fromthese squads beginning with a test series for the OpenLadies and Under 25s against Victoria in Victoria duringFebruary and the side to compete in the Australian Sides atNelsons Bay in April. This is immediately followed by aSuper 6 Series, which is played in singles, pairs and triples,with six ladies from the Australian Sides team contesting thisevent. There are exciting times in early 2011.
Once again our thanks to all of the clubs and districts wehave visited for your welcome and hospitality.
On a personal note, I feel very humbled to have beeninducted into the Bowls Queensland Hall of Fame, anhonour I carry with pride.
Thanks go to former state coach Robbie Dobbins for hisinput during his time with us and may we have the sameliaison with new state coach, Bill Cornehls.
Our thanks go to Executive Officer Keith Fullerton and hisformidable staff at Bowls Queensland, we are fortunate tohave such highly experienced, loyal personnel.

Finance ReportI am pleased to present the Financial Report for the year 2010.
No major events have occurred in the finance sector this year. There has once again been an increase in the projected budgetsurplus. Our investments continue to show a small improvement. Sandgate RSL is maintaining repayments of the loan toSandgate Bowls Club at an advantageous rate of interest.
I would like to express my appreciation for the co-operation and assistance of all the Bowls Queensland staff, particularlyFinance Manager Stu Taylor, who ensured that the information was available to me at all times. Good wishes go to all Boardand committee members and to all the volunteers who help to keep our organisation running smoothly.

The company is the peak body for the administration of the game of bowls in Queensland. The principal activities of the
company during the financial year were the encouragement, conduct, control and management of Bowls in Queensland.
No significant changes in the nature of the entity’s activity occurred during the financial year.
Operating Results
The profit of the entity amounted to $210,065.
Dividends Paid or Recommended
No dividends were paid or declared since the start of the financial year. No recommendation for payment of dividends has been
made.
Review of Operations
A review of operations of the entity during the financial year indicated that a slight increase in revenue coincided with a slight
decrease in costs resulting in an improved trading position from the prior year.
Significant Changes in State of Affairs
No significant changes in the entity’s state of affairs occurred during the financial year.
After Balance Date Events
No matters or circumstances have arisen since the end of the financial year which significantly affected or may significantly
affect the operations of the entity, the results of those operations, or the state of affairs of the entity in future financial years.
Future Developments
The entity expects to maintain the present status and level of operations and hence there are no likely developments in the
entity’s operations.

NOTE 1: SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Basis of Preparation
The directors have prepared the financial statements on the basis that the company is a non-reporting
entity because there are no users who are dependent on its general purpose financial statements. These
financial statements are therefore a special purpose financial statements that have been prepared in order
to meet the requirements of the Corporations Act 2001.
The financial statements have been prepared in accordance with the mandatory Australian Accounting
Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting
policies disclosed below, which the directors have determined are appropriate to meet the needs of
members. Such accounting policies are consistent with the previous period unless stated otherwise.
The financial statements have been prepared on an accruals basis and are based on historical costs
unless otherwise stated in the notes. The accounting policies that have been adopted in the preparation of
the statements are as follows:
Accounting Policies
a. Principles of Consolidation The consolidated financial statements incorporate the assets, liabilities and results of entities
controlled by Bowls Queensland at the end of the reporting period. A controlled entity is any entity
over which Bowls Queensland has the power to govern the financial and operating policies so as
to obtain benefits from its activities. Control will generally exist when the parent owns, directly or
indirectly through subsidiaries, more than half of the voting power of an entity. In assessing the
power to govern, the existence and effect of holdings of actual and potential voting rights are also
considered.
Where controlled entities have entered or left the Group during the year, the financial performance
of those entities is included only for the period of the year that they were controlled. A list of
controlled entities is contained in note 18 to the financial statements.
In preparing the consolidated financial statements, all inter-group balances and transactions have
been eliminated on consolidation. Accounting policies of subsidiaries have been changed where
necessary to ensure consistency with those adopted by the parent entity.
Non-controlling interests, being the equity in the subsidiary not attributable, directly or indirectly, to
a parent, are shown separately within the equity section of the consolidated statement of financial
position and statement of comprehensive income. The non-controlling interests in the net assets
comprise their interest at the date of original business combination and their share of changes in
equity since that date.
b. Revenue
Grant revenue is recognised in the statement of comprehensive income when the entity obtains
control of the grant and it is probable that the economic benefits gained from the grant will flow to
the entity and the amount of the grant can be measured reliably.
If conditions are attached to the grant which must be satisfied before it is eligible to receive the
contribution, the recognition of the grant as revenue will be deferred until those conditions are
satisfied.
When grant revenue is received whereby the entity incurs an obligation to deliver economic value
directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is
recognised in the statement of financial position as a liability until the service has been delivered to
the contributor, otherwise the grant is recognised as income on receipt.
Bowls Queensland receives non-reciprocal contributions of assets from the government and other
parties for zero or a nominal value. These assets are recognised at fair value on the date of
acquisition in the statement of financial position, with a corresponding amount of income
recognised in the statement of comprehensive income.
Donations and bequests are recognised as revenue when received.
Interest revenue is recognised using the effective interest rate method, which for floating rate
financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the
right to receive a dividend has been established.
Revenue from the rendering of a service is recognised upon the delivery of the service to the

customers.
All revenue is stated net of the amount of goods and services tax (GST).
c. Inventories
Inventories are measured at the lower of cost and current replacement cost.
Inventories acquired at no cost, or for nominal consideration are valued at the current replacement
cost as at the date of acquisition.
d. Property, Plant and Equipment
Each class of property, plant and equipment is carried at cost or fair values are indicated, less,
where applicable, accumulated depreciation and impairment losses.
The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in
excess of the recoverable amount from these assets. The recoverable amount is assessed on the
basis of the expected net cash flows that will be received from the assets employment and
subsequent disposal. The expected net cash flows have been discounted to their present values in
determining recoverable amounts.
Plant and equipment that have been contributed at no cost, or for nominal cost, are valued and
recognised at the fair value of the asset at the date it is acquired.
Depreciation
The depreciable amount of all fixed assets including buildings and capitalised lease assets, but
excluding freehold land, is depreciated on a straight-line basis over the asset’s useful life to the
entity commencing from the time the asset is held ready for use. Leasehold improvements are
depreciated over the shorter of either the unexpired period of the lease or the estimated useful
lives of the improvements.
The depreciation rates used for each class of depreciable assets are:

The assets’ residual values and useful lives are reviewed, and adjusted if appropriate, at the end
of each reporting period.
An asset’s carrying amount is written down immediately to its recoverable amount if the asset’s
carrying amount is greater than its estimated recoverable amount.
Gains and losses on disposals are determined by comparing proceeds with the carrying amount.
These gains or losses are included in the statement of comprehensive income. When revalued
assets are sold, amounts included in the revaluation reserve relating to that asset are transferred
to retained earnings.
e. Leases
Leases of fixed assets, where substantially all the risks and benefits incidental to the ownership of
the asset but not the legal ownership, that are transferred to entities in the economic entity are
classified as finance leases.
Finance leases are capitalised by recording an asset and a liability at the lower of the amounts
equal to the fair value of the leased property or the present value of the minimum lease payments,
including any guaranteed residual values. Lease payments are allocated between the reduction of
the lease liability and the lease interest expense for the period.
Leased assets are depreciated on a straight-line basis over the shorter of their estimated useful
lives or the lease term.
Lease payments for operating leases, where substantially all the risks and benefits remain with the
lessor, are charged as expenses on a straight-line basis over the lease term.

f. Financial Instruments
Initial recognition and measurement
Financial assets and financial liabilities are recognised when the entity becomes a party to the
contractual provisions to the instrument. For financial assets, this is equivalent to the date that the
company commits itself to either purchase or sell the asset (ie trade date accounting is adopted).
Financial instruments are initially measured at fair value plus transactions costs except where the
instrument is classified ‘at fair value through profit or loss’ in which case transaction costs are
expensed to profit or loss immediately.
Classification and subsequent measurement
Financial instruments are subsequently measured at either fair value, amortised cost using the
effective interest rate method or cost. Fair value represents the amount for which an asset could
be exchanged or a liability settled, between knowledgeable, willing parties. Where available,
quoted prices in an active market are used to determine fair value. In other circumstances,
valuation techniques are adopted.
Amortised cost is calculated as:
i. the amount at which the financial asset or financial liability is measured at initial
recognition;
ii. less principal repayments;
iii. plus or minus the cumulative amortisation of the difference, if any, between the amount
initially recognised and the maturity amount calculated using the effective interest method;
and
iv. less any reduction for impairment.
The effective interest method is used to allocate interest income or interest expense over the
relevant period and is equivalent to the rate that exactly discounts estimated future cash payments
or receipts (including fees, transaction costs and other premiums or discounts) through the
expected life (or when this cannot be reliably predicted, the contractual term) of the financial
instrument to the net carrying amount of the financial asset or financial liability. Revisions to
expected future net cash flows will necessitate an adjustment to the carrying value with a
consequential recognition of an income or expense in profit or loss.
(i) Financial assets at fair value through profit or loss
Financial assets are classified at ‘fair value through profit or loss’ when they are held for
trading for the purpose of short-term profit taking, or where they are derivatives not held for
hedging purposes, or when they are designated as such to avoid an accounting mismatch
or to enable performance evaluation where a group of financial assets is managed by key
management personnel on a fair value basis in accordance with a documented risk
management or investment strategy. Such assets are subsequently measured at fair value
with changes in carrying value being included in profit or loss.
(ii) Loans and receivables
Loans and receivables are non-derivative financial assets with fixed or determinable
payments that are not quoted in an active market and are subsequently measured at
amortised cost.
Loans and receivables are included in current assets, except for those which are not
expected to mature within 12 months after reporting date. (All other loans and receivables
are classified as non-current assets.)
(iii) Held-to-maturity investments
Held-to-maturity investments are non-derivative financial assets that have fixed maturities
and fixed or determinable payments, and it is the company’s intention to hold these
investments to maturity. They are subsequently measured at amortised cost.
Held-to-maturity investments are included in non-current assets, except for those which
are expected to mature within 12 months after reporting date. (All other investments are
classified as current assets.)

If during the period the company sold or reclassified more than an insignificant amount of
the held-to-maturity investments before maturity, the entire held-to-maturity investments
category would be tainted and reclassified as available-for-sale.
(iv) Available-for-sale financial assets
Available-for-sale financial assets are non-derivative financial assets that are either not
capable of being classified into other categories of financial assets due to their nature, or
they are designated as such by management. They comprise investments in the equity of
other entities where there is neither a fixed maturity nor fixed or determinable payments.
Available-for-sale financial assets are included in non-current assets, except for those
which are expected to be disposed of within 12 months after reporting date. (All other
financial assets will be classified as current assets.)
(v) Financial liabilities
Non-derivative financial liabilities (excluding financial guarantees) are subsequently
measured at amortised cost.
Fair Value
Fair value is determined based on current bid prices for all quoted investments. Valuation
techniques are applied to determine the fair value for all unlisted securities, including recent arm’s
length transactions, reference to similar instruments and option pricing models.
Impairment
At the end of each reporting period, the entity assesses whether there is objective evidence that a
financial instrument has been impaired. In the case of available-for-sale financial instruments, a
prolonged decline in the value of the instrument is considered to determine whether an impairment
has arisen. Impairment losses are recognised in the statement of comprehensive income.
Derecognition
Financial assets are derecognised where the contractual rights to receipt of cash flows expires or
the asset is transferred to another party whereby the entity no longer has any significant
continuing involvement in the risks and benefits associated with the asset. Financial liabilities are
derecognised where the related obligations are either discharged, cancelled or expired. The
difference between the carrying value of the financial liability, which is extinguished or transferred
to another party and the fair value of consideration paid, including the transfer of non-cash assets
or liabilities assumed, is recognised in profit or loss.
g. Impairment of Assets
At the end of each reporting period, the entity reviews the carrying values of its tangible and
intangible assets to determine whether there is any indication that those assets have been
impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the
asset’s fair value less costs to sell and value in use, is compared to the asset’s carrying value. Any
excess of the asset’s carrying value over its recoverable amount is expensed to the statement of
comprehensive income.
Where the future economic benefits of the asset are not primarily dependent upon on the asset’s
ability to generate net cash inflows and when the entity would, if deprived of the asset, replace its
remaining future economic benefits, value in use is determined as the depreciated replacement
cost of an asset.
Where it is not possible to estimate the recoverable amount of a class of asset, the entity
estimates the recoverable amount of the cash-generating unit to which the asset belongs.
Where an impairment loss on a revalued asset is identified, this is debited against the revaluation
surplus in respect of the same class of asset to the extent that the impairment loss does not
exceed the amount in the revaluation surplus for that same class of asset.
h. Employee Benefits
Provision is made for the company’s liability for employee benefits arising from services rendered
by employees to the end of the reporting period. Employee benefits that are expected to be settled
within one year have been measured at the amounts expected to be paid when the liability is

settled. Employee benefits payable later than one year have been measured at the present value
of the estimated future cash outflows to be made for those benefits. In determining the liability,
consideration is given to employee wage increases and the probability that the employee may not
satisfy vesting requirements. Those cash outflows are discounted using market yields on national
government bonds with terms to maturity that match the expected timing of cash flows.
Contributions are made by the entity to an employee superannuation fund and are charged as
expenses when incurred.
i. Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, deposits held at-call with banks, other short-
term highly liquid investments with original maturities of three months or less and bank overdrafts.
Bank overdrafts are shown within short-term borrowings in current liabilities on the statement of
financial position.
j. Goods and Services Tax (GST)
Revenues, expenses and assets are recognised net of the amount of GST, except where the
amount of GST incurred is not recoverable from the Tax Office. In these circumstances the GST is
recognised as part of the cost of acquisition of the asset or as part of an item of expense.
Receivables and payables in the statement of financial position are shown inclusive of GST.
Cash flows are presented in the statement of cash flows on a gross basis, except for the GST
component of investing and financing activities, which are disclosed as operating cash flows.
k. Income Tax
No provision for income tax has been raised, as the entity is exempt from income tax under Div 50
of the Income Tax Assessment Act 1997.
l. Provisions
Provisions are recognised when the entity has a legal or constructive obligation, as a result of past
events, for which it is probable that an outflow of economic benefits will result and that outflow can
be reliably measured. Provisions recognised represent the best estimate of the amounts required
to settle the obligation at the end of the reporting period.
m. Comparative Figures
Where required by Accounting Standards, comparative figures have been adjusted to conform
with changes in presentation for the current financial year.
When an entity applies an accounting policy retrospectively, makes a retrospective restatement or
reclassifies items in its financial statements, a statement of financial position as at the beginning of
the earliest comparative period must be disclosed.
n. Trade and Other Payables
Trade and other payables represent the liability outstanding at the end of the reporting period for
goods and services received by the company during the reporting period which remains unpaid.
The balance is recognised as a current liability with the amount being normally paid within 30 days
of recognition of the liability.
o. Critical Accounting Estimates and Judgments
The directors evaluate estimates and judgments incorporated into the financial statements based
on historical knowledge and best available current information. Estimates assume a reasonable
expectation of future events and are based on current trends and economic data, obtained both
externally and within the company.
Key Estimates
(a) Impairment
The company assesses impairment at the end of each reporting period by evaluating
conditions and events specific to the company that may be indicative of impairment
triggers.

The AASB has issued new and amended Accounting Standards and Interpretations that have
mandatory application dates for future reporting periods and which the company has decided not
to early adopt. A discussion of those future requirements and their impact on the company is as
follows:
— AASB 9: Financial Instruments and AASB 2009–11: Amendments to Australian Accounting
Standards arising from AASB 9 [AASB 1, 3, 4, 5, 7, 101, 102, 108, 112, 118, 121, 127,
128, 131, 132, 136, 139, 1023 & 1038 and Interpretations 10 & 12] (applicable for annual
reporting periods commencing on or after 1 January 2013).
These Standards are applicable retrospectively and amend the classification and
measurement of financial assets. The company has not yet determined any potential
impact on the financial statements.
The changes made to accounting requirements include:
– simplifying the classifications of financial assets into those carried at amortised cost
and those carried at fair value;
– simplifying the requirements for embedded derivatives;
– removing the tainting rules associated with held-to-maturity assets;
– removing the requirements to separate and fair value embedded derivatives for
financial assets carried at amortised cost;
– allowing an irrevocable election on initial recognition to present gains and losses on
investments in equity instruments that are not held for trading in other
comprehensive income. Dividends in respect of these investments that are a return
on investment can be recognised in profit or loss and there is no impairment or
recycling on disposal of the instrument; and
– requiring financial assets to be reclassified where there is a change in an entity’s
business model as they are initially classified based on: (a) the objective of the
entity’s business model for managing the financial assets; and (b) the
characteristics of the contractual cash flows.
— AASB 124: Related Party Disclosures (applicable for annual reporting periods
commencing on or after 1 January 2011).
This Standard removes the requirement for government-related entities to disclose details
of all transactions with the government and other government-related entities and clarifies
the definition of a ‘related party’ to remove inconsistencies and simplify the structure of the
Standard. No changes are expected to materially affect the company.
— AASB 1053: Application of Tiers of Australian Accounting Standards and AASB 2010–2:
Amendments to Australian Accounting Standards arising from Reduced Disclosure
Requirements [AASB 1, 2, 3, 5, 7, 8, 101, 102, 107, 108, 110, 111, 112, 116, 117, 119,
121, 123, 124, 127, 128, 131, 133, 134, 136, 137, 138, 140, 141, 1050 & 1052 and
Interpretations 2, 4, 5, 15, 17, 127, 129 & 1052] (applicable for annual reporting periods
commencing on or after 1 July 2013).
AASB 1053 establishes a revised differential financial reporting framework consisting of
two tiers of financial reporting requirements for those entities preparing general purpose
financial statements:
– Tier 1: Australian Accounting Standards; and
– Tier 2: Australian Accounting Standards — Reduced Disclosure Requirements.
Tier 2 of the framework comprises the recognition, measurement and presentation
requirements of Tier 1, but contains significantly fewer disclosure requirements.
The following entities are required to apply Tier 1 reporting requirements (ie full IFRS):
– for-profit private sector entities that have public accountability; and
– the Australian Government and state, territory and local governments.

The following entities can elect to apply Tier 2 of the framework when preparing general
purpose financial statements:
– for-profit private sector entities that do not have public accountability;
– not-for-profit private sector entities; and
– public sector entities, whether for-profit or not-for-profit, other than the Australian
Government and state, territory and local governments.
AASB 2010–2 makes amendments to Australian Accounting Standards and Interpretations
to give effect to the reduced disclosure requirements for Tier 2 entities. It achieves this by
specifying the disclosure paragraphs that a Tier 2 entity need not comply with as well as
adding specific ‘RDR’ disclosures.
— AASB 2009–10: Amendments to Australian Accounting Standards — Classification of
Rights Issues [AASB 132] (applicable for annual reporting periods commencing on or after
1 February 2010).
This Standard clarifies that rights, options or warrants to acquire a fixed number of an
entity’s own equity instruments for a fixed amount in any currency are equity instruments if
the entity offers the rights, options or warrants pro rata to all existing owners of the same
class of its own non-derivative equity instruments. The amendments are not expected to
impact the company.
— AASB 2009–12: Amendments to Australian Accounting Standards [AASBs 5, 8, 108, 110,
112, 119, 133, 137, 139, 1023 & 1031 and Interpretations 2, 4, 16, 1039 & 1052]
(applicable for annual reporting periods commencing on or after 1 January 2011).
This Standard makes a number of editorial amendments to a range of Australian
Accounting Standards and Interpretations, including amendments to reflect changes made
to the text of IFRSs by the IASB. The Standard also amends AASB 8 to require entities to
exercise judgment in assessing whether a government and entities known to be under the
control of that government are considered a single customer for the purposes of certain
operating segment disclosures. The amendments are not expected to impact the
company.
— AASB 2009–13: Amendments to Australian Accounting Standards arising from
Interpretation 19 [AASB 1] (applicable for annual reporting periods commencing on or after
1 July 2010).
This Standard makes amendments to AASB 1 arising from the issue of Interpretation 19.
The amendments allow a first-time adopter to apply the transitional provisions in
Interpretation 19. This Standard is not expected to impact the company.
— AASB 2009–14: Amendments to Australian Interpretation — Prepayments of a Minimum
Funding Requirement [AASB Interpretation 14] (applicable for annual reporting periods
commencing on or after 1 January 2011).
This Standard amends Interpretation 14 to address unintended consequences that can
arise from the previous accounting requirements when an entity prepays future
contributions into a defined benefit pension plan.
— AASB 2010–3: Amendments to Australian Accounting Standards arising from the Annual
Improvements Project [AASB 3, AASB 7, AASB 121, AASB 128, AASB 131, AASB 132 &
AASB 139] (applicable for annual reporting periods commencing on or after
1 July 2010).
This Standard details numerous non-urgent but necessary changes to Accounting
Standards arising from the IASB’s annual improvements project. Key changes include:
– requiring that recognition and/or adjustment of contingent consideration for
acquisitions preceding 1 July 2009 be recognised against the cost of acquisition;
– clarifying the accounting for replacement share-based payments awarded to the
acquiree’s employees as part of the cost of the combination service, or in the case
of non-replaced and unvested share-based payments of the acquiree that do not

Interpretation 13] (applicable for annual reporting periods commencing on or after
1 January 2011).
This Standard details numerous non-urgent but necessary changes to Accounting
Standards arising from the IASB’s annual improvements project. Key changes include:
– clarifying the application of AASB 108 prior to an entity’s first Australian Accounting
Standard financial statements;
– adding an explicit statement to AASB 7 that qualitative disclosures should be made
in the context of the quantitative disclosures to better enable users to evaluate an
entity’s exposure to risks arising from financial instruments;
– amending AASB 101 to the effect that disaggregation of changes in each
component of equity arising from transactions recognised in other comprehensive
income is required to be presented, but is permitted to be presented in the
statement of changes in equity or in the notes;
– adding a number of examples to the list of events or transactions that require
disclosure under AASB 134; and
– making sundry editorial amendments to various Standards and Interpretations.
This Standard is not expected to impact the company.
— AASB Interpretation 19: Extinguishing Financial Liabilities with Equity Instruments
(applicable for annual reporting periods commencing from 1 July 2010).
This Interpretation deals with how a debtor would account for the extinguishment of a
liability through the issue of equity instruments. The Interpretation states that the issue of
equity should be treated as the consideration paid to extinguish the liability, and the equity
instruments issued should be recognised at their fair value unless fair value cannot be
measured reliably, in which case they shall be measured at the fair value of the liability
extinguished. The Interpretation deals with situations where either partial or full settlement
of the liability has occurred. This Interpretation is not expected to impact the company.
The company does not anticipate early adoption of any of the above Australian Accounting
Standards.
