My Dear General, 15This is in regard to AWHO.I believe the ten commandments of Bertrand Russel should be a wake up

    call for you:

Find more pleasure in intelligent dissent than in passive agree-ment, for, if you value intelligence as you should, the former 20implies a deeper agreement than the latter.

    More below:

    1. Do not feel absolutely certain of anything.

    2. Do not think it worth while to proceed by concealing evidence, for theevidence is sure to come to light. 25

    3. Never try to discourage thinking for you are sure to succeed.

    4. When you meet with opposition, even if it should be from your hus-

band or your children, endeavor to overcome it by argument and not byauthority, for a victory dependent upon authority is unreal and illusory.

    5. Have no respect for the authority of others, for there are always contraryauthorities to be found. 5

    6. Do not use power to suppress opinions you think pernicious, for if youdo the opinions will suppress you.

    7. Do not fear to be eccentric in opinion, for every opinion now acceptedwas once eccentric.

    8. Find more pleasure in intelligent dissent than in passive agreement, 10for, if you value intelligence as you should, the former implies a deeperagreement than the latter.

    9. Be scrupulously truthful, even if the truth is inconvenient, for it is moreinconvenient when you try to conceal it.

    10. Do not feel envious of the happiness of those who live in a fools paradise, 15for only a fool will think that it is happiness.

I tried my best to bring this to your attention but you have been as stoicas the Western wall.

I am planning to forward the enclosed document http://goo.gl/drq5xto appropriate authority for a compliance inquiry, audit and appropriate 20action.

Proud as I am about Army and its tradition of cleanliness, all my effortsto avoid washing the dirty linen in public has been rejected by stoic silenceand I am left with no alternative but to seek remedy outside the Institution.

This is for your information and necessary action. 25I would like to meet you and discuss this with you. It seems the correct

perspective of the issue seems to escape you and a direct meeting might helpto clear the clouds if you think it will be of some use. Do let me know if

I could meet you in an appropriate venue to brief you on the vitals of theissue. 30

The more I research, the more I realize that the attitude of AWHO oli-garchy fits exactly with the pre- French revolution oligarchs of Europe and itcan not be an accident. I am in the process of writing a book title The Rape

of Democracy & the Benevolent Goal of Welfare and I would obviously like

your perspective for action/inaction on your part even after learning the rapeof democracy and lack of transparency right under your nose in a Society inthis 21 st century. Even if the most articulate proponent of status quo canput across advocacy of status quo, I would like to hear the story. 5

You have sworn to protect the Constitution from its enemies both foreignand domestic and you have enemies of the constitution right under your roof.If you know this truth, you will look at the issue with an open mind.

The strongest argument for transparency is:

    Publicity is justly commended as a remedy for social and in- 10dustrial diseases. Sunlight is said to be the best of disinfectants;

electric light the most efficient policeman.- Justice Louis Bran-deis, Other Peoples Money and How Bankers Use It (1914).

In 21st century there is no need for argument for democracy.

    1. Democracy is the worst form of government, except for all 15those other forms that have been tried from time to timeSirWinston Churchill

    2. When people put their ballots in the boxes, they are, by thatact, inoculated against the feeling that the government is not

theirs. They then accept, in some measure, that its errors20

are their errors, its aberrations their aberrations, that anyrevolt will be against them. Its a remarkably shrewd andrather conservative arrangement when one thinks of itJohnKenneth Galbraith, The Age of Uncertainty (1977), Chapter12, p. 330. 25
