Abstract
This present study has been realize to study the status of usage of E-Resources available under E-
Resources@N-LIST, E-Resources@UGCInfonet digital library, ICMR Consortia, ERMED, HELINET
Consortium in the library of Private Medical Colleges of Uttar Pradesh. The study conducted on entitled
“Availability of E-Consortia in the Private Medical colleges library of Uttar Pradesh: A Survey” through
questionnaire method and it’s distributed in the library of 14 Private Medical Colleges of Uttar Pradesh.
The study shows that most of the respondents are using the E- Resources@N-LIST, E-
Resources@UGCInfonet digital library Consortium, mainly the e-journals, regularly for seeking
information. While analyzing the data, it has been found that maximum libraries are automated i.e.
Partially/Fully. Majority of Medical colleges having Electronic journals for the Medical College’s users
and 85.71 % libraries of Private Medical Colleges of Uttar Pradesh allocated budgets for purchase of
books, subscription of e-resources, e-consortia etc. for smooth operations of libraries.

1. INTRODUCTION
According to Online Dictionary for Library and Information Science by Joan M. Reitz (2018)
Agreement between two or more libraries to share the expenditure of collection
development and management by allocating strengths in certain subject areas among the
participating libraries, with the perceptive that resource distribution will make
materials available to users of all the libraries, providing a collectively richer and more
useful whole than if the collections of the participants had been developed individually in
response to purely limited needs.1
A standard model for Collaborative collection development (CCD) in the print environment divides
the information sphere into "core" and "specialized" materials. A research library has a basic
responsibility to maintain a core collection on-site to serve immediate needs, especially those of
undergraduates. At the same time, a commitment is made to develop collections of specific materials
in selected areas, not only to meet limited priorities but also to serve consortia needs. Specialized
collections are supported by the collections of consortia partners built during distributed
accountability for complementary fields. Effective delivery is essential to the success of
complementary collections.
Kalita, Hira (2015) reported that Medical libraries need a radical change and with the advancement
of new technology of 21st centuries. It is also changing the old perception of libraries. A single library
cannot success to provide the all kind of library resources and for that resource sharing among the
libraries is necessary. Consortium has providing a productive service to the users by disseminating
their required information with the help of various E-journals. The consortia should provide a security
umbrella for all the online journals and databases which they subscribe to its participating libraries.
Resource sharing through consortia has satisfying the gaps of required information to those libraries
which are not able to procure their resources for insufficient budget. The concept of consortia has
carried the challenges by sharing the resources among the user community like the consumption of
better and maximum resources among the libraries, use of new electronic -resources and technologies
and minimizes the financial crises. The consortium has promoted the unity, harmony and collaboration
among the libraries.2
2. REVIEW OF LITRATURE
Selvamani, J. and Thavamani, Kotti (2017) examined that the respondents should initiate themselves
to utilize the available ERMED consortium resources more and more. This would progressively
develop their skills in all walks of life. Hence the library system would satisfy Dr. S.R. Ranganathan’s
5th law of library science.3
Bansode, Sadanand Y. and Periera, Shamin.( 2008) reported that the status of automation in the
colleges of Goa is similar to that of college libraries all over India. Libraries, librarians, and college
administrations must begin automation in order to provide effective and efficient services to users.
Library professionals must improve their skills in order to meet the growing opportunity of users from
libraries.4

Upadhyay, Navin & Chakrabarty, Hearakant (2008) suggested that the use of online journals and
databases and their awareness among researchers of IT-BHU. It examined the consciousness of
researchers and use of online journals databases available through UGC-INFONET, INDEST consortia.
Highlights some suggestions given by the users for upgrading of online resources like some more
awareness and training campaign programme is required with the help of experts from the online
publishing agency, time of using to access the e-resources of the library should be improved and; some
required e-journals must be subscribed by the library those are much more useful for the users.5
Faizul, Nisha, Ali, Naushad & Ara, Tabassum (2008) suggested that the use of the INDEST-AICTE
consortium of MHRD and UGC-INFONET consortium of INFLIBNET by users of IIT Delhi and Delhi
University. The outcome have indicated that majority of users are aware about INDEST and UGC-
INFONET consortia at IIT Delhi and Delhi University. The majority of users access INDEST and UGC-
INFONET consortia all the way through e-databases. Slow downloading; lack of maintenance, lack of
training, lack of infrastructure and language etc. are the main problems that would discourage users
for accessing resources on INDEST and UGC-INFONET.6
Madhusudhan, M. (2008) carried out studies on the use of electronic resources by teachers, students
and research scholars of universities and research organizations. 78% of the respondents feel that the
utilize of the UGC-Infonet e-journals has formed high need value on their research work and they
needed modern article alert services and electronic document supply services.7
Mathew, Susan & Sheeja, N. K. (2005) conducted a survey entitled “Use of E-Resources in a
Networked Environment: A Case Study of CUSAT.” This paper studies the use of E-Resources by the
faculty and research scholars of Cochin University of Science and Technology. The use of Electronic-
Resources under INDEST consortium, UGC-Infonet project, and the database subscribed to in the
CUSAT Library are studied in the survey. The survey covers a variety of aspects like awareness of the
users, user fulfillment, use pattern of Electronic-Resources, favorite for print or electronic version etc.
The problems faced are worried and possible solutions are recommended.8
Bharati, M. S. Z. & Zaidi, S. Mustafa (2008) examined the use of e-journals and databases subscribed
by UGC-INFONET consortium by the users of Aligarh Muslim University. Moreover widely covering the
use of e-journals and e-databases, the paper also examined the use and pleasure levels of users with
respect to e-journals and e-databases. They concluded the e-resources are extremely useful for the
research and academic society in the present electronic environment. They also recommended that
the academic community the authorities of the university library must perform the user awareness
programs to educate the research and academic society in the maximum utilization of these electronic
resources more successfully and professionally at the AMU campus.9
3. OBJECTIVES
The objectives of the study are:

To find out availability of electronic journals in the Private medical Colleges library of Uttar
Pradesh,
To find out the status of library budget in the Private medical Colleges library of Uttar
Pradesh.
4. SCOPE AND METHODOLOGY
Availability of E-Consortia in the Private Medical College’s library of Uttar Pradesh assessed using a
well structured questionnaire. The scope of the study is to availability E- Consortia, Electronic
Resources, status of automation and status of print journals in the library of Private Medical Colleges
of Uttar Pradesh. The survey limited only to the 14 Private Medical Colleges of Uttar Pradesh. Data is
presented in tabular and graphical form and is analyzed to evaluate on different criteria.
5. DATA ANALYSIS
The study has tried to consolidate all the E-Consortia, E-Resources, status of automation in the
libraries.
Total 14 Private Medical College Libraries of Uttar Pradesh are undertaken for survey and analyzed
the data as under:

Observations
It is observed that majority of private medical colleges 3(21.43%) has established in the year 2008,
second majority of private medical colleges 2(14.29%) established in the year i.e. 1996, 2006, 2009
and 2011. Rest of private medical colleges 1(7.14%) has established in the year i.e.1997, 2005, and
2012.

Colleges of Uttar Pradesh, 5(35.71%) libraries having 5000-10000 books, 1(7.14%) libraries having

Observations

Observations
It is observed that the majority 5(35.71%) libraries are having 0-20 lac budget , 2(14.29%) libraries
having 21-40 lac budgets, 1(7.14) library having 41-60 lac budgets, 2(14.29%) libraries having 81-100
lac budgets, 1(7.14%) library having141-160 lac budgets, 1(7.14%) library having 181-200 lac budgets,
2 (14.29%) Private Medical College management has not allocated budget for library, 0% library having
61-81,101-120,121-140,161-180 lac budgets for Private Medical College of Uttar Pradesh.
6. FINDINGS
According to the proposed objective of my study topic following are important findings has been
summarized as under:
1- It is observed that majority of private medical colleges 3(21.43%) has established in the year 2008,
second majority of private medical colleges 2(14.29%) established in the year i.e. 1996, 2006, 2009
and 2011. Rest of private medical colleges 1(7.14%) has established in the year i.e.1997, 2005, and
2012.
2- It is observed that the majority of libraries 7(50%) having 10001-15000 books in the Private Medical
Colleges of Uttar Pradesh, 5(35.71%) libraries having 5000-10000 books, 1(7.14%) libraries having
15001-20000 books and 1(7.145) libraries having 20001-above books of Private Medical Colleges of
Uttar Pradesh.

2(14.29%) libraries having more than 25001 electronic journals, Electronic journals in the 2(14.29%)
libraries not available, and 0% libraries not having 2001-2500 electronic journals in the Private Medical
College of Uttar Pradesh.
5- It is observed that majority of libraries 8(57.14%) are partially automated, 4(28.57%) libraries are
fully automated and 2(14.29%) libraries are not automated.
6 It is observed that 5(35.71%) libraries are using E-Resources @N-List consortium, 3(21.43%) libraries
are using E-Resources@UGC Infonet digital library consortium, 0% libraries are using ICMR, ERMED,
HELINET consortium and 6(42.86%) libraries are not using any consortium in the library of Private
Medical College of Uttar Pradesh.
7- It is observed that the majority 5(35.71%) libraries are having 0-20 lac budget , 2(14.29%) libraries
having 21-40 lac budgets, 1(7.14) library having 41-60 lac budgets, 2(14.29%) libraries having 81-100
lac budgets, 1(7.14%) library having141-160 lac budgets, 1(7.14%) library having 181-200 lac budgets,
2 (14.29%) Private Medical College management has not allocated budget for library, 0% library having
61-81,101-120,121-140,161-180 lac budgets for Private Medical College of Uttar Pradesh.
7. CONCLUSION
On the basis of the findings of the study, It may be concluded that E-resources have massive impact
on all library activities and services. These are important necessity for modern libraries. The study
revealed that a variety of aspects of ICT in the library of Private Medical Colleges of Uttar Pradesh.
Emergence of consortia has largely affected the collection development policies and role of library
professionals. As per finding all Private Medical Colleges of Uttar Pradesh has established in between
1996-2012. Majority of libraries fifty percent having 10thausand to Fifteen thousand books in the
library.Maximum libraries 8(57.14%) having 101-200 print journals. In the Private Medical Colleges
library of Uttar Pradesh status of E- Journals collections are good except Two Medical Colleges.
Majority of libraries 8(57.14%) are partially automated, 4(28.57%) libraries are fully automated and
2(14.29%) libraries are ready for opt automation. As per findings 8(57.14%) Private Medical Colleges
of Uttar Pradesh using E-Consortia and rest 6(42.86%) Private Medical Colleges of Uttar Pradesh are
not using E-Consortia due to lack of budget.
