NOTE: Current inorganic services inherited from theformer councils (mix of annual and biennial kerbsideservices, an annual collection from within residents'properties, drop-off points and no service) currentlycost ratepayers $4.2 million annually.

LIMITATIONS:The gures above are estimates only. Preparation of boththe Waste Assessment and draft Waste Management andMinimisation Plan has relied on information from multiplesources including SWAP analyses from former councils, theAuckland Regional Council Waste Stocktake and Strategic

Assessment 2009, permits, contracts, consents andannual reports. The accuracy of these sources is contin-gent on the best information available at the time and thedegree of disclosure from the waste industry.

Financial analysis and modelling has relied on the bestnancial information available at the time of draftingthis plan.

The proposed way forward with a rigorous analyticalstepped process with continuous validation ofdata and peer review will mitigate the potential fordiscrepancies/errors in further waste managementand minimisation planning.

Auckland Council Waste Assessment Provides the necessary background information on the waste and diverted materials streamsthat will enable a council to determine a logical set of priorities and inform its activities, asdened by section 51 of the Waste Minimisation Act 2008. A waste assessment must becompleted prior to a WMMP being reviewed.

Cleanll Any landll that accepts only material that, when buried, will have no adverse effect on peopleor the environment.

C&D waste Construction and demolition waste.

The council In this plan, the council generally encompasses the collection of bodies that make up theAuckland Council family: the governing body, local boards, CCOs and council advisory groupsand panels. For specic actions of the plan, however, the appropriate part of the council willundertake that action.

Diverted material Anything no longer required for its original purpose and, but for commercial or otherwaste minimisation activities, would be disposed of or discarded.

Litter and illegal dumping Littering is dened in the Litter Act 1979 as: litter includes any refuse, rubbish, animalremains, glass, metal, garbage, debris, dirt, lth, rubble, ballast, stones, earth, or waste matter,or any other thing of a like nature. A denition of dumping is that: dumping is not a separateoffence but is littering at the extreme end of the scale that depends on the amount andnature of the litter that is deposited, the location and circumstances in which the litteringoccurs and the resources required to remove the litter.

Mana whenua Customary authority exercised by an iwi or hapu in an identied area.

Managed ll A disposal site requiring resource consent to accept well-dened types of non-municipalwaste (e.g. low-level contaminated soils).

Organic waste In this plan organic waste refers to food waste (or kitchen waste) and green waste(or garden waste).
