Plan Review: Irvin J. Poke, Chief of the Plan Review
Division of the Michigan Bureau of Construction
Codes, put on a two credit hour presentation on all
phases of plan review, the mechanics of plan review
consisting of the drawings, specifications and
approvals. What the plan reviewer looks for, what the
inspectors should be looking for and the contractor. He
couldn’t emphasize enough the need for a set of
approved plans and specs to be at the construction site.
The handout is worth holding on to.
Commercial Kitchen Design: Expect new up-to-date handouts by the
Oakland County Division at the January 15, 2008 design class.
Code Study & Development: On Tuesday, January 15, 2008, there will be a
meeting to go over the proposed 2009 IPC Plumbing Code changes. The
meeting starts at 8:00 am till we finish. Call John Nussbaum at (248) 866-
1400, if you plan to attend, by January 11, 2008. He will need a head count
for the continental breakfast. Bob Konyndyk will present a Michigan
Plumbing Code Update class on January 17, 2008 at the Southfield Shriners
Auditorium. The flyer/registration form (PDF) is available on the ASPE
EMC website. Code Books are available for purchase at MCA Detroit. Order
forms (PDF) are also available on our website. Only cash or a company
check accepted.
Plumbing Industry Training Center: The Plumbing Industry Training
Center, an ISO Certified Facility, is where Management and Labor work
together to train apprentices to become highly skilled Journey Plumbers and
also offers night classes to upgrade the skills of Journey Plumbers and all
other classifications to the latest technologies and codes. The Training Center
is viewed as the center of the Plumbing Industry. This is why the American
Society of Plumbing Engineers (ASPE), American Society of Sanitary
Engineering (ASSE) and the Michigan Backflow Prevention Association
(MBPA) hold their educational and board meetings there.
This state-of-the-art facility offers the following:
• Medical Gas Training and Testing for Certification in Med Gas
Brazing:There exists a working mockup hospital within the building
equipped for training.
• Backflow Training and Testing for Certification of Journey Plumbers to
be Certified Backflow Testers: There are eight (8) stations equipped for
training, testing and certifying of Testers.

Joshua Nelson graduated from Indiana
State University in 1997 with a Bachelor
of Science. Major: Environmental Health,
Minor: Industrial Hygiene. He was
employed by the Oakland County Health
Division as a Public Health Sanitarian in
1998. He became a Registered Sanitarian
in the State of Michigan in 2001.
Currently, Joshua is a Senior Public Health
Sanitarian at Oakland County Health Division specializing in
Food Service Plan Review.
Christy Lupu is a Registered Sanitarian
who has worked for Oakland County
Health Division since 1999. She received
her Bachelors of Science in Environmental
Health from Oakland University in 1998
and is currently pursuing a Masters of
Public Health at the University of
Michigan.

The year 2007 has passed very quickly and I
expect that the year 2008 will move at a
turbo engine driven speed. This thought will
carry us to the next subject, which is the
need to explore all methods possible to find
some ways to recruit more members to
attend our monthly meetings, which are giv-
ing many benefits to the membership by
providing the latest information, education,
camaraderie, enjoyment of excellent meals, great facilities,
excellent parking, and security. Sharing your experiences, know-
ing your contact vendors personally, gathering the latest
brochures, catalogues and ideas, the best experts making all the
presentations, the price cannot be beat anywhere else...so
what’s the problem? Why the low member turnout at our meet-
ings? It cannot be the hours, for they are controlled...so what is
missing? What could be the main reason...is it the lack of desire?
Commitment? PLEASE, let me know the missing ingredient, so
that we can begin to solve the problem. I thank you for your
input. Finally, the axiom of life is you shall receive only in
return, what you may be putting into it.
The December two-hour meeting was an educational exercise of
how important and why a good set of plan documents are
required, especially if you have to pay by the hour for the plan
review. Mr. Irvin J. Poke’s presentation of the Plan Review
Course 13467, entitles those in attendance to get 2 hours credit in
plan review. The “introduction and purpose” is a distinct disci-
pline that Mr. Poke emphasized for the people in his department
that they assure that the construction project is designed in accor-
dance with all the codes covered by the State of Michigan and
national. Mr. Poke provided printed hand out copies which gave
a total description of the plan review course. He described the
various problems his department encounters in their role when
dealing with all kinds of people trying to circumvent the due
process requirements. The most important point that was driven
into the minds of the people who were in attendance was how
critical the letter of documentation is, required for every step in
dealing with each and every item taken when the plan review is
going throughout the course of action. This is to protect the
department from problems in dealing with the public and for
maintaining an excellent record in the job file. A good lesson is
learned...thank you, Mr. Poke!

2006• The classrooms contain various methods of educating the
students from the latest audio/visual and computer equip-
ment for stations where students receive hands-on training
by setting fixtures of all types and makes. These stations
are set up with clear plastic waste piping and copper
water piping for the student to access, hook up and test of
his or her work.
• The welding area and pipe shop is state-of-the-art, with
the latest EPA approved equipment for removal and filtra-
tion of foul air and returning clean air, without having to
bring in outdoor air. The safety of the students is our pri-
mary concern.
• Classes include math for the pipe trades, blue print read-
ing and drawing, MIOSHA and OSHA Training,
International Gas Code, Michigan Plumbing Code, and
NFPA Medical Gas Codes. We teach hydronic and radiant
heating, domestic cold and hot water heating and snow
melting.
• In January of 2008 we will begin installation of demon-
stration stations for Boiler Controls and proper installa-
tions of steam and hot water Systems. The Training
Facility Mechanical Room is state-of-the-art and will be
seen when touring the building.

Mornings tours will start at 9:00 AM and end around 11:00
AM. Afternoon tours will begin at 1:00 PM and end around
3:00 PM. No more than 12 people at a time per tour. Classes
may be in session during tours.

“Commercial Kitchen Design.” We seriously need to have a
great showing of the membership because we’re starting a New
Year with our best intentions and support to the Educational
Programs.
