1.0 Introduction
1.1 The Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (as amended in 2012) require that both the permanent and also temporary environmental effects of a development are assessed. To assist in identifying the effects arising during the construction phase, this statement establishes the key construction parameters that will be used to bring forward the construction of the scheme.
1.2 At this stage of carrying out the EIA, a contractor has not yet been appointed to undertake the construction works. However, the information and parameters within this document will form part of any tender documentation issued and the appointed contractor will be required to comply with the outline methodology described, as well as in any relevant requirements of the Development Consent Order (DCO).
1.3 This statement describes the anticipated programme of demolition and construction works and the key activities that will be undertaken on the site in relation to the development.
1.4 The broad principles of a framework site wide Construction Environmental Management Plan (CEMP) are identified in Section 5.0 of this report. As part of the tendering process the main contractors will be required to submit a statement demonstrating how they will comply with the CEMP and, after appointment, provide detailed documentation to demonstrate this compliance.

2.0 Programme of Works
Timetable
2.1 Given the scale of the proposed development, it is the current expectation that the construction will take approximately 17 years. Whilst the construction work is likely to be broadly continuous, with for example elements of earthworks, landscaping and infrastructure provision overlapping, for the purposes of assessment it has been divided into four broad phases of development. It is anticipated that Phase 1 will commence in 2014.
2.2 The phasing plans for the proposals are provided at Appendix 1 to this document.
2.3 Each phase will consist of infrastructure works to prepare the land prior to built development being commenced. A broad timetable for all four phases is identified in Table 2.1 below.

3.0 Description of Works
3.1 The following provides a broad description of the likely nature of activities for the different workstreams included in the construction of DIRFT III.
Earthworks and cut-and-fill
3.2 Firstly, ecological habitat creation works will be undertaken to provide an appropriate environment for newts. Amphibian fencing will be erected, and the newts collected and translocated to the new habitat. When the area is cleared haulage routes will be determined, established and maintained as far as possible to minimise reversing. Fencing will be positioned to create safeworking zones as well as to provide an on-going protection for amphibians. Other areas that are outside the works will be fenced. On site haul roads and bridges will be constructed at agreed locations.
3.3 The areas to be excavated will be set out by the Contractor. After confirmation that the site is clear of protected species, remaining masts and other buildings will be demolished and services will be decommissioned. Topsoil will be then stripped and taken to stockpile for re-use on the development or direct to the Lilbourne Meadows ridge. Material will be excavated using excavators bulldozers, scraper boxes and where appropriate loaded onto dumper trucks to areas of fill.
3.4 Fill material will be compacted in accordance with an appropriate earthworks compaction plan to achieve primary earthworks plateau levels.
3.5 Whilst the cut and fill is planned to achieve a balance, if there were to be any surplus excavated material, disposal would be carried out by appropriately licensed contractors to disposal sites licensed to accept material of the quality excavated.
3.6 Table 3.1 below shows the anticipated overall volumes of cut and fill.

3.7 During site preparation, appropriate security fencing will be erected in order to maintain site security and safety around the construction areas.

The fencing will be maintained throughout the construction of the works in question to ensure safety of the public and visitors.
3.8 Demolition will be carried out in accordance with relevant legislation current at the time of the demolition, and with standard industry procedures.
3.9 Existing services on the site will be surveyed, tested and diverted or cut off as appropriate. Key and retained services will be temporarily protected and weather proofed to ensure a safe clearance process.
3.10 Prior to demolition of any buildings, internal soft furnishing will be stripped and removed. An intrusive inspection will also be undertaken to identify the presence of any potential hazardous materials, including asbestos. If found present, these will be removed from the site and disposed of by appropriately licensed contractors following prescribed health and safety procedures.
3.11 Throughout the demolition process, materials will be carefully selected and sorted for re-use, recycling or sensitive disposal. It is anticipated, subject to approval by relevant authorities, that some materials can be retained on site and crushed to provide recycled materials.
3.12 Table 3.2 provides an indication of the major types of materials likely to arise from demolition.

3.13 A rail bridge will be constructed over the route of A5 to form part of the new railway infrastructure.
3.14 The rail link will connect to the existing rail link at the northern end of DIRFT II, before passing over the A5 via the new bridge and descending into the new rail terminal at the heart of the DIRFT III site. Here the railway will fan out to provide eight new rail sidings flanked by container stacks and HGV roads. Rail mounted gantry crane rails will be installed within the terminal and the gantry cranes will also be assembled on site.

3.15 A rail control building will also be constructed, to include a control room, estate management offices, meeting rooms and other welfare facilities.
3.16 One rail bridge crossing an internal road and 3 nos. bridleway bridges will also be built.
3.17 The rail infrastructure will be delivered during Phases 1, 2 and 4 of the assumed construction programme to match demand.
3.18 Phase 1 comprises extension of a single line branch across the A5, construction of Phase 1 intermodal sidings, locomotive stabling and servicing facilities, a new bridge crossing the A5, a new bridge crossing an internal road and 3 nos. bridleway bridges.
3.19 Phase 2 comprises 4 nos. intermodal sidings and 2 nos. warehouse sidings.
3.20 No rail works are anticipated during Phase 3 of the construction programme.
3.21 Phase 4 includes twin tracking from the DIRFT II reception sidings, including the reconstruction of the A5 box to accommodate twin tracks, twin track works to the A428 and A5 bridges and a new viaduct adjacent to DIRFT II.
Construction of roads, sewers and services (transport and utilities infrastructure)
3.22 A network of internal access roads will facilitate access within the site and serve each building, linking to individual service yards and car parking.
3.23 The scheme includes the creation of a network of footpaths and cycleways connecting to the surrounding area.
3.24 The roads will be built to appropriate standards. The roads will be constructed by approved contractors who will be required to follow best practice guidelines and ensure that road users both within and external to the Site are not unduly affected by the construction process.
3.25 During construction a number of access and haul roads will be established to support each stage of delivery.
M1 boundary works
3.26 The development includes the lowering of site levels by up to 20m in the vicinity of the M1 boundary. Material will be excavated from parts of the site near the boundary and cutting slopes constructed to the existing site boundary. The cutting slopes and retaining walls will be designed to ensure stability of the M1 to Highways Agency standards.

3.27 There is also a proposed localised diversion of a bridleway to run along the boundary of the DIRFT site and the M1.
General construction works
Warehouses
3.28 Distribution warehouse units will be built as stand alone units or linked to the new intermodal sidings and railway sidings. Each unit will have a loading dock and service yard.
Lorry Park
3.29 The Lorry Park will provide spaces for over 300 lorries. It will include a rest area with showers and toilets.

4.0 Site Logistics

4.1 Consideration has been given to the types of plant and equipment that are likely to be used during the demolition and construction works. An indication of typical types of plant and equipment associated with each key element of the construction process is set out within Table 4.1.

4.2 Hours of working are the subject of a requirement. Construction work (excluding archaeological investigations, landscaping and any non-intrusive internal fit-outs) shall not take place other than between 7.30am 7.00pm weekdays and 8.00am 1.00pm on Saturdays (excluding public holidays) unless otherwise agreed in writing by the relevant local planning authority. Sunday and bank holiday working is permitted for works which do not cause noise that is audible outside the boundary of the site.

5.0 Environmental Mitigation Measures
Construction Environmental Management Plan
5.1 All construction sites have the potential to cause temporary nuisance and disruption to site users, neighbouring occupants, car users, pedestrians, local wildlife and other sensitive receptors.
5.2 Each construction contract will include a contract specific Construction Environmental Management Plan (CEMP) prepared in accordance with the site wide framework CEMP which would place stringent procedural performance obligations upon Contractors. A clear management structure and description of the responsibilities and authority of a specific Environmental Coordinator would be included with all agreements. It is anticipated that regular meetings would take place to review progress and to agree necessary actions. Notwithstanding this, it is recognised that positive action and reaction by site operatives at the time of any environmental incident or breach of targets are essential components for effective environmental management.

5.4 Individual Contracts would incorporate appropriate requirements in respect of environmental control, based largely on the standards of good working practice outlined in the CEMP in addition to statutory requirements. Contractors would therefore be required to demonstrate how they would achieve the provisions of the CEMP, how targets would be met, and how potential adverse environmental effects would be minimised.
5.5 Environmental issues would be considered in the procurement of raw materials and manufactured building components and all such materials would be appropriately stored on the site to minimise damage by vehicles, vandals, weather or theft. Pollution control would include the use of bunded compounds for the storage of tanks and drums of liquid chemicals and fuels. Packaging materials would be returned, where possible.
Waste management and minimisation
5.6 Waste would inevitably be generated during all stages of the demolition and construction works. Major sources of waste within the demolition and construction process are anticipated to include:
1 Demolition, site clearance and spoil from excavations - concrete, brick rubble, steel, plastics, wood, soil, etc;
2 Packaging - plastics, pallets, expanded foams etc;
3 Secondary waste materials generated from inaccurate ordering, poor usage, badly stored materials, poor handling, spillage etc; and
4 Measures will be taken to avoid contamination run off as set out in the site specific CEMP.
5.7 A Site Waste Management Plan would be developed by each Contractor in accordance with prevailing legislation detailing how wastes would be disposed and managed during the demolition and construction. All relevant contractors would be required to investigate opportunities to minimise waste arisings at source and, where such waste generation is unavoidable, to maximise the recycling and re-use potential of demolition and construction materials. Wherever feasible, such arisings would be re-used on the Site.

5.8 The designation of all waste or other materials removed from the Site would be notified to the relevant authority by the Contractor/Construction Manager for approval. Loads would only be deposited at authorised waste treatment and disposal sites.
5.9 No burning of demolition and construction waste would be undertaken on site.
5.10 The issue of hazardous waste is addressed in more detail below at Section 5.18.
Traffic and access management
5.11 All construction traffic entering and leaving the Site would be closely controlled HGVs making deliveries to the site or removing demolition material etc, would avoid prohibited routes which would have been previously agreed with the local Highways Authority and other relevant bodies.
5.12 Detailed information regarding these issues and measures to minimise the risk of traffic congestion would be presented in detail through a Construction Traffic Management Plan that would be compiled by the Contractor and agreed with the appropriate authority prior to commencement of site works. Reference should be made to Chapter D, the Transport Assessment for details.
Control of noise, vibration and dust
5.13 In a project of this scale and nature, it is recognised that noise, vibration and dust could give rise to local disturbance. These effects are an inevitable consequence of the demolition works, HGV traffic, ground excavations, piling works and other heavy construction activities. Site-specific measures would be covered in the CEMP and therefore be implemented by contractors to minimise the disturbance to local residents, businesses and other potentially sensitive receptors.
5.14 With regard to potential dust nuisance, dust control measures would be implemented to prevent the release of potentially contaminated dust entering the atmosphere and/or being deposited on nearby receptors. These would include, where appropriate, the use of water sprayers and hoarding, dust covers, the restriction of drop heights onto lorries and appropriate storage locations of dusty materials.
5.15 These issues have been subject to Environmental Impact Assessment and the findings of these assessments provided in the DIRFT III ES.
Pollution Control
5.16 Prior to demolition and construction, the Contractor would be required to prepare a safety statement demonstrating how the safety of construction

workers and the public would be addressed in terms of potentially harmful substances.
5.17 Measures for the control of construction-derived surface water run-off would be set out in the CEMP. As such, particular care would be taken to prevent any release or mobilisation of pollutants, which could pose a potential risk to receptors such as groundwater.
5.18 Pollution prevention measures would be put in place to isolate environmentally damaging substances and prevent of their release. These measures would be agreed in consultation with the Environment Agency and the relevant utilities provider.
5.19 An Emergency Plan would be implemented, forming part of the CEMP, outlining procedures to follow in the instance of any accidents involving spillages. This would involve the provision of on-site equipment for containing spillages, such as emergency booms and chemicals to soak up spillages. Should an incident occur, the Environment Agency and relevant utilities provider would be contacted immediately.
5.20 These issues have been subject to Environmental Impact Assessment and the findings of these assessments provided in the DIRFT III ES.
Considerate Constructor Scheme
5.21 All contractors working on the development will be required to register the individual construction contracts with the Considerate Constructors scheme and will be required to commit to the achievement of the points under the scheme.
Communication Strategy
5.22 A newsletter would be produced at regular intervals to notify of progress, anticipated works, potential disruption and supplementary issues of interest to the local community and businesses.
