STATE LEVEL/DISTRICT LEVEL INTER-POLYTECHNIC SPORTS AND GAMES MEET
“A healthy mind resides in a healthy body”
“All work and no play makes Jack a dull boy”.
Games and sports are an integral part of a student’s life. A student should study
hard to be successful in academics. At the same time, students should also play
games and sports to enjoy good health and for a joyful life.
The benefits of playing sports are multiple: Participation in Games and Sports
leads to balanced mental and physical growth. It teaches us life skills like
teamwork, leadership, patience. It inculcates discipline and playing within the
rules. It builds sportsmanship, which is to play within the spirit of the game and
to deal with both winning and losing with grace. Playing and excelling in sports
also teaches students the importance of hard work, perseverance, learning from
failure, and importance of grasping opportunities. All these experiences and
habits will stand students in good stead in their adult life.
I.AIMS AND OBJECTIVES:
a) To cater to the needs of young sportsmen among students, by
providing them with an opportunity to participate in Sports and
Games.
b) To inculcate and encourage the spirit of leadership and sportsmanship
among the students.
c) To impart sports training and make the students physically fit and
mentally alert
d) To build the character of young student athletes of the Polytechnics.
e) To promote spirit of patriotism in students.

II.PROCEDURE FOR ENTRY INTO COMPETITION AT VARIOUS
LEVELS:
(a) DLIPSGM-2018: The Principals of Institutions after conduct of the
games and events at Institutional Level shall send their teams’
entries to the Principal of the Host Institution of DLIPSGM-2018 in
the pro-forma enclosed as Annexure –II(a)&(b) on or before dt.
18-12-2018. Also, a copy of the same shall be marked to the RJDTE
by e-mail<[email protected]>
(b) SLIPSGM-2018: The Principal of the Host Institution of DLIPSGM-
2018 shall send their District Level Teams’ entries to the Principal
of the Host Institution of SLIPSGM-2018 in the pro-forma
enclosed as Annexure –II(a)&(b). Also, a copy of the same shall
be marked to the RJDTE by e-mail<[email protected]>
III. SELECTION OF VENUES OF THE TOURNAMENTS AT SLIPSGM:
The State level Organizing Committee shall decide the Venue of SLIPSGM-2018,
duly considering the following:-
Entries received.
Availability of playing facilities. Availability of good and adequate accommodation for the
participating teams. Willingness of the Institution concerned for hosting the State Level
Meet.
IV. CONSTITUTION OF ORGANIZING COMMITTEES AT DLIPSGM:
(a) DLIPSGM-2018: There shall be a Dist Organizing Committee (DOC) to
conduct the DLIPSGM-2018, consisting of the following:

2 Convener Head of Section nominated by the Principal of the Host Institution
3 Three Members Senior Faculty
4 Organizing Secretary Physical Director of the Host Institution

(b) SLIPSGM-2018: There shall be a State Organizing Committee
(SOC) to conduct the SLIPSGM-2018, consisting of the following:

V. DISTRIBUTION OF POINTS FOR GAMES AND ATHLETIC EVENTS
FOR 1ST PLACE, 2ND PLACE AND 3RD PLACE :
a) In each individual events, the three places shall be awarded points as follows:
1st place ….. 5 points (Winners) 2nd place ….. 3 points (Runners Up)
3rd place ….. 1 point (Third place)
b) Relay events shall be awarded points as follows:
1st place ….. 10 points 2nd place ….. 06 points
3rd place ….. 02 points
c) Individual Athletic Championship: Individual athletic championship
shall be adjudged separately for Boys and Girls Sections. The Athlete
securing the higher number of points shall be declared as ‘the Best
Athlete for Boys/Girls Section’. In case of a tie, the Athlete winning the
greater number of first places, shall be adjudged as the Best Athlete
and if the tie still continues, the Championship will be divided between
the two competitors.
d) Overall Games Championship: There shall be a separate Championship for overall Games for Boys and Girls separately. The Polytechnic securing the higher number of points in Boys/Girls sections
shall be declared as the ‘Overall Games Championship for Boys/Girls Section’. The points secured by Boys and Girls of a Polytechnic shall not
be combined to compete for the Overall Championship. In case of a tie, the Polytechnic winning the greater number of first places, shall be adjudged as the Overall Champion and if the tie still continues, the
Championship will be shared by the two Polytechnic Competitors.

1 In relay competitions, one entry is permitted for each

of T.S., shall apply. Matches need not be held up for the sake of common players of several events.

ANNEXURE-I(c)
TA/DA/Accommodation, Committees, Funds
A) Travelling and Daily allowances to the participants
TA and cost towards the food arrangements (to be made at hostels of the
Host Institutions) for the participants of SLIPSGM/DLIPSGM-2018 shall be met
from the Institutions’ Games Fund collected from students. In case such budget
is insufficient, the Principals are permitted to utilize the amounts available in
IRG/Non-Government Funds, subject to prior approval of the Commissioner of
Technical Education.
The daily allowance of each participant is Rs 120/- per day.
Menu: Breakfast, lunch, dinner shall be provided to participants @ Rs. 120/- per
head by the Host Institution(s). The menu items include: Idly, Upma, Pongali,
for breakfast; rice, curry, sambar, curd for lunch; rice, dal, sambar, curd for
dinner. There should be no limit for food quantity to be served to the
participants.
Prizes: Prizes to be given to winners and runners and trophies to be given to
winning teams. The amount is to be met from the funds provided by the RJDTE.
The Host Institution can add to the sanctioned prizes money.

Third Prize : Certificate
Trophy: 1st Prize : Rs. 500/-
Trophy: 2nd Prize : Rs. 300/-
Individual Champion : Rs. 300/-
Overall Champion : Rs. 500/-
Referees/Umpires’ remuneration: It is tentatively decided to pay @ Rs.
500/- per head for up to 50 nos. for Dist. Level and State Level Meet., towards
remuneration for Referees and Umpires, subject to Rs. 25,000/- or actual
expenditure, whichever is less.
Only consumables of Sports items / marking / maintenance of courts,
expenditure i.e., Rs. 10,000/- shall be provided to the IPSGM-2018(District
Level) Host institutions by RJDTE.
Dress code is mandatory; Individual Institutions shall provide the same.

Entry fee at prescribed rates by RJDTE is to be paid by individual institutions to
the Host Institutions i.e., District Level Institutions at the time of drawal of
teams.
The Principals of the Institutions are requested to issue Railway/RTC
concession forms for the participants.
B) Accommodation & Boarding
The Principals of the Host Institutions shall make arrangements to provide
free accommodation to the Participants in the hostel. Also, boarding facilities
shall be arranged to all the participants, accompanying staff & Physical Directors,
at cost basis.
C) Constitution of Committees
(i) A Monitoring Committee is to be constituted with the Principal,
Heads of Sections / Physical Director / Hostel Superintendent or Hostel Manager
of the Host Institutions conducting SLIPSGM/DLIPSGM-2018. They have to
finalize the expenditure and the statements shall be submitted to the RJDTE,
along with bills and quotations on or before dt. 21.01.2019. The Head of Civil
Engineering Section(HCES) concerned or nearby HCES is to be involved to look
after the Ground and other related civil works.
(i) A Purchase Committee is to be constituted with Principal, Heads of
the Sections, Physical Directors and Student representatives of Host Institutions
for purchase of games and sports material for SLIPSGM/DLIPSGM-2018.
D) Certificates
The certificates will be given to all the participants. The Institution hosting the
SLIPSGM-2018 has to get the approval of the Certificate of State Level and
District Level Meet by the CTE and shall get the DLIPSGM Certificates printed
and supply the same to all the Institutions hosting DLIPSGM.
E) Other Points
i. The Principals of all Government Polytechnics are requested to instruct the
Physical Directors of their Institutions to attend the SLIPSGM/DLIPSGM-
2018, irrespective of their Institutional participation. The Physical
Directors of the respective institutions have to accompany the participants
and they are responsible for taking care of the participants all through the
SLIPSGM/DLIPSGM-2018 and back to their respective places. One lady
staff member shall accompany the Girl students and under no
circumstances only male staff are permitted to accompany the Girl
students.
ii. It is informed that the entry forms have to be submitted to the Principals
of the Host Institutions of DLIPSGM-18 in the Annexure – II(a)&(b)
appended to this memo on or before Dt:18.12.2018 without fail, with the

participant students whose age does not exceed (19) years as on
31.12.2018 (i.e. born on or after 01.01.2000)along with their indemnity
bond(s) in the format appended in Annexure-II(c). Prompt action is
solicited for initiating the required spade work for successful conduct of
SLIPSGM/DLIPSGM-2018.
iii. The Principals of Govt. Polytechnics are instructed to relieve the Physical
Directors of their Institutions to attend SLIPSGM/DLIPSGM-2018,
irrespective of their institutional participation. The Physical Directors, who
attend the SLIPSGM/DLIPSGM-2018, are eligible for TA and DA, as per
rules.
iv. All the students and staff participating in SLIPSGM/DLIPSGM-2018, shall
hold identity cards. The participants shall also bring the copies of their
S.S.C Memo for proof of their age, duly attested the Principals of the
Institutions concerned.
v. All participants are advised to take their own blankets, pillows, winter-
wear etc.
I. Funds for SLIPSGM/DLIPSGM-2018 and Entry Fees.
i. Irrespective of participation, all the Polytechnics and
Institutions(Govt./ Aided/Pvt.) have to pay institutional charges
towards the conduct of SLIPSGM/DLIPSGM-2018 i.e. total strength
of students on roll x Rs. 10/- is to be sent to the RJDTE.
ii. The expenditure towards T.A. and D.A. of the participants must be
borne by the participating institutions from their games funds. The
T.A. and D.A. of the staff members deputed should, however, be
met from the Government Funds from the budget available with the
institution. If sufficient funds are not available, they have to reduce
the number of their participating team. In addition to the above,
the participating teams have to pay the entry fee for participation
at the following rates, payable at DLIPSGM-2018:

RULES AND REGULATIONS FOR THE CONDUCT OF THE MEET
1. The District/State Meet shall be conducted from ………………………… to
………………… at Govt. Polytechnic……………………………………. The inauguration of the meet will be at ………………………. on …………………………..
2. All the participating teams Manager/Physical Directors from out station
report at ……………………… positively on …………………………… for District/State
Meet.
3. A meeting of the Physical Directors / Managers of all the participating teams shall be conducted at ………………………… on …………………………. in this institution regarding the procedure to be followed in conducting the events
etc. 4. The timings of the meet shall be 8.00 a.m. to 12.00 noon and 1.00 p.m.
to 6.00 p.m. 5.
a. The team shall report at the allotted venue to the referee atleast 30
minutes before the scheduled time of commencement of the match. b. In case the team fails to report before the grace period of 15
minutes of the schedule time of commencement of the match, the team shall automatically loose the right to participate and the match will be get scratched.
6. i. All the participants shall be on the rolls of the institution during the
current academic year (no detained candidate is eligible to participate) participants age as on 31.12.2018 below 19 years only, candidates born on or after 01.01.2000 only (SSC Memo attested copy shall be
submitted). ii. In case the team fails to report before the grace period of 15 minutes of
the schedule time of commencement of the match, the team shall
automatically lose the right to participate and the match will get
scratched.
iii. The Principals also are requested to send xerox copies of identity cards
with recent passport photographs of all the participating students
including extra- players to the Principal, organizing polytechnic at District
Level in a separate cover separately in advance for verification.
7. Any team where impersonation is found shall be debarred from the Meet for all games and sports and matter will be reported to Commissioner of
Technical Education for further action. 8. All outstation (other district) teams are provided unfurnished lodging
facilities in the class rooms of the institution and also at ………………………….. They shall bring with them buckets, mugs, bed rolls and mosquito nets etc.

9. The teams shall make their own arrangements for boarding, if not provided by the Host Institution.
10. All the participating teams shall wear proper uniform with the emblem of the institutions.
11. All the participating teams shall bring their own kits for all the games and sports.
12. All the expenditure towards T.A. & D.A. boarding charges for all the
participants, Physical Directors/Managers and Staff etc. to be completely borne by the institutions concerned.
13. The SLIPSGM/DLIPSGM-2018 shall be conducted on knock-out basis.
14. Each polytechnic should send ‘One Best Team’ for each game and as for
sports, for each event two players: 1st Place and 2nd Place may be sent. Athletics Team shall consist of not more the (14) No. of Boys and Girls each.
15. For all games and athletics latest Federation Rules shall be followed.
16. All teams must be prepared to play more than one match during a day in
one session or two sessions.
17. The decision of the Referee shall be final in all matches.
18. All participating teams must be accompanied by at least one official to
manage the team, and if the contingent exceeds 20 members, a second
official may be permitted to accompany.
19. All protests must be made in writing within 15 minutes after the
completion of the Game or Event, under intimation to the Referee along
with a fee of Rs.200/- (Rupees Two hundred only), which will be returned
only if the protest is upheld. If the protest is turned down, the fees so
paid will be forfeited. Appeals should be addressed to the Convenor of the
Sports Committee and handed over to the Officer–in charge.
20. The officials arranged for the purpose by the Officer–in charge shall
conduct the competitions and no appeal shall be entertained against the
arrangements made.
21. Any team, player, competitor who do not turn up in time for a fixture,
shall be disqualified from further participation in it.
22. If any team or competitor walks off the field or venue during the course of
an event, the team/competitor renders itself/himself/herself liable for
disqualification from that event of the meet, besides forfeiting the
match/competition to the other team/ competitor(s).
23. a) Players and competitors, whose conduct on or off the field is
unsatisfactory are liable to be disqualified or debarred from the
competitions. If any team loses its match, they have to vacate the
accommodation provided on the same day or the following morning to
avoid congestion, as the accommodation available may be limited.

b) Teams / Competitor(s) are liable to be disqualified or debarred from
the competitions in case any of the statements/data furnished in their
entry forms are found to be incorrect, or otherwise in contravention of the
rules in any manner in respect of any player/competitor(s).
24. The decisions of the officials in charge of the conduct of the competitions
on all points of fact shall be final and without appeal. On disputed
questions of laws or rules governing the events, an appeal may be made
in writing. Such appeal shall be submitted to the Officer–in charge of the
conduct of the event within one hour of the conclusion of the match or the
event. Every appeal shall be counter-signed by the Manager of the
contingent (the Physical Director or member of staff from the institution
the team/competitor from which the appeal is preferred) and accompanied
by a fee of Rs.200/- which will be refunded only in case the appeal is
upheld.
25. There shall be a Committee dealing with protests and to consider and
dispose of appeals. The Committee shall consist of the three senior staff
members of Polytechnics and three Physical Directors.
26. Doubts or disputes, if any regarding the interpretation of these rules, and
regulations, shall be disposed off by the Committee whose decisions are
final and without appeal, so far as the Meet is concerned.
27. Matches in Kabaddi, Kho-Kho and Volley-Ball remaining unfinished on any
day owing to weather conditions or failure of light or other causes beyond
the control of the organizers shall be replayed.
28. Savings: In case of any dispute/issue in the conduct of
SLIPSGM/DLIPSGM-2018, the decision of the Commissioner of Technical
Education shall be final.
