Razli Ramli brings with him over 20 years of experience in banking and finance,
with 15 years in Islamic finance. His proficiency lies in the transformation of
traditional banking operations into Shariah-compliant operations.
His major contribution to the industry is the implementation of the Islamic Banking
Division at a Chinese based bank in Malaysia and the development and
implementation of Shariah-based financing products in many institutions including
one of the country’s largest financial institutions. Currently, he sits in the Think-Tank
Group of Jabatan Wakaf, Zakat and Haji (JAWHAR) under the Ministry of Prime
Minister and also appointed by Asian Institute of Finance (AIF) as a Curriculum Panel
to the professional development of learning programs for financial institutions in
Malaysia.
Prior to joining IBFIM he was appointed as secretary of a renowned financial
institution’s Shariah Advisory Council. He is a proficient trainer in operational aspect
of banking and finance, where he has been invited to share his experience in Russia,
Maldives, France, China, United Arab Emirates, Yemen, Brunei, Hong Kong, Kingdom
of Saudi Arabia, Singapore and Sri Lanka. He is also an invitee lecturer for local and
international universities.
At the same time, he is an avid writer on Islamic financial matters. His articles have
been published in local newspapers/magazines and an international magazine. In
2007, his first book entitled “Islamic Hire Purchase – The Handbook” was published
by IBFIM. In 2011, 3 more practical books have been published by IBFIM – “The
Islamic Banking Practices – From the Practitioner’s Perspective”, “Panduan Asas
Perbankan Islam” (“Basic Guide in Islamic Banking”) and “Islamic Banking Recovery
Process”. His latest publication in 2013 – “Issues in Islamic Finance from the
practitioners’ perspective”.
Razli obtained his Bachelor of Economics from Flinders University of South Australia
in 1989.

Amir is legally trained and has served the banking and finance sector for 25 years. His
last corporate position was the Vice-President-Islamic Banking of the largest financial
institution in Malaysia. His previous positions include the Vice President-Branches /
Operations in the same financial institution. Amir is the current Technical & Strategic
Advisor to a Muslim-based Non-Governmental Organization (NGO) and was the
Charter Member, of the Malay-Arab Business Council of Malaysia. His forte is in the
areas of Islamic Banking and Finance, Marketing, Strategic Planning, Performance
Optimization and Specific Human Capital Development areas and his expertise are
sought after by clients in the Middle East North Africa (MENA) and ASEAN region.
Amir is a Council member of an International consulting entity based in the United
States of America. He is also an Advisor of several Halal manufacturing concerns
specializing in the areas of Halal products in the Pharmaceutical & personal care
sectors. He is also the Panel Member of Industry Specialists specializing in Halal
Operation, Islamic Banking & Manufacturing of SME Bank.
An avid writer, Amir has also acted as Subject matter expert for authors on Islamic
Banking and Finance & he has written and published manuals on Investment and
Islamic Banking & Finance for selected Banking institutions in Malaysia. He has
presented intellectual papers in international conferences & Colloquiums and has
participated in specific subject matter discussions in both local and foreign media.

A Distinguished Fellow at IBFIM, Mr Kamil currently serves as an Islamic Capital Market
Consultant to the Securities Commission Malaysia and immediately prior to that having
an extensive industry track record in the Islamic finance industry including:
• successful development on the concept of Ar Rahn consumer financing (a
mechanism currently widely adopted by the Islamic ‘pawnshops’ in Malaysia)
for Permodalan Kelantan Berhad;
• advisory role in the Shariah structure and origination of the first RM 1
billion Islamic Asset Backed Securitization (ABS) exercise arranged by Abrar
Discounts Berhad;
• pioneered the development of several Islamic Capital Market products
such as:
• Murabahah Notes Issuance Facility (MuNIF) commercial papers
• Bai’ Bithaman Ajil Islamic Debt Securities (BAIDS) and BAIDS with
Warrants
• Musharakah Debt Securities
• Qardhul Hasan Debt Securities with Warrants.
He is also a member of:
• the Islamic Capital Markets Working Group of Securities
Commission, Malaysia
• the Task Force on Islamic Banking and Takaful for Labuan IOFC
• the Private Debt Securities Task Force, Bank Negara Malaysia
Between 2002 to 2006, Mr Kamil was representing Labuan Offshore Financial Services
Authority, Malaysia as a member of the Market & Product Development Committee of
Bahrain-based International Islamic Financial Market (an entity set up by regulators of
several Islamic finance jurisdictions which focuses on the global standardization of
Islamic Capital & Treasury markets products, documentation and related processes).

Background & Experience
Najib’s involvement in global Islamic finance industry covered stints in domestic and international finance in Malaysia and the Middle East. He started with Bank Islam Malaysia, the first Islamic banking group in Malaysia assuming operational roles in branch network, corporate and international banking, offshore trust services and financial management. He was also involved in the oversight functions in the Group’s retakaful unit, ASEAN Retakaful International (L) Ltd. He was later enlisted to lead the transformation of the Islamic banking window of EON Bank Berhad into EONCAP Islamic Bank Berhad, a subsidiary unit of the group. Prior to his current responsibilities which he assumed since early 2012, he was heading the finance and investment teams of Mawarid Finance PrJSC, a UAE-based licensed Islamic finance company as well as being a member of the board of directors of Dar Al Takaful PJSC, a Takaful operator listed on the Dubai Financial Market.
