1 FOREWORD

Christchurch International Airport Limited (CIAL) has produced this book on Airside Driving/Safety Rules for airside users.

The purpose of these rules is to create a safe working environment, where there is zero risk of injury to persons and/or damage for all those who drive or work in the operational areas of Christchurch Airport.

This document should also be read in conjunction with any supplementary instructions or training manuals used by airside users.

The Airside Driving Rules are designed to meet the requirements of Civil Aviation Act, Civil Aviation Rules, Health and Safety in Employment legislation and Christchurch International Airport Bylaws.

These rules have been developed as part of CIAL’s Safety Management System (SMS) and endeavour to maintain a safe environment for and not limited to aircraft, airside users, members of the public, aerodrome infrastructure and contractors.

Non-compliance with these rules may result in penalty points being issued, withdrawal of an Airside Driving Permit (ADP) or an operator’s right to operate airside at Christchurch International Airport.

As the certified operator of the aerodrome under Civil Aviation Rule Part 139 CIAL has an obligation to control authorised vehicle access and movements airside. All drivers are therefore required to competently pass an airside driving course and comply with the airside driving rules at all times.

The Manager Apron Operations is responsible for the administration of these rules, under the delegated authority of the Chief Operating Officer.

4 DEFINITIONS AND ABBREVIATIONS

Accident: An event that causes any person to be harmed; or in different circumstances, might have caused any person to be harmed.

ADON: Airside driving offence notice.

ADP: Airside driving permit

AFS: Airport Fire Service

Aircraft: Any machine that can derive support in the atmosphere from the reactions of the air otherwise than by the reactions of the air against the surface of the earth.

Airport: Christchurch International Airport at Harewood Christchurch in the Canterbury Land District which includes runways, terminal and other buildings, installations and facilities (which is vested in or controlled by the Company)

Airside: The movement area of an airport, adjacent terrain and buildings or portion thereof, access to which is controlled.

Airside Driving Permits: A licence to drive airside issued by an approved authority.

Airfield Road: An internal road around the boundary of the airport.

Apron Road: A marked road across the face of the apron between the aircraft parking stands and taxiway demarcation line.

Apron (Ramp): Those parts of the airport that are intended to accommodate aircraft for the purposes of loading or unloading passengers, cargo or fuel.

ATC: Air Traffic Control. Airways Corporation control over vehicle and aircraft movements on the manoeuvring area at Christchurch International Airport.

ATS: Air Traffic Services. Airways Corporation providing air traffic service, which may include an air traffic control and flight information centre.

Authorised Airport Official: Any person appointed or authorised by CIAL.

Authorised Airside Vehicles: Vehicles authorised by Christchurch International Airport Limited to operate airside.

CAA: Civil Aviation Authority of New Zealand.

CIAL: Christchurch International Airport Limited.

COO: Chief Operating Officer.

Demerit Point System: (DPS) Allocated penalty points for airside driving offences.

Driver: A person controlling or operating a vehicle or equipment.

GSE: Ground service equipment.

Hazard: An actual or potential cause or source of harm.

Hours of darkness: Any period of time between half an hour after sunset on one day and half an hour before sunrise on the next day or any other time when there is not sufficient daylight to render clear visibility for a distance of 100m.

ILS: Instrument Landing System.

IOC: Integrated Operations Centre

Incident: An occurrence, other than an accident associated with airside operations and is not limited to vehicles, equipment and aircraft.

Landside: That area of an airport and buildings to which the non-travelling public as free access.

Manoeuvring Area: Those parts of an area used for the take-off landing and taxiing of aircraft excluding aprons.

Markings: Symbols, lines, words and Figures displayed on signs or on the surface of the movement area.

Movement Area: Any part of the airport that is intended for the movement of aircraft on the ground and includes the aprons, manoeuvring area, and maintenance areas.

Park: The stopping or standing of a vehicle/equipment.

Prohibited Area: Any part of the airport designated by notices to which access is prohibited to

persons not having lawful authority to enter.

Radio Frequency Identity Cards (RFID) Electronic card affixed to the windscreen or front of

vehicle that identifies vehicle authority the enter airside.

Runway holding position marking: A holding point on the taxiway prior to the runway that

consists of two or more yellow lines some of which are solid and some of which are dashed.

SMS: Safety Management System.

Significant Hazard: An actual or potential cause or source of serious harm.

Taxiway: A defined path on the manoeuvring area established for the taxiing of aircraft.

Taxilane: A portion of an apron designated as a taxi route and intended to provide access to

aircraft stands only.

Terminal Service Road: A marked road located between aircraft parking stands and adjacent

to the terminal frontage.

Vehicle: A motor vehicle or other specialised airport mobile plant or equipment.

5 AIRSIDE DRIVING PERMIT (ADP)

The ADP is an authority issued by CIAL that permits the holder to drive airside within an approved category.

5.1 Requirements

CIAL requires all persons who drive or operate any equipment on the movement area of the airport to be the holder of a valid ADP and carry that permit at all times when on duty airside.

All airside drivers are to be holders of a current restricted or full New Zealand Drivers Licence at all times and be assessed by their employer as being competent in the class/s of vehicle/equipment they are driving.

All airside drivers must be the holders a current Permanent CAA Airport Identity Card and be on their lawful duties. Airside Driving Permits are issued for 3 years and must be renewed each time the permanent CAA Airport Identity Card is issued. Airside drivers are required to do refresher training every three years.

The applicant must demonstrate a need to hold an ADP within the following criteria:

Has an operational requirement to drive unescorted.

Operates frequently airside. (i.e. at least once weekly)

Only authorised personnel are permitted to operate equipment. They are to be trained by their management to operate the equipment safely and tested by an instructor and certified as authorised equipment operators.

Before an ADP is issued the driver must attend an airside driving course and pass a theory test with an 80% minimum pass rate and undertake a practical driving competency test.

Personnel who hold an ADP issued from another airport will be required to undergo a geographical orientation lesson with understanding of the CIAL driving rules before being issued with a Christchurch airport ADP.

Airside drivers will comply at all times with the directions of an authorised airport official.

5.2 Categories of ADP

There are four designated airside driving areas within Christchurch International Airport. (Fig.1)

Category One B

Any approved area by the issuing authority that forms

a particular section of the Category One area.

Category One, Category Two and Category One B

areas are under the control of Christchurch

International Airport Limited.

Category Three manoeuvring areas are under

the control of Air Traffic Control.

5.3 Approved Issuing Authorities

CIAL may from time to time approve an organisation as an Approved Training Authority, with nominated training officer(s) for the purposes of training their staff in Airside Driving (Fig. 2).

The nominated training officer(s) will be approved by CIAL Manager Apron Operations.

The CIAL Apron Operations Manager may approve the nominated training officer subject to limitations e.g. Category One training only.

The CIAL training module is to be used along with the CIAL Authority to Drive Airside Application Form. (CIAL18) refer Appendix 1

CIAL will notify the Approved Training Authority of any changes to the training module and/or forms.

CIAL may from time to time audit the Approved Training Authority.

CIAL may at any time suspend an organisations Approved Training Authority by written notice.

6 AUTHORISED VEHICLE IDENTIFICATION

All vehicles operating airside must be authorised and shall at all times meet the following criteria.

6.1 Identification Signs and/or Logos

All vehicles operating airside at Christchurch International Airport shall display signs and/or logos that clearly identify the organisation operating the vehicle.

Vehicles should be painted white, or some suitable bright colour to ensure that they are easily visible whilst operating airside on the apron area. (Does not apply to escorted vehicles)

Vehicles must display registration plates or some other identification which allows the vehicle to be uniquely identified.

Wherever possible vehicle identification shall be permanently affixed to the vehicle.

All signs, logos and lettering shall be of sufficient size and clarity to ensure the vehicle can be uniquely identified by an observer of normal sight from a distance of 10 metres.

6.2 Electronic Vehicle Authority/Vehicle Authorisation

All vehicles operating airside must be authorised.

CIAL must be notified by the organisation of the vehicle make, model, registration and/or fleet number and colour.

CIAL may issue an electronic vehicle authority on receipt of the above information regarding the vehicle.

The electronic vehicle authority must be affixed to the vehicle in a position as to be clearly read or scanned.

6.3 Exemptions

Where a vehicle is under direct escort it is exempt from Christchurch International Airport Ltd’s vehicle identification requirements and includes:

7 VEHICLE AND EQUIPMENT REQUIREMENTS

All vehicles and equipment operating airside shall at all times meet the following criteria:

Registered vehicles shall meet the approved Warrant of Fitness or Certificate of Fitness standards for that class of vehicle

Unregistered vehicles and equipment shall meet the appropriate mechanical standard

In the case of specialist airport vehicles and equipment, recognised industry standards, or codes of practice shall be met

Vehicle exhausts shall be fitted with mufflers to minimise sound emissions

There shall be no oil, fuel or other discharge onto the ground

Noxious gas emissions shall be minimised

Where vehicles are used during the hours of darkness or during periods of poor visibility they must be fitted with operating head-lights, tail lights, hazard lights or rotating beacons/strobes

Equipment parked on the apron during the hours of darkness shall have adequate reflector/tape on all four corners

Vehicles operating on the manoeuvring area shall be fitted with operating amber rotating flashing beacon/strobe or in the case of emergency vehicles, a red or blue rotating flashing beacon/strobe

Vehicles operating on the manoeuvring area shall be fitted with radio equipment to allow communication with ATC

8 VEHICLE ACCESS

Vehicles requiring access airside must adhere to the following guidelines:

Auto Gate number one is the main vehicle access point.

Auto Gate number one will have static guarding 24/7.

Auto gate number five will have static guarding during the hours of the domestic operation and will be CCTV controlled outside of these hours.

Auto Gate No. 5 is CCTV controlled, only single person capable vehicles will be able to gain access.

The General Aviation (GA) Auto Gate number sixteen (Western Side) will be CCTV controlled and vehicle access will by Aviation Security Services escort only.

To gain access through these gates drivers will need to present.

1. Current access card

2. Current airside driving licence

3. Current Permanent CAA Airport Identity Card.

After domestic operations multi-person capable vehicles will be required to access through Auto Gate number one, or will require an Aviation Security Services Officer to attend any other gate and provide authorised access.

Motorcycles are permitted airside under escort or providing the following conditions are met.

1. The operator has a valid airside driver’s permit

2. The operator has a current access card

3. The operator has a current CAA Airport Identity Card

4. The operator is on their lawful duties

5. The motorcycle has been registered as an authorised vehicle

Motorcycles are not permitted to be ridden on the main terminal apron areas.

Unless specifically authorised by CIAL, bicycles are prohibited.

9 AIRSIDE DRIVING RULES

Only those persons who have been specifically authorised by Christchurch International Airport Ltd or by an Approved Training Authority and have received training and passed the appropriate theory test in the following rules and proven competent, can drive a vehicle at Christchurch International Airport.

Drug and Alcohol Policy

Christchurch Airport has a Drug and Alcohol policy in place for all airside drivers (refer to Section 18 of this manual for further detail).

Post incident or with reasonable cause to suspect the Airport Company may demand a drug and alcohol test on the person(s) involved.

This must be carried out and if refused the person/s access and airside driving permit may be withdrawn. All associated costs are the responsibility of the associated driver/company.

9.1 Category One and Two Driving Rules

9.1.1 Marked Roadways

There are three designated roads airside.

Marked Apron Road: (Fig. 4). This road is located between the taxiway demarcation line and aircraft parking stands.

Terminal Service Road: (Fig. 21). This road is located between the aircraft parking stands and adjacent to the face of the buildings.

Airfield Road: (Section 12). Drivers must remain on the marked roads except for those vehicles servicing aircraft.

Do not drive over the manoeuvring line unless clearance from ATC has been granted.

9.1.2 Speed

Drivers must not drive in a manner that is dangerous or reckless with disregard to other airside users.

Drivers must observe the following speed limits. These are maximums and speed must be reduced in times of poor visibility or traffic congestion. The driver must operate the vehicle at a safe speed suitable for the conditions.

a) Baggage Make up and Reclaim areas 8km/hr (fast walking speed)

b) Within 15 metres of an aircraft 8km/hr

c) Marked Terminal Service Road 10km/hr

9.1.3 Taxilane

Taxilanes provide access from taxiways to aircraft parking stands

Aircraft have absolute right of way at all times

Drivers must exercise extreme caution when driving on the taxilane

Equipment must not be left on a taxilane

9.1.4 Safety in the Vicinity of Aircraft:

All aircraft, including those being towed, have absolute right of way over all other vehicles.

Drivers must not drive a vehicle/equipment within 3 metres of a parked aircraft, except when servicing that aircraft. The recommended 3 metre circle of safety rule applies at Christchurch Airport.

Vehicles/equipment directly servicing aircraft should come to an initial complete stop at a distance no less than 3 meters from the aircraft. Vehicles/equipment must then be driven at a walking pace and come to a complete stop at a distance of no less than 2 meters from the aircraft. All equipment must be driven at a walking pace 2-4kph when within two meters. (Fig. 7)

No person shall drive behind a jet aircraft while its anti-collision beacons are operating.

Anti-collision lights may be red or white and may be situated below the fuselage, and on the roof or on the top of the tail plane of an aircraft.

No person shall drive between an aircraft powering in to an allocated stand or between an aircraft powering out.

The anti-collision beacon indicates that:

The aircraft engines are running or are about to be started

The aircraft is about to move or commence pushback

Vehicles must not be driven or parked underneath aircraft or aircraft wings unless it is necessary for the servicing of that aircraft.

Service equipment/vehicles required to back up to an aircraft for the purposes of servicing shall be marshalled.

No driver shall drive a vehicle or equipment over any cable laid on the ground for aircraft auxiliary power unless an appropriate ramp for driving over has been laid on the ground to protect the cable.

No driver shall drive over any cable/line or hose laid down for the purposes of fuelling an aircraft.

Approved Hi-Visibility Jackets/vests shall be worn by all airside workers.

Appropriate personal protective equipment (PPE) shall be supplied by the employer that is in good condition and suitable for the task at hand. All employees shall wear appropriate PPE. Hearing protection and Hi-Vis garments should be to a NZ safety standard

or equivalent. (Fig. 5)

While in an airside area (other than a passenger walkway or taking the most direct route to a terminal door) staff must wear the appropriate Personal Protective Equipment.

Pilots carrying out pre-flight inspections and airline staff assisting with passenger movements are required to wear approved Personal Protective Equipment.

Airport Fire personnel who exit and enter vehicles for the purposes of entering the terminal or adjacent buildings whilst attending to an emergency are exempt from wearing Personal Protective Equipment.

9.1.5 Use of Apron Road (Fig. 17)

The Apron Road is the marked road that is located between the aircraft parking stands and taxiway demarcation line.

Drivers shall obey the speed limit at all times (Section 9.1.2)

Vehicles using the Apron Road must be on the lookout for aircraft which have their anti-collision beacon operating. The anti-collision beacons indicate that the aircraft engines have started or are about to start, the aircraft is about to move to taxi.

The visual clues for a departing aircraft are:

Chocks have been removed

Ground power unit or cable has been disconnected

Presence of an engineer connected to the aircraft by headset

Tow bar or push back device connected to aircraft where relevant aerobridge has been retracted

Drivers must be aware of these visual clues for an aircraft which is about to move and be prepared to stop and/or give way.

When driving on the Apron Road an aircraft should never be forced to stop or slow down to avoid a vehicle or equipment.

Drivers must be cognisant of all aircraft movements that are taxiing onto or off the aircraft stands.

Red stop lights – if the red stop lights across the apron road are operating, drivers are to stop and wait. The stop lights indicate aircraft movements either on or off parking stands 9-11.

AIRCRAFT HAVE ABSOLUTE RIGHT OF WAY AT ALL TIMES

When Code D (B767) or above aircraft are using Taxiway Foxtrot drivers must stop prior to using the road and proceed only when the aircraft is clear of the Taxiway.

Parking is prohibited on the Apron Road.

9.1.6 Use of Terminal Service Road (Fig. 21)

The Terminal Service Road is located between aircraft parking stands and adjacent to the face of the buildings.

Drivers shall obey the speed limit at all times (Section 9.1.2).

Parking is prohibited on the Terminal Service Road.

Drivers shall be cognisant of all activity in this area (e.g. baggage make up, aircraft service vehicles).

9.1.7 Emergency Vehicles

Emergency vehicles with flashing lights operating have right of way over all other ground vehicles.

Emergency vehicles with flashing lights operating attending to an emergency will be controlled by ATC when driving on the manoeuvring area.

9.1.8 Pedestrian and Passenger Safety

Vehicles must not drive between passengers moving to and from an aircraft. The passenger walkways are defined by a white ladder with a blue non slip insert

Drivers must give way to pedestrians using the walkway. (Fig. 22)

When passengers are embarking or disembarking it is advisable that the driver chooses another safe route thus avoiding the passenger walkway.

If it is safer to cross the passenger walkway when passengers are embarking or disembarking the driver must take directions from the airline passenger ground marshal. When there is no airline ground marshal the driver may cross the pedestrian walkway only when the walkway between the aircraft and the gate is clear.

9.1.9 Safety in the Vicinity of the Terminal

Drivers must be aware of the size and height of the vehicle when driving under or near aerobridges.

Drivers are to be aware of the terminal egress points and be prepared to give way to pedestrians.

Drivers must slow down and be prepared to give way at baggage makeup intersections.

All airside users are encouraged to know the location and operation of emergency phones, emergency equipment and spill kits.

9.1.10 Vehicles Overtaking Another Vehicle

Whenever a vehicle overtakes another vehicle the overtaking vehicle must not breach the safe speed limit for that area.

Extreme care must be exercised in times of poor visibility.

The overtaking manoeuvre must be conducted in a safe manner.

The overtaking manoeuvre must not force any other vehicle/s into the manoeuvring area or away from the intended path of direction.

9.1.11 Taxiway Alpha15 (A15) Airfield Road (Fig. 8)

Drivers will adhere to the one way only instructions posted at the beginning of each entrance to the road.

Drivers will stop before entering either the Post Apron or the A15 Taxilane ascertaining the way is clear before proceeding.

Drivers are to be aware of jet blast from aircraft manoeuvring on or off Stands 30-32.

Drivers will give way to all manoeuvring aircraft and be vigilant on the movements of aircraft parked on stands 30 to 35.

Where circumstances exist when it is impractical or unsafe to use the Airfield Rd drivers may cross A15 by following normal Manoeuvring Area procedures.

9.1.12 Fuelling Operations

New Zealand Civil Aviation Authority requires all equipment not intrinsically-safe to be at least 3 metres from fuelling equipment and aircraft vents. (Fig. 9)

Keep all phones, PDA’s and vehicles outside the 3 metre hazard zone around fuelling equipment including hydrant connections and wing vents on both sides of the aircraft.

Keep all ground boarding and/or disembarking passengers at least 3 metres clear distance from the fuelling operation, equipment, hydrant and wing vents.

Ensure all ground boarding and/or disembarking passengers have their mobile phones, PDA’s and cameras turned off.

When driving around or between aircraft be aware of the hydrant, hose or bonding cable laid on the ground.

Do NOT drive between fuelling vehicle and aircraft whilst fuelling in progress.

Do not park a vehicle in a manner that will obstruct the egress of a fuelling vehicle.

Know the location and operation of the emergency fuel cut-off switch.

Do not park a vehicle or equipment on a yellow hatched area adjacent to the emergency fuel cut-off switch. Clear access must be gained at all times.

Do not drive over or park a vehicle or equipment over the fuel hydrant cover. (Fig. 25)

9.1.13 Emergency Apron Phones

Emergency apron phones are situated adjacent to every aircraft stand. The phone has a direct line (no dialling) to the IOC. In the event that AFS are required for assistance simply lift the receiver and respond when answered. The IOC will know your location by the accessed phone. (Figs 10a & 10b)

9.1.14 Foreign Object Debris (FOD)

It is the responsibility of all persons working airside whether driving or not to eliminate FOD by removing any item of FOD encountered and disposing of it securely. (Fig 11).

In general terms FOD is any loose article that causes or has the potential to cause damage to aircraft and/or equipment (Fig 12).

FOD may include and is not limited to paper, plastic, nuts and bolts, tools, stones plastic shrink wrap etc.

Drivers must ensure that when carrying loose material that the load is secure. It is encouraged to cover loads to prevent items falling and/or spillage (Fig 13).

Any item that may fall from a vehicle must be retrieved immediately.

Drivers entering airside from the landside environment are to ensure that the tyre treads are not harbouring loose stone(s) that could potentially be deposited on the airside area.

Vehicles involved in demolition and/or carrying roading, building materials must be cleaned and loads secured so as to eliminate any spillage.

Items blowing onto the airport manoeuvring area must be brought to the attention of the IOC as soon as possible.

9.1.15 Towing Rules

A tractor shall tow on any airport road a rake of either:

Six (6) fully loaded container trailers or six (6) unloaded container trailers.

Six (6) fully loaded baggage trolleys or eight (8) unloaded baggage trolleys.

Three (3) fully loaded flat top cargo trailers or six (6) unloaded flat top cargo trailers.

9.1.16 No Seat No Ride

Drivers must ensure that no more than the correct number of passengers travel in a vehicle or on equipment at all times.

9.1.17 Smoking

The airside area is a no smoking area and as such smoking is strictly prohibited.

9.1.18 Use of Cell Phones Whilst Driving

The use of cell phones or non-hands free phone devices is strictly prohibited whilst driving airside.

9.1.19 Careless Use

A driver will not drive a vehicle carelessly or recklessly, or without due consideration for the airside driving rules.

Drivers must at all times drive in a manner that exhibits due care and attention to other airside personnel, vehicles and equipment.

9.1.20 Wearing of seat belts

Seat belts will be worn in all vehicles fitted with seat belts.

9.1.21 Visibility

In times of poor visibility and during the hours of darkness (any period of time between half an hour after sun set on one day and half an hour before sunrise on the next day; or, any other time when there is not sufficient daylight to render clear visibility for a distance of 100 metres) headlights, tail lights and hazard lights must be operating at all times.

In the case of vehicles fitted with strobe or flashing beacons these must be operating at all times.

9.1.22 Low Visibility

Refer to Section 17 ‘Low Visibility Operations’.

9.1.23 Spill Kits

Know the location of spill kit. In the event of a spill every effort must be made to contain the spill and the IOC advised. Continue to contain/isolate spill until AFS arrive.

9.2 Category Three Driving Rules

Only those persons who have been specifically authorised by Christchurch International Airport limited or by an Approved Training Authority and are the holders of a current Category Two drivers permit may drive on the manoeuvring area.

Only those who have an operational requirement to enter the manoeuvring area shall do so.

The only exceptions are those vehicles under escort.

9.2.1 Vehicle Rules

A rotating beacon or strobe shall operate on the top of the vehicle at all times. Emergency vehicles shall operate a red and/or blue beacon or strobe whilst all other vehicles shall operate an amber beacon or strobe.

Vehicles shall be equipped with a radio capable of receiving and transmitting on 121.9 Mhz with ATC at all times.

During times of poor visibility or during the hours of darkness headlights shall be illuminated in the dip position. Tail lights shall be operating. Hours of darkness are:

Half an hour after sun set on one day and half an hour before sunrise on the next day or any other time when there is not sufficient daylight to render clear visibility for a distance of one hundred metres.

A decal of the tower light signals must be displayed clearly in front of the driver at all times. (Fig. 14)

9.2.2 Driver Rules

Drivers must be conversant with the radio procedures.

Drivers must not enter the manoeuvring area without ATC permission and a clear understanding of the instructions issued.

Drivers must be conversant with the designated names of the taxiways and runways and have a relevant plan of the airport at all times in the vehicle.

Drivers must be conversant with the emergency vacating procedures. (9.2.5)

9.2.3 Radio Procedure

Before transmission ensure that the controls of the radio are set correctly.

Radio listening watch must be maintained at all times. Do not go outside hearing range. If you plan to work outside the vehicle ensure you have a handheld unit available or alternatively an external speaker.

Think about what you are going to say before transmission.

Correct phraseologies must be used and the radio operators must speak plainly.

Speak plainly do not use colloquialisms or superfluous chatter.

Use only approved call sign.

Calling ATC

Drivers are to call ATC first (ATC call sign is Christchurch Ground) followed by the drivers call sign.

Who: (Drivers call sign)

Where: (Drivers location)

What: (What the driver wishes to do or where the driver wants to go)

Tell ATC any other significant details.

Await clearance and read back instructions fully. If instructions are not understood ask for them to be repeated.

If instructions are repeated they must be read back fully.

ATC may add a conditional phase to the clearance such as “Behind the ATR on Taxiway Alpha”.

This must be acknowledged by reading back – “Behind the ATR on Taxiway Alpha”.

Move immediately when confirmed clearance has been granted by ATC.

9.2.4 Standby/Hold Position

ATC may instruct a driver to standby or hold position. The driver will remain in the current location and await further radio instructions.

ATC may instruct a driver to a certain part of the airfield and advise to “hold” The driver will acknowledge by reading back and inform ATC when holding. ATC will issue further instructions when the situation allows the driver to proceed.

When instructed to “hold short” of a runway holding position marking, the driver will always stop prior to the first solid hold point line. (Fig. 26)

When a driver is instructed to vacate a runway/taxiway, the driver must read back the instruction and proceed to vacate the runway/taxiway immediately. The driver should vacate onto the middle of the grass area to the east or west of the main runway and the middle of the grass area to the north or south of the subsidiary runway.

11 VEHICLE AND EQUIPMENT PARKING

11.1 Correct and Safe Parking of Vehicles

Correct and safe parking of vehicles and equipment is paramount.

11.1.1 Vehicle and/or equipment must not be parked so that they will obstruct aircraft manoeuvring onto or off an aircraft parking stand.

11.1.2 Vehicles and/or equipment must be parked outside the marked equipment parking/wingtip clearance lines unless an aircraft is parked on that stand and the vehicle/equipment is actively engaged in servicing that aircraft. (Fig. 20)

11.1.3 Vehicles and/or equipment must not be parked across any door or passenger walkway that will obstruct the movement of passengers in or out of the terminal or to or from an aircraft.

11.1.4 Vehicles and or equipment must not be parked on the marked airfield road.

11.1.5 Vehicles and/or equipment must not be parked in a position that will inhibit the movement of a fuelling vehicle serving aircraft.

11.1.6 Vehicles and/or equipment must not be parked over any yellow hatched areas. (Fig. 23)

11.1.7 Vehicles and/or equipment that is not used on a regular weekly basis must be parked in an area approved by CIAL away from the apron.

11.1.8 GSE must be parked in the allocated parking spaces provided by CIAL. (Fig. 24)

11.1.9 GSE fuelling equipment, e.g. diesel tanks must not be parked under any structure that is used by pedestrians and must be adequately bunded.

11.1.10 Vehicles and/or equipment must not park over any fuel hydrant. (Fig. 25)

11.1.11 Vehicles and equipment must not be parked unattended across the access to the airside “Crash Gates”.

11.1.12 Vehicles and/or equipment must not be parked within a distance of 1.5 meters from the outer extremity of any part of the security fence whether landside or airside.

12 AIRFIELD ROAD

12.1 Airfield Road Rules

The Airfield Road is a boundary road within the security fence line of the Airport. Drivers do not need ATC clearance; however drivers must be aware of the following when driving on the Airfield Road.

12.1.1 The maximum speed limit on the open portion of the Airfield Road is 65kph. This must be reduced in times of poor visibility, road condition or congestion.

12.1.2 Drivers must give way to all aircraft.

12.1.3 Drivers must comply with the no stopping restrictions adjacent to the Instrument Landing System (ILS) 20 Glidepath.

12.1.4 Drivers must stop at the stop signs prior to the 02/20 Grass Vector and ascertain that there are no aircraft in the process of taking off or landing continuing only when safe to do so.

12.1.5 Drivers are to exercise extreme caution when passing across the general aviation area, keeping a clear 3 metre distance from all aircraft and giving way to any aircraft with its anti-collision beacon operating. Drivers are to observe the speed restrictions.

12.1.6 Drivers are to stop on the Airfield Road adjacent to Pound Road barrier arms, if the barrier arms have been lowered. Drivers will remain stopped until the barrier arms have been lifted.

12.1.7 Drivers are to be aware of the low electric fence at the threshold of Runway 11 Airport Fire Service- are to be advised if assistance is required.

12.1.8 Drivers are to be aware of the 20kph speed restriction across the face of the Airport Fire Service building.

12.1.9 Drivers are required to stop adjacent to the advisory sign where the Airside Road passes behind the threshold of runway 29 if aircraft taking or landing.

13 HAZARDS

A hazard is defined as an actual or potential cause or source of harm and a significant hazard is defined as an actual or potential cause or source of serious harm.

The airport is a unique environment and as such there are many hazards that cannot be eliminated, therefore controls must be put in place and the hazard monitored.

Person Protective Equipment (PPE) must be supplied by the employer that is in good condition and correct for the task at hand. The employee is responsible for wearing it. (Fig. 5)

Some of the hazards associated with driving on the movement area and /or working around aircraft are:

Propellers.

Jet blast.

Jet engine intake.

Fuelling process.

Taxiing aircraft.

Noise.

Other road users.

Congestion in baggage makeup/breakdown areas.

Low height clearances.

Baggage conveyors.

Blind corners

Ground power cabling

In any event extreme caution must be exercised at all times and any new hazards reported accurately and timely.

14 ESCORTING OF VEHICLES

14.1 Requirement for Escort

All drivers who have not passed an airside driving permit training program and proven competent to drive unescorted on Christchurch Airport, will be required to be escorted by trained airside driving personnel.

14.1.1 CIAL has primary responsibility for the management of escorting vehicles.

14.1.2 Escorting personnel will ensure that the driver(s) of the escorted vehicle(s) are fully briefed on the safety protocols and route to be escorted.

14.1.3 Escorting personnel will ensure that the driver(s) and any passengers of the escorted vehicle have the relevant security ID card to enter the security environment.

14.1.4 Escorting vehicles will display hazards lights and/or a rotating beacon or strobe.

14.1.5 Escorting vehicles will have signs and/or logos displayed so as to be clearly read at a distance of 10 metres.

14.1.6 Where the driver/passengers of an escorted vehicle have temporary CAA ID cards the escorting person shall remain with those personnel at all times whilst in the security area.

15 INCIDENT AND ACCIDENT REPORTING

15.1 Reporting

Drivers must report all incidents and/or accidents to their management accurately and in timely manner.

In circumstances where emergency services are required immediately airside workers are advised to notify AFS by using an apron phone or dialling extension 8888.

15.1.1 All airside driving incidents and/or accidents are to be reported to the CIAL Manager Apron Operations within 48 hours following the accident/incident.

15.1.2 Airside drivers shall report immediately to the airline on line engineer any accident involving an aircraft.

15.1.3 The driver must stop immediately after any accident and ascertain any injuries/damage. Any accident involving serious injury must be reported to the Police.

15.1.4 In the case where it becomes apparent that an accident/incident has been caused by dereliction of following safe work practices or negligence, disciplinary action may follow. Refer to section 15 Penalty Point System.

15.1.5 All fuel, oil, sewage or any other spills are to be reported immediately to CIAL. It is the responsibility of the offending company to contain and make every effort to clean up the spill.

16 DEMERIT POINT SYSTEM

16.1 The Demerit Point System

The Demerit Point System (DPS) allocates a maximum penalty for a range of prescribed airside driving offences.

16.1.1 CIAL Apron Safety Officers have the authority to monitor airside drivers and any drivers apprehended because of an airside diving offence will have their details and offence recorded on an Airside Driving Offence Notice Form. (ADON)

16.1.2 When an airside driving offence has been recorded the CIAL Manager Apron Operations or his delegate will advise the Manager of the airside driver and in consultation will determine the outcome of the issued ADON.

16.1.3 The following offences may result in a driver’s airside driving permit being withdrawn.

154: Driving on the manoeuvring area without ATC clearance.

157: Exceeding the 10kph airside road or 8kph within 15 metres of an aircraft speed limit by more than 20kph over the limit

159: Exceeding the 30kph apron speed limit by more than 20kph over the limit.

161: Driving in a manner dangerous to people, vehicles and equipment.

181: Driving under the influence of drugs or alcohol.

183: Failure to stop after an accident.

193: Failure to comply with ATC instructions.

16.1.4 Airside drivers may challenge the Demerit Point System by writing to the CIAL Manager Apron Operations within seven (7) days of the demerit points being issued stating why the demerit points should be withdrawn or airside driving licence reinstated.

16.1.5 Airside drivers who accumulate twenty demerit points or more within a twelve month period will be advised and invited to show cause as to why their authority to drive airside should not be withdrawn.

16.1.6 Airside drivers will be advised in writing stating the reasons for the determination and duration of the withdrawal of their airside driving licence.

16.1.7 The licence will automatically be reinstated after the expiry of the withdrawal time.

16.1.8 The following table details the various offences that may result in an ADON and appropriate demerit points being issued. Note: These are subject to change from time to time.

17 LOW VISIBILITY OPERATIONS

17.1 Low Visibility Airfield Road and Apron

There are a series of LED signs along the face of the terminal building and also at auto gates 1 and 5. Drivers should make themselves familiar with the location of these signs as they will be activated in times of emergency, low visibility or general information.

During “Low Visibility” the signs will display red flashing “Warning” and green “Low Visibility”. (Fig 33)

On arriving at either auto gate 1 or 5 and observing the activated “Low Visibility” sign drivers should decide if their journey airside is indeed essential at this time i.e. the vehicle movement is essential to support imminent aircraft operations.

It is important that vehicle movements are restricted.

Driver intending to drive airside will stay on the marked apron road. Unless absolutely necessary, it is not acceptable to drive between stands or behind aircraft. All movement from one stand to another must be along the marked apron road.

Vehicles operating airside during low visibility must display as a minimum head lights, hazard lights and, if fitted, the flashing beacon.

Drivers will reduce speed and drive according to the conditions.

17.2 Manoeuvring Area

The following procedures will apply when observed or reported visibility falls below 1000 metres.

Operations will be restricted to RWY 02 or RWY 20.

Two lit marker boards will be placed on each of the taxiways to/from RWY 02/20 that are not available for use, depending on which runway is in use. (Ground movements 7 & 8)

When traffic levels require, an Airport Fire Service vehicle will be positioned adjacent to TWY A short of A2 or A7 to indicate the holding position for that runway.

During adverse weather conditions GPS transponders may be issued to those operating on the manoeuvring area.

18 DRUG AND ALCOHOL POLICY

CIAL has in place a Drug and Alcohol Policy (the “Policy”) which applies to all situations where the CIAL working environment may be affected by alcohol or drugs.

All drivers are to familiarise themselves with the Policy before driving at Christchurch International Airport (“the Airport”).

In driving a vehicle at the Airport drivers confirm: (i) they have familiarised themselves with the terms of the Policy and agree to abide

by the terms of it as though they were employees of CIAL with the following amendments:

A Positive Blood Alcohol Test while driving airside at the Airport means any level of alcohol per 100ml of blood.

A Positive Breath Alcohol Test while driving airside at the Airport means any level of alcohol per litre of breath.

(ii) CIAL is permitted and authorised by drivers driving vehicles airside at the Airport to conduct searches for Drugs or Alcohol (as defined in the Policy), including, but not limited to searches of vehicles to carry out tests wherever appropriate on drivers to ensure compliance with the terms of the Policy.

The consequences of a Positive Drug Test or Positive Alcohol Test or other breach of the Policy will include, in addition to any sanctions contained in the Policy, the immediate withdrawal of the driver’s licence as set out at Code 183 of the Schedule of Offences at 16.2.

Employer’s Responsibilities

Access cards remain the property of Christchurch International Airport Ltd (CIAL).

Card holders will be required to be photographed and that photo will be attached to the security system

database. The photo will only be displayed on our security system database and will not be used for any other

purpose.

Cards are issued free to all employees at the commencement of their employment.

Broken or malfunctioning cards will be replaced at CIAL’s expense.

Lost or damaged cards will only be replaced at the expense of the employer.

The employer must recover access cards from employees at the termination of their employment and return to

the CIAL Customer Services Office. The employer will be charged for any cards that are not recovered

and returned.

The employer will ensure that all staff complies with CIAL access card audit requirements.

The employer is responsible for any card(s) issued to persons contracted to work for their company.

supervisor.

Do not lend your access card to any other person.

Do not allow any other person(s) to follow you through any doors or barriers to restricted areas.

Immediately report the loss of your card(s) to your supervisor or to CIAL Duty Manager.

Do not mark, damage or label cards in any way.

Return your access card(s) to your employer at the termination of your employment.
