FinancialallocationforAdiDravidar&Tribal Welfare Department during 2014-15 89 12 ADI DRAVIDAR AND TRIBAL WELFARE DEPARTMENT POLICY NOTE 2014 2015 jhjgldkftWikUJLgL, bghUshjhuRjuijmilattifbrtnjhL, mtfSilar_fcikfS,eyfS, vbwWghJfhfgLtzjmuR bragL tUwJ. ujiy b# b#ayjh khF Kjyikr INTRODUCTION: InTamilNaduthetotalpopulationasperthe 2011censusis721.47lakh.Outofthis,144.38lakh (20.01%)areScheduledCastesand7.95lakh(1.10%) are Scheduled Tribes.TheprimeobjectiveofthisGovernmentis acceleratedgrowthandsustainabledevelopmentofAdi Dravidar and Tribal population in Tamil Nadu.Toensuresocio-economicandeducational developmentoftheAdiDravidar/Tribalsonparwith generalcategoryandrealisethegoalofinclusive growth,theBudgetaryallocationforthisDepartmentis Rs.1998.36crore.Thisamountisspentforcreating infrastructurefacilitieslikeprovisionofdrinkingwater, linkroads,house-sites,housing,schools,hostels, health centres and community halls, etc. I. ADI DRAVIDAR WELFARE Scheduled Castes Sub Plan (SCSP) TheScheduledCastesSubPlan(SCSP)is implementedinTamilNadufrom1980-81.Thebasic objectiveoftheScheduledCastesSubPlanisto ensureseamlessflowoffundsfromtheStateAnnual PlanOutlayinproportiontothepopulationofthe ScheduledCastesintheStateinordertobringabout markedSocio-EconomicandEducationaldevelopment of the Scheduled Castes. The Adi Dravidar and Tribal Welfare Department has been designated as the Nodal Department andthe SecretarytoGovernmentofthisDepartmentisthe NodalOfficerforthepurposeofformulationand implementation of Scheduled Castes Sub Plan at State 3 4 level.TheDirectorofAdiDravidarWelfarehasbeen nominatedastheMonitoringOfficertomonitorand review the schemes under Scheduled Castes Sub Plan at district level. TheNodalOfficerappointedbythesectoral departments are coordinating with the Adi Dravidar and TribalWelfareDepartmentforeffectiveimplementation of the schemes for Adi Dravidars. There are 17 sectoral departmentscomprisingof30HeadsofDepartments areimplementingtheschemesunderSCSPforthe development and welfare of the Scheduled Castes. The State Government for the year 2014-15 has allocatedRs.7603.00croreunderthebudgetaryMinor Head789forScheduledCastesSubPlanoutofthe States Total Annual Plan Outlay of Rs.42185.00 crore. Educational Scholarship Schemes (a)Post-MatricScholarship(beyond X Standard) UndertheGovernmentofIndiasPost-Matric scholarshipscheme,scholarshipisgiventotheAdi Dravidar / Tribal students who continue their studies beyondXthstandardandwhoseparent/guardians annualincomedoesnotexceedRs.2.50lakhper annum.AnassistanceofRs.230/-toRs.550/-per monthisgivenasmaintenanceallowanceforday scholars and an assistance of Rs.380/- to Rs.1200/- per month is given as maintenance allowance for hostellers depending upon the class in which they study. Besides this,allthecompulsory&nonrefundablefeespayable bythestudentsstudyinginGovernment/Government aided institutions are sanctioned as Scholarship. SC/STstudentsstudyinginselffinancing collegesarealsoeligibletogetscholarshipunderthis scheme.TheyareexemptedfrompayingCoursefees andInstitutionfeeswhicharedirectlycompensatedby theAdiDravidarWelfareDepartment.Maintenance allowancedependingupontheclasstheystudyisalso paid to the students. ThestudentsstudyinginIndustrialTraining InstitutesarealsoofferedPost-Matricscholarship irrespective of their minimum educational qualification. Forthefinancialyear2014-15,asumof Rs.62330.00lakhshasbeenallocatedunderthe GovernmentofIndiasPostMatricScholarshipforSCs and Rs.1023.08 lakhs for STs respectively Scholarship given since 2011-12 Sl. Allcompulsory&nonrefundablefees,payable bythestudentsstudyinginGovernment/Government aidedinstitutionsarealsopaidasScholarshipalong with Maintenance Allowance.ThestudentsbelongingtoAdiDravidar convertedtoChristianitywhoareeligiblefor ScholarshipstudyinginSelfFinanceInstitutionsare exemptedfrompayingCoursefeesandtheInstitution feeswhicharedirectlycompensatedbytheAdiDravidarWelfareDepartment.Maintenance Allowancedependingupontheclasstheystudyare paid as Scholarship to the students.For the year 2014-15, a sum of Rs. 1640.10 lakh has been allocated for this scheme. TheGirlstudents,whopursuePostGraduate coursesinGovernment/GovernmentaidedArts& Science Colleges and whose parent / guardians annual incomeexceedsthelimitasprescribedbythe GovernmentofIndia/StateGovernmentforthePostMatricScholarshipareexemptedfromthe payment of Special Fees and Examination fees. Fortheyear2014-15,asumofRs.25.00lakhs has been allocated under this scheme. (d)SpecialFeeConcessionfrom6thto10th Standard ThestudentsbelongingtoAdiDravidar,Tribal andAdiDravidarconvertedtoChristianitywhoare studyinginstandard6thto10thareexemptedfrom paymentofSpecialfees.Theexpenditureincurredby theeducationalinstitutionsconcernedarereimbursed by this Department. Fortheyear2014-15,asumofRs.163.26lakh has been allocated under this scheme. Scholarship given since 2011-12 Sl. ThestudentsbelongingtoAdiDravidar,Tribal andAdiDravidarconvertedtoChristianitywhoare studyinginX and XII standardsare exempted from the payment of public examination fees and for the students whostudyotherthanTamilmediumarealso reimbursedtotheDirectorateoftheGovernment ExaminationsbytheAdiDravidarandTribalWelfare Department.Further,thestudentswhoarestudying UnderGraduate,PostGraduateandProfessional coursesintheGovernment/Governmentaided CollegesareexemptedfrompaymentofApplication Fees / Registration Fees. 17 18 Fortheyear2014-15,asumofRs.290.14lakhs has been allocated under this scheme. 3.SpecialIncentiveSchemeforGirl Students TheEducationhelpstobringanoverall development to the Society. The Girls incentive scheme isbeingimplementedinordertoensure100% enrollmenttotheAdiDravidarandTribalGirlsinthe elementaryeducationlevel.Accordingly,AdiDravidar and Tribalgirlswhoarestudyinginthestandards from III to V are given an incentive of Rs.50/- per student for 10 months in a year. This scheme is being implemented inallthedistrictsfromtheyear2011-12tobenefitthe Adi Dravidar and Tribal Girls. A sum of Rs.1700.00 lakhs has been provided in the B.E. 2014-15. To reduce the dropouts and to encourage the Adi DravidarandTribalgirlstudentsandtohelpthemto continuetheirstudiesinVIstandard,theyaregivenof Rs.100/-permonthasanincentivefor10monthsina year.Thisschemeisbeingimplementedinallthe districts.Further,ithasbeenextendedtotheGirl studentswhoarestudyinginVII&VIIIStandardand they are given Rs.150/- p.m. as incentive for 10 months in a year. A sum of Rs. 3811.00 lakhs has been provided in theyear2014-15fortheimplementationoftheabove scheme for the standards from VI to VIII. Scholarship given since 2011-12 Sl. In 201314 under this scheme 3 beneficiaries were given a financial assistance of Rs.22.50 lakh. 4-5.SELFEMPLOYMENTPROGRAMMEFOR YOUTH (SEPY) SEPYisimplementedfortheeducated,un-employedyouthintheagegroupbetween18and35, who desire to establish their own profession or business enterprises. In the year 2013 14, 1070 beneficiaries were given a financial assistance of Rs.5021.61 lakh. 4-6.SELFEMPLOYMENTPROGRAMMEFOR YOUTH-SETTINGUPOFCLINIC(SEPY-SPECIAL) UndertheSEPY-SpecialschemeAllopathy Doctors,Dentist,SiddhaDoctors(BSMS),Ayurvedic Doctors(BAMS)andPractitionersofNaturopathyand Yoga(BNYS)whowishtoestablishcliniccanavail assistance.This scheme is extended in the last year to Paramedicaldisciplinesviz..,Physiotherapists, Pharmacists,OpticiansandLabTechnicianswhohave registeredtheirnamesintheMedicalCouncil/ appropriate authority. 19beneficiariesweregivenafinancial assistance of Rs.97.69 lakh in 2013 14. 4-7.ECONOMICASSISTANCETOSELFHELP GROUPS FinancialAssistanceforincomegenerating programmeisanyetanothermeasureforEconomic empowerment of women as group.Under this scheme,adequateandtimelycreditatareasonableinterest ratesforincomegeneratingactivitiesisprovidedto 75 76 SHGs.AdiDravidarwomenSelfHelpGroupswhich havebeencreditratedtwicecanavailtheloanforthe incomegeneratingeconomicactivities.Underthis schemeamaximumof50%oftheprojectcostor Rs.2.50 lakh whichever is less is sanctioned as subsidy to the Self Help Groups. Underthisscheme11895beneficiarieswere givenafinancialassistanceofRs.3731.20lakhin 2013-14. 4-8.REVOLVINGFUNDASSISTANCETOSELF HELP GROUPS (SHGs): Promotionofmicro-enterprisesasameasureof povertyeradicationisprimarilybeingfocusedthrough RevolvingFundassistanceexclusivelyforAdidravidar women group.A subsidy of Rs.25,000/- is given as one timegrant fromtheyear2012-13.Thebank willinturn give Rs. 50,000, whichwill augment the corpus fund of SHGs. Underthisscheme2655beneficiarieswere givenfinancialassistanceofRs.177.00lakhinthe year 2013 14. Under all these schemes the beneficiaries should belong to Scheduled Caste candidates and the subsidy is back ended. GRANTS TAHDCOnotonlyassistIncomeGenerating Programmes/EconomicDevelopmentbyproviding loan and subsidy but also support the youth in pursuit of higheraspirationandtheuncoveredunderother schemes through 100% grant. 4-9.MANAGINGDIRECTORSDISCRETIONARY FUNDThisschemehasbeenintroducedfromtheyear 2012-13.AcorpusofRs.100lakhiskeptatthe disposaloftheManagingDirectortoextendfinancial assistanceformedicaltreatment,gapfillingassistance tothosewhopursueprimaryeducationtoprofessional courses and persons affected in communal clashes and anyotheractivitieswhichdeserveahelpinghand subject to rules in vogue. 77 78 Underthisscheme30beneficiarieswere givenafinancialassistanceofRs.14.84lakhinthe year 2013 - 14. 4-10. COLLECTORS DISCRETIONARY FUND UndertheschemeanAssistanceuptoRs.20,000/- isgranted.Preferenceisgiventodifferentlyabled, destitudewidows,artistsunderindigeneous circumstances,unmarriedwomenabove40yearsof ageandchildrenwithnoparent/guardianandany otherpersonwhoisconsideredasdeservedforgrant by the Collector.In the year 2013-2014each Collector is given one lakh and on demand additional funds are released. In2013-14underthisscheme184beneficiaries were given a financial assistance of Rs.35.05 lakh. 4-11.FINANCIALASSISTANCETOCIVIL SERVICE ASPIRANTS (UPSC) To support the Civil Services aspirants belonging toAdiDravidarcommunitiesfinancialassistanceofRs. 50,000 is given from the year 2012-13. The grant is giventothosewhohavepassedCivilServices (Preliminary) Examination to enable them to prepare for Civil Services (Main) Examination. In2013-14undertheschemefinancialgrant wasextendedto62aspirantstothetuneofRs. 31.00 lakh. 4-12. FINANCIAL ASSISTANCE TO STATE CIVIL SERVICE ASPIRANTS (TNPSC GROUP-I) TNPSC Group-I services is another higher cadre ofcivilservicesintheState.Recognisingtheneedfor assistancewhoareinpursuitofGroupIServices, financial assistance of Rs. 50,000/- was introduced from the year 2013-14. Duringtheyear2013-14,thefinancial assistance was granted to 32 candidates to the tune of Rs. 16.00 lakh. 4-13. FINANCIALASSISTANCETOLAW GRADUATES

ToencouragetheLawGraduatestosetuptheir profession, a quantum of assistance has been increased to Rs.50,000 from the year 2012-13. 79 80 Duringtheyear2013-14,595candidateshave been assisted to the tune of Rs. 297.50 lakh. 4-14. FINANCIAL ASSISTANCE TO CHARTERED ACCOUNTANT/COSTACCOUNTANTTO SET UP THEIR PROFESSION To encourage the young Chartered Accountant / CostAccountanttosetupownprofessionagrantof Rs.50,000/-ismadeaccessibleunderthescheme, which was introduced in the year 2013-14. 5.OnlineRegistrationofApplicationsfor TAHDCO Schemes. TAHDCOhasintroducedLATS,onlineLoan ApplicationTrackingSystemfromtheyear2012-13to ensuretransparencyinselectionofbeneficiaries. Besides,theapplicantscantrackthestatusoftheir applicationatanytimebyusingtheirapplication acknowledgementnumber.Theonlineapplication systemhasbeenintroducedwiththefollowing objectives: (a) To ensure transparency in administration (b) To identify shortfalls in execution of various schemes (c)tostudytheimpactofvariousschemesonthe society(d)toformulateareaorientedandtimespecific andneedbasedschemes(e)tocreatedatabaseof beneficiaries and information related with schemes and any other information. Anupgradedversionhasbeendevelopedthis yeartomakethesystemmoreuserfriendlyand transparent. 6.AssistancetoSCwomenmembersof WomenIndustrialTailoringCo-operative Societies. InaccordancewiththeHonbleChiefMinisters announcement,sofar1164womenbeneficiarieswere givenassistanceforthepurchaseofmodernised sewingmachine.Eachbeneficiaryisgiven30%ofthe costofthesewingmachineassubsidyfromSCAand thebalance70%isgivenassoftloanat4%interest from TAHDCOs share capital. Duringtheyear2013-14,thefinancial assistancewasgrantedto1164ADwomen membersto the tune of Rs. 161.79 lakh. 81 82 STATE SCHEME: 7. ThemaximumquantumofassistanceisRs.7.50lakh including the subsidy.Tribalswhopossesslandaregivenassistance for land development such as minor irrigation, digging of wells and installation of electric motor so as to improve water sources for agriculture purpose. 8-2)ENTERPRENEURDEVELOPMENT SCHEME For economic development of Tribals, assistance isprovidedforanyincomegeneratingactivities.The minimum cost of the project is Rs. 1.50 lakh.Subsidy is50%ofprojectcostsubjecttoamaximumlimitof Rs.3.75lakhperindividualisreleasedbyTAHDCOas back ended subsidy. 83 84 Underthisscheme22beneficiarieswere givenfinancialassistanceofRs.78.51lakhinthe year 2013 14. 8-3.SELFEMPLOYMENTPROGRAMMEFOR TRIBAL YOUTH (PURCHASE OF VEHICLES) Tribalyouthwhopossessdrivinglicenceare providedwithfinancialassistancebyTAHDCOfor purchaseofPassengerVehicle/Jeep.TAHDCOwill releaseasubsidyat50%oftheunitcostsubjecttoa maximumofRs.4.00lakhasbackendedsubsidy. Under this scheme 21 beneficiaries were given financial assistance of Rs.149.66 lakh in the year 2013 14. 8-3(a)SELFEMPLOYMENTPROGRAMME FOR TRIBAL YOUTH SPECIAL SCHEME Toensureregularsupplyofessential commodities and provide income generation to the tribal youth, Lorries and Kerosene Tankers can be purchased underthescheme.TheTribalYouthwhopossess heavyvehicledrivinglicensecan bebenefitted.Under this scheme 50% of the unit cost subject to a maximum of Rs. 5.50 lakh is given as back ended subsidy. 8-4.REVOLVINGFUNDASSISTANCETO SELF HELP GROUPS (SHGs): AquantumofRs.25,000/-isgivenasonetime grant.Thisrevolvingfundassistanceisusedto augment the corpus fund of Self Help Groups. 8-5.ECONOMICASSISTANCETOSELF HELP GROUPS UndertheschemeSelfHelpGroupswhichare creditratedtwice,canavailassistanceforvarious incomegeneratingactivitieslikehandicrafts, horticulture, floriculture establishment of hotels in tourist spots and other tourism and hospitality industries based activities.TAHDCOwillreleaseasubsidyof50%of projectcostsubjecttoamaximumofRs.3.75lakhas back ended subsidy. 85 86 9. STATE GOVERNMENT WORKS a) Repairs and Maintenance of Hostels:- Duringtheyear2011-12,theHonbleChief MinisterofTamilnaduhasannouncedanimperative programme of carrying out repairs and improvements to theexisting1059hostelbuildingsatanestimatedcost ofRs.76.33Croretoprovidesuitableandhygienic environmenttoenablethestudentstopursuetheir educationinpeace.Forthefirsttimethistypeof maintenanceworkwasentrustedtoTAHDCOandall works have been completed. 87 88 b) Toilet Block:- Toinculcatethepersonalhygieneamongthe studentsAdidravidarandTribalwelfarestudentsa specialschemewassanctionedbytheHonbleChief Ministertorepairandconstruct779toiletblocksata cost of Rs.38.95 crore.The work has been executed. c) New Hostel Buildings:- Tobridgethegapbetweentheexistinghostels and growing need for hostels for Adi Dravidar students, theHonbleChiefMinisterofTamilNaduhas sanctioned494newhostelbuildingsinthelasttenure between2001-2006.TheHonbleChiefMinisters concernforthecommunityhasagainbeenmanifested inthesanctionof42newhostelbuildingsduringthe year201112and27ownbuildingsforthehostels functioninginrentalbuildingsduringtheyear2013 14. 12. NABARD SCHEME WORKS a)InfrastructureFacilitiestoAdiDravidar andTribalWelfareHigh/HigherSecondary School (RIDF - XII) A sum of Rs.50.14 Crore has been sanctioned to provideinfrastructurefacilitiesto121High/Higher SecondarySchools.Alltheworkswerecompletedand handed over to the occupying department. b)InfrastructureFacilitiestoAdiDravidar Habitations (RIDF - XIV) AsumofRs.110.87Crorehasbeensanctioned toprovideinfrastructurefacilitiesto249AdiDravidar habitationswhichwerecompletedandhandedoverto the community. c)NewHostelforAdiDravidarandTribal Welfare Students (RIDF - XVIII) A sum of Rs.37.55 crore has been sanctioned to construct 44 new hostel buildings.
