You said………we did! Adherence to Evidence Based Medicine (AEBM) Programme
You said: We would like you to extend the consultation to allow more time for people to review the evidence being presented.
We did: We have now agreed to extend the programme to the 31st May 2017 (this being a full 90 day consultation period).
You said: We would like you to ensure that hospital specialists are more actively involved in the consultation process.
We did: Our pre-engagement and initial consultation did involve the most senior doctors in North Central London and our local GPs but we are now writing to divisional clinical leads within our main hospitals and to providers. The extension to the consultation ensures that there is sufficient time for these senior doctors, providers and other stakeholders to consider our proposals.

We did: We will be undertaking the following:

You said: We would like to see all of the Summary Evidence Packs and the information you have used by your clinicians to determine the changes you are proposing.
We did: We have improved our Evidence Packs so that they are easier to follow and also put these and all the supporting evidence on our website for download.

You said: We would like you to ensure more medical input is obtained from specialist doctors working within hospitals.
We did: In addition to our work with the Medical Directors across North Central London and the NCL Clinical Cabinet we are also reaching out to Clinical Directors and non-NHS Providers for their input into our consultation.
You said: We would like to see this programme even more widely advertised.
We did: We will be running further advertisements in our local press and will be contacting all stakeholder groups again including local voluntary and community organisations to help with publicising the consultation further.
You said: We would like to make the changes you are proposing easier to understand.
We did: Although we sought advice and input from the Patient & Public Engagement Committee we recognise that some people may still be struggling to understand the proposed changes so we are preparing a short ‘consultation summary’ to accompany the full consultation document to explain the main changes proposed.

Overview
• As an organisation in Special Measures we are required by NHS England to
look at everything we spend to enable us to live within our means and
ensure we can continue to fund essential services and treatments. We need
to look at value for the money we have available.
• As part of this on-going review we are looking at the evidence associated with a
number of procedures and treatments to see where clinical evidence supports
changing thresholds and access criteria.
• Whilst we are doing this because of our financial position the work is clinically led
and evidence based.
• Enfield CCG are also leading this work across North Central London with our
CCG Colleagues.
• Our formal consultation period started on 1 March and has been extended
to 31 May 2017.

Scope of Review
We are looking at four main areas:
• The thresholds and criteria associated with existing Procedures of Limited Clinical Effectiveness (PoLCE) where the evidence has changed.
• Additional areas that others have identified as being PoLCE that are not currently in the North Central London policy and where we consider it appropriate to review.
• Procedures where the clinical evidence suggests we should make changes to thresholds to improve outcomes for patients.
• The decommissioning of homeopathic treatments at University College London Hospital.

Preparing for the
Consultation Process In preparing for the consultation we have carried out a wide range of pre-engagement activities including:
• Discussing this with the Enfield Health & Wellbeing Board and Health Scrutiny Standing Workstream
• Engaging with Local GPs via a range of events and with our Secondary Care Consultants via the North Central London (NCL) Clinical Cabinet and direct communications with Medical Directors across NCL.
• Undertaking Pre-Engagement Work with our public.
• Working with our CCG colleagues in North Central London i.e. Barnet, Camden, Haringey and Islington and with the NCL Sustainability & Transformation Plan Team.
