1. Regarding Section 8.0 Pre-Proposal Conference/Vendor Registration: Please disregard the requirement that “proof of DIR registration will be required as part of the response to this RFQ”. Proof of registration is not required as part of the response to this RFQ.

Q&A:

1. Question: What is the square footage of the entire building and just the basement? Answer: The entire building is 95,981sf and the basement is 20,363sf.

2. Question: What are the columns spaced at? Answer: 28ft

3. Question: Regarding Section 10.0 Instructions for Proposers, 9.0 Required Statements – does one page per statement go towards the page total of the proposal submission? Answer: No, the required statements will not go towards the 25 page total of the proposal.

4. Question: Regarding Section 10.0 Instructions for Proposers, 9.0 Required Statements – will the County be providing these forms to sign or do we create our own statements to correspond to each bullet? Answer: You will need to create your own statements. A simple, one sentence statement will suffice.

5. Question: Regarding Section 10.0 Instructions for Proposers, 9.0 Required Statements – If we are an MEP firm, carrying the Architect as a sub, will they also have to provide these statements as well? Answer: No, only your firm will need to provide the statements.

6. Question: It was noted the building BMS system is obsolete. Shall a full building control upgrade be considered part of the scope of this project? Answer: A full building control upgrade is not part of the scope of this project. The basement controls will be new and need to integrate with the existing Novar Logic One system.

7. Question: It was noted that the piping systems are original to the building. Has a piping inspection verified the condition of the existing pipes? Shall a full building piping upgrade be considered part of the scope of this project or just pipework within the scope of renovation? Answer: A piping inspection has not been done and would be included in the assessment of existing conditions per 4.0 Scope of Work Phase 1. Only the pipework within the scope of renovation is part of the scope of work of this project.

8. Question: The RFQ mentions redundancy for the HVAC systems serving the basement. Can the County expand on exactly what level of redundancy/back-up is required? This may have trickle down effects on condenser water (cooling tower is single cell), generator sizing and electrical systems. Answer: The mechanical design does not require redundancy per Addendum 03 issued on 6/26/20.

9. Question: The ceilings in the non-renovated areas will need to be removed for inspection and to install new systems. Is the specification of new ceiling to be completed as part of this contract (i.e. Team architect) or will it be undertaken by the County appointed architect? Answer: The specification of new ceiling to be completed is part of this contract.

10. Question: Is the team being asked to develop a construction schedule? Answer: No.

11. Question: RFQ is written for services through CD. Are CA service to be included as a separate line item? Answer: CA services will most likely be an add-service. Per Addendum 03 issued on 6/26/20, in addition to the cost proposal please include a breakout cost to provide CA services.

12. Question: What is the preferred delivery approach for the project? Answer: There is not a preferred delivery approach, the County is amendable to the selected firm’s recommendation.

13. Question: If a design/bid/build procurement approach is taken, is there a need for the team to provide construction management? Answer: No.

14. Question: Can a MEP Engineering firm submit only for the Mechanical, Electrical, Plumbing, Fire Sprinklers and Fire Alarm related scope? Answer: No.

15. Question: Are you looking for 100% redundancy or just N+1? Answer: The mechanical design does not require redundancy per Addendum 03 issued on 6/26/20.

16. Question: Will the redundant HVAC System be on emergency power? Answer: No.

17. Question: Is there any master specs? Answer: No, we require typical technical specs that cover each discipline.

18. Question: Is LEED required? Answer: No.

19. Question: Is AutoCAD, Revit or BIM Preferred?

Answer: AutoCAD and PDFs are preferred.

20. Question: Is there adequate electrical power for this HVAC upgrade? Answer: It is assumed there is adequate power for the HVAC upgrade; however, review and assessment is expected per 4.0 Scope of Work Phase 1.

21. Question: During the project walk it was disclosed that the County has a plan set for the Station 20 Master Control Room area - please provide the plans for review. Can the County please elaborate on how the Master Control Room project will impact this project in terms of scope overlap for items like architectural (ie; ceiling replacement), mechanical, and electrical (ie; lighting)? Answer: Plans for the Master Control Plan were provided as an attachment to the pre-proposal Meeting Minutes issued on 6/24 and attached here as Attachment B. The Master Control Room remodel does not have a construction start date. This RFQ project scope shall design the mechanical for the future remodel but should replace ceiling tile and salvage existing light fixtures for the current layout.

22. Question: The County disclosed that they are in possession of an abatement survey/report for the basement area. Can you please provide access to this report to aid in scoping the project? Answer: Please see Attachment A for the asbestos report for the Administration building.

23. Question: The RFQ indicates that the County is anticipating 100% bid ready plans; however, there is no mention of the permitting/plan review process. Is our proposal to include all services needed to facilitate submittal/review/approval to the County building dept.? Or, does the County envision that 100% bid plans will be provided without building dept. approval? Answer: The County is self-permitting, plans should be permit ready and consultant should place a statement on the drawings that the drawings conform to the code.

24. Question: Is the intent of the project to provide design solutions for the comfort HVAC systems

serving the occupied areas of the basement level? Or is the intent further reaching and intended to assess and provide design solutions all of the existing mechanical systems located in the basement? Answer: The occupancy of the basement space has changed throughout the years without any revision to the HVAC system (ex. Purchasing Department, future Master Control Room), the intent of the project is to provide solutions for the comfort HVAC systems serving the comfort HVAC systems serving the occupied areas of the basement level. Please see Attachment B for additional information.

25. Question: The background statement indicates that the systems have “had several issues throughout the years” – please elaborate on this and or provide any relevant issues logs/work orders that may provide additional information on the issues encountered. Answer: There are no logs/work orders to provide additional information. The main issue is the current HVAC does not accommodate the current and planned occupancy/zone requirements.

26. Question: Please clarify the use of the basement area and/or provide additional information on

the departments occupying the basement and any relevant information regarding their specific needs. Answer: The Departments occupying the basement are: ICT (which will house the future Master Control Room), HR Conference room, Purchasing Department, Reproduction/printer rooms and mail/storage area. Please see Attachment B for additional information.

27. Question: Are the record plans for the facility complete in the sense that they represent all of the areas and systems under consideration? Answer: The record plans are not 100% complete, review and assessment is expected per 4.0 Scope of Work Phase 1.

28. Question: According to the Pre-Proposal Walk-through discussion, there are two multi-zone Air Handler Units (AH-6 and AH-7) as well as two small split-systems.

28a: Are the two split-systems currently serving as the only air conditioning systems for their respective spaces or do they serve as redundant systems to the primary air handling unit (AH-6)? Answer: They are redundant systems that used to be for a training room with many people and work stations; however, this should be verified during the assessment of Phase 1. 28b: Are the two split-systems currently serving the Conference Room and the IT Room? Answer: Just the conference room. The new smaller Server Room (the East half of the old server room) has new split systems that are less than 2 years old.

29. Question: According to the Pre-Proposal Walk-through discussion, the restrooms are stacked on each level and no work is anticipated in the restrooms. Also, it was observed that the Basement Restroom is equipped with exhaust gill on the ceiling. 29a: Is there any ADA upgrade anticipated in the restroom or anywhere in the Basement Level? Answer: No. 29b: Is the roof mounted exhaust fan that serves the restrooms on all Levels anticipated to be upgraded or replaced as part of the project? Answer: No.

30. Question: Is the County, budget permitting, open to complete removal of the existing HVAC systems and associated appurtenances? Answer: The County is open to complete removal of the existing HVAC system if the consultant determines this is the most efficient, economical solution after the assessment of the existing system.

31. Question: According to the RFQ Scope of Work, the Consultant is to provide three Phases of design submittals to the County. 31a: Is it fair to assume the “Concept Design” phase to be about 20% design level? Answer: Yes. 31b: Is it fair to assume the “Schematic Design” phase to be about 50% design level? Answer: Yes.

32. Question: According to the RFQ Background information, the facility shall remain active and operational during construction. Furthermore, it states temporary measures may need to be considered. 32a: Does the County envision the construction work to be done in phases, while consolidating or shifting the current personnel to work from one side of the Basement level to the other or entirely relocating the personnel away from the Basement level? Answer: Yes, the County envisions the construction work to be done in phases. However, this may change to relocating the entire personnel away from the basement. 32b: Alternatively, does the County envision a temporary HVAC system to be provided by a stand-alone truck or ground mounted system to handle the cooling/heating load of the Basement level? Answer: The County is amendable to the consultant’s recommendation.

33. Question: Is California Title 24 compliance part of the project? Answer: Yes.

34. Question: Can you please provide a floor plan indicating area of the basement and systems (AHU-6&7) served as to what is the scope of work? Answer: Please see Attachment B for update basement floor plans and Attachment C for the equipment zoning plan. The ICT, Purchasing Department and HR conference room are the main areas of concern because the Master Control Room will be moved into the ICT area, the HVAC was never upgraded when the Purchasing Department was created so there is poor air flow balance, and the ducting in the HR conference room was installed poorly.

35. Question: AHU-7 was noted to be ‘heating only’ system, will this be replaced with a heating and cooling capabilities? Answer: The shipping and receiving area is the only area currently heating only and can remain this way.

36. Question: Are the terminal unit electrical coils to be replaced with heating hot water and does the existing HHW system (boilers, pumps, etc.) have the capacity for this add? Answer: Yes, the electrical re-heat should be replaced as it is not Title 24 compliant.

37. Question: What sustainability goals are there for the project – code and County minimums? Answer: Yes, design for code and County minimums.

38. Question: Will the owner be maintaining the equipment or is that outsourced to a 3rd party entity? Answer: The County will maintain the equipment.

39. Question: Will existing BAS Level 1 devices (servers, CPUs) be maintained and only Level 2 (equipment controllers) and Level 3 (t-stats, relays, etc.) be part of project scope? Answer: The servers will remain. New controllers (Honeywell WEBS) and room sensor will be part of the project. Any interface with the non-open system should be considered to allow the new basement’s heating and cooling demand to be and output to an input on the legacy Novar Logic One existing system controlling boilers, chillers, etc.

40. Question: What is the fire alarm system type? Answer: It’s a Silent Knight fire alarm system.

41. Question: What is the smoke control system type (active or passive)? Answer: Passive.

42. Question: Are the redundant HVAC systems required to be on backup or stand by power in order to work if power is lost to the building? Answer: No.

43. Question: Will the basement HVAC system be required to be functional (up and running) during the whole construction period or will an outage period be acceptable? Answer: An outage period will be acceptable but will need to be discussed/coordinated with the County.

44. Question: Are there any lighting system renovations in the area that will be required due to opening up ceilings or movement of HVAC systems? Answer: The County is not anticipating lighting system renovations at this time, the existing light fixtures should be salvaged and re-installed.

45. Question: Is the basement fire sprinklers required to be renovated, installed new or upgraded? Answer: No.

46. Question: Are there existing accurate electronic (PDF, CAD, or Revit) drawings that show the HVAC and electrical systems accurately or will field investigation and confirmation be required at the project outset? Answer: There are drawings that will be provided to the selected consultant; however, they are not 100% accurate. Field investigation and confirmation is required during the assessment portion of this project.

47. Question: Is fire sprinkler design part of the scope of the construction documents or can that be provided as a deferred submittal specification? Answer: The fire sprinkler design can be provided as a deferred submittal specification.

48. Question: What level of as-built documentation is available? Is this in AutoCAD or Revit format? Answer: There are partial as-builts in AutoCAD format which will be made available to the selected consultant.

49. Question: To better understand the ADA requirements for the project: is our scope of work confined to the basement MEP spaces and can we assume the basement MEP spaces are confined to able bodied equipment spaces? Answer: Yes.

50. Question: Will the owner provide 3rd party assessment reviews such as test and balance, electrical panel metering, duct pressurization, etc. or is that part of design services. Answer: That will be part of design services.

51. Question: Regarding Section 10.0 Instructions for Proposers, 2.0 Signatory Requirement (one page) – this item discusses who should sign the cover letter, but also states that there’s a one-page limit. Please clarify what should be provided on this page. Answer: The signature needs to be incorporated into the Cover Letter, a separate page is not necessary.

52. Question: Are there any County product standards we should be adhering to? Answer: Yes, see Attachment D for Facilities Standards.

53. Question: Can the existing fire alarm system remain, and can it be expanded if need? Answer: Yes.
