Report on the work in 2015-2016
The organization of REM according to the new ToR November 2014: Renewal of mandate and revised
terms of reference was approved by ExCom January-May 2015: nomination of the members
and approval of PoW (enriched group of 27 Members, from 20 different Countries with new specific competences and expertise from the region)
October 2, 2015 (Geneva). Meeting to plan activities in line with the Programme of Work
December 14 (15), 2015 (Geneva): second REM meeting with the participation of WPLA Delegation. Partecipation to the 76th session of the Committee on Housing and Land Management
The organization of REM according to the new ToR 14 March 2016: Renewal of mandate and the
revised terms of reference was approved by ExCom until 31 December 2018
Update on membership of the REM in 2016: - Anna Georgieva (Bulgaria) left the REM;
membership of Oliver Rothschild (UK) was suspended.
- nomination of 2 new members in Gyorgy Sumeghy, of Habitat for Humanity (Hungary); and Donovan Rypkema, Heritage Strategies International (USA)
The meetings of REM members October 16-17, 2015 (Minsk, Belarus), REM Chair
participated to the CHLM Bureau Meeting. March 17, 2015 (Prague-Czech Republic), in the
contest of the European Habitat Conference: Meeting to plan activities in line with the current Programme of Work. Attended the meeting the Executive Secretary, Mr. Christian Friis Bach, and Bureau members
September 15, 2016 (scheduled in Geneva) Meeting to implement activities in line with the Programme of Work which will be approved during the Committee Session
Activities of REM in the UNECE initiatives May 18-19, 2016 (Rome, Italy): UNECE-ITU
Forum “Shaping Smarter and More Sustainable Cities: Striving for Sustainable Development Goals” co-organized with REM, hosted by the Ministry of Economic Development of Italy
(Venue: Hadrian Temple, Rome)
During the Forum UNECE and ITU launched the United for Smart Sustainable Cities (U4SSC) global initiative.
Moreover, during the Forum it was approved the "Rome Delaclaration" on the implementation of the priority actions (10) towards achieving smart sustainable cities
Activities of REM in the UNECE initiatives July 21-22, 2016 (Geneva), International
Telecommunication Union (ITU) headquarter: UNECE-ITU Meeting of the United for Smart
Sustainable Cities (U4SSC) initiative, launched in the Rome Forum.
REM was represented by the Chair and a Vice Chair During the meeting were: - approved the terms of reference of the U4SSC working groups - formulated proposals for the U4SSC Action Plan - collected feedback on key performance indicators (KPIs) for smart sustainable cities
The U4SSC will be Co-Chaired by H.E D. Matoniene, Vice-Minister of the Ministry of Environment of Lithuania, and Mr. N. Al Marzouqi, Chairman of ITU-T Study Group 20 (IoT and Smart Cities). The U4SSC currently has three Working Groups.
Working Group 1: Setting the Framework Working Group 2: Connecting Cities and Communities Working Group 3: Enhancing Innovation and Participation (co-chaired by Ms. K. Eik)
REM cooperation with WPLA It was formed a working group consisting of four members
of the WPLA Bureau(1) and four members for REM(2), with the Secretariat's support, that started a confrontation about several thematic areas of possible cooperation on:
- Benchmark study - Survey on Land Administration Systems - Updating Policy Framework Real Estate Market - Smart sustainable cities and urban development - Geneva UN Charter on Sustainable Housing, etc. A joint meeting via teleconference were organized (May
13, 2016) Objective: to improve the support to the activities of CHLM
and WPLA according to the different experiences and competences of REM members

Long term sustainable value: Approaches to valuation of properties for lending purposes
- The Workshop is organized by UNECE REM with the German Association of Pfandbrief Banks
(Venue: World Conference Center Bonn)
Property valuation for lending purposes is an increasingly important part of banking regulation and supervision. One example is the ongoing work by the European Banking Authority (EBA) on drafting Regulatory Technical Standard (RTS) to specify rigorous criteria for the assessment of Mortgage Lending Value, mandated in the EBA Art. 124 (4) CRR (Capital Requirements Regulation). One of the main aspects of these discussions is the use of a long-term sustainable value (Mortgage Lending Value) for property valuation for lending purposes. The seminar will discuss approaches to determining long-term sustainable property value. A methodology elaborated by a network of European valuation experts will be presented and discussed.

Conference on Housing Finance – Market and Structures – The conference is organized by UNECE REM and the German Association of Pfandbrief Banks
(Venue: Quadriga Forum Berlin)
The main purpose of this initiative on sustainable housing is to ensure the access to decent, affordable and healthy housing in the UNECE region. The Geneva UN Charter underlines the importance of housing finance.
According to the Charter: “transparent, efficient and effective accounting, regulatory procedures and mortgage rules in order to ensure appropriate mortgage availability, protect consumers, enhance their housing security, enlarge housing choices and reduce the risk of homes being lost”.
Planned REM activities - events
November 24–25, 2016 (Madrid, Spain). UNECE Working Party on Land Administration (WPLA) and Colegio de Registradores de la Propiedad y Mercantiles de España workshop: State and market: Cadastres and Property Rights Registries. The need for smart interaction to better serve citizens and public administrations.
REM has been invited to closely cooperate in this meeting. making a presentation related to “The function of the State related to the identification and protection of real estate entitlement (owenrship) in a market economy” and to take part in the discussion panel that will be hold during the session.
Updating of the publication Policy Framework for Sustainable Real Estate Markets. Different proposals will be examined in the next REM meeting in order to achieve, in line with the Committee expectations: shared objectives a clear working methodology common purpose about the characteristics of the contents of the publication.

Proposal for the programme of work 2017-2018
Proposal for REM activities for 2017-2018 REM will organize, in cooperation with the CHLM
and its WPLA, international workshops and side events, which will promote the implementation of the Committee’s and the Working Party's programmes of work including the dissemination of the Geneva UN Charter on Sustainable Housing (through presentations at international meetings, promotion of Working group with international/national organizations for the implementation in different legal frameworks, and the preparation of articles in books, journals and mass media).
Eg: the Geneva UN Charter on Sustainable Housing has been specifically mentioned in a scientific paper drawn up by Giampiero Bambagioni, to be published shortly the European Journal of Environment and Civil Engineering on “Existing European buildings and cities: Economic improvement and evaluation of the cost-benefit related to lifecycle and performance”.
Proposal for REM activities for 2017-2018 REM will provide its input into the Committee’s
activities on smart cities, which include the preparation of smart city indicators and standards, and the development of smart city profiles. REM members will participate in events and capacity building workshops and as experts in the preparation of smart city profile, and will also support the UNECE secretariat with fundraising for future activities under this topic. REM members will also participate in the initiative United for Smart Sustainable Cities (U4SSC).
Proposal for REM activities for 2017-2018
REM will participate in the Committee’s activities on energy efficient and affordable housing, including workshops, training sessions, the preparation of studies as agreed by the Committee, and fundraising for future activities under this topic.
Update of the publication, Policy Framework for Sustainable Real Estate Markets, taking into account the Sustainable Development Goals adopted by the UN in September 2015, the Geneva UN Charter on Sustainable Housing, international standards and other relevant policy documents.

Other initiatives are currently being examined within the Advisory Group and will be proposed to Committee and WPLA Bureaus
REM Members are ready to support planned
events of the CHLM, WPLA and other Organizations or Member States, or to implement other specific requests.
