OPERATION COORDINATION SUB-COMMITTEE MEETING
OF NERPC
Date : 08/06/2012 (Friday)
Time :10:30 hrs
Venue :Hotel Spice Route, Guwahati.
The List of Participants in the 74thOCC Meeting is attached at Annexure I
The meeting was started with welcome address by Shri N. C. Das, CGM, AEGCL. He
welcomed all the participants to the 74th OCC meeting and stated that ASEB is
honoured to host the 74thOCC meeting of NERPC in the Guwahati. Shri Das briefed
about the NER grid and mentioned that NER is dependent on power through ER
region. He requested all the participants to take part in the discussion to come to a
fruitful outcome of the meeting. He then requested Member Secretary I/C, NERPC
to proceed with the meeting.
Shri A.K. Mishra, Member Secretary I/C, NERPC welcomed all the participants to
the 74th OCC meeting and appreciated AEGCL for making nice arrangement forhosting the meeting. He informed the house that Shri B.Lyngkhoi has taken over
charge of SE (O) NERPC after his promotion and wished him all success in his new
assignment. He briefed about NER Power scenario of NER and stated that the last
month was very difficult & testing time for all. The Regional Energy requirement
had increased by about 6% & demand by about 2%, since NER grid experienced
about 100 MU energy short fall and 160 MW shortfall in demand. He informed
about a major grid disturbance occurred on 8/5/12 at 10:23 hours, causing
separation of NER grid from NEW grid and NER grid collapsed on load generation
mismatch. He appreciated RLDC who has made all efforts and restored the grid at
12:45 hrs. He expressed concerned about thelow level in most of the reservoirs in
the region and hence constituents have to plan their load management properly till
the hydro generations are picked up. He also stated that Palatana Project module#I
(363 MW) is likely to be commissioned in the month of July, 2012 and hence
requested all the constituents to be ready so that there should not be any

informed the house about the share allocation from first module of Palatana Project
would be: Assam: 122 MW; Manipur : 22MW ; Meghalaya : 41MW; Nagaland :
14MW; Tripura : 100 MW; Arunachal Pradesh : 11MW; Mizoram : 11MW & OTPC:
50 MW. He requested NERLDC to carry out load flow study considering the first
module of Palatana Project and suggest remedial measures if any. He requested all
the constituents to provide the data to NERLDC as required by them for carrying
out the load flow study as early as possible.
Thereafter, Member Secretary I/C requested Shri B. Lyngkhoi, SE(O), NERPC to
take up the agenda items for discussion.

In the 73rdOCC meeting, AGM, NERLDC stated that it has been observed that on
many occasion specially during disturbances; data from most of the locations are
not available due to 48 volt DCPS failures at important wide band locations like
Kopili, Misa Badarpur etc resulting in avoidable delays in restoration of the
system. He requested all the concerned party to ensure availability of data on
continuous basis.
SE (Comml), NERPC stated that all the constituents should maintain their battery
system in healthy condition and as per CEA regulation two sets of battery &
charger should be provided. Further he stressed that under ULDC scheme utility
should include one back-up battery bank for reliability.

C. 22 Low Voltage at Loktak S/Station:
During the 73rdOCC meeting, representative from NHPC stated that low voltage is
prevailing in Loktak S/Stn, even though there was no inductive load nearby
Loktak. They requested the Sub-committee to look into this and find out the
reason of low voltage.
NHPC representative stated that their site engineers are collecting the voltage
profile and will send it to NERLDC. Further, he stated that during peak hours due
to low voltage problem, field current has to be increased which leads to higher
current in generators and they gets tripped on over current. After detailed
discussion the sub-committee suggested NHPC to check their excitation system
and AVR settings. NHPC agreed to look into the matter and informed the status to
the sub-committee.
