project has been completed.
2 Monitoring the Implementation of Resettlement, Land
Acquisition & Demolition of S319 (Erba-Wuwei) Grade I
Highway Reconstruction Works in Erjun Highway, Wuwei
County
In terms of S319 (Erba-Wuwei) Grade I Highway Reconstruction Works in Erjun
Highway, Wuwei County, settlement of some relocated families has been completed;
others have not selected the existing settlement building, and are still waiting for their
favorite houses.

Acquisition and Demolition of S367 Channel Engineering in north
Ma’anshan
3.1 Implementation Progress of S367 Resettlement, Land Acquisition
and Demolition
In S367 Project, land acquisition involves two counties, i.e. Hanshan County and
Hexian County, by June 30, 2018, the progress is as follows:
The land acquisition and demolition work in Hanshan County has been basically
completed. 266.9848mu of land has been expropriated permanently, and the
compensation for land acquisition is 8,904,706.292 yuan; 30 homes have been
demolished, with the demolition area of 3627.8m2, all selected monetary compensation,
and the amount of compensation is 8,397,462.44 yuan; the number of demolished
homes in this period is 7 more than that in the previous period.
The reasons why the number of the demolished homes increases are as follows:
residents of some houses along the road outside the land acquisition red line actively
request the demolition, because their houses are close to the road and the house safety
can be affected by factors such as mechanical vibration during construction; in addition,
taking into account the factors such as ensuring the safety of the operation after the
completion of the road, referring to the relevant practices in the land acquisition and
demolition of other highways (S226, S105), the residential houses along the roads with
the central room within 5m (including 5m) outside the highway construction land red
line are demolished.
In Hexian County, the land acquisition has been completed. 958.694mu of land has
been expropriated permanently, and the compensation for land acquisition is
36,252,244 yuan. With the demolition area of 16839.4m2,146 homes have been
demolished (only for homes that have signed the agreement and received the
compensation), including 86 homes in Shanhou Town and 60 homes in Shiyang Town),
and the compensation for home demolition is 24,527,382 yuan. The reason why the
actual number of demolited homes is greater than the planned number of demolited
homes is that residents of some houses outside the land acquisition red line request the

demolition, because their houses are close to the land acquisition red line and their
living quality can be affected by construction. For the 146 demolished households, 86
households in Shanhou Town select the monetary compensation; 4 households in
Shiyang Town select the resettlement buildings exchanging for property rights, of
which 3 households are located in Daima resettlement site of Shiyang community and
1 household is located in nonlocal place, and other households select the monetary
compensation.

3.2 S367 Resettlement Basic Evaluation and Suggestions
Basic evaluation: The progress of land acquisition and demolition work has been
slowed down compared with that in the previous phase.
Suggestions: 1) Strengthen coordination between the government and relevant
departments of land acquisition and demolition, and speed up the demolition progress
in accordance with relevant laws and regulations and local policies.
2) Strengthen communication, strengthen the collection of data related to

resettlement, and improve resettlement data files of the project office.
4 Monitoring the Implementation of Resettlement, Land
Acquisition and Demolition of Kedian-Mujiating Section
Reconstruction Works in Yimu Highway, Nanling County
4.1 Implementation Progress of Resettlement in Nanling County
Land acquisition and demolition of Yimu Highway in Nanling County mainly
involves Gongshan Town and Jishan Town, by June 30, 2018, the progress is as follows:
The land acquisition and demolition work of Gongshan Town has been completed.
337.86mu of land has been expropriated permanently and the compensation for land
acquisition is 9,768,162.6 yuan. The demolition area is 3127.13m2, involving 15 homes,
of which 14 have settled down in Daitang community and 1 selected monetary
compensation. The compensation for demolition is 167,044.75 yuan.
Land acquisition and demolition work of Jishan Town has been basically
completed. 141.54mu of land has been expropriated permanently and the compensation
for land acquisition is 10,613,184 yuan. The demolition area is 3579.63m2, involving
23 homes, including 13 residential houses and 10 non-residential houses (self-
employed businesses), and the compensation for demolition is 1,981,761.9 yuan. For
the 13 residential households demolished, 12 have selected the resettlement buildings
exchanging for property rights and 1 has selected the monetary compensation; all the
10 non-residential demolition households have totally selected the resettlement
buildings exchanging for property rights, and received the compensation for the
business area part. The specific compensation amount and standards are shown in the
table below.

4.2 State-owned Land Acquisition for Nanling Yimu Highway
Construction
The Project involves acquisition of 8 state-owned land lots. By June 30, 2018, 7
state-owned land lots have been appraised, their agreements on compensation have
been signed and their compensation funds have been released; the occupation area of 1
state-owned land lot (Qiangsheng Company) cannot be confirmed due to design
adjustment.
4.3 Basic Evaluation and Suggestions of Nanling Yimu Highway
Resettlement
Basic evaluation: the land acquisition, demolition and resettlement has been
basically completed.
Suggestions: 1) Determine the state-owned land acquisition plan of Qiangsheng
Company as soon as possible so as not to affect the progress of the project;
2) Actively promote public participation to prevent or deal with complaints
that may arise or exist.
5 Monitoring the Implementation of Resettlement, Land
Acquisition and Demolition of Shuiyang River Navigation
Comprehensive Development Engineering
5.1 Resettlement Progress of Shuiyang River Project
Shuiyang River navigation comprehensive development engineering is divided
into comprehensive wharf engineering and waterway renovation engineering (including
construction of Xiaohekou bridge and gate dam, as well as waterway dredging and
renovation engineering).
By June 30, 2018, resettlement progress is as follows:

The land acquisition and demolition work of Xuanzhou Port comprehensive wharf
and Xiaohekou bridge engineering has been completed. Gate dam construction and
waterway dredging engineering started on May 31, 2017.
447.71mu of land is expropriated for Xuanzhou Port comprehensive wharf project,
including 202.87mu of collective land in Shishan Village, Yangxian Town, and
244.84mu of land in the economic development zone. Demolition involves 28
residential houses (including 1 smoke pit), covering an area of 4,660.99m2, of which,
26 households have selected the resettlement buildings exchanging for property rights
and 2 households have selected the monetary compensation; 61 houses are required for
resettlement, covering an area of 5,760m2. On May 2, 2017, Yangxian Town people’s
government signed the agreement on commercial residential houses group-buying with
investor and construction unit of Huishang Century City, and Xuancheng City
Chuangyuan Real Estate Development Co., Ltd., stipulating group-buying of 61
commercial residential houses, namely, Phase I of Huishang Century City A-03 and A-
04, covering a construction area of 6,161m2, and delivery time of December 31, 2018.

For the Xiaohekou bridge engineering, 37.13mu of land is expropriated, the
demolition area is 925.61m2, covering 11 residential houses, of which 1 has selected
the monetary compensation; the other 10 houses are the old staff quarters, the property
right of which belongs to pottery plant subordinate to the County Commission of
Economy and Information Technology, and their ancillary facilities have been
compensated. The resettlement plan is as follows: Commission of Economy and
Information Technology newly builds 10 resettlement houses in the pottery plant. The
construction of the resettlement houses started on May 10 this year and is currently
under construction.

For the gate dam construction engineering, 353.4mu of land is expropriated,
including 332.2mu of state-owned land and 21.2mu of collective land. Demolition
involves three homes, one shipyard (three work areas), one outlet of one water plant
and one slaughter household, all of which have been demolished or moved. For the 3
homes, one has moved, one has carried out self-construction by land granting and one
has selected the monetary compensation. The shipyard and the slaughter household
have selected the monetary compensation. The one outlet of one water plant has moved.

For waterway dredging engineering, 79.28mu of land is expropriated permanently,
including 41.98mu of state-owned land and 37.3mu of collective land. Demolition
involves 23 households in Liqiao Town, all of which have been demolished and settled
down in new rural settlements, Dongyun Village

5.2 Resettlement Basic Evaluation and Suggestions of Shuiyang River
Navigation Comprehensive Development Engineering
Basic evaluation: Land acquisition and demolition work has been basically completed.
Suggestions
1) Supervise and accelerate the construction of resettlement sites;
2) Collect and sort out data related to land acquisition and demolition for gate dam
construction and waterway dredging engineering in time.
