Parameter
GSM Cell
FunctionAdd a GSM cell neighboring to the WCDMA coverage.
NoteYou need first add the basic information of the GSM, GPRS, or EDGE cell to the RNC using the command ADD GSMCELL. Then set the inter-RAT neighboring relation using the command ADD GSMNCELL.
The CN operator should be in the CN operator index, which is add by MML command: ADD CNOPERATOR.
ADD GSMNCELL
Add GSM Neighboring Cell(ADD GSMNCELL)FunctionAdd a neighboring GSM cell for a WCDMA cell. GSM cells refer to all the 2G network cells, including cells of GSM, GPRS, and EDGE.
After this command is executed, the added GSM cell becomes a neighboring cell of the WCDMA cell.

Inter-RAT Cell Reselection Enable
This parameter specifies whether the cell reselection from a 2G cell to a 3G cell is allowed
Qsearch I This parameter specifies the level threshold for cell reselection in idle mode. We set it to 7,the MS keep searching for 3G cell.
Qsearch P
This parameter specifies one threshold of the signal level for cell reselection in packet transfer mode
FDD Q Offset
Only when the average receive level of a 3G cell is FDD Q Offset greater than that of the serving cell, the 3G cell becomes a candidate cell,now we set to 0,that means always select a cell if acceptable
FDD Qmin
Only when the EC/IO of a 3G cell is greater than FDD Qmin, the 3G cell can be one candidate cell for cell reselection,for trigger cell reselection ,the EC/IO of a 3G cell is continuously greater than FDD Qmin 5 seconds

Qsearch C This parameter specifies the level threshold for cell reselection in connection mode
Inter-RAT Out BSC Handover Enable
This parameter specifies whether the handover from a 2G cell to a 3G cell is allowed.
Inter-RAT In BSC Handover Enable
This parameter specifies whether the handover from a 3G cell to a 2G cell is allowed
Better 3G Cell HO Allowed
This parameter specifies whether the 3G better cell handover algorithm is allowed
Inter-RAT HO Preference
This parameter specifies whether an MS is preferentially handed over to a 2G cell or to a 3G cell
RSCP Threshold for Better 3G Cell HO
If both Inter-RAT Out BSC Handover Enable and Better 3G Cell HO Allowed are set to Yes, a 3G better cell handover is triggered when the RSCP of an adjacent 3G cell is greater than RSCP Threshold for Better 3G Cell HO during a period of time
3G Better Cell HO Watch Time(s)
According to the P/N criterion, if the triggering conditions of 3G better cell handover are met for P consecutive times within N times, a 3G better cell handover is triggered.
3G Better Cell HO Valid Time(s)
According to the P/N criterion, if the triggering conditions of 3G better cell handover are met for P consecutive times within N times, a 3G better cell handover is triggered
common MSC Version Indication
This parameter indicates the protocol version of the MSC that works with the BSC. The supported signaling varies with the protocol versions
FDD REP QUANT This parameter specifies the measurement report counter of an FDD cell
