wasuncertaintyaroundhowlong Covid would persist with no
breakthroughonvaccinations. “As a result, many students

mittances in August, the total in the first fivemonths of the cur-
rent financial year has now reached$6.94billion. Incompar- ison,
remittances in the corre- sponding five-month period of last
financialyear,whichwashit hard by Covid, amounted to $4.05 billion.
For the full year FY’21, it amounted to$12.68bil- lion. The year
2019-20 had wit-
nessed the highest outward re- mittancesof$18.76billioninany
financialyearsinceLRSwasintro- duced in2004. India has witnessed a
sharp
surgeinremittancesoverthelast seven years.While outward re-
mittances under LRS amounted to $1.325 billion in 2014-15, it
jumped to 4.6 billion in 2015-16 andover thenext fewyears rose
to$18.76billion in2019-20. Aggregate outward remit-
tancesunderLRSsinceApril2014 amountedto$77.6billion.While nearly
$20 billion have been re- mitted for “study abroad”, over $24
billion have been remitted for travelpurposes. Under the LRS,
resident indi-
vidualsareallowedtoremitupto $250,000 in a financial year un-
dervariousheads, includingcur- rentaccounttransactionssuchas going
overseas on employment, studies,travel,emigration,main- tenance of
close relatives, and medical treatment. Residents can also
transfer
money forcapital account trans- actions under LRS, including
openingof foreigncurrencybank accounts overseas, purchase of
property and making invest- ments in units of mutual funds,

flowing, with patients occupy- ing the floors along three corri-
dorsandsomesharingbeds.The growing number of dengue cases has
intensified the stress on themedical system. PramodKumar,a
residentof
Okhla, waited outside theward as his 19-year-old nephewwas admitted
for dengue. He has beenatthehospitalfortwodays after hewas
transferred from a private hospital when his platelet count began
to drop, Kumar said. His nephew, who hashadafeverfornearlyaweek
now, isamongthepatientswho occupythe floor,Kumarsaid. Inside the
ward, patients
were on the floor on both sides of the corridors, somewith by-
standers accompanying them. Their blankets and belongings
werescatteredaround.Twodoc- tors crouched on the floor at- tending
to them. Families and visitorsmilledabout,bothinside and outside
theward, wanting to bring in food or check on pa- tients. AsMalathi
Devi, a native of
Muzaffarpur put it, there is no space in the ward to even set
anything down or towalk. Her husband, a cancer patient, was
diagnosed with dengue on Tuesday, she said. They had sought
treatment at the neigh- bouring AIIMS first, but were asked to
shift to Safdarjung Hospital owing to lack of beds there, she

in her 20s whowas diagnosed withdengueandhasspentthree daysat

stressing the system fur- ther, said Dr B K Tripathi, Professor,
Department of Medicine, and former head of thedepartment. The
hospital does not yet

patients with other ail- mentsaswell.“Wehaveopened a separate ward
for dengue in the past, when cases arose to
around40to60patientsdaily. In the next one or two weeks, if
caseskeeprising,wewillhaveto open a separate ward for dengue.” The

of dengue fromnearbydistricts ofHaryana,Punjabandwestern Uttar
Pradesh. The capacity of each of the three wards in the
medicinedepartmentisonlyfor around 52 to 54 patients. One-
thirdofdenguepatientswhore- port to an emergency are likely to be
admitted and shifted to regularwards,”hesaid. Kamlesh Singh, 35,
from
Indirapuramwas admitted to GTBhospital threedaysago,but
could not get a bed of her own. Shesharesabedwithagirlwho hasaskin
infection. Kamleshwrithed in pain on
her shared bed andwas unable tosaymuch.Herhusband,Prem, whoworks as
a driver, said that she got a fever aweek ago, and they took her to
two local doc- tors. Since the situation did not
improve,shewasbroughttoGTB hospital.Asherplatelet count is low,
doctors confirmed it is dengue but her test reports are pending.
Just beside her, two other
womensharedabed.Whileone wasdiagnosedwithtyphoid,the other woman,
in her early 20s, who tested positive for dengue,
criedaboutherabdominalpain. Since there is no separate
dengueward,patientswerebe- ing admitted to the medicine wards and
most had to share beds. Nurses, ward boys and doctors had their
hands full on Wednesdaymorning. A doctor in the medicine ward said,
"I don't even know if dengue has been declared an epidemic or
not.Allmysunrisesandsunsets havebeeninthehospital forthe last
fewdays." Dr Ankit Luthra, vice-presi-
dent, Resident Doctors’ Association (RDA), University
CollegeofMedical Sciencesand GTB Hospital, said, "We have been
seeing between 100-200 patients a day for the last two weeks. Since
there are not as many beds, we are accommo- dating two patients in
one bed. Thisisbecausewehavetoadmit patients who have a platelet
count of less than 50,000 and cannot let them be without

camefromAligarhtogethis48- year-old wife admitted to GTB
hospital10daysago.Theylayout bedsheets andrest in thecourt- yard
during the day, and sleep outside thehospital atnight. Roshan Lal
said, "She had a

haddengue.Doctorsaskedusto bringherhere for treatment." Bablu, the

said, "Her son's wedding is scheduled for November 6… Everyone is

A DELHI court has stated that it cannot place personal
responsibility on resident welfare association (RWA) members of a
private housing society following an incident where a minor
sustained injuries after wall tiles fell on him inside an apartment
in Southwest Delhi's Dwarka in 2014. Principal and Sessions
JudgeNarottamKaushalmade the observation while dismissing a
revision petition filed by the minor’s father, Vikas Anand, who had
sought the court's direction to summon the RWA office bearers as
accused. During the investigation,
the incident was attributed to poor quality of material used by the
builder in affixing the tiles. The president and secretary of the
RWA,who are the respondents, were also initially reported to be
responsible as they were entrusted with the role of maintenance of
the building. They were, however, not summoned after police said
that there was no evidence against them.Thecomplainant
thenapproachedanAdditional ChiefMetropolitanMagistrate court to
summon the RWA office bearers as accused, which was rejected,
following whichAnand filed the revision petition challenging the
order.
The court said that the “office bearers of the RWA who perform
voluntary work for the daily upkeep and maintenance for any
residential area are representatives of the residents themselves”.
“Personal responsibility of
office bearers or the elected members of the RWA cannot be placed,
unless there is material on record to indicate that they were
directly responsible for the occurrence,” the court stated. “It is
also not the case of
petitioner/complainant that any previous similar incident had been
brought to the knowledge of the RWA office bearers and theyhadnot
taken up the matter. Further, this court is of the opinion that the
role of office bearers of the RWA shall be limited to appointing an
agency to monitor the repairs if required. It has also comeon
record that the private respondents were not members of the RWA
when the construction was carried out or that they had any role in
taking a decision of affixing tiles on thewalls,” the court said.
Advocate Arvind Gupta,
counsel for thepetitioner, said that “the RWA had been
chargingmaintenance charges from the residents. Therefore, private
respondents,whowere responsible for the maintenance, committed
criminal negligence by not maintaining it properly.”

provisional data, about 99.70 crore vaccine doses had been
administered across the country as onWednesday. While 74 per cent
of the esti- matedadultpopulationhavere- ceived the firstdose,
31per cent are fullyvaccinated. “Thecountryisclosetomak-
ingavaccinecentury.Tobeapart of this golden event, I appeal to
citizenswhoareyet tobevacci- natedtogetvaccinatedimmedi- ately.
