Session Description
Halifax Regional Municipality (HRM) completes in excess of 400 solicitations a year, including RFQuotation, Tenders, RFStanding Offers and RFProposals, with an annual spend on agreements and contracts of over $245 million. While some spends represent significant amounts, such as road construction or building new facilities which cost millions, many purchases are lower value which really do benefit our local vendor community. Come to this session and discover why you should be doing business with HRM, and how easy the process can be.

What can you gain from RTS?
Tinaye K. Manyimo reflects on the Reverse Trade Show helping him advance as an entrepreneur
O n average, the Province of Nova Scotia buys 90 million a year in goods, services and construction
and about 2 billion for public sector entities combined. Tinaye K. Manyimo, an immigrant and now proud Canadian Citizen, has kick-started his business — Shumba Consulting — by capitalizing on networking opportunities to explore public sector buying.
Tinaye, or ‘TK’ as he often goes by, is originally from Zimbabwe and came to Canada in 2003 as an international student at Cape Breton University. After graduating with two degrees, Business Administration alongside Arts and Community Studies, the lack of work prospects in Cape Breton led him to Halifax.
He’s been living in the city ever since and worked as a retail sales associate, financial account executive, senior credit manager, and then as a Senior Advisor in the Nova Scotia Government.
“I really enjoyed working with people and helping people, but wasn’t sure if it was exactly what I wanted to do forever,” says Tinaye. “I’m addicted to school. I love to learn, so I decided to take an adult education course at Dalhousie University.”
TK took his work experience in facilitation and advising coupled with his new skills surrounding education into the position of Principal at DaVinci College. After a restructure, TK was promoted to VP of Operations of three private colleges within the city.
Little did he know this employer would eventually become one of the first clients of his new business — Shumba Consulting, that works with organizations to develop and deliver engaging and impactful workplace education and management solutions through a diversity and inclusion lens.
“It’s so important not to burn bridges when transitioning and I was fortunate enough that they were actually planning on doing a restructuring at the time I was starting this business. I did some of their compliance and trained some staff,” he says.
Diversity, inclusion and advocacy have always been areas TK is passionate about and says he’d envisioned a business like this even before coming to Canada as an international student, but didn’t know what the business would entail exactly.
“One of the things I identified, especially through my journey as an adult learner and educator, was one of the significant gaps between knowledge and practice, between knowing what diversity and inclusion is and then understanding what supports are available and what it all means for accessibility,” he says. “Your intentions can be the best of intentions, but if your understanding as a manager is narrow then so will your mandate.”
TK took his business plan to the Centre for Entrepreneurship Education and Development (CEED) and started the Self Employment Benefits Program to develop it further and was introduced to the importance of networking. As a self -proclaimed homebody, he knew this was going to be a challenge.
He began attending events at the Halifax Public Libraries where he met Beth Hartling and Cindy O’Driscoll, two women who work in Provincial and Federal procurement, respectively. They were doing a free workshop on selling to the government.
“Not even 10 minutes into the session I was mind-blown, like what are you saying to me here? There just seemed to be so many hidden opportunities that nobody knows about,” he recalls.
He was directed to the annual Reverse Trade Show and began preparing by doing research on procurement itself and the two arms of public procurement.
“I walked away thinking hey, the federal and provincial government buy a lot of stuff and they’re having a big do’ and I’m invited to the do,’” he laughs. “I was going to be there and I was going to be ready.”
“I was really overwhelmed after the Trade Show. The place I visited last, the FlexTrack folks, seemed to encompass everything. But the show as a whole gave me so many resources I could bring forward,” he says.
TK recalls leaving with an understanding that for opportunities such as standing offers he had to be in business for at least a year, but saw this as a competitive advantage that would give him a head start.
“I wanted to learn more about the procurement process and bidding, which led me to sign up for various services such as TONS and Ariba and everything else. Despite knowing full well I couldn’t bid for anything, it gave me the window to watch how it all works and see the timelines,” he says.
By seizing educational and networking opportunities he realized he could sell his existing skills to the government while continuing to develop his business and make more connections.
“Realizing I was a Tier 2 supplier was really important to my business and learning where I fit in. It helped me use my other skills to bridge a financial gap,” he says.
Tinaye says the networking connections he made at the Reserve Trade Show have afforded him many opportunities and a number of referrals. “You might not work for everyone you talk to, that's unrealistic, but if they like you and the way you conduct yourself they will refer you,” he assures.
TK is now a Canadian Certified Inclusion Professional through the Canadian Centre for Diversity and Inclusion, and is recognized as an External Human Rights Trainer by the Nova Scotia Human Rights Commission.

Kings Regional Rehabilitation Centre (KRRC) is a care facility supporting 200 adults and children with physical, cognitive, intellectual and development disabilities, mental health and social challenges. The Office of the Procurement Ombudsman is a neutral and independent organization of the Government of Canada that helps resolve contracting issues between Canadian businesses and the federal government.
