districts - Westchester - Subarea 820 - CPC 90-0596 GPC
a copy of which is hereto attached, was finally adopted by the Council of the
city of Los Angeles on April 6, 1994, and under direction of said Council and
said City Clerk, pursuant to Section 31 of the Charter of the City of Los
Angeles, on May 3, 1994 I posted a true copy of said ordinance at each of
three public places located in the city of Los Angeles, California, as
follows: one copy on the bulletin board at the Main Street entrance to City
Hall of said City, one copy on the bulletin board at the north entrance to
the Hall of Administration of the County of Los Angeles in said City, and one

The total development of the subject p rope r t y shall not generate more
than 6,340 pro jec t - re la ted inbound dai ly t r i ps in the a.m. peak hour ,
nor more than 7,000 pro jec t - re la ted outbound dai ly t r ips in the p.m.
peak hour (source: "Los Angeles Internat ional A i r po r t Final
Environmental Impact Report, LAX North Side Development Project,
April 1983"). This determination shall be based on the highest
average hourly a.m. and p.m. counts taken over a typical Monday
through Friday period at exclusive project access drives and/or
roadways. Such counts shall be taken at the expense of the
Department of Airports or individual developers at intervals determined
to be reasonable by the City Planning Department after consultation
with the Department of Transportation; but in no event shall the f irst
count be required before cert i f icates of occupancy have been issued
f o r bui ld ings having a combined f loor area in excess of
3,500,000 square feet , as def ined in Sections 12.21.1(A,5) and (B,4)
of the Municipal Code.
Pr ior to the issuance of bui ld ing permits, detai led development plans,
inc luding a complete landscape plan, shall be submitted to the
Department of Ci ty Planning f o r approval .
Pr ior to the issuance of bui ld ing permits, an on-s i te roadway/h ighway

The pr imary purposes of the design plan and guidel ines shall be to
prov ide f u t u re developers with a un i fy ing theme and design handbook
and to prov ide the Department of A i rpo r t s with a basis fo r reviewing
and coordinat ing project development plans. The project design plan
shall establ ish a un i fy ing archi tectura l theme, while the elements of the
developmental guidel ines shall include consideraton of : Bui ld ing
design, height , bu lk , locations and in ter re la t ionsh ips ; bui ld ing
materials, colors and tex tu res ; publ ic and pr iva te area landscaping;
publ ic and pr iva te signage and graphics; a i rpo r t view sites; s t reet
f u r n i t u r e ; ex te r i o r l ight ing; internal pedestr ian and veh icu lar
c i rcu lat ion; park ing area design; on- and o f f - a i r p o r t in ter faces; and
o ther design considerat ions as may be appropr ia te . The pro ject design
plan and developmental guidel ines shall be governed by the condit ions
of approval attached to this change of zone, wherever re levant .
The project design plan and developmental guidel ines shall t rea t Parcel
11, as a single comprehensive planned uni t , p rov id ing a compatible
in ter face with the ex is t ing and potential f u t u re uses on the p r i va te ly
owned p rope r t y adjoining the east side of Sepulveda Westway between

La T i jera Boulevard and Will Rogers Street. Convenient pedestr ian
access to Parcel 11 shall be prov ided from Sepulveda Westway and the
Sepulveda Westway f ron tage shall be a t t rac t i ve ly landscaped. The
design of Parcel 11 shall p rov ide to the ex tent pract icable and feasible
f o r v isual cont inu i ty and accessibi l i ty between Parcel 11 and the
proper t ies on the east side of Sepulveda Westway.
All open areas not used fo r bu i ld ings, d r iveways, park ing areas,
recreat ional faci l i t ies or walks shall be a t t rac t i ve ly landscaped in
accordance with a landscape development plan prepared by a licensed
landscape arch i tect or l icensed archi tect . Approved copies of such
plans shall be submitted to the Department of Bui ld ing" and Safety
before issuance of a bui ld ing permit. All landscaped areas shall be
equipped with automatic spr ink le rs and shall be maintained in a
f i r s t -c lass condit ion at all times. All types of plants selected and
requ i red water ing systems fo r such landscaping shall, to the ex tent
possible, conserve water and shall be consistent with any water
conservat ion ord inance enacted by the Ci ty .
All open park ing areas located wi th in Parcel 1 shall devote at least
f ou r percent of the park ing area to landscaping, with at least
t h ree - f ou r t hs of the fou r percent devoted to in te r io r landscaping
d is t r ibu ted th roughou t the park ing area.
A 6 - foo t -h igh chain l ink fence shall be. prov ided along the a i rpo r t
p rope r t y l ine in the fo l lowing locations: Along L ibera tor Avenue and
88th Place (adjacent to the Emerson Manor School site in Parcel 12A);
along Cure Laude Avenue and 92nd Street (adjacent to the St. Bernard
Senior High School site in Parcel 2) ; and between Falmouth Avenue
and Pershing Dr ive (along the north boundary of Parcel 1).

14. A solld 8=foot-high masonry block wall shall be constructed along the
nor th a i rpo r t p rope r t y l ine between Loyola Boulevard and Hastings
Avenue (along the north boundary of Parcel 2) and trees and tal l
shrubs shall be planted immediately south of the wall on a i rpo r t
p rope r t y to prov ide addi t ional visual screening above the wall. The
wall shall be instal led and measured in height from the f in ished grade
of the al ley between Loyola Boulevard and Rayford Dr ive and from the
f in ished grade of the adjoining resident ial lots between P, ay fo rd Dr ive
and Hastings Avenue.
15. All development on the p rope r t y shall p rov ide o f f - s t r ee t park ing on
the fo l lowing basis: One space f o r each guest room; one space f o r
each 300 square feet of f loor area f o r of f ice uses and f o r business
parks and research and development centers; one space f o r each
250 square feet of f l o o r ' a r e a fo r retai l and service commercial uses;
16 spaces f o r each 1,000 square feet of f loor area f o r res taurants ; and
not less than th ree stalls f o r each f ou r employees on the main shi f t f o r
l ight indust r ia l uses. Floor area shall mean the area enclosed wi th in
the walls of bu i ld ings, exc lus ive of f loor area devoted to o f f - s t r ee t
park ing or accessory areas, as def ined under Section 12.21-A,4 of the
Municipal Code. The Di rector of Planning may modify these park ing
standards where appropr ia te to permit reduce park ing in mixed-use or
jo in t -use faci l i t ies.
16. The hours of operat ion f o r t rash p ickup or f r e i gh t del iver ies or
p ickup, wi th in 300 feet of the north boundary line of the project , shall
be limited to between 7 a.m. and 9 p.m.

17. Adequate protect ion against ex te r io r noise shall be included in the
design and construct ion of hotels and motels. Adequate protect ion
shall mean a noise reduct ion (ex te r i o r to in te r io r ) su f f ic ient to insure
that the in te r io r community noise equiva lent level (CNEL) in all
habitable rooms does not exceed 45dB dur ing a i rc ra f t operat ions.
18. All central a i r heating and /o r a i r condi t ioning units shall be instal led
with an a i r f i l t ra t ion system (e i ther charcoal o r electronic) to improve
the a i r qua l i ty ef fects on the pro ject occupants. This requirement
shall not prec lude the instal lat ion of operable windows fo r passive or
natural heating or cooling oppor tun i t ies .
19. The use of any outdoor publ ic address or paging system shall be
permitted only south of the Westchester Parkway and shall ut i l ize: (1)
a low-pressure speaker system with each speaker having an audible
range limited to a 400-square- foot area and placed a maximum of
40 feet apar t or (2) a sound system designed by a qual i f ied sound
engineer so as to reduce the impulse noise level to inaudib i l i ty beyond
the premises of the establ ishment.
20. In all i ndus t r ia l l y zoned areas, all bu i ld ings and enclosing walls o r
fences shall be so constructed, the machinery and equipment shall be
so instal led and maintained and the act iv i t ies shall be so conducted
that all noise, v ib ra t ion , dust, odor and o ther object ionable factors
shall be confined or reduced to the ex ten t that no reduct ion in the use
of p rope r t y will resu l t to persons residin 9 adjacent to the subject
p rope r t y . Whenever there is any d i f f i cu l t y in determining the
appl icat ion of these prov is ions to any specif ic case, the Department of
Bui ld ing and Safety shall make such determinat ion.

All Building Identification Signs shall be designed by the
architect of the building or facility. These Building
Identification Signs shali be wall signs designed for placemens
on the face of the proposed building and not projecting above
the roof or parapet wall. Except that free-standing Identi-
fication or Project Directory Signs not exceed 50 sq ft in
area on each face and not exceeding 8 ft in height may be
permitted subject to individual review and approval by the
Department of Airports.
All lighting shall be directed onto the site and no flood-
lighting shall be located as to be seen directly by the
adjacent residential areas. This condition shall not preclude
the installation of low-level security lighting.
All buildings within i00 feet of the north airport property
line between Loyola Boulevard and Hastings Avenue shall be
designed so that all second-story or higher windows that
overlook the adjacent single-family residential homes shall
not be transparent below an eye level of 6 feet on any floor,
but shall be translucent; or the building shall be designed
in such a way that windows will not overlook the single-family
residential properties to the north.
Vehicular driveway ingress and egress from the subject property
shall be prohibited from Cum Laude Avenue and from 92nd Street
(Parcel 2); from Lincoln Boulevard between Sepulveda Boulevard
and the airport property line north of the Westchester Parkway
(Parcels 6, 7, 8, 9, 10 and 12A) ; and from 88th Street,
Liberator Avenue, 88th Place and Emerson Avenue (Parcel 12A).

In all i ndus t r ia l l y zoned areas, except Parcels 4A and 4B, all act iv i t ies
shall be conducted wi th in an enclosed bu i ld ing. Within Parcels 4A and
4B, all ou tdoor act iv i t ies shall be located on the souther ly side of the
bui ld ings and screened from publ ic st reets.
All ut i l i t ies wi th in the project shall be instal led underground.
All development wi th in the project shall contain t rash compactors to
reduce the volume of solid waste to be removed from the site.
The Department of A i rpor ts and indiv idual developers shall develop
and implement a t ranspor ta t ion system and park ing management plan
which shall include the fo l lowing as a minimum:
a. Indiv idual developers shall encourage publ ic t rans i t use by
o f fe r ing subsidized t rans i t passes to employees.
b. The Department of A i rpor ts shall evaluate the potential f o r
subscr ipt ion bus service f o r large concentrat ions of employees.
c. Each developer employing 500 or more permanent employees shall
p rov ide company-owned vans and /o r o f f e r subsidies to indiv idual
vanpool operators and encourage the formation of vanpools.

carpools and vanpools and shall establ ish a carpool-matchin9

Ind iv idual developers shall develop and implement programs to

and o ther t rans i t information avai lable to bu i ld ing employees and

g. To the ex ten t feasible, indiv idual developers shall encourage

h. The Department of A i rpor ts and each developer employing 500 or
more permanent employees shall appoint a r ideshare coord inator to
administer the funct ions requi red by this condi t ion.
Pr ior to major g rad ing of the project site, a rodent control e f f o r t shall
be under taken to reduce the ex is t ing rodent populat ion wi th in the
pro ject area.
Developers of indiv idual projects shall take the fo l lowing steps re lat ive
to energy conservat ion:
a. Consul t with the Los Angeles Department of Water and Power and
Southern Cal i fornia Gas Company to determine feasible energy
conservat ion features which could be incorporated into the design
of s t ruc tu res , beyond those requi red by State and Ci ty laws.
b. Uti l ize, where cost -e f fec t ive , a l te rnat ive sources of energy such
as solar water and pool heating.
c. Uti l ize the Department of Water and Power's energy p re -aud i ts o n
all new indust r ia l developments.
Ind iv idual developers shall consult with the Los Angeles Police
Department on the prov is ion of secur i ty measures fo r developments,
which measures shall include the fo l lowing at the minimum:
a. For each developer responsible f o r 200,000 or more square feet of
total f loor area (Los Angeles Municipal Code 12.21.1), guards
shall patrol all levels of bui ld ings and access to and from
bui ld ings shall be monitored by a guard on du ty dur ing nightt ime
and weekends.
b. Subterranean park ing levels shall be l ighted 24 hours a day.

C. All park ing levels, corr idors and arcades shall be l ighted dur ing
the ni9httime and weekends.
A qual i f ied archaeologist shall be available, as needed, dur ing site
gradin 9 and subsurface operations, with the author i ty to assure
reasonable measures to insure protection and recovery of signif icant
archaeological resources.
All conditions imposed by this ac~tion, with the exception of Condition
No. 9 relat ing to a project design plan and development guidelines,
may be ful f i l led incrementally as individual phases of the subject
p roper ty are developed.
