Dear Friends:
We are proud to announce our new three-year strategic plan. From now through 2019, Goodwill is pursuing
opportunities to set priorities, focus resources, and strengthen operations. Our plan will help ensure that
employees and other stakeholders are working toward common goals, establish outcomes, and adjust the
organization’s direction in response to a changing environment.
This is a disciplined effort that will produce fundamental decisions and actions. It will serve as a guiding force
for the agency’s future.
Strategic Plan Stakeholder Input
Beginning in early 2015, discussion groups convened to identify the organization’s needs. The groups consisted
of Goodwill board members, leadership team members, and other key members of the management team.
As their discussion progressed, the group gathered input from many different sources, including over 500
employees, nearly 100 clients, and five external stakeholders during the summer of 2015.
This valuable input provided clear areas of direction, and revealed strategic needs surrounding Goodwill’s culture
and morale, employee retention, financial needs, and awareness of Goodwill’s mission. With these areas defined,
the planning committee was able to create the strategic plan goals and objectives.
2016-2019 Goodwill SWPA Strategic Plan Summary
At the end of this three-year planning cycle, Goodwill SWPA
will celebrate its 100th anniversary. To position Goodwill for
the next 100 years, the agency must continue to innovate,
grow and thrive.
In this challenging economic and funding atmosphere,
Goodwill SWPA is well positioned to expand its role as a
recognized leader in workforce development and services for
people with special needs and barriers to employment.
Goodwill also has the capacity to support other organizations
in the community. With strong direction from the Board of
Directors, leadership and staff, and input from key stakeholders,
Goodwill SWPA carved a clear direction for the next three years
and beyond.
The 2016-2019 Strategic Plan comprises three over-arching
goals, focusing on TEAM, MISSION and FINANCE. Each goal
will need to work in concert to ensure the full execution and
success of the organization.

Strategic Plan Goal One – TEAM
The key to Goodwill SWPA’s continued transformation and long-term excellence are the agency’s employees.
Employees are the driving force behind fulfilling the mission and generating the revenue needed for growth. The
TEAM goal includes a focus on recruiting, retaining and compensating talent, while being a workplace where
employees can truly do their best and become fulfilled.
Strategic Plan Goal Two – MISSION
We’ve seen a growing need in our area for community-based employment services, as well as more services for
populations with increasing needs. The MISSION goal focuses on operating our programs more efficiently and
effectively to better meet the needs of community.
Strategic Plan Goal Three – FINANCE
In order to achieve TEAM and MISSION goals, Goodwill SWPA will need to follow a course to ensure the long-term
financial health of the organization. The FINANCE goal focuses on operating more efficiently, increasing material
donations and store revenue, and developing new ways to create revenue.
In summary, our new strategic plan will be a win-win for thousands of individuals who seek help from Goodwill,
employers working to fill open jobs and, in turn, our community.

Fiscal Impact – Pennsylvania• Fiscal impact analysis studies the public
revenues associated with a particular eco-nomic activity. The primary revenue sources of local, county and state governments (i.e. taxes) are analyzed to determine how the activity may affect the various jurisdictions. Revenue sources include motor license and fees and taxes such as: sales, unemploy-ment, realty, and liquid fuels.
• Direct Impact: Direct employees consist of the employees placed in respective industry. Direct revenues are the revenues generated by the spending of the direct employees.
• Indirect Impact: The jobs, wages and output created by businesses that provide goods and services essential to the direct company (also referred to as “supplier” impacts). These businesses range from manufacturers (who make goods) to wholesalers (who deliver goods) to janito-rial firms who clean the buildings.
• Induced Impact: The spending of the wages and salaries of the direct and indirect employees on items such as food, housing, transportation and medical services creates induced employment in all sectors of the economy. Also referred to as the “con-sumer” impacts.

Success Stories
Meet Amanda
After six long years of unemployment, Amanda sought help and training from
Goodwill. With training and perseverance, Amanda found a job and Goodwill
helped her adjust to her new environment.
“ I am thankful for all the support and encouragement from my family and
from the staff at Goodwill in helping me see all the abilities and potential I
had to get employed.” – Amanda
Statistics show the number of individuals diagnosed on the autism
spectrum is growing. Although many of them are capable of obtaining
and maintaining work, few receive the support and opportunities to do
so. Together we can create opportunities where individuals can find
confidence and thrive. That’s what Goodwill refers to as empowering
people through work.
Meet Rhonda
“Goodwill gave me a second chance in life.” – Rhonda
Rhonda was shocked when her employer told here they were letting her
go after 13 years on the job. “I was 59 years old. I knew most employers
wouldn’t hire older workers.” Rhonda said. Rhonda knew she faced home-
lessness if she didn’t find a new job quickly.
Rhonda sought support from the PA Careerlink® affiliate at Goodwill.
They helped her with resume writing and learning how to improve her com-
puter skills.
Last year, Goodwill placed nearly 900 individuals in unsubsidized
employment.
