for the permanent occupation of a plot to the company Hormigones Carral, which regularly receives shipments of concrete, and requests were received for concessions by companies as important for the port as Galigrain and TMGA, which will be joined by Pérez Torres Marítima in 2014. The three applications are currently being processed and will guarantee major growth in terms of the activity of Punta Langosteira in the very short term, commencing the transfer of goods from the inner port.
On 8 July the Outer Port received the San Telmo Award from the Association of Civil Engineers of Galicia. The association gave the award to the port for being the best civil engineering project, emphasizing its social role, its environmental integration and its effects on the economic development of the region.
The search for greater social and economic benefits for the new Port is one of the main priorities of the Port Authority. With this aim in mind, during the year we have concentrated on promoting the port facilities at commercial level through direct contacts with leading international companies, presenting the extraordinary capacity offered by Punta Langosteira for the implementation of logistics centres and industrial facilities. This commercial process included visits to Colombia and Brazil, where we were
able to verify the interest in the Outer Port, and signed collaboration agreements with the Port Authority of Santa Marta and the Port of Santos, the main ports in their respective countries. Another equally important aspect involved maintaining our collaboration with the Spanish Ministry of Development with the aim of maximising the connectivity of the port, which will complete the operability of the new port facilities.
In terms of the general management of the port, the financial year ended with a downturn in the total goods traffic in relation to 2012, when the best results were obtained in the last five years. This 11% decrease was due to reduced activity by a number of operators due to internal reasons affecting their production centres, especially the technical closure of the refinery, the largest shut-down in the 50-year history of the A Grela-Bens complex. This downturn in traffic was not particularly relevant in economic terms, as turnover was similar to that of the previous year, although the financial year did end with losses of 722,000 euros, due to increases in the repayments and financial costs resulting from the construction of the Outer Port. This negative result is in line with forecasts, and is even less than was expected, endorsing the Port Authority’s financial plan for the medium and long term.
The agreement signed with Repsol to transfer the petrol terminal to the Outer Port and the commencement of work on making the Marina a new pedestrian area are the two most important events that occurred in 2013 with regard to the work of the Port Authority of A Coruña. In both cases these are projects that will have a major effect not only on the port, but also on improving the quality of life in the city, in a year which despite failing to be positive in terms of goods traffic, did end with new record figures for sectors as important as fisheries and cruise liners.
The long-awaited agreement with Repsol was signed on the 14 of October in the headquarters of the Port Authority, at an act in the presence of the Minister of Development, Ana Pastor; the mayors of A Coruña and Arteixo, Carlos Negreira and Carlos Calvelo; the regional minister of Rural and Maritime Affairs, Rosa Quintana; the executive chairman of the petrol company, Antonio Brufau, and the director of the refinery, Luis Llamas.
As I previously mentioned, the transfer of the petrol facilities from San Diego will be a milestone in the history of the Port and the city. We should remember that the construction of the Outer Port is mainly due to environmental and maritime safety criteria, predominantly the need to remove petrol tanker traffic from the urban port, considering the tragic events caused by the tankers “Urquiola” and “Mar Egeo”.
Reaching this agreement with Repsol was a very complicated task. The initial economic demands of the company for anticipating its transfer to Punta Langosteira were far from those of the Port Authority, as a result of
which negotiations lasted four years, in search of a balanced outcome, which was finally achieved thanks to the favourable predisposition of all of the parties involved and the active collaboration of the different public authorities.
The document that was signed on 14 October defines the schedule and conditions for the commencement of operations with petrol, coke and sulphur in the Outer Harbour, starting in April 2018 or earlier if technically possible. Repsol will invest an estimated 125 million euros in building its quay, terminal, pipe rack and multi-purpose pipeline that connects with the refinery, and will receive compensation totalling 23.9 million euros for moving to Langosteira prior to the expiry of its current concession in San Diego.
This agreement is very positive for the port, Repsol, A Coruña and Arteixo. The level of investment confirms the company’s support for our refinery and our city, guaranteeing the continuity of an industry responsible for hundreds of jobs, and which opens the way for negotiations to transfer the rest of the terminal, completely eliminating the movement of products through the currently existing oil pipeline, the reconversion of the tanker quays and their integration in the urban layout.
With regard to the Outer Port, in 2013 work has continued on the third stage of the project, completing the first stage of the breakwater, at the same time as increasing operations involving the loading and unloading of goods, making it possible to verify the suitability of the docks for storing all types of products. The first permit was issued

information for lovers of water sports, the security forces and the general public.
Furthermore, during 2013 the Port Authority of A Coruña underwent an evaluation by the company RobecoSAM AG, the analyst of the Dow Jones Sustainability Index, with the aim of diagnosing the sustainability practices of the port of A Coruña, based on the requirements of the Dow Jones index. After analysing 17 key points associated with its economic, business and social management, the Port Authority was rated as excellent in terms of its energy efficiency, customer relations and stakeholder management, and good in environmental management and transparency.
The Port Authority team works and will continue to work towards maintaining and even improving these results, offering the maximum quality of service to operators and citizens, with the fundamental goal of encouraging economic activity and the creation of jobs both in the inner port and at the new port facilities in Punta Langosteira.
With regard to port traffic, there were major developments in fisheries and cruise liners, which have a very direct effect on the city’s economy. The fisheries quay of A Coruña received 45,480 tonnes of fresh fish and shellfish, the largest amount registered since 2000, putting it at the forefront of Spanish fishing ports. As a part of its strategy to support the fisheries sector, the Port Authority participated in the creation of the FREMSS Foundation (the Foundation for Minimum Sustainable and Social Economic Performance), which carries out essential work in the area of fishing resources and rationalising the decision-making process at European level.
In the case of cruise liners, the upward trend that began in 2010 continued, with 108 calls and 156,890 passengers, three times the figure from four years ago. For the first time, A Coruña became the leading port on the Cantabrian-Atlantic coast in terms of calls, a result of the promotional activity carried out in coordination with the Tourism Consortium and tour operators, a process that will continue over time.
Visits by cruise liners and the image of the city will improve substantially once the urban regeneration and adaptation for pedestrian traffic of the Marina and Parrote quays is complete. Work continued in 2013 on building the
underground car park and tunnel in Parrote, which had re-commenced in 2012, and work began on extending the underground road in the Marina.
Without doubt, this urban development project will modernise and transform the most emblematic façade of the city of A Coruña. Local residents are already able to enjoy the new Parrote quay, which includes a display of its archaeological remains, and at the start of 2015 this will be joined by the new Marina, completing an area covering 55,000 square metres that will help to stimulate cultural, economic, sporting and leisure activities. Despite the regrettable opposition of certain political groups which received limited support, the project has gone ahead with the active collaboration of the City Council, the Regional Government of Galicia, the Ministry of Development and the Port Authority.
As regards the relationship between the port and city, in the summer of 2013 an interesting initiative was set underway providing real-time information and forecasts on weather and sea conditions for the beaches of A Coruña and Arteixo. The application, designed for mobile devices, brings together data from the National Meteorology Agency, State Ports, the Galician meteorological agency Meteogalicia, and the Port Authority, providing valuable

in traffic of parts destined for Senegal manufactured by the company Horta Coslada close to the Outer Port. During 2013, a total of 10 loading operations were carried out for pontoons in the Outer Port, while in 2012 a total of 3 operations were carried out, with a total movement of 1,387 tonnes.
New bulk cement traffic has been obtained, which together with clinker shipments amounts to 295,709 tonnes per year. This traffic is especially important as it is carried out in the Outer Harbour of A Coruña by the company Hormigones Carral, the first com-pany to request authorisation for the construction of silos in the outer harbour for unloading and storing cement. As a result, this type of traffic has grown by 230% with respect to the previous year, involving 6 operations to unload clinker and 9 for unloading ce-ment in the outer harbour.
In the case of general cargo, the amount has decreased by 23.93%, basically due to a downturn in the importa-tion of billets and the exportation of wire rods, resulting from reduced production by the Celsa Atlantic factory in Laracha.
In the case of container traffic, OPDR vessels continued to arrive at the port throughout 2013 which connect us with the north of Europe, who extend their routes on a seasonal basis to the port of A Coruña, connecting with the Canary Islands and the main ports in northern Euro-pe, including Rotterdam, making it possible to guarantee connections for container vessels with any part of the world.
Cruise liner traffic has become consolidated over the last few years, reaching historical figures in 2013 both in terms of the number of arrivals – 108 – making the Port of A Coruña a reference point for cruise liner routes in the European Atlantic, and in terms of the number of passengers, with a total of 156,000 arriving in our city.
The importance of cruise liner traffic for the city and its economic impact on local businesses and the services sector have led the Port Authority of A Coruña and the Consortium of Tourism and Conferences to join efforts and strengthen institutional cooperation to encourage
the growth of cruise liner traffic and the arrival of more tourists in this way in the coming years.
Finally, in the case of fisheries, this sector has continued with the upward trend seen in previous years, increasing by 3.99% with respect to 2012, exceeding 45,481 tonnes.
Economic resultsNet turnover for 2013 was approximately 24.72 million euros, 2.94% less than the previous year, a result of de-velopments in port traffic during the financial year.
In terms of costs, the Port Authority has continued with its policy of adjustments derived from instructions for costs, with staff costs rising by 6.9% with respect to 2012, basically due to increases resulting from reintro-ducing the extra payment in December for all of its per-sonnel, and starting to control entry to the Outer Port in July 2012. In the case of other operating costs, there was an overall increase of 1%, due to an increase of 14% of the contribution to Spain’s national port authority and the port compensation fund, and a decrease of 3.6% in costs for external services, taxes and other normal ma-nagement costs.
In the case of the depreciation of fixed assets, this in-creased by 20% in comparison to the previous financial years, as a result of the Outer Port opening in 2012. This means that during the financial year 2013, the impact on the financial results is for the full financial year, with the amount of depreciation rising to 18.1 million euros, in comparison to 15.1 million euros for the previous fi-nancial year.
The financial results obtained (3.9 million euros) repre-sents an increase in net losses for this item of 9% with respect to the value obtained in the previous financial year, resulting from previously incurred debts for finan-cing the construction of the new port installations in Pun-ta Langosteira.
The result for the financial year after tax was a loss of approximately 722 million euros.
In general terms, there was a downturn in activity in the port of A Coruña during 2013 in comparison to 2012, with a decrease of 10.91% with respect to the movement of goods in the previous year, although there have been significant improvements in cruise liner traffic and the unloading of fresh fish.
The most outstanding event is the continuity of opera-tions in the Outer Port with the movement of new vessels, consolidating the operations that began last year.
Shipments of clinker to Brazil and pontoons for a mine-ral extraction factory in Senegal continued during 2013, together with imports of cement by the company Hor-migones Carral, as well as barge bunkering operations at anchor in the dock of the Outer Port by the company Cepsa. All of these operations have been carried out by new clients for the port of A Coruña, meaning it is even more relevant for obtaining new operators and clients for the Outer Port.
During 2013, a total of 25 commercial operations were carried out in the Outer Port and 5 operations for supplying fuel, representing a considerable increase in comparison to 2012, when 5 commercial operations were carried out, as well as the loading operation for the Australian navy vessel “Blue Marlin” on the Dockwise platform, built at the Navantia shipyards for transfer to Australia.
A total of 11,700,463 tonnes of goods were moved through the port during the year with a total of 1,161
vessels, also slightly less as a result of the downturn in goods traffic.
In the case of liquid bulks, mainly fuel for Repsol’s refi-nery close to the city of A Coruña, a total of 6,560,700 tonnes were unloaded, of which 3,878,893 tonnes were crude oil, 2,407,378 tonnes were refined products and 274,429 tonnes were other liquids, including molasses, oils for consumption and bioethanol for exporting. On the whole, the volume of bulk liquids decreased by 8.98% in comparison to 2012, mainly due to the general closure of Repsol’s refinery in A Coruña as a result of maintenance work affecting different production units. This meant that the refinery was shut down for more than 40 days, affec-ting the importation and exportation of products.
In turn, the movement of dry bulks experienced a down-turn of 11.76%. A total of 3,688,168 tonnes of goods were moved, of which 3,390,799 tonnes were moved without special installations, and 297,369 tonnes using special installations. The most significant decrease was in coal destined for the Meirama power station opera-ted by Gas Natural Fenosa for electricity production, as other alternative energy sources have been introduced for power production and total energy consumption has fallen. There were also less movements of wheat and rye, affected by the climate.

As a result, the validity of the certificates for the manage-ment systems was extended to November 2016, and in November 2013 a letter was received from the Regional Ministry of the Environment, Territory and Infrastructures indicating the renewal of the Port Authority’s inclusion in the environmental management and auditing system (EMAS III).
This has served to consolidate the systematisation of the Port Authority’s procedures, guaranteeing its operational methods.
Promotion and participation As a part of its customer contact and commercialisation policy, the Port Authority of A Coruña held the 8th Port Client Forum, with the presence of the main companies who demand our services that are currently operating from the port of A Coruña.
The Port Authority has also been involved in a series of trade missions to promote the facilities of the Outer Port, including missions to Brazil and Colombia with the aim of analysing new markets to attract clients and encou-rage them to open industrial premises in the port of A Coruña or in the surrounding area. It was also present at International Petroleum Week in February 2013, an event that brings together the main companies operating in the hydrocarbons sector, with whom the Port Authority has entered into contact in order to present the infras-tructures and services of the port.
In the cruise liner sector, the Port Authority of A Coruña took part in the “Cruise Shipping Miami” (Seatrade) fair held in March 2013, as well as “Seatrade Europe” in Hamburg in September 2013. It also attended the “In-ternational Cruise Summit” event and has taken part in different events organised by the “Cruise Europe” asso-ciation, amongst other promotional actions.
InvestmentsHaving completed work on phases I and II of the Outer Port, the Port Authority has continued to work on con-taining its investments, limiting them to those that are strictly necessary. In 2013, work was carried out for a total of 14.887 million euros.
These investments have mainly focused on the existing needs for commencing operations in the Outer Port.
Planning and development of the Outer Port Throughout the year, the Port Authority has continued with its policy to include the development of the port within large-scale regional planning instruments. As a result, a series of meetings have been held with the public authorities responsible for territorial matters and accessibility.
The Port Authority has continued to work on planning the new quay and seeking potential clients.
The work carried out has resulted in the presentation of two concession applications for the construction of sto-rage facilities by two of the most important operators in the port of A Coruña: Galigrain SAU, which submitted an application for the construction and operation of a bulk storage warehouse covering approximately 10,000 m2 with an investment of more than 3.5 million euros (ex-
cluding VAT), and Terminales Marítimos de Galicia, S.L., (T.M.G.A.) which submitted an application for the cons-truction of a warehouse for the storage of dry bulks and general cargo, covering around 5,500 m2 with an inves-tment of more than 1.5 million euros (excluding VAT).
Furthermore, in the month of October 2013, an agree-ment was signed with Repsol Petróleo S.A. to transfer specific installations to the Outer Port, with the com-mitment to present the application for a new concession located at the facilities of Punta Langosteira within 4 months, and which would open for operations prior to 14 April 2018. The first phase will cover an area of approxi-mately 3 hectares, and Repsol plans to build the storage terminal in the Outer Port, a jetty for unloading crude oil, and the pipelines to connect the jetty, terminal and multi-purpose pipeline with the refinery. This will guaran-tee the movement of crude oil and solid bulk materials (coke and sulphur), which represent approximately 60% of the goods transported by Repsol through the port of A Coruña.
Management of the Port AuthorityThroughout the month of June 2013, Det Norske Veri-tas GL-Business Assurance carried out a re-certification audit of the management systems according to the ISO 9001:2008 (quality) and ISO 14001:2004 (environment) standards and the OHSAS 18001:2007 (health and safe-ty at work) standard, as well as verifying the 2012 Envi-ronmental Declaration of the Port Authority.

2.7.2 Interior communication
Road
Inner BasinThe port has been developed in a linear way along the coast, is in touching distance with the city of A Coruña and is completely surrounded by a road that starts in the Marina Basin, goes through the back part of the Cruiser Liner Dock, Batería, the beginning of the Calvo Sotelo Dock, Linares Rivas, La Palloza and ends in the San Diego Dock. Its length is 2,400 m and its average width is 10.50 m, except for some areas with a bigger width.
From this logitudinal road there are links to different docks. The road surfaces are mainly constructed with asphalt or concrete pavements.
There is an access control in San Diego and in Oza, for vehicles and for people too; moreover there are several pedestrian access points with lathes, all of them controlled by site personel or through the Services Coordination Centre.
Outer basinThere is currently only one road that connects the South access with the Levante esplanade In the cross-cutting dock. The road surfaces are constructed with asphalt pavements. The road has a single carriageway, with two way circulation and approximately an 11 metres width platform.
Rail
Inner BasinThe junction of the rails from the Port to Adif general network is by the S.E. side of the Port, in the area of San Diego Dock, branching into three branch lines; the first, not used, goes along the 3rd line of the san Diego dock, crosses the Palloza dock and continues to the Calvo Sotelo North, South and Batería docks.
The second branch line goes through the second line of the San Diego dock, having two rails and continuing to serve the Centenario North and South docks and the Bioethanol terminal.
Lastly, the third branch line takes the direction of the cliff of San Diego dock, serving this dock.Calvo Sotelo and San Diego docks have two railway lines next to the cliff, with their corresponding changes to lane type Phoenix or lane 45kg/m. Centenario North and South docks have two and three railway lines respectively parallel to the cliff with a lane of 54kg/m, as well as its connection to the external network: all of them with normal width.
2.7.1 Land access
By road
Inner BasinThe port of A Coruña is connected with high capacity roads that lead to the plateau (A-6) and North of Spain (A-8), South of Galicia and Portugal (AP-9) and the regional AG-55 (Arteixo).
Outer basinThe outer Basin of Punta Langosteira can be accessed through its South part. The service road is used from the junction between A-6 and AG-55, that links the end of A-6 with the Sabón roundabout. From this roundabout the new basin can be accessed through the Avenue of the Diputación exit and, then, via Avenue of the Embalse: both avenues being in the South part of the Sabón industrial park. At the end of Avenue of the Embalse is the access control.
The Ministry of Development is building a new access road to the port, which will enter in the dock at the East limit, in the dual carriage-way section, from the AG-55, wich will be completed in 2016.
By rail
Inner BasinThe internal network Port is directly linked with the Adif cargo station, which has routes to Madrid through Lugo, León, Palencia and a route to Madrid through Santiago, Ourense and Zamora. Through the first route it is linked with Ferrol and by the second route with Vigo and Portugal. All railway links have a normal rail width.
Outer basinThe rail link of the Outer Port with the general interest network in the Immediate vicinity of Uxes is currently under development by the Ministry of Development.
By pipe
Inner BasinThe oil Port is connected to the refinery of the Repsol Petróleo S.A. company by an oil pipeline which is 6,300 m long, consisting of 12 tubes for crude oil and derived products. the CLH service of the products destined to arrive at the port factory starts off from this pipeline through a branch line, supplying merchant and fishing vessels.

2.8 Brief description of facilities for specific trafficThe Port of A Coruña has a system for roll-on roll-off traffic.
On the 15.000 m2 terrace generated on the back of San Diego dock there is a 30 meters long and 8,5 draft plataform. The plataform is designed for overloaded operations of 3 t/m2, the handling equipment for ROM 02-90 and back terrace, are for an overloaded storage of 6 t/m2.

This project consists of the construction of a wall and channel in reinforced concrete adjacent to the inner slope of the dock from KM 0+912 to the edge of the transverse quay, in order to protect the esplanade from overflows, and to guide the water in a controlled manner so that it drains out through the inner slope of the dock and the far end of the transverse quay.
The channel has been designed adjacent to the inner breakwater of the dock, using a slab of reinforced concrete with a transverse gradient sloping towards the dock of 1%, and an 8-metre high wall also made of reinforced concrete, crowning it at a height of +14.00.
The planned gallery is a structure made of reinforced concrete consisting of a 1.5-metre thick slab, supported on the dock side by a 2-metre thick tie beam supported
on piers every 12.5 metres. The other end of the slab is supported by the second stage of the breakwater.
Two standard sections have been designed, the first of which is 14.7 metres wide running from KM 900 to KM 2.572 (where the second jetty will be located in the future) and a second 11-metre wide section between the second jetty and the projection.
The dock gallery has been designed so that it has an internal operating area with a minimum width of 5 metres, with longitudinal openings between the piers of 12.5 metres to facilitate access and the installation and maintenance operations for the rack pipes.
This project is co-financed by the European Union Cohesion Fund.

6.2 Works begun in the year 2013
Project for a gallery to contain pipes and drainage channel for the new port facilities in Punta Langosteira
Project for the construction of an underground road in the la Marina Dock
La Marina Dock project.
In general terms, the project consists of burying underground the road that currently runs alongside the quay of the La Marina dock, in the port of A Coruña. This will involve building an underground road approximately 530 metres long, starting in Avenida Alférez Provisional, connecting with the underground road of O Parrote currently under construction, and the María Pita tunnel.
The road will have four lanes to accommodate the different intersections required at Puerta Real, making it possible to continue with the four directions that currently exist, taking into account that the Parrote tunnel will be two-way. An underground interchange at different levels is also planned for construction at Puerta Real.
The underground road will be built by creating concrete side walls and the upper slab of the tunnel, and then removing the filling material. Finally, the lower slab will be laid. Once the structure is complete, all of the additional
elements and features will be installed for the correct operation of the roadway.
As a result of the agreement signed on 23 January 2012 between A Coruña City Council and the Port Authority of A Coruña for improving mobility in the La Marina dock and O Parrote, the project will receive total funding from the City Council of 8,889,000 euros.
The object of this investment is the construction of facilities capable of guaranteeing the correct functioning of the water intake of the Sabon Power Station, as set out in the Environmental Impact Declaration adopted on 23 February 2001 by the Secretary General for the Environment.
The solution envisaged consists of building two sloping dikes, one on each side of the intake point, in order to prevent the entry of any matter, with the intention of supporting the matter already mobilized and that which is likely to affect the coastal dynamic, so that, once balance is established between the beach and the average energy flow of the waves, it will be protected from entry of sediment.
In addition to this action, the excavation of the North quarry is being considered, below the existing works
offices, in order to liberate the future passage of the final access road from the A6 and the railway.
Part of the material obtained from the excavation will be reused in the creation of new landfills in the Levante graded area and in the South graded area.
Lastly, in order to facilitate the access and construction of the dikes, a graded area and access road will be created from the South graded area up to the water intake point which will be situated at level +30,35.
This project is co-financed by the European Union Cohesion Fund.

Outer Port
2013 was a year of intense activity in the Outer Port, both in terms of construction work and the consolidation of the activity that had begun during the previous year, planning the transfer of operators from the inner port and the development of the marketing plan to attract international clients.
An increase in operations
Work on loading and unloading different types of goods continued throughout the year, registering a total volume of more than 300,000 tonnes, compared to 74,000 tonnes in 2012. The largest volume corresponded to clinker, with 250,000 tonnes in a total of 6 shipments destined for Brazil. Other important operations included the loading of pontoons, large metallic structures which are more difficult to load than containers, as well as the unloading of cement by the company Hormigones Carral, which was the first operator with a stable permit to start work in the Outer Port.
This activity highlighted the perfectly operational conditions of the Outer Port for the movement of different types of goods that involve complex loading procedures, endorsing the studies carried out on the accessibility and manoeuvrability of vessels, in particular the study carried out by the Centre for Experimental Studies of Public Works of the Spanish Ministry of Development (CEDEX), which calculated that Punta Langosteira has an annual operability of 97%.
Work underway: the breakwater and access roads
In the case of construction work, a series of important projects were carried out during 2013 as a part of the third stage of work. The most significant infrastructure is the breakwater, as this not only protects the port, but also facilitates the completion of new esplanades and quays. The first stage of construction work was completed last year, reaching a total of 550 linear metres, including the protective breakwater for the water supply intake for Sabón power station. After delivering the completed works to the Port Authority and Ministry of Development, the process will continue this year with the second stage, which has already been put out to tender. Work will begin in the next few months, with the aim of completing this 1,350-metre long infrastructure in 2016.
Work is also continuing as planned with the road network, having completed the access road that connects to the Sabón industrial estate, as well as the first internal roads. The plan is to complete the intersection with the AG-55 highway during 2015, then completing other access roads in the mid-term, such as the direct intersection with the A-6 motorway, which is currently at the informative study stage. In the case of the railway link, this is an essential infrastructure to ensure the maximum operability of the Outer Port. The Port Authority is currently working on expediting the tender process for this project.
Industrial land: the Logistics Activities Zone in Vío
The planning of the industrial land around Punta Langosteira, with the aim of offering every facility for setting up companies from the surrounding region as well as large-scale international companies, is another important challenge on which the Port Authority is working in collaboration with the regional government of Galicia and the local councils of A Coruña and Arteixo. One of the most important actions carried out in the last financial year in this area was the signing of an agreement between the Port Authority and the City council of A Coruña with the company Promotora Urbana de Vío, responsible for the development of the industrial estate of Vío. This industrial estate, which will be a strategic element in the development of the Outer Port, has now become known as the Logistics Activities Zone of Vío – Port of A Coruña. The result is that the Outer Port will have a significant amount of land for logistics and industrial operations directly associated with its activity, at the same time as promoting a brand image for the industrial estate, associated with a major port. The total amount of land available is close to 700,000 square metres, close to the industrial estate of Pocomaco, and therefore very close to Punta Langosteira. It is estimated that its development and the establishment of businesses will result in the creation of around 10,000 direct and indirect jobs.
Processing of the first concessions
The incorporation of this large land area for logistical and industrial use into the Outer Port will bring about new innovations in promoting Punta Langosteira for the implementation of new industries and the extension of the facilities of concession holders. While the Port Authority continues with its ambitious marketing plan to attract large international companies, last year work began on outlining the concessions available to some of the port’s main clients, resulting in the formal application for the construction of facilities for the storage and distribution of goods. These include Repsol, the port’s main client, which in October 2013 began the process of transferring its activities to Punta Langosteira with the signing of an agreement to invest 125 million euros in the construction and commissioning of a terminal in order to start to operate with 60% of its goods (petrol, coke and sulphur) before 14 April 2018.
Another major company that has confirmed its support for Punta Langosteira is Galigrain, part of the Nogar Group, the port’s main bulk agri-food operator. In 2013 the company presented a request to construct and operate a storage warehouse covering 10,000 square metres, in which it will invest 3.5 million euros. The company Terminales Marítimos de Galicia, T.M.G.A., the port’s largest cargo handler, also presented a request for a dry bulks and general goods storage warehouse measuring 5,500 square metres, with an investment of more than 5.5 million euros. Another request is currently being processed from Pérez Torres Marítima, the main user

National and international visits
Over the last two years, numerous experts, business owners and directors of investment groups, large-scale operators or port authorities have had the opportunity to verify all of the competitive benefits on offer and to discover the port facilities. One of the main visitors in 2013 was the chairman of the Galician Business Owners’ Confederation, José Manuel Fernández Alvariño, in one of his first institutional activities after taking over the post. In demonstrating the renewed commitment and solid support from the business sector for the Outer Port, he emphasised that this new infrastructure would provide Galician entrepreneurs with a historic opportunity to expand their businesses overseas, as one of the key factors in overcoming the current economic downturn. This same opinion was shared by the representatives of the Galician Logistics and Transportation Cluster, who also visited Punta Langosteira in 2013. During the visit, the chairman and spokesman of the cluster, Aníbal Blanco, highlighted that in the medium to long term, this infrastructure will be one of the driving forces behind the development of the north-west Iberian Peninsula.
The most significant visit by international authorities was by the president of Uruguay, José Mujica, as a part of his official visit to Galicia. Accompanied by the president of Galicia’s Regional Government, Alberto Núñez Feijoo, and the Spanish Minister of Development, Ana Pastor, the Latin American leader gave a clear indication of his positive impression of Punta Langosteira, declaring that: “It will soon be one of the main goods ports in Europe.”
The Outer Port was also visited last year by a delegation of representatives of the government of the Mexican state of Yucatán, as a part of their institutional visit to Galicia, following on from contacts made by the president of Galicia’s Regional Government, the Xunta. During their visit to the port facilities, the representatives made special mention of the strategic location of the Outer Port on the Atlantic shipping routes, and its potential as a European entry point for exports from Latin America. The Mexican delegation were especially interested in the versatility of the facilities, their capacity for large vessels, and the industrial land that is available.

The Port Authority is not only currently working on processing these concessions, but also planning their location within the site, in order to guarantee the best possible service. The growth of activity is therefore guaranteed for the coming years, together with investments in the Outer Port, where it is already possible to see signs of returns on what are expected to be more than 300 million euros of investments over the next five years, together with the construction of publicly and privately financed infrastructures.
Intensive marketing activity
As work progresses on the construction stage, as well as the planning of industrial land and the transfer of operators, the Port Authority is continuing with its intensive marketing activity aimed at promoting the future potential of the Outer Port as an opportunity for business and investment in the world’s leading maritime transport markets. During 2013, commercial missions were organised in Brazil and Colombia, where the port facilities in Punta Langosteira received a warm welcome from companies, port authorities and consortia associated with maritime transport. The Port Authority was also present at trade fairs in Germany and Great
Britain. The competitive advantages of the new dock, together with its position on the international sea trade routes, are the factors that are most highly valued by the potential international investors with whom the Port Authority is in contact.
There are no other ports on the Atlantic coast between Rotterdam and South Africa with the same conditions as Punta Langosteira both in terms of its technical capacity, services, and ease of access for VLCCs, with drafts of up to 24 metres in the offshore terminal zone. These maritime conditions are combined with large areas for the handling, storage and transformation of goods, allowing for the development of new businesses, the establishment of long-term industries and the extension of the facilities of clients who already operate in the port of A Coruña.
As a result, the Outer Port does not only aspire to becoming a hydrocarbon hub, for which a series of spaces have been planned for new liquid bulks and petrochemical terminals, but also for other strategic sectors, such as wind power, as Punta Langosteira has suitable surfaces for the construction of large-scale structures such as wind turbines, or for the chemical and environmental sector. In this case, the location of the Outer Port is especially relevant, as it is far away from centres of population, and is naturally protected by cliffs up to 120 metres high.
