Concept aim
The presented concept is a vision for the comprehensive development of offshore power infrastructure in the Polish part of the Baltic Sea
up to the year 2030.
The aim of developing this concept is to open discussion about the desired direction and prospects of the development of the transmission systems in the Polish maritime areas.

Purpose of grid development in Polish maritime areas
increase power security through the construction of new cross-
border connections, allowing more flexibility in balancing national power grid,
possible use of the national potential of offshore wind energy,
development of the domestic maritime industry supplying Baltic offshore wind power market,
ability to obtain additional funds for infrastructure investments in the EU structural funds in the 2013-2020 budget perspective.

Prospects for the development of offshore wind farms in Poland
Localization potential vs. connection possibilities:
- 2018 – 2020: 0,5 - 1 GW
- 2020 – 2025: 5 GW
- 2025 – 2030: 10 GW
Location permits (October 2012):
- more than 60 applications submitted,
- 13 (10 positive) decisions granted.

Essential elements of the planned offshore grid
Central Hub B (power of 2 GW), located in the region of Slupsk
Shoal (Area B),
Hub C (power of 2 GW), located in the region of Central Shoal (Area C),
Hub A (power of 1-2 GW), located in the A Area,
Hub B1 (power of 1-2 GW), located in the eastern part of the B area,
3 integrated sea-land connections in HVDC technology, running in the maritime transmission corridors in the direction to Dunowo, Wierzbięcin and Żarnowiec.

HVDC line concting the central Hub B and Hub C (~55 km),
Cross-border HVDC line connecting Hub C and the entire offshore grid system with the NordBalt line (about 25 km),
HVDC lines connecting the central Hub B with Hubs A and B1
HVDC line SwePol Link 2 800 MW.

Balancing capacity and demand for regulation power
Presupposes that, in the case of connection to National Grid offshore wind farms with a total capacity of 5 GW (2025) the demand for disposable regulation power will be approximately 1500-2000 MW.
Possible solutions:
- peak load gas power plants - natural gas (Grudziadz,
Gdańsk, Żarnowiec)
- compressed air systems (Kujawy)
- peak load gas power plants - shale gas (Pomerania),
- additional hydro storage power plant.

Conclusions Development of the offshore grid should be regarded as the
significant element of the strategic development plans of the transmission system and included in the Polish energy policy.
Offshore wind farm investors will cover the costs of the direct interconnections of their farm with the national power grid, but they will not be able to finanse the integrated offshore grid infrastructure.
Key elements of the proposed offshore grid system, playing the strategic role in the national energy security, should be planned and developed by the state.
