Our Thames Tunnel ‘Statemento community consultation’
IntroductionWe are proposing to design, build andoperate the Thames Tunnel to captureuntreated sewage, which can currently owdirectly into the River Thames ater as littleas 2mm o rainall.
This ollows the announcement by theDera Secretary o State Caroline SpelmanMP (7 September) that the new coalitionGovernment supports the development o the project. It will ensure the UK complieswith the EU Urban Waste Water TreatmentDirective and assist in meeting the objectives
o the EU Water Framework Directive.
The 7.2-metre diameter main tunnel needs to be constructed
at a depth o up to 75 metres beneath London, broadly
ollowing the path o the River Thames rom west to east.
The project will also require a number o smaller connection
tunnels linked to the 34 ‘combined sewer overow’ (CSO)
points that the Environment Agency has identifed as the
most polluting, rom which sewage currently discharges
into the River Thames.
To construct and operate the tunnel, we will need to sink
a number o large shats along the main tunnel route.
We will also need smaller shats to build and operate the
connection tunnels that link the CSOs to the main tunnel.
The main tunnel needs to store and transer the CSO
discharges to Beckton Sewage Treatment Works, bringing
long-term benefts or the environment and or people using
the River Thames. We have identifed sites that are likely
to be required or construction purposes and that are likely
to have permanent structures to enable the operation o
the tunnel. This is a major engineering project and its
construction has the potential to aect the area surrounding
the fnally selected sites. We will minimise and mitigate any
adverse eects as ar as possible.
While the project is not currently a “nationally signifcant
inrastructure project” (NSIP) under the Planning Act 2008,
we have prepared this statement in accordance with
section 47 o the Act. Further to the Secretary o State’s
announcement (7 September 2010), we are proceeding in
the expectation that applications or planning approval or
the project will be examined by the Inrastructure Planning
Commission (IPC). We have designed our consultation
process to reect the legal and policy requirements in respect
o the NSIP consultation.
Given the scale and complexity o the project, we will
undertake a ull Environmental Impact Assessment (EIA).
This will accompany our application/s or planning
permission. The assessment will investigate the positive and
negative eects o the project. Understanding these eects
will help us select the route o the tunnel and the sites used
or its construction and operation. The assessment will help
us ensure that the project is as sustainable as practically
possible and minimises eects on the environment.
This statement sets out how we intend to consult members
o the public, local communities, relevant local authorities
and other stakeholders on our proposals to build and operate
the tunnel. We have produced a Community Consultation
Strategy in association with this statement, which sets
out our commitments to consult on the project in more
detail. The Consultation Strategy is available at
www.thamestunnelconsultation.co.uk
When we will consult
We will undertake pre-application public consultation
on the project in two phases:
• Public consultation phase one, lasting 14 weeks,
rom 13 September 2010.
• Public consultation phase two, lasting 12 weeks,
provisionally rom spring/summer 2011.
What we will consult on
The overriding aim o our pre-application public
consultations on the project is to ensure that both
community and technical consultees have a chance
to understand and inuence our proposals.
Selection o the tunnel route and the sites needed or
its construction are constrained by legal and engineering
considerations requiring the project to control or intercept
the CSOs identifed as unsatisactory, which are all in
fxed locations.
During phase one we will seek comment on:
• the need for the project
• the ndings of our work so far to establish a preferred
route or the tunnel and preerred sites or its construction
and operation and the preerred outline engineering
solution or each site
• environment, community and property issues that
we have considered during our site selection work
• our initial ideas on the permanent look and use of
each site ater construction work is complete.
During phase two, we will ask or eedback on our revised
plans, prior to submitting them or planning approval. Where
possible, our revised plans will reect the eedback we receive
during phase one o the public consultation. We will consult
on the selected tunnel route and construction sites, as well
as the preliminary environmental inormation we havecompiled. We will also consult on our proposals or avoiding,
minimising and/or mitigating any adverse environmental
eects and proposals or the permanent look and use o
sites ater construction. Our phase two consultation will
address the requirements o the 2008 Act concerning the
publication o details o our proposed applications or
consultation, prior to these being ormally submitted.
Who we will consult
1. Community consultees, including the general public,
property owners/occupiers, businesses, community
leaders and groups, including hard-to-reach groups.
We will send letters to those living at least 250m rom
the boundary o each potential construction site.
2. Technical consultees, including local authorities,
other statutory authorities and pan-London strategic
stakeholders, such as the Port o London Authority.
3. Landowners, including property owners and lessees
o the shortlisted sites, and occupiers o properties
above and adjacent to the potential tunnel routes.
How we will consult
We will provide clear and concise public inormation
about the project throughout the consultation process.
1. Consultation website
Our consultation website (www.thamestunnelconsultation.
co.uk) will provide inormation on the project and be
a dedicated point or comments and eedback.
2. Community briefngs
To build early understanding, we will oer community
representatives a briefng on the project beore the local
exhibitions open in their area.
3. Provision o written inormation
Throughout consultation phases one and two, we will
provide written inormation about the project, each
specifc site and other shortlisted sites and tunnel routes.
4. Programme o public exhibitions
We will hold public exhibitions in the vicinity o the potential
construction sites and advertise them locally in advance.
These will be open or up to three consecutive days. Details
are published with this statement. Attendees will be able
to ask questions o the project team and give their views.
Access or all
We will ensure that consultation inormation is available
in large print, Braille, or in an audio ormat upon request.
Our Customer Centre will also oer a telephone service
translating consultation materials into dierent languages
on request.
Feedback
We are legally required to have regard to the responses
we receive through the phase one and two consultations.
We will thereore record and give eedback on all written
comments we receive. Our preerred method is or all
comments to be received via the consultation website
(www.thamestunnelconsultation.co.uk), but we will also
provide eedback orms at our public exhibitions and
on request.
We will produce a Feedback Report or phase one and
phase two consultations. This will record all comments
received and explain how we have taken them into account
in our applications or planning permission. They will be
available on our website and upon request. These reports
will orm the basis o our Report on Community Consultation that we will submit in support o our planning applications.

Thames Tunnel: site selection and liaison with potentially affected parties
As you may be aware, Thames Water is progressing the development of theLondon Tideway Tunnels to substantially reduce the volume of untreated sewageoverflowing into the River Thames from the capital’s Victorian sewers.
As well as ensuring that the UK complies with the Urban Waste Water TreatmentDirective, the tunnels will make the river cleaner and healthier, for wildlife and forpeople.
The Thames Tunnel is proposed to run up to 32 kilometres (20 miles) from westto east London, broadly beneath the bed of the River Thames. It needs tointercept or control the most polluting ‘Combined Sewer Overflow’ points. These
are at fixed locations and were built into the system devised by the founder ofLondon’s modern sewerage network, Sir Joseph Bazalgette, over 150 years ago.
We are currently in the process of identifying the optimum route for the tunnel,which needs to transfer the flows to Beckton Sewage Treatment Works (STW),Construction is provisionally scheduled to start in 2013 and finish in 2020 At this

will be selected from the short list and is due to be announced at our publicconsultation in September 2010.

Methodology and Output from Community Stakeholder Audit
MethodologyThames Water carried out a community stakeholder audit, identifying and
documenting the details of organisations based near or operating in the vicinity of the
preferred alignment option. The audit spanned 14 London Planning Authorities i.e.,
those which contain any preferred site. This audit was aimed at creating a database
of potentially interested parties, who would not otherwise appear on statutory
consultee lists. The objective was to locate as many relevant third sector
organisations and business groups as possible, so as to involve them in theconsultation around Thames Tunnel.
The types of organisations located varied from residents groups, who would have a
very local interest, interest groups whose remit would cover large swathes of the
river and Local Strategic Partnerships with a borough wide interest, who would be
accustomed to engaging in the planning process.
In general, organisations were classified as follows, with some groups falling into
more than one classification:
1. Local Strategic Partnership2. BAME groups (borough wide and regional)3. Faith groups (borough wide and regional)4. Local interest groups (within consultation zone)
5. Residents associations (within consultation zone)6. Regeneration partnerships (within within consultation zone)7. Educational institutions (within consultation zone)8. Other potentially relevant groups and services
The search for places of worship was qualified as below, to ensure that the contact
details collected in the audit were of value to the consultation process:
• Places of worship (including small parish churches etc) are included only ifthey lie within the consultation zone. The reason behind contacting themwould then be the chance of any localised impacts upon their premises ortheir congregations. E.g., St Saviour's Church, St George’s Square in Westminster.

2. Check the latest record of consultation with the relevant Local PlanningAuthority (LPA). Get contact details of any neighbourhood groups / other
groups mentioned by LPA or any other stakeholder.3. Get Local Strategic Partnership and / or LPA ‘area forum’ and / or Ward
Assembly details from LPA website. They will usually have a lead officernamed.
4. Check the LPA’s Statement of Community Involvement for references torelevant local organisations; refer to consultation feedback indices, ifavailable.
5. Find online Community and Voluntary Sector (CVS) forum page for each LPA.
Note contact details of all organisations:
• Operating near the site (see postcode, ward boundaries, check GISmap). Define ‘near’ as within a ward / within a postcode
• That may have an interest in the site based on the nature of theorganisation
6. If CVS database is too extensive –
• Search by names of gardens, parks, open spaces / business supportgroups
• Search by neighbourhood (get neighbourhood name from socio-economic profile in SSR)
• Search by postcode
7. Google Blog search – site name.
8. For open spaces, see if Groundwork active on / around the site – http://www.groundwork-london.org.uk/yourarea or the Park User Group
9. If CVS database does not provide enough information, go to LPA website listsof community organisations active in the area, if available - residentsassociations, business associations, play groups, etc. Based on site
description in SSR, get contact details of organisations likely to be interestedin use of the site.
