Joint Venture Companies (JVCs) acquired a total of 1,988 square kilometers of 3-D Seismic

data while 512 kilometers of 2-D and 10,888 square kilometers of 3-D seismic lines were

processed and reprocessed. In all 20 rigs were in operations both onshore and offshore. A

total of 125 wells were spudded/re-entered involving nine (9) Exploration, six (6) Appraisal

and eighty-six (86) Development wells, while twenty-four (24) wells were worked over.

Total crude oil production including condensate stood at 774,703 million barrels averaging

2.122 million barrels per day. Total crude oil exports amounted to 678.111 million barrels

averaging 1.858 million barrels per day. Of this, the Federation (NNPC) Equity oil exported

stood at 342.960 million barrels (50.58%) while that of Joint Venture Companies (PSCs)

were 335.152 million barrels (49.42%).

Total revenue generated into Federation Account amounted to $7.343 billion. The revenue

was made up of $.521 billion from NNPC oil and gas equity sales, $1.060 billion from

Royalties, $549.79 million from PPT and $211.44 million from other sources.

A total of 1,328 Billion standard cubic feet (Bscf) was produced during the year by all the oil

companies operating in Nigeria in 1999. About 798.42 Bscf representing 60.11% of the total

production was flared.

Nigerian Gas Company (NGC) sold 119.12 Bscf of natural gas for the total sum N3,937

million while Shell Petroleum Development Company (SPDC) made sales of 84.686 Bscf at

N724.909 million.

Crude oil supplies to the local refineries by Pipelines and Products Marketing Company

(PPMC) were 65.980 million barrels, while 66.409 million barrels were processed into

petroleum products by three refineries. This means that the refineries took about 430,120

barrels from stock to be able to process 66.409 million barrels. Total petroleum products

produced by the refineries stood at 7.758 million metric tons (57.148 million barrels).

PPMC evacuated 7.348 million metric tins of petroleum products from all the domestic

refineries. It imported about 2.639 million metric tons of petroleum products into the country.

In all about 9.988 million metric tons of petroleum products were made available for

consumption.

A total of 2.066 million tons of petroleum products were exported, while 754,959 metric tons

of AGO and LPFO were sold as bunkers.

GENERAL REVIEW OF NIGERIA’S PETROLEUM INDUSTRY

ACTIVITIES IN 1999

1. INTRODUCTION

This 1999 Annual Petroleum Bulletin is the third edition since the recommencement of the

publication with 1997 edition after ten years hiatus. In other to continue to improve upon the

quality of the bulletin, this edition took note of valuable comments and suggestions made by

readers to earlier publications and tried as much as possible to incorporate them.

The activities undertaken within Nigerian Oil and Gas Industry during 1999 are given herein

below. Following it is the detailed analysis of data in tabular and chart forms.

2. SEISMIC AND DRILLING ACTIVITIES

Seismic exploration activities were undertaken by only four (i.e Shell, Chevron, Elf and Pan

Ocean) of the seven Joint Venture Companies. They acquired a total of 1,988 square

kilometers of 3-D seismic data. This is a shortfall of about 751.40 square kilometers when

compared with that of 1998. This shortfall was due to community problems and late start of

one of the crews. There was no length of 2-D seismic data acquired compared with 864

kilometers acquired in 1998.

512 kilometers of 2-D and 10,888 square kilometers of 3-D seismic data were processed

and reprocessed by four Joint Venture Companies (Shell, Mobil, Chevron and Elf). Shell

processed and reprocessed 512 kilometers of 2-D and 7,417 square kilometers of 3-D

seismic data. None of the Production Sharing companies was involved in seismic activities

in 1999.

During the year 20 rigs both offshore and onshore were in operation compared with 30 in

1998. This might not be unconnected with falling crude oil prices witnessed in 1998 and

cash called crunch. Of the 20 rigs, in operation, 9 were offshore while 11 were onshore

(Land/Swamp). A total of 125 wells were spudded/re-entered. The wells were made up of

Exploration/Completion (3), Appraisal (4), Development wells (80) and Workovers (17).

3. CRUDE OIL PRODUCTION.

Available statistics show that the total crude oil production (including condensates) during

1999 was 774,703,222 barrels (bbls) which averaged 2,122,475 barrels per day (b/d). this

shows a decline of 31,740,777 bbls when compared with the total production figure of

806,443,999 bbls recorded in 1998. the decline is principally due to reduction in OPEC oil

production quota of member countries witnessed in 1999.

Shell Producing Development Company of Nigeria (SPDC) produced 257,773,550 bbls

(706,229 b/d) which is about 33.27% of the total oil production. This is followed closely by

Mobil which produced 224,563,433 bbls with an average of 615,242 b/d and about 28.99%

of the total. Chevron, Elf and Nigerian Agip Oil Company(NAOC) produced 153,101,125

bbls (419,455 b/d), 45,387,564 bbls (124,349 b/d) and 36,309,893 bbls (126,876 b/d)

respectively. Apart from JVCs, crude oil was also produced by Production Sharing

Companies particularly the indigenous ones. These include Addax 4,418,019 bbls, Dubri

98,160 bbls, Amni 2,125,401 bbls and Moni Polo 3,575,715bbls.

Of all crude streams, Qua Iboe Light had the highest production figure of 190,346,684 bbls

or an average of 521,498 b/d which is about 24.57% of the total production. This is followed

by Bonny Light with production figure of 144,849,499 bbls or an average of 396,848 b/d

which is about 18.69% of the other crude oil streams with their production figures, average

daily production and percentage contribution are given below:

Oso condensate accounted for about 34,216,749 bbls (93,743 b/d) representing about

4.42% of the total oil production while other condensates accounted for about 16,094,148

bbls (44,094 b/d) representing about 2.08% of the total.

4. CRUDE OIL EXPORTS

Total crude oil liftings for exports during the year 1999 amounted to 678,111,479 bbls

averaging 1,857,840 b/d. This shows a decline of about 28,154,019 bbls or 3.99% when

compared with total export figure of 706,265,498 bbls (1,934,974 b/d) recorded for 1998.

This was due principally to reduction in OPEC oil production quota of member countries

witnessed during the year under review.

Nigerian National Petroleum Corporation (NNPC) crude oil liftings for exports on behalf of

the Federal Government were 342,959,909 bbls (50.58%) while JVC’s and PSCs liftings

were 335,151,570 bbls (49.42%).

Available statistics show that about 257,404,241 bbls (37.96%) were exported to North

America comprising Canada and USA while 162,836,881 bbls (24.01%) were exported to

Europe. Total exports to Asian and far east, Africa and South America were respectively

155,859,603 bbls (22.98%), 55,654,164 bbls (8.21%) and 46,356,590 bbls (6.84%)

5. CRUDE OIL AND GAS REVENUE FLOW INTO THE FEDERATION ACCOUNT

The total oil and gas revenue flow into the Federation Account for the year in review was

about $7,343.10 million, which is about $381.59 million or 5.20% higher than the figure of

$6,961.51 million recorded in 1998. This was due to rise in oil prices when OPEC reduced

oil production quota of member countries. The revenue was made up of 5,521.35 from

NNPC oil and gas equity, $549.79 million from Petroleum Profit Tax (PPT) $1,060.52 million

from Royalties and $211.44 million from other sources of revenue such as receipts from

taxes, penalty for gas flared, rentals etc.

6. NATURAL GAS PRODUCTION AND DISPOSAL

The country produced 1,328 Billion Standard Cubic Feet (Bscf) of associated natural gas

during the year. This shows a marginal increase of about 1.51% over that of 1998 which

was 1,3o8 Bscf. A total volume of 798.42 Bscf (60.11% of total production) was flared.

The breakdown for the disposal of the Natural Gas produced during the year is given below:

Nigerian Gas Company (NGC) sold 119.121 Bscf of natural gas for the total sum of

N3,937.477 million while Shell Petroleum Development Company of Nigeria (SPDC) made

sales of 84.686 Bscf of natural gas for N724.909 million.

7. DOMESTIC REFINING

During the period in review, the three domestic refineries comprising Warri Refining and

Petrochemicals Company (WRPC), Kaduna Refining and Petrochemicals Company (KRPC)

and Port Harcourt Refining Company (PHRC) processed a total quantity of 66,409,254

barrels of crude oil made up of 36,650,005 barrels of Bonny Light, 28,962,230 barrels of

Escravos Light, 175,464 barrels of Forcados Blend and 621,554 barrels of Arabian Light.

The three refineries received 65,979,135 barrels for processing and hence had to take

430,119 barrels from stock to process the 66,409,250 barrels. The opening stock amounted

to 4,085,670 barrels.

The breakdown of crude oil proceeded by each of the three refineries is given below:

Total capacity utilization of all the refineries during the year averaged 40.88% (181,938 b/d

throughput) with PHRC, WRPC and KRPC averaging 47.85, 43.31 and 24.82 per cent

respectively. The low level of capacity utilization might not be unconnected with complete

overhauling KRPC.

Total petroleum products produced by all the refineries during the year stood at 7,758,361

metric tons. Total production by PHRC was 4,483,210 metric tons while WRPC and KRPC

produced 2,375,364 and 899,787 metric tons of petroleum products respectively.

8 DOMESTIS PETROLEUM PRODUCTS CONSUMPTION.

Pipelines and Products marketing Company (PPMC) evacuated a total of 7,348,928 metric

tons (54,132,204 barrels) of petroleum products from all the domestic refineries during the

year under review. This is about 3.17% higher than the total figure of 7,115,660 metric tons

of petroleum products evacuated during 1998.

Total petroleum imports by PPMC into the country in 1999 stood at 2,639,189 metric tons.

The total white petroleum products available for domestic consumption therefore, stood at

9,988,117 metric tons of petroleum products available for consumption in 1998.

Total petroleum products (including both the light and heavy ends) sold during the year

stood at 10,369,585 metric tons. These include PMS 3,153,592 metric tons, Automotive

Gas Oil (AGO) 2,059,885 metric tons, Dual Purpose Kerosine (DPK) 1,217,383 metric tons,

High Pour Fuel Oil (HPFO) 1,826,015 metric ton and Low Pour Fuel Oil 1,037,844 metric

tons.

9 PETROLEUM PRODUCTS EXPORTS AND BUNKER SALES

A total of 2,066,306 metric tons of petroleum products were exported out of the country

during the year under review. These are made up 357,403 metric tons of Low Pour Fuel Oil

(LPFO); 1,499,793 metric tons of High Pour Fuel Oil (HPFO) and 127,969 metric tons of

Naptha. They also include Reformate, Slope, VGO and H. Slop in smaller quantities

754,959 metric tons of Automotive Gas Oil (AGO) and Low Pour Fuel Oil (LPFO) were sold

as bunkers.
