RERA2016 will bring more transparency and diligence in the real estate sector. Most of the provisions have taken into consideration the buyers’ perspective. The real estate companies will have to approach their respective associations in order to have provisions amended, which will enable them to be heard. From the buyers’ point of view, it is largely in their favour as there will be a State Real Estate Regulatory Authority, which means that builders now have to register all their projects measuring more than 500 square meters.

Could you brief us about your company’s footprint in the real estate sector?

Naresh Mehta and Dilip Mehta, two industrious individuals, started NEO INFRACON LTD in 2002. They faced a number of obstacles and difficulties, but they had the courage and conviction to overcome the challenges and odds thrown at them. After a few initial hiccups, they successfully established themselves in the industry among competitive real estate developers and builders.

Projects completed till date includes:• Neo Galaxy• Neo Logistic Park• Neo Ornate• Akashdeep• Ankush• Deshmukh Lane• Neo Pearl• Neo Residency

How did your company fared in FY2015-16 in terms of business generated, growth rate and your projects completed/announced?

In FY2015-16, although the overall real estate market condition was not encouraging, we were able to achieve

approximately a 10% growth due to hard work put in by our dedicated team.

During the last financial year we have completed Neo Galaxy and Neo Pearl Project. The residential projects were announced at Sikka Nagar and a new site at Khopoli in our completed project “Neo Residency”

Could you provide us insight about the emerging trends in the Indian real estate sector? According to you, which segment of the real estate will be the top runner in the next five years? And Why?

The Indian Real Estate market today stands at a size of USD 93.8 billion and is anticipated to reach USD 180 Billion by 2020. This is based on the following factors and influences:

Advantage IndiaRobust Demand:• Demand for residential properties has surged due to

increased urbanisation and rising household income• About 10 million people migrate to major cities every year• 35 percent of the population is in the young age bracket

(15-35 years)• Growing economy is driving demand in the commercial

and retail space.

Neo Infracon

Ankush Mehta, Director, Neo Infracon Ltd shares his views with Sandeep Sharma about his company’s footprint in the real estate sector, business generated in FY2015, projects completed/announced, market scenario shaping up in MMR, project finance, sustainable construction, green building development, need for single window clearance, RERA, shortage of manpower in the construction sector, and the measures required at the Government level to boost real estate sector in India. Edited Excerpts…

Attractive opportunities:• Sectors such as education and health-care• Hospitality sector

Increasing Investments:• FDI of USD 24.156 billion between April 2000 and

September 2015• During April 2000-September 2015 the real estate sector

accounted for 9 percent of total FDI inflow into India.

Policy Support:• FDI upto 100 percent for townships and settlement

development projects have been sanctioned by the government.

• Under Housing for All Scheme, by 2022, 6 crore houses are to be built; 4 crore will be in rural areas and 2 crore in urban areas.

Real Estate Sector has mainly 5 segments like• Residential Space• Commercial Space• Retail Space• Hospitality Space• SEZ’s

The residential space will be in demand for cities like Indore, Raipur, Ahmedabad, Jaipur and other tier-two cities. Government plan to build 100 smart cities will reduce the migration of people to metros and other developed cities. In metros, commercial space will drive the demand, as rapid growth in the IT, BFSI and Telecom sector has been witnessed and this in turn is raising the demand from MNC’s. The retail space is expected to see a strong growth in NCR, Mumbai and cities like Bengaluru and Hyderabad. The hospitality space is likely to see strong growth in NCR and Mumbai followed by Bengaluru, Hyderabad and Chennai.

How is the market scenario shaping up in Mumbai

Metropolitan region? What kind of challenges are you

facing in improving your project sales? It is challenging as inventory is on the rise and builders

and developers are holding at a high price, which is deterring house seekers from buying homes. Moreover, the residential sector in MMR has lost its importance as one of sectors for investment.

Apart from above, following are challenges faced • Competitive Rivalry• Threat of New Entrants• Substitute products• Bargaining power of suppliers• Bargaining power of customers

Brief us about your ongoing and upcoming projects in the residential and commercial segment? Our ongoing projects are• Neo Amity• Neo Clarissa• Residential Project at Joshi Wadi

Our upcoming projects include: • Neo Emporia• Neo Paradise• Neo City• Residential Project at Kishor Bhavan

Are you also looking at opportunities in redevelopment space in MMR?

Yes, we focus on redevelopment of residential projects in MMR and hence always looking out for good opportunities.

What’s your take on the need to streamline Construction/Project Finance in India? How do you meet your funding requirements?

Streamlining constructions and project finance in India is essential. Till date, banks and financial institutions have restricted themselves to fund only up to 60% of the total

construction cost, which means that the balance 40% has to be borne by the developer or local finance agents who shell out money at an exorbitant rate of interest. This ultimately leads to increase in cost of project and hence an increase in sale price.

We rely on financial institutions/banks for financing upto 60% and the balance 40% we finance from our own resources.

What’s your take on sustainable construction and green

building development? What’s your contribution towards green building development?

Sustainable construction and green building development, in short, is the use of processes, which are environmentally responsible and resource efficient throughout a building life cycle. We are in the process of implementing green building development norms. To start with we are in the process of• Efficiently using energy, water and other resources• Reducing waste, pollution and environmental degradation• Protecting occupant’s health and improving employee

productivity

As a way forward, we have started / plans to implement the following:1. We have started using flyash, since it has good pozzolanic

properties. Upto 35% of the cement content in concrete can be substituted with flyash, without sacrificing strength and achieving durability and economy in the construction

2. We are in the process of using energy from solar power by putting up solar panels in our upcoming projects

3. We are in the process of using ground water for construction and subsequently implementing rainwater harvesting systems

4. We are in the process of implementing Geo Thermal Heat Formation which is converted into energy and harnessed to cool buildings throughout the day.

5. Recycling all waste and building from recycled materials

Could you comment on the need and importance of Single Window clearance system for real estate projects?

It is actually a need of the hour. Many construction projects are getting stuck due to the list of different sanctions that have to be obtained from a number of government departments. Single Window Clearance System will help in completion of construction projects on time, improve efficiency within the system and thereby help the sector regain its past glory.

What can be the impact of Real Estate Regulatory Act, 2016 (RERA) on the real estate companies and the buyers at large?

RERA2016 will bring more transparency and diligence in the real estate sector. Most of the provisions have taken into consideration the buyers’ perspective. The real estate companies will have to approach their respective associations in order to have provisions amended, which will enable them to be heard. From the buyers’ point of view, it is largely in their favour as there will be a State Real Estate Regulatory Authority, which means that builders now have to register all their projects measuring more than 500 square meters.

What kind of solution do you recommend to overcome shortage of manpower in the construction sector?

Mechanized systems of construction and automation are required in the real estate sector. In India, builders are still relying on manpower for construction and are apprehensive to use machines, as it is expensive. So, in order to overcome the shortage of manpower, the government must help builders by reducing duties on imported construction machines as there are very few local companies making construction machinery today. This will help Real Estate companies complete their projects on time and honour their commitment, even when there is a shortage of manpower.

As the country gears up to develop 100 Smart Cities and

is focusing on setting up manufacturing hubs as part of ‘Make in India’ campaign. What kind of opportunities do you see for your company?

We see a great potential for our company over the years as we have presence Pan India through our land banks and our expertise in the field of construction.

What kinds of measures are required to be initiated by the government to boost real estate sector in India?

The government must implement the following to boost the real estate sector growth:• A single window clearance system• Make service land available in urban areas for construction

through amendments in respective land acts• Increase Income Tax exemption limits for home buyers• Increase the pace of completing infrastructure projects

The thrust on this sector is steadily improving which has led to scaling up of investments and has unfolded a plethora of opportunities for players like us. The year saw a series of reforms including revival plan for state distribution companies with UDAY. The UDAY scheme is expected to improve operational efficiencies of DISCOMs. This in turn will translate into reduction in the cost of power as well as reduction in interest cost of DISCOMs through alignment with state finances.

Tell us about your company, objectives and core competencies. What kind of activities do you undertake for the Power sector including the renewable space?

We are a USD 1.4 billion global infrastructure EPC major and a World leader in Power Transmission EPC space. We are present in five key verticals of Power Transmission & Distribution, Cables, Railways, Water and Solar. Our strengths lie in the areas of Designing, Manufacturing, Supply and Construction of Turnkey Projects of Power Transmission lines of voltages up to 1200 kV, in setting up Sub-stations and

Power Distribution Networks, Optical Fibre Cable (OPGW) installations, Power, Telecom and Control Cables and turnkey Cabling solutions, turnkey railway infrastructure, water infrastructure& renewable energy projects.

In the renewable space, we undertake Solar EPC projects. We have already commissioned four PV ground mount projects and around thirteen roof top projects. During the last fiscal our solar business witnessed an order intake of Rs 130+ Cr. and going forward we expect it to be a substantial revenue contributor for KEC.

How was the FY2015-16 in terms of projects bagged, business generated, and growth achieved in both domestic and international markets?

FY16 was a good in terms of projects bagged and business generated both in the domestic as well as international markets. We had an order intake of Rs. 8714 crore during FY16 as against Rs. 8223 crore in FY15, a growth of 6%. Our current order book including the new orders which we won in April is around Rs. 10000+ crore and we are L1 in significant value of tenders. The order book breakup is roughly 50:50 in terms of domestic and International, the tilt is slightly more in favour of domestic.

Speaking of performance, we have consistently delivered a significant improvement in our margins over the last few successive quarters reflecting a strong performance in the face of challenging global headwinds. For Q4 FY16, our PBT is up by 32%; at Rs. 132 crore in Q4 FY16 from Rs. 100 crore in Q4 FY15 and our EBITDA Margin at 8.7% is the highest in last 19 Quarters. We are extremely pleased with the turnaround witnessed in our SAE Business.

Underlying our efforts on project execution front, we achieved accelerated project delivery for as many as 7 projects ahead of its schedule completion time both in India

and Overseas. In addition, building on to our success in the domestic substation space, we expanded our presence in the International Substation arena as well.

Who are your major clientele and ongoing projects in the power sector?

On the T&D front, in India, apart from PGCIL and SEBs we have worked for private developersas well. In the international arena, we work with major Utilities across developing, emerging and developed Nations.

On Cables front our clientele includes industrial consumers as well as utilities and telecom service providers. In addition, a cables manufactured by us are also exported to a number of countries.

What’s your strategy to capture power sector opportunities in the medium term?

We intend to capitalize on our strong industry fundamentals, excellent project management &manufacturing capabilities and well maintained &nurtured vendor relationships to tap emerging opportunities in existing as well as newer geographies. As part of our growth and de-risking strategy, we continuously explore and enter new regions

every year. More than 50% of our business consistently comes from outside India. For FY17 we intend to ensure faster and sizeable growth in our infrastructure business including railways, solar, Substations, Underground Cables and Cabling business in addition to achieving progress on our core business front.

We believe in continuously raising our benchmark and strive towards enhanced levels of excellence. We understand that it is necessary to re-invent and innovate. During 2014-15, we underwent an organization wide transformation exercise aimed at further enhancing our project management and execution capabilities. At this let me tell you that, PGCIL for the third consecutive year has appreciated our work by conferring upon us three of its most coveted awards. We have once again been bestowed with the highest honour, the “Best Transmission Line Contractors award” in the category of contractors who are executing more than 15 projects. Apart from this, we have won an award for “Safety” for institutionalizing best safety practices in KEC and runners up trophy for admirable “overall performance demonstrated”.

With proven track record both in the Domestic and International Markets we are well poised to capture emerging opportunities in these regions.

What’s your take on the initiatives required at the Government level to improve Power Transmission infrastructure in India?

With gradual developments transpiring in this space, the numerous initiatives undertaken by the Government on this front appear to be encouraging.

With power being currently available at low rates the demand for power will rise, leading to an increase in infrastructure requirement. More so, if the cost of power reduces the DISCOMs will also want to supply more. All of this is expected to have a positive impact on the sector.

Besides, a slew of measures to expedite forest clearances and RoW issues including revision in land acquisition compensation, focus on expediting project clearances, push towards renewable energy and ease in coal availability have also happened.

Progress also appears to be happening on electrification of all villages by May 1, 2018 which is good for the overall development of the sector.

What are the major challenges before the Power sector players in India?

Right of way and land acquisition are common execution challenges encountered by transmission line construction companies across the globe which result in cost and time overruns thereby leading to delays in project completion schedule. Delay in obtaining forest clearances, as well as

getting approvals for railway, Highway and Power crossings etc. wherein traffic blockages/ power shutdown are involved are also a major concerns.

Besides this, constructing lines in difficult climatic conditions and hostile terrain also entails numerous on the site challenges. Having already proven our credentials in executing projects in the most difficult topographies and hostile conditions I would like to elaborate more on this by enumerating some specific instances where we surmounted challenges and delivered excellent results in spite of all odds. a) Recently we successfully commissioned and charged the

400kV Double Circuit Twin Indo-Bangladesh Cross Border Interconnection, 5 months ahead of its scheduled completion time. Barring logistics and severe monsoon challenges, we completed the project in record 7 months. Besides, apart from this project, KEC also completed two more projects, one transmission and other substation ahead of its original scheduled completion for two State Electricity Boards (a first for both the Boards) thereby setting a record which demonstrates our excellent project execution capabilities.

b) Amidst challenges, we successfully completed the 765 kV Sasan – Vindhyachal transmission line in India. This was a challenging task as it had been on hold since the last three years due to severe Right of Way (ROW) and court cases. Undulated terrain and hard rock surface made tower spotting a challenge and PGCIL had to develop a special design for the foundation of four towers. We had to deploy special task force, jointly with the customer and local administration, to tackle the ROW issues. 32 Metre boom cranes had to be deployed for three DD+25 Metre towers. We successfully completed this project in the timeframe set by the customer.

c) We are currently executing projects at 6 locations in J&K. Overcoming severe challenges like extreme weather conditions, high altitude and difficulties in logistic arrangements we are successfully executing these projects as per the required timelines.

d) Another challenging project which was also one of the most outstanding projects executed by KEC was the Haldia River crossing project in West Bengal. The major challenge in this project was constructing transmission tower in mid-river. On account of the high wind velocity helicopters could not be used and instead we used specialized barges and cranes to build the towers. This project powered by our immense technical capability and superb execution skills, established an electric transmission line across the Hooghly River, a vital trade and commerce passage of east India. This is probably the largest ever transmission line tower erected globally and its height is about 75% of the height of Eiffel tower. Details of the project include, supply, erection and stringing of the river crossing section of the 400 kV transmission line between Haldia Power Generation Plant and the Subhashgram Sub-station grid. The height of individual river crossing tower is 775 feet and weight of each tower is around 1,790 MTs.

How far going in for Pre-Engineered buildings is cost effective rather than undertaking traditional construction activities?

Over the years, several technological advancements have contributed to the growth of the Indian construction industry. PEB is one of the solutions that have had a significant impact. PEBs entered the Indian construction scenario in the early 2000 and have since emerged as a strong alternative to conventional concrete construction.

The perception about PEB being costlier is only a notion as the industry has grown by leaps and bounds over the last 16+ years and more than 25 players have entered the market since then providing employment to hundreds of people. This growth is in itself shows that these structures are not very expensive but economical in nature as the overall project cost comes down. Also with companies looking for faster project completion which in turn will give faster returns on their investments, PEB is the only one stop solution to fulfill their requirements.

Each and every sector whether it is manufacturing, energy, infrastructure or electricity is growing at high pace and all of them require superior buildings. PEB enjoys an edge over conventional construction owing to its many advantages. The same is evident from the Kirby India’s

success of pioneering the PEB concept in India and constructing more than 16,000 steel buildings spread over an area of 25 million sqm for 5,000+ customers in the Indian market over the last 16 yrs. Today, Kirby India is the market leader and a dominant player in the India PEB market with a very strong brand synonymous with PEB.

Which are the verticals where Pre-Engineered buildings and systems are highly recommended?

There is no vertical or segment where a PEB cannot be used as we have executed buildings for each and every industry segments and sub-segments across India. All the industry verticals such as Automotive, Retail & Logistics, FMCG, Food & Beverages, Agro Industry, Building Materials, Packaging, Textile, Light & Heavy Engineering, etc. have adopted the PEB technology and Kirby is the torch bearer in making inroads all these segments.

Apart from traditional PEB applications like factories, warehouses, aircraft hangars, etc., Kirby India has played a pivotal role in growing the application segments for PEB like Metro Stations, Shipyards, Power Plants, Steel Plants, High Rise Buildings, etc. These applications require very sophisticated and specialized approach towards design, fabrication, supply and construction of different type of buildings required for each of these segments. The company has already executed many land mark projects in these emerging applications.

Some of the rapidly growing industries such as Pharmaceuticals, Chemicals, Railways, Metro Rails, Ports, Power & Power Generation, High Rises for Commercial & Residential, etc. are expected to see increased demand for these buildings over the next few years.

What can be the market potential of the Pre-Engineered Building segment in India?

Indian PEB industry is a high growth opportunity market. It is the third largest PEB market in the world after US and

Pre-Engineered Building

China. Indian PEB market size is approx. 0.5 million metric tonne growing at a growth rate of 8%-10%. The major driver of the growth is expected to be investments in industrial, logistics, pharmaceuticals, commercial, and infrastructure segments. Major capex investments will be in industrial segment of more than Rs.2.5 lakh crore and infrastructure segment of Rs.60 lakh crore as per 12th five year plan.

PEB concept gained impetus in the Indian markets in the early 2000 and the usage of steel and especially PEB has growing very rapidly in the Indian construction industry. In the year 2000, when Kirby started its operations in India, PEB concept was not well known in the country. This concept also gained acceptance because of its promotion by Kirby on large scale basis & also due to opening up of the economy and a number of multinationals setting-up their facilities giving preference to metal buildings over conventional methods.

Growth of the urban population and the government´s focus on infrastructure development together has accounted for the overall growth of the construction sector, which in turn has led to increasing demand for PEBs. These buildings come with many benefits like easy and faster construction, quicker return on investment, assured quality and safety, ease of maintenance, design flexibility, eco-friendliness, and easy disassembly or future expansion.

Who are your major clientele and which are the projects you have executed so far?

The company has the privilege of partnering most of the leading corporates across all industries by setting up their facilities. To name a few, Kirby India has been associated with companies such as Kansai Nerolac, Cipla Ltd, BASF, Nokia, Skoda, Tata Group, Reliance Industries, Hindustan Unilever, Colgate Palmolive, Indospace Logistics, UNICEF, BMW, Renault-Nissan, Eicher Motors, Danfoss Industries, Meenakshi Energy, Trident Ltd, Cargill India, Danieli India, Dr. Reddy’s, Aurobindo Pharma, Mankind Pharma, Suzlon Group, Birla Tyres, Apollo Tyres, MRF Ltd, JK Tyre, Bridgestone, Pipavav Shipyard, L&T, Toshiba-JSW, Pepsico, Coca-Cola, Procter & Gamble, Dabur India, ITC Ltd, Delhi Metro, Bangalore Metro, Hyderabad Metro, Essar Steel, JSW Steel, JSPL, Gati, Mahindra & Mahindra, Tata Motors, Honda Motors, Asian Paints, Hindusthan National Glass, Shimizu Corporation, Soma Enterprise, Siemens Ltd, Sterlite Industries, Alstom Bharat Forge, POSCO, Madhucon Projects, Ruchi Group, BRG Group, Base Corporation, SEL Manufacturing, PRP Exports, Kohler, NCC, ABB, Jain Irrigation, Ministry of Defense, DRDO, MIDHANI, IMTMA, Flash Electronics, Cheyyer SEZ and many more.

Kirby has executed many projects right from a simple warehouse building to very complex structures such as shipyard and power plants catering to different applications spanning all the industry verticals. We have executed the World’s largest PEB at a single location spanning over 300,000 sqm of area & 23,000 MT of Steel for Renault Nissan near Chennai. Dr. Reddy’s Laboratories, Cipla Ltd, JSW Steel Ltd, Meenakshi Energy, Apollo Tyres, Skipper Electricals, POSCO India, ITC Ltd, L&T, IMTMA, Flash Electronics, Mankind Pharma, Indospace Logistics, Unicharm, Royal Enfield, etc. are some of the key clients for whom projects are under execution. Apart from these, there are many other projects that are in various stages of project cycle across India. All these projects are in different sizes of area varying from as small as 10,000 square feet to over 1 million square feet.

What kind of support the PEB industry needs from the Government?

Construction industry accounts for more than 66% of total steel consumption and in advanced countries more than 2/3rd of the buildings are made in steel. The government should promote steel as construction material for speedy implementation of the projects and avoid cost overruns and project delays. Our government is planning for implementation of 100 smart cities and this can be efficiently done using pre-engineered steel construction as done in developed countries providing an affordable and sustainable material for construction.

With adequate attention from the government, this industry can dramatically reduce construction time for industrial and infrastructure sectors. Pre-engineered construction impacts speed, quality and pricing of industrial construction, has green benefits, and a high resale value. The government should give PEB as a separate industry status, tax incentives, etc. to give further boost to the industry.

Central government’s Make in India campaign and development of infrastructure and industry related projects will further give a boost to the economic growth. These reforms and many other such initiatives in coming future as promised by the government is expected to make the Indian construction and infrastructure segments much more stronger and increase its percentage share in the overall GDP contribution thereby giving a positive growth momentum to the PEB industry in the coming decade or so.
