When it is – everyone is content and the process moves smoothly.
When it isn’t – things could be a lot better!
WHEN IT’S NOT GOOD ORDER
Can the driver correct the problem on their own? May not be recommended.
Can it be repaired in a reasonable amount of time? Hopefully & Preferred, but unlikely.
Is a chassis flip required? How long is that line? Not Desirable
Can he get by with using it “as is” and not waste any of his time? Poorest option available
WHAT THE DRIVER CONSIDERS WHEN IT’S NOT GOOD ORDER
Can the problem be corrected in sufficient time to account for traffic? We all know Chicago’s two seasons – Winter & Construction Does the driver have to cross a scale? Better to fix it now, than wait for repairs at a scale. Does the shipment have an appointment time? If it’s late, I wait or I get refused. Does the outbound load or crosstown have a rail or vessel cut-off? Must make – no excuses??
AND ONE OTHER THING LOOMING OVER THE DRIVER
With Electronic Logging keeping track of every second, drivers often feel they do not have that spare minute to repair defects that should have been repaired before he got there.
With a driver’s hours limited, each minute has to be productive to earn a living.

THE BNSF TIP TIRE INSPECTION PORTAL THERE ARE ABOUT 14 SEQUENTIAL IMAGES SHOWING THE TANDEMS ROLLING THROUGH THE PORTAL. IT PROVIDES OVER A FULL TIRE REVOLUTION AND THE TIME STAMP MATCHES YOUR INTERCHANGE.
SLID FLATS - WITH ADDITIONAL SUPPORT IMAGES
CSX XGATE SYSTEM WHILE BEDFORD PARK HAS THE NEWLY MODIFIED AGS SYSTEM, 59TH AND VARIOUS OTHER LOCATIONS HAVE THIS SYSTEM. IT TAKES ABOUT 20 IMAGES FROM FRONT & BACK ON BOTH SIDES.
CN-HARVEY – ITS INSPECTION IF YOU SEE THE ITS INSPECTOR TAKING PICTURES, THERE IS LIKELY A PROBLEM. THE IMAGES ARE DATED AND TIME-STAMPED.
UNION PACIFIC AGS
UP WAS THE FIRST TO UTILIZE AGS AT GLOBAL 1 OVER 10 YEARS AGO. THE CURRENT SYSTEM IS SIMILAR TO THE BNSF TIP SYSTEM AND PROVIDES ABOUT 24 SEQUENTIAL IMAGES SHOWING THE TANDEMS AND OVER A FULL TIRE REVOLUTION. THIS SYSTEM ALSO PROVIDES THE SAME IMAGING CAPABILITY FOR BOTH OUTBOUND AND INBOUND INTERCHANGES.
HOW TO BEAT THE CAMERA If the IEP doesn’t correct it, the driver will. Or will he?

The various Intermodal Equipment Providers include: REGIONAL CHASSIS POOLS: CCM, DCLI, HRCP, FLEXI-VAN and TRAC
In Chicago, we deal with: CCM’s COCP pool, DCLI and
TRAC’s TMEP pool.

THE M&R INVOICES
IEP’S DO NOT DAMAGE THE EQUIPMENT. They should be entitled to recover repair expenses from the responsible party.
WHO IS THE RESPONSIBLE PARTY? The party causing the damage? The last party in possession when repairs were completed?
WHAT IS CONSIDERED DAMAGE?
Defects identified on: MANNED GATE EIR – The driver has the opportunity to review the record, inspect the condition of the component and raise any questions.
AGS (ITS, TIP & XGATE) GATE – The carrier and driver usually does not know about the defect until an invoice is received anywhere from 1 to 5 months later.

AT A CROSSROADS
Drivers are reluctant to have defects repaired because of delays and flips.
Drivers are reluctant to report any deficiencies in fear of getting a bill for unjustified repairs or pre-existing damage.
It is becoming increasingly difficult to attract experienced drivers to Intermodal because of the chassis issues and now we are dealing with a chassis shortage.
WHAT NEXT?
IEP’s need to verify what defects are being billed by the vendors. They also need to verify that the supporting documents or images are conclusive and justify the charges. More importantly, we need to make sure that the party responsible for the damage is the party that is actually being billed. Finally, a better inspection process needs to be implemented. The driver cannot be the primary inspector and then be responsible to report defects and wait for repairs or a flip.
