CHARTER ORDINANCE NO. 14A CHARTER ORDINANCE REPEALING CHARTER ORDINANCE NO. 13 AND LEVYING AN ANNUAL TAX FOR THE PURPOSES OF MAINTAINING THE NORTON PUBLIC LIBRARY AT A RATE NOT TO EXCEED EIGHT MILLS.

Section 1. The City of Norton, Kansas, by the power vested in it in Article 12, Section 5 of the Constitution of the State of Kansas, and under the authority vested in K.S.A. 12-1220.

Section 2. That in lieu of the tax rate levy set in City of Norton, Charter Ordinance No. 13, the governing body of the City of Norton adopts the following provisions:

That the City of Norton, Kansas, is hereby authorized and empowered to levy an annual tax for the purpose of maintaining the Norton Public Library fund at a rate of levy for library purposes not to exceed eight (8) mills.

Section 3. Charter Ordinance No. 13 is hereby repealed.Section 4. That this Charter Ordinance shall be published once each week for

two consecutive weeks in the official city newspaper.Section 5. That this Charter Ordinance shall take effect 61 days after its final

publication, unless a sufficient petition for a referendum is filed, requiring a vote to be held on the Charter Resolution as provided in Article 12, Section 5 of the Kansas Constitution, in which case this Charter Ordinance shall become effective upon approval by a majority of the electors voting thereon.

PASSED AND ADOPTED by the Governing Body by not less than two-thirds of the members elected voting in favor thereof on this 19th day of March, 2014.
