AGENCIES OF GOVERNMENT. AND OTHER HOUSING AND URBAN DEVELOPMENT STAKEHOLDERS

WHEREAS, Section 9, Article XIII o f the 1987 Philippine Constitution mandates

the State, by law, and for the common good, to undertake, In cooperation with the

private sector, a continuing program o f urban land reform and housing which will make

available at affordable cost, decent housing and basic services to underprivileged and

homeless citizens In urban centers and resettlement areas;

7 WHEREAS, there exist various housing programs enacted through different laws

8 that are intended to address the need for affordable and decent housing, but the lack of

9 a standardized definition o f significant housing terminologies, characterized by the

10 ambiguous and conflicting definition o f terms essential to housing, creates confusion

11 among government agencies, the private sector, and other housing stakeholders:
