Overview
• Special Exception for a solar photovoltatic array on a 9.18 acre site, considered a major utility, in the Idylwild/Serenola Special Area Study
• Array is proposed to be contained within a 4.92 acre fenced area
• Currently used for cattle grazing (has historic remnants of a dairy on site)

Applicant Request
• The applicant is requesting a special exception to allow for a 1.5 Mw photovoltaic solar array, considered a major utility, in a Residential Estate zoning district on approximately 9.18 acres
Criteria for Approval of Special Exceptions per ULDC (Sec.
402.113)• (a)The proposed use is consistent with the comprehensive plan and ULDC;
• (b)The proposed use is compatible with the existing land use pattern and future uses designated by the comprehensive plan;
• (c)The proposed use shall not adversely affect the health, safety, and welfare of the public; and
• (d)Satisfactory provisions and arrangements have been made concerning the following matters, where applicable:
• (1)Ingress and egress to the property and proposed structures thereon with particular reference to automotive, bicycle, and pedestrian safety and convenience, traffic flow and control and access in case of fire or catastrophe;
• (2)Off-street parking and loading areas where required, with particular attention to item (1) above;
• (3)The noise, glare or odor effects of the special exception on surrounding properties;
• (4)Refuse and service areas, with particular reference to location, screening and items (1) and (2);
• (5)Utilities, with reference to location and availability;
• (6)Screening and buffering with reference to type, dimensions and character;
• (7)Signs, if any, and proposed exterior lighting with reference to glare, traffic safety and compatibility with surrounding properties;
• (8)Required yards and other open space;
• (9)General compatibility with surrounding properties; and
• (10)Any special requirements set forth in this ULDC for the particular use involved.
Proposed Conditions• 1. This special exception shall allow the use of a 1.5 Mw solar
photovoltaic array on a portion of parcel 07142-000-000, as described in the attached legal description and as shown on the attached conceptual master plan.
• 2. The site shall not be illuminated.
• 3. A 40’ wide high-density buffer with screening along the northern site boundary shall be provided. A 25’ wide high-density buffer with screening along the eastern site boundary line shall be provided. Additional vegetation to comply with high-density buffer standards may be utilized in the 25’ wide high-density buffer in order to comply with screening requirements.
• 4. No buffer is to be required through the cattle dipping vat on the eastern boundary line pursuant to state guidelines for the management of these abandoned structures.
Staff Recommendation
• Staff finds the proposed request consistent with the Alachua County Comprehensive Plan and Unified Land Development Code.
• Staff recommends that the Commission approve the special exception with bases and conditions
