Zambia coordinating donors since 1994 as part of health reforms

Done to address fragmentation in aid delivery agenda

Also to address inefficiencies, inequalities, conflicting donor policies and displaced local priorities

Sector policy on aid harmonization developed which was later coined the Sector Wide Approach

Has resulted in donor alignment and support to government led National Health Strategic Plans

Achieved primarily due to MoU, Joint Sector Reviews, one sector plan, one M&E framework and agreed core set of indicators

Multiple plans to various donors (5)

This has exacerbated administrative inefficiencies

Inequalities within health systems due to targeted interventions

Zambia faced with critical human resource crisis and inadequate infrastructure and equipment

A shift towards a holistic approach to financing health service delivery including HRH & infrastructure

Financing: With the signing of compacts, we expect partners to fill identified resource gaps

Complete harmonisation, alignment, mutual accountability, results & ownership

One country plan, policy and results framework, budget, M&E framework and fiduciary process

Costing of the National Health Strategic Plan to determine resource required to scale up MDG attainment and gap analysis

Review of MoU to identify weaknesses and gaps and strengthen MoU as tool for aid coordination
