The Council and Mayor met for their bimonthly meeting on Tues-day, July 22, 2014, at 6:30 p.m. in the Council Chambers on Main Street.

Following roll call, invocation and Pledge of Allegiance, the min-utes from the previous meeting were accepted. One item was bumped up to the top of the agenda, concerning the bid approval and contract autho-rization request of Ceres Environ-mental Services Inc., the company awarded the contract for debris re-moval after hurricanes.

The next items up on the agenda were the granting of hardship waiv-ers. Four were granted without op-position. Next up under Hugh En-gels’ tutelage was the granting of an occupational license to Shawanga Wilson of 3409 Holly St. for her transportation company. Wilson was

The staff will post classes and a map on the school website on August 5. The school will be open the Saturday and Sunday before school starts (August 9 and 10) from 1:00 p.m. – 4:00 p.m. They encourage parents to feel free to walk the campus with their child.

Lane Regional Medical Center is the first hospital in the region to im-plant Boston Scientific’s new S-ICD® System, the world’s first and only com-mercially available subcutaneous im-plantable defibrillator for the treatment of patients at risk for sudden cardiac ar-rest. Sudden cardiac arrest is an abrupt loss of heart function. Most episodes are caused by the rapid and/or chaotic ac-tivity of the heart known as ventricular tachycardia or ventricular fibrillation. Chubby’s Pizza and Grill couldn’t get any better, they’re being grant-ed a conditional use permit to sell alcohol in the restaurant. Addition-ally, Chubby’s will be relocating a stone’s throw away, to the former First South Farm Credit building.

Bianca Carambat addressed the council on construction updates and requested pay authorizations . “Bypass Road is moving along re-ally well,” she reported. The pay-ment request #4 for that project, in the amount of $310,023.45 was approved. Among a few other pay authorizations, the council also ap-proved a sewer contract change order for Grady Crawford Con-struction Co. for an increase of $115,873.65, and requested a dele-tion form to eliminate pumping sta-tions except for Oak Alley mobile home park, contingent upon DEQ approval, as it relates to the Ameri-cana pumping station.

Under new business, Police Chief David McDavid was in atten-dance to speak on the necessity of two new three-way stop signs, one on Marianne at Gloria Street and the other at Zelmere at Gloria Street. “My biggest concern is that people don’t stop at the stop signs that are there already!” said Councilman Brandon Noel. The signs were ap-proved.

Ordinace 2014-16 was intro-duced, which was an amendment to the Code of Ordinances to change the frequency, manner and meth-od of Bingo games by authorized charitable organizations within the city of Zachary. This came up from one of the local churches wanting to have a weekly Bingo fundraiser. However, explained City Attorney John Hopewell, state law regulates Bingo, although political subdivi-sions have the ability to regulate charitable gaming. It’s currently set at four times yearly (once a quar-ter), but a motion is being passed to allow the frequency to be once a week.

A proposal to name the new bou-levard “Montegudo Boulevard,” as brought up in the last meeting, was formally introduced and accepted, contingent upon there not being any other Montegudo Boulevards.

Attorney Hopwell gave a sta-tus update on the Highway 64-Mt. Pleasant Road Widening Project, in conjunction with an amend-ment being made to the Local Ser-vices Agreement with the EBR/City Parish to include said project. The Agreement essentially is that the City/Parish will cooperate with Zachary on a case by case basis and as the law and finances permit in funding various public projects. Hopewell said, “We are making progress” in the acquisition of the nine parcels of land necessary to complete the road widening.

Gayle Williams Dunn, CEO at Southeast Community Health Sys-tems, a 501(c) nonprofit, was in at-tendance to seek the support of the Council in a grant application to continue to provide services to the uninsured and underinsured popula-tion. Councilman Tommy Womack made the motion to provide the let-ter of resolution of support on their behalf, and the council members also agreed to submit a needs as-sessment questionnaire to assess the needs of the Zachary community.
