It is more shocking that the congress - NC coordination com- mittee meeting had to be convened to give a go ahead to the CB for the arrest of Peer. Perhaps it is for the first time in the history of Jammu and Kashmir that CB had to wait to get the permission of the coordination committee to arrest a person reportedly involved in BoPEE Scam. The coordination committee of Congress and NC was origi- nally formed for better coordination of the coalition partners, but the petty political and personal interests of its members have taken over the larger interests of the state by which the very purpose of this coordi- nation committee has died its own death. The reports of a Sr. Congress politician be- ing the godfather of Mushtaq Peer and the startling disclosures that he was pitching for making him Vice Chancellor of Islamic University are indicative of the fact that the political partnage is behind what all he did. The press reports also have indicated that it was this Sr. Congress leader who was instrumental in getting his re-employment and subsequent extensions. Now the people want to know who this congress leader is and why was he so supportive to the former BoPEE Chairman as his support delayed his arrest and the coalition was hesitant in granting the permission for effecting the arrest. The question also arises as to why Coordination Committee had to give it a go ahead when this committee has no consti- tutional or statuary existence or authority. The Chief Minster who criticized BoPEE for its mess openly in a public rally owes an explanation to the people who want to know the name of the politician who worked as Peer’s godfather. If the name of the politi- cian is not disclosed the fingers of suspicion will automatically get pointed on the hones- ty of the Chief Minister himself. The people have right to know the facts and the chief Minister being the head of the govt. has the responsibility and is under constitutional obligation to utter the truth and inform the people about facts of the case. Meanwhile, former chairman of the Board of Professional Entrance Examinations (BOPEE), Mushtaq Ahmed Peer was for- mally arrested Saturday by the Crime Branch of police involving fraud in MBBS selection during last year’s examination conducted by BOPEE against hefty sums. Reports reaching Global News Service (GNS) said that Mushtaq was arrested around an hour after he visited the Crime Branch headquarters here on Saturday af- ternoon. Mushtaq is likely to be produced before a magistrate for remand on Sunday.Inspector General of CB, Javaid Geelani told GNS that Mushtaq has been arrested on the basis of statements recorded from the beneficiaries, including brokers and students.“We have booked him under sections 420, 120B 5(1) RPC in an FIR (24/2013) that was already registered into the case,” he added.Sources said that the Mushtaq’s arrest was made after the consent of Chief Minister, Omar Abdullah, who chaired a high level meeting with his coalition partners in Jammu on Friday evening. “The meeting gave green signal to the CB to arrest Mushtaq. The coalition part-ners didn’t want any rift over his arrest,” sources said, adding “Police will organize a press conference on Mon-day during which the case details will be disclosed.”Sources also attribute Mushtaq’s arrest to the confisca-tion of his computer by the CB officials during Tuesday’s raid at his Naseem Bagh residence. “Peer could have been arrested earlier, but the political considerations were a hurdle. It was only after the top political leaders of the coalition government approved, he was arrested today,” a source said, adding “Peer has a very close proximity with Congress leadership. His ar-rest could have strained NC-Congress relations.”On September 17, the court had granted two weeks time to the Crime Branch for completing the preliminary in-vestigations into the case. Hearing a suo-motu Public Interest Litigation, a bench of Chief Justice MM Ku-mar and Justice Dhiraj Singh Thakur was informed by Advocate General M I Qadri that there were “certain strong suspicions” about the wrongdoing in last year’s CET conducted by the BOPEE during the tenure of Peer Mushtaq.Trying to dispel the impression that the Crime branch was sitting over the investigation, Qadri had said that investigators were “very close to bare the wrongdoers.”“We are very close in completing the investigation as only one or two leads are missing. Some suspects have gone into hiding,” Qadri had said, praying the court for allow some more time to complete the inquiry.

The past year also saw a massive tragedy in Uttara-khand. A large number of officers and men of the police and para-military forces made a stellar contribution to the relief and rescue operations that were undertaken in the State. I particularly pay homage to those who lost their lives in attempting to save others. Very recently our intelligence organisations and police and para-military forces have done commendably well in maintaining law and order during polls in the naxal-affected areas of Chhattisgarh. The successes that I have just mentioned also point to the diverse range of challenges that our security apparatus faces. I understand that the important ones of these chal-lenges are a part of the agenda of your conference. I am sure that over the past 2 days you have had productive discussions on the issues before you. I only propose to add my own perception of some issues to what has al-ready transpired in this important conference. But before I do that, let me congratulate the very fine of-ficers who have received medals today. I wish them even greater success in the future. During the current year some States of the Union have witnessed a substantial increase in the number of com-munal incidents. A major communal clash in Muzaf-farnagar and the adjoining districts of Western Uttar Pradesh in September took a large toll of lives and dis-placed thousands of innocent people. This is most worri-some. It sounds like a cliché but is necessary to say that we simply cannot afford such a state of affairs to contin-ue. Our law and order agencies must, therefore, ensure that trivial or local issues are not exploited by vested interests to flame communal passions. And once distur-bances occur they must be tackled with the utmost firm-ness and speed, without prejudice, fear or favour. The State Governments have the responsibility to ensure this, and State DGPs present here have the responsibil-ity to ensure that their police forces act in the required manner in preventing communal tensions and dealing with them once they do take place. I expect all State DGPs to discharge this responsibility fully. We witnessed misuse of the social media and SMSes to fan violence during the recent disturbances in Muzaf-farnagar, and also last year, when disinformation spread through these means contributed to a mass exodus of people belonging to the North-East from southern States like Karnataka. It is widely accepted that social media facilitates exchange of knowledge, information and ideas and can be used for constructive purposes. Therefore, in preventing its misuse we need to find creative solutions which do not unreasonably curb the freedom of expres-sion and the ease of communication that social media does provide. This leads me to the related issue of cyber security, an area which has been in the news internationally in re-cent times. I think there is a vast scope for improvement in our present capabilities in this area. Apart from find-ing technological solutions, we must also concentrate on designing our processes in a manner such that our vulnerability to cyber attacks is minimized. I would be interested in knowing about the proceedings of this conference in this important area and also about their follow up. A little while back I spoke about the recent successful conduct of polls in the naxal-affected areas of Chhattisgarh. The high voting percentage that was wit-nessed in these areas clearly underlines the faith of the local population in processes of our functioning democ-racy. We have also witnessed a declining trend of naxal violence over the last few years. This is a result of the combined efforts of the Central and State Governments and is a really encouraging development. It is important that we don’t let up on our efforts to root out the men-ace of naxalism and continue to build on our successes. This necessarily implies that we also have to improve the quality of governance and the pace of development in the naxal-affected areas. I would also like to empha-size here the need to maintain the centrality of the local police forces in any anti-naxal operation and the need to sensitize the security forces being inducted into any of the naxal-affected areas to the socio-cultural practices of the local people. As I have said on a number of occasions, there should be nothing which affects the role of innocent citizens in leading their normal lives, and our attack on naxals and other such bad elements, should not in any way affect or disturb the livelihood patterns of local people. The se-curity situation in the North-East continues to remain

complex, with insurgency, extortion and agitations being the main disruptive elements. Persistent efforts on part of the Government have resulted in consider-able progress in the dialogue with insurgent and ethnic separatist groups. Further, the susceptibility of Lower Assam areas and Karbi Anglong region of the State to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, the increasing targeting of non-Manipuris in Manipur are also areas of consider-able concern. We need to tackle all these issues with col-lective resolve and firm determination. As far as terrorism is concerned, four major incidents occurred this year, in Hyderabad, Bangalore, Bodhgaya and Patna. The disclosures made by the arrested mem-bers of the terrorist outfits confirm our apprehensions that Indian hinterland remains an active area of op-eration for these outfits. Therefore, we need to ensure that our security apparatus and intelligence sharing platforms such as the Multi Agency Centre constantly hone their skills to stay ahead of the nefarious designs of these terrorist outfits. However, while dealing with terror cases, care needs to be taken that security forces remain scrupulously bipartisan so that our people do not lose faith in the professionalism of investigative agencies and the secular nature of our polity. The tragic rape and murder of a young girl in Delhi last December not only brought into sharp focus the issue of women’s safety but also the rising expectations of the people from the Police in preventing such crimes. We have recently enacted several laws providing stringent punishment for such crimes and more sensitive treat-ment of victims during investigation and trial. We also need to put in place other institutional mechanisms to ensure the safety and security of women and children. I expect the DGPs of States to show leadership in this area.

I would just request the voters in Srinagar Parliamentary constituency to differentiate the politi-cal character and the performance shown by the two parties.”Asked about the brief period of his estranged relations with the PDP, Karra said: “Let me tell you that my nom-ination as the party candidate for forthcoming parlia-mentary elections speaks for everything.”Asked about any pockets of concern within his par-liamentary constituency that he think can change the results in forthcoming elections, Karra said he is very optimistic that people will vote for him this time keep-ing in view their sufferings. “The people of the whole state have suffered so badly in the hands of the pres-ent dispensation that they are waiting for the occasion to come when they will vote for the change and for the good cause and they will never ever allow any engi-neered results. In our times we had meters in some areas and we had told those areas that they will pay according to the elec-tricity they consume; today the metered areas have no regular electricity. The essential commodities are missing. Look at the rampant corruption; it is the order of the day.”On the recent BOPEE paper leakage scam, the former minister said: “NC had earlier said that corruption is under the table. It is now over the table and recent BOPEE scam is there. Who employed them and reem-ployed the corrupt men. Who gave them extensions? We have been saying that one side you have been de-nying the employment of youth and this year you have employed 300 odd people. They are employing dead wood and each of this dead wood is getting lakhs of ru-pees as perks. Instead of giving employment to people with low academic qualification that NC had promised, it is retrenching the people who were already in service and bringing this dead wood back. This time people of Kashmir need to get educated and they have experi-enced and that I am sure that the people of Jammu and Kashmir are waiting for the change to come.”On Kashmir issue, Karra said his foremost priority is to make public opinion that PDP or the people of Jammu and Kashmir stand for the friendship between India and Pakistan. “It is our priority to make public opinion that the resolution is impetrative as said by the towering personalities of India that we can change our friends but we cannot change our neighbors.”He said that he will strive for the injustices meted to Kashmir on political and economical fronts. “I will strive for the yard sticks, justices of Indian democracy. We have many times seen in their actions and in their utterances that different yard sticks are being applied outside the state of Jammu and Kashmir.

CIC to furnish the desired information to the applicant by November 2, but she failed to do so.In its order issued today the CIC has taken a serious note of the non compliance of RTI Act by health and medi-cal education authorities who according to the Com-mission’s order have not provided matriculation and registrarship completion certificate of Dr Shashi Gupta Principal GMC Jammu as there is reportedly some dis-crepancy in the Date of Birth in his service records.The sources in CIC office told Kashmir News Service, that the application seeking the certificates of Dr Gupta was filed by Dr Indu Koul in June this year which was not provided to her despite repeated reminders and its is reported that the records are not available. Sources in the information commission office told that the CIC has taken a serious note of lackadaisical attitude of the health and medical education authorities who failed to provide the information sought by the applicant under RTI Act. “The additional secretary health and medical education has been asked to appear personally before the CIC along with records with regard to DOB, matriculation and registrarship completion certificates of Dr Gupta on October 21,” the CIC had said in its Octo-ber 14 order. SRINAGAR, NOVEMBER 23:

According to Director, CA&PD, Kashmir, the Minister for CAPD & Transport took various initiatives to streamline the functioning of CA&PD Department and in the first instance on his instructions the Zero balancing was ordered for Sugar and Rice Godowns of Srinagar, Lethpora, Tral, Bandipora, Kralhar, Baram-ulla, Khanabal and Nagam besides Budgam. However the zero balanc-ing has been completed for Sugar Godown, Rice Godown Srinagar, Rice Godown Lethpora, Khanabal Godown, Nagam Godown and for other Godowns the same is under process. The shortages detected by the Department at Sugar Godown and Rice Godown Srinagar was deb-ited on penal @ 150% against per-sonal accounts of erring officials and an amount of Rs 51,80,000 has been recovered from them. An amount to

the tune of Rs 5,16,000 has also been recovered from the erring officials on account of shortages detected for rice Godown Srinagar. However, no shortage was detected at Khanabal. The initiative taken by the depart-ment for conducting zero balance in the sale centres as well as grana-ries and godowns shall be continued till the embezzlement/shortages of food grains is fully detected and stem action shall be taken against the delinquent officials as per the law, so that such shortages do not occur in the department in future. It shall be worthwhile to inform that for the last three decades no such zero balancing has ever been con-ducted in the department. Moreover the officers/officials who have been posted in the godowns for more than three years have been shifted to en-sure efficiency and transparency,

the Director added. With regard to Rice Godown Lethpora, the Director said that zero balancing was ordered by the depart-ment in the month of March 2013 and the Deputy Director South who was deputed to monitor the dis-patches has submitted his report on 18.04.2013 with certain obser-vations which was cleared by the Assistant Director Stores and the process was again started for zero balancing. However the officer informed that the task of zero bal-ancing has been completed on No-vember 18, 2013 and report will be submitted within couple of days. The officials involved in shortages were attached in the month of July 2013 and action against these offi-cials shall follow after the report is received. The department has pres-ently adequate stocks of food grains available and no sale centre is defi-cient of food grains.

Director CA&PD clarifies about zero balancing in godowns

The Inner Call, Forum for Evolution, Development & Awareness, organized two day programme on “Our Rights Our Role” at Calliope College of Education, Akhnoor, Jammu today The purpose of the program was to sensitise youth about the J&K RTI Act, Public Service Gaurantee Act, JK Con-sumer Protection Act and their use. Over a period of two days, resource persons of the Inner Call explained to the participants all the provisions of these Acts and rules. The explana-tion was followed by discussion on the questions and issues raised by the par-ticipants. The Minister of State for Planning, Finance and Cooperative, Dr. Manohar Lal Sharma was the Chief Guest Dr. Manohar Lal addressed spe-cific queries of the participants regard-ing implementation of the act in the state. Addressing on the occasion, the minister said that the implementation of RTI Act, reconstitution of Account-ability Commission, constitution of Vigilance Commission and enactment of historic legislation of Public Ser-vices Guarantee Act in the State by present Government has given ample powers to the people to question the Government for all its actions and

omissions. He said “we have given legal authority to people to demand listed public services within the fixed time frame besides empowering them to make queries to the Government about its functioning, delivery of ser-vices, financial transactions and other aspects of governance”. He said that under the RTI Act a common man is at par with a legislator to ask question to the Government. Affan Yesvi, Secretary of the orga-nization said that the workshop "Our Rights Our Role" is specially designed aimed to aware people about their rights and empower them. He said the organization would be conducting these workshops in all the districts of the state so that maximum people can be made aware about these laws. He said these workshops are important to create awareness among the masses and empower them with the tools that exist for them to overcome the age-old hurdles of corruption and slow response. Juvenile Justice Act was also dis-cussed during the program. Based on the discussion, a resolution was drafted with the consensus of the participants to impress the government to bring the rules so that the Act which protects chil-dren can be implemented in letter and spirit. The program was attended by the ac-ademia, students, teachers and activists.

Bhalla asks ERA to complete project within time frame

JAMMU, NOVEMBER 23-

Minister for Housing, Horticul-ture and Culture, . Raman Bhalla has said that Government has ear-marked Rs. 3 crore for channelizing of existing drains and construction of new drains in Channi Himmat under JKUSDIP package.

This was stated by the Min-ister while interacting with the Eco-nomic Reconstruction Agency (ERA) officers after laying foundation of 3287 meter long R2 deep drain at Channi Himmat, here Saturday.

The Minister said that Govern-ment has prepared a detailed proj-ect report of Rs. 65 crore for chan-nelization and modernization of Barsati nallahs of Sunjwan, Bath-indi and Gangyal, adding that all the codal formalities have been com-pleted for early start of the project.

Earlier, . Bhalla kick started upgradation work of internal link roads, drainage and modernization of recreation parks at Channi Him-mat, Sector-7 costing Rs. 75 lakh.

He asked J&K Housing Board (JKHB) to complete all the ongo-ing projects within stipulated time frame for the benefit of general masses.

Taking serious notice on

the dumping of building material on road side in Sector-7 of Channi Himmat, the Minister called upon the residents to remove building material from roads so that the on-going macadamization and drainage works will not suffer.

He asked the officers of JMC to issue notices to those who have dumped the material and get the material removed from the roads.

Later, . Bhalla visited Sec-tor-5 and Sector-4 of the colony and inspected the progress of ongoing development works coming up at a cost of Rs 90 lakh. asked the JKHB to speed-up the work to ensure com-pletion of ongoing projects within stipulated time frame.

. Bhalla said development of Housing Colonies in urban as well as rural areas of the State was receiving main focus of the Govern-ment. He said Rs. 3.50 crore have approved for creation of health club, swimming pool besides a rec-reation centre facilities on the avail-able land near the Green Belt Park in Channi Himmat Sector-1.

KATHUA, NOVEMBER 23-Two day Red Cross Mela got off to great start which begins with Pomp and revelry at District Sports Stadium here at Kathua Saturday Divisional Commis-sioner Jammu Shantmanu who was the chief guest on the occasion inaugurated the Mela. Addressing the gathering of the people Divi-sional Commissioner, Jammu Shantmanu who is also Chairman of IRCS Jammu Region high-lighted the importance of the Red Cross, said that Red Cross will always play a role of catalyst in bringing spirit of nationalism and integration by serving people during the time of need. He appreciated the school and college students for presenting scintillating performances de-picting national integration.

He lauded the Red Cross Kathua team for organizing well coordinated Mela and appealed the people to come up in numbers to make Mela a mega success. He hailed all the stakeholders for giving their contribution for Red Cross Mela in achieving the moto of awareness and fund raising.Tributes were also paid to the late S.D Singh Ex Executive Secre-tary of Indian Red Cross Society Kathua for his contribution to the Red Cross.

Honorary Secretary, IRCS Jammu Region, Anil Padha said that Indian Red Cross Society is a pioneer organization, rendering selfless philanthropic services for the betterment of the society. KUPWARA, NOVEMBER 23:

National Bank for Agriculture and Rural Development (NABARD) conducted a finan-cial literacy camp in a remote Village Barin-bal, Hajinaka in Kupwara. The camp attended by a large number of people was aimed at spreading financial literacy amongst the peo-ple of the area and to encourage and develop financial awareness at grass root level.

Deputy General Manager NABARD who was the chief guest on the occasion, said that NABARD is an institution known for its continuous support and active involvement in the development of rural sectors through various schemes and credit support. He urged youth to avail the benefits of different government schemes designed to provide them employment opportunities and setting up their own small ventures. He emphasized that banking facilities are the need of the hour and people must get associated with banks for availing benefits under different government schemes. He said that there is a need to upscale its outreach to cover all the

eligible farmers not only by creating greater awareness but also through a pro-active ap-proach of the banks. He said that a Financial Literacy campaign has been started by NAB-ARD in Kashmir with an objective for creating awareness about the importance of associat-ing people with Banks.

Speaking on the occasion, the District Development Manager (APM) of NABARD informed people about the initiatives under-taken under financial inclusion by NABARD. He said that Financial Inclusion is a flagship program of Government of India and under this plan each and every household of the country is to be covered with a bank account in a time bound manner. He urged people to open bank accounts as it was necessary to ensure the direct transfer of subsidies on LPG, Ration, Kerosene and other subsidized commodities to the bank accounts of the beneficiaries. DDM spoke about creation of Farmers clubs, Self Help Groups (SHGs), and Joint Liability Groups (JLGs). He explained the benefits of formation of groups and linkage with banks.

Highlighting the role of educa-tion, Minister for Haj, Auqaf and Floriculture Peerzada Mohammad Sayeed said that it is a tool which moulds the individual’s personal-ity and prepare him mentally and socially to face the challenges in future life.

The Minister said that edu-cation is vital factor for an individu-al’s success in life. He said that edu-cation is the foundation of civilized society which makes the people of the nation responsible and account-able citizens and brings economic and social prosperity.

The Minister urged upon the teaching community to impart quality education to enable the students to compete at national and international levels. The stu-

Referring to the issue of Kashmiri Pandit Migrants for use their franchise during the election, the Minister said that the persons who names have been registered in

Later, the Minister gave away prizes among the students who have performed well in curricular

Responding to the demand of the locals, the Minister said that a proj-ect is underway for beau-tification and creation of recreational facilities for the people of Bontalab. He asked concerned of-ficers to speed up work going on in the area to ensure early completion of the project.

Winter for the peo-ple of Kashmir comes as a bless-ing because most of our rivers are

snow fed and our streams and water supply sources totally de-pend on the quantum of snow which falls during the season. Our valley has been blessed by the nature with abundance of water but we have always suf-fered on many fronts because of non utilization of the water po-tential to its best. We are short of electricity because we have not been able to tape our potential-ity which according to estimates is around twenty five thousand megawatts and we have not been able to irrigate our maximum land because we lack the basic water infrastructure. Similar is the case when it comes to the supply and availability of drink-ing water which has decreased considerably for the last some years. During the summer we take the pretext of most of the water being used for irrigation purposes and during the winter sometimes the water pipes are damaged or broken due to mi-nus temperature and sometimes the whole water supply system gets freezed. Whatever the rea-sons and whatever the difficul-ties it is only a consumer who is on the receiving end and it is he who has to suffer irrespective of whether it is summer or win-ter. During winter the problem gets severe and grave because there is no electricity and the water supply is so weak that most of the time the tapes get freezed and people suffer a lot. There are dozens of European countries where the winter is so severe and difficult that if they don’t have the means, it will be almost impossible to live there. But they have so advanced wa-ter supply system that it is not at all affected by sub zero tempera-tures and the people do not face problems as we do in Kashmir. Despite several announcements and assurances the water sup-ply system in the Kashmir val-ley has not been improved even a bit. It needs the attention of the government if it wants that the people should not suffer at least on this front in a valley which has no shortage of water resources.

Entrepreneurs including weaker sec-tions; Artisan Entrepreneurs; Tribal En-trepreneurs and Handicapped Entrepre-neurs. At present, the Institute is assisting

the Core Group on Standardization of the Common Training Programmes of the Ministry of MSME in standardizing/ in-troducing new courses.

TrainingThe different kind of training pro-grammes being organized by the Insti-tute inter-alia include Trainers’ Train-ing Programmes (TTPs); Management Development Programmes (MDPs); Orientation Programmes for Head of Departments (HoDs) and Senior Execu-tives; Entrepreneurship Development

Programmes (EDPs); Entrepreneurship-cum-Skill Development Programmes (ESDPs) and specially designed spon-sored activities for different target groups. Of late, the Institute, in order to provide skilled work- force to different industrial sectors, has also been focus-ing upon conduct of market driven En-

trepreneurship-cum-Skill Development Programmes (ESDPs) in different trades where the shortage of skilled work force is being felt by the concerned industries besides organizing fee-based training ac-tivities in contemporary fields. NIESBUD has provided training to 1,58,700 persons as on March 31, 2013 through

5,951 different training programmes since its inception in July 1983. This includes 2,453 international participants hailing from more than 130 countries throughout the globe. In the year 2013-14, about 100,000 persons are likely to be trained. By the end of November, 2013, more than 60,000 persons have already been trained.

Besides the primary/basic research, the Institute has been undertaking review/evaluation of different government schemes/programmes, training need as-sessment, industrial potential survey etc. and preparing project profiles all of which form an integral part of the multi-farious activities of the Institute. The broad objective of these activities is the promotion of the MSME Sector. The year 2012-13 saw the Institute completing seven evaluation/research studies. The Institute is working on a number of evaluation/research studies at pres-ent which are at different stages of completion.

Development of Course Curriculum/Syllabi

Publications and Training Aids

The Institute has been bringing out different Publications on en-

trepreneurship and allied subjects. The recent publications of the Institute are a Booklet “Learn

to Earn” – An Introduction to Entrepreneurship for School Students; Text Books on Computer Hardware & Networking; Food Processing; Desktop Publishing & Entrepreneurship Development and a Book on Train-ing Programme : Employability & Entrepreneurship Skills. The Institute has also assembled an Entrepre-neurship Motivation Training Kit consisting of six different games and exercises for facilitating imparting of training by Trainers. The Institute also brings out a uarterly Newsletter containing information about the Institute’s Activities, its forthcoming pro-

grammes/activities and the important events in MSME and connected sectors.

Cluster Interventions

The Cluster Approach for development of MSME Sector has been

found to be very cost effective, the world over. The Institute has been actively involved in undertaking developmental programmes (Soft and Hard Interventions) in Clusters in different capacities. The Institute has so far handled a total of 24 Industrial Clusters. At present, the Institute is functioning as an Implementing Agency for setting up of a Com-mon Facility Centre (CFC) in Scissors Cluster; Meerut. The experience of the Institute in Brass Cluster, Moradabad; Textile Cluster, Pilkhuwa and

Scissors Cluster, Meerut, has been quite enriching and productive.

The Incubator sponsored by the Ministry of MSME and functioning at the Campus of the Institute, has been instrumental in providing hands-on training and familiar-izing the beneficiaries with the real factory, market conditions. The Centre is equipped with the latest cutting, sewing and embroidery machines including single needle lock stitch, over lock stitch and inter lock stitch sewing machines which go towards providing a practical orientation/ environment to the beneficiaries.

Garment Incubation Centre

Intellectual Property Facilitation Centre The Intellectual Property Rights (IPRs) have been found to be a major and crucial area in the functioning of the units and development of the MSME Sector. The Intellectual Property Facilitation Centre, operational at the Campus of the Institute under the office of DC (MSME) provides assistance under one roof to the units located in its vicinity for identification, registration, protection and management of Intellectual Property Rights, as a business tool. The E-Module: EDP The Institute has developed an E-learning Module (Hindi and English) for Entrepreneurship Development Programmes. The course material of the Module has been incorporated in a C.D. which is moderately priced. The Module is especially useful for the persons who are not in a position to devote full time in formal classroom environment. The Module involves one-day introductory classroom training followed by 14 days’ of on-line training. After an on-line examination, the participant is awarded Certificate on line. The Module is very popular among students of management and technical institutions of higher learning. The Module has so far been launched in the States of West Bengal, Jharkhand, Uttrakhand, Uttar Pradesh, Punjab and Rajasthan. The Regional Centre, Dehradun The Regional Centre of the Institute functioning from Dehradun undertakes research and provides training and consultancy services to the beneficiaries specially those belonging to the states of Uttarakhand and Uttar Pradesh. Hand-holding for Enterprise Creation and Employment Assistance to the Trainees The main objective of the EDPs and ESDPs being organized by the Institute is to motivate increasing number of participants to opt for self-employment. The Institute provides hand-holding services to such persons. The Institute also assists the participants to find suitable wage employment if they do not opt for self-employment.

Collaborative Activities Of late, the Institute has been collaborating with different domestic and overseas institutions for promotion of entre-preneurial provision of support services for different target groups. A few such institutions are the International Finance Corporation (IFC), a member of the World Bank Group; GIZ; Central Board of Secondary Education (CBSE); Sun On-line Learning India Pvt. Ltd.; Intuit India, Jaipuria Institute of Management etc. Partner Institutions The Institute, in order to increase outreach of its training activities, empanels such grass-root level organizations en-gaged in educational activities including those pertaining to entrepreneurial development which have adequate infrastruc-ture, experienced faculty and financial viability for conduct of different training activities. The Institute, at present, has 63 Partner Institutions spread over 12 states/U.T. International Activities The Institute conducts 8-weeks’ training programmes under the Fellowships of the Ministry of External Affairs: ITEC/SCAAP/COLOMBO Plan for the participants from different countries. Besides, the Institute also designs and conducts special train-ing programmes for overseas agencies and has also been assisting other countries through consultancy assignments primarily in assessing the industrial potential of different Regions.
