CONSTRUCTION SEQUENCE
1. At least 7 days prior to starting any earth disturbance activities (including clearing and
grubbing), the owner and/or operator shall invite all contractors, the landowner, appropriate
municipal officials, the E&S plan preparer, the PCSM plan preparer, and a representative
from the local county conservation district to an on-site preconstruction meeting.
2. Upon installation or stabilization of all perimeter sediment control BMPs and at least 3 days
prior to proceeding with the bulk earth disturbance activities, the permittee or co-permittee
shall provide notification to the Department or authorized conservation district.
3. At least 3 days prior to starting any earth disturbance activities, or expanding into an area
previously unmarked, the Pennsylvania One Call System Inc. shall be notified at
1-800-242-1776 for the location of existing underground utilities.
4. All earth disturbance activities shall proceed in accordance with the sequence provided on
the plan drawings. Deviation from that sequence must be approved by the local county
conservation district or by the Pennsylvania Department of Environmental Protection prior
to implementation. Each step of the sequence shall be completed before proceeding to the
next step, except where noted.
5. Clearly flag the limits of disturbance. - 1 day
6. Install Rock Construction Entrance. - 1 day
7. Install Compost Filter Socks CFS1 thru CFS6. - 1 day
8. Clear and grub and strip and stockpile topsoil. 2-days
9. Rough grade site to subgrade elevation, excluding area within the Monongahela's OHWM
(below compost filter sock CFS4). - 30 days
9.1. As soon as slopes, channels, ditches, and other disturbed areas reach final grade,
they must be stabilized. If work activity ceases for more than 4-days, temporary
stabilization shall be installed.
10. Construct Rain Garden and install outlet structure and pipe per the PCSM Plan and details.
- 15 days
11. Install the concrete washout. - 1 day
12. Install all underground utilities and light poles. 15 days
12.1. Begin each utility line installation by ensuring that the down slope erosion and
sediment controls are in place and maintained.
12.2. Begin excavation, the total length of excavated utility line trench open at any one time
should not be greater than the total length of line that can be placed in the trench and
backfilled in one working day.
12.3. Install the utility lines and appurtenances and begin backfill as soon as possible within
the same working day. Backfill shall include stabilization of the work area with either
temporary seed and mulch or final stabilization of the area.
12.4. In no case shall more than 50-feet of open trench remain at the end of any work day.
13. Protect subgrades from softening, undermining, washout and damage by rain or water
accumulation. If water must be pumped from disturbed areas, a pumped water filter bag
must be utilized. The filter bag shall be located in a well-vegetated area and discharge onto
stable erosion-resistant areas - 1 day
14. Remove compost filter sock CFS4 and grade ramp area to subgrade elevation and install
ramp base stone material.
15. Construct/install concrete ramp, concrete deadman,dock piling and riprap scour protection
per details. - 30 days.
16. Install new curbs, sidewalk and asphalt pavement. - 20 days
17. Install floating dock. - 1 day
10. Working from the existing Storm Sewer connection in the upstream direction, install
drainage piping and inlets. Construct Rain Garden and install the riser structure, underdrain
and connect to the storm sewer pipe. - 15 days
11. Final grade all areas, seed and mulch. 5 days
12. Upon achieving a uniform 70% perennial vegetative cover in all areas remove the compost
filter socks, inlet protection and any temporary erosion and sediment control devices. Seed
and mulch all disturbed areas resulting from the removal of the temporary devices.

CRITICAL STAGE OF CONSTRUCTION
1. The installation of the Rain Garden IS considered A critical stage of
construction requiring inspection and certification by the engineer. The
contractor is responsible to notify the owner and engineer, and schedule
the inspection a minimum of 72 hours prior to beginning construction.
PCSM BMP CERTIFICATION
1. The engineer shall be present during the critical stages of installation.
The contractor shall notify the owner and engineer and schedule an
inspection and certification by the engineer.
RECYCLING & DISPOSAL OF MATERIALS
1. Recycled Materials: The collected sediment will be mixed into soil fill
areas/stock piles.
2. Construction Wastes: All materials not applicable to be placed as fill will
be considered construction demolition debris and must be taken to a
PADEP approved land fill.
OPERATION & MAINTENANCE SCHEDULE
The property owner is responsible for operation and maintenance of the
PCSM BMP's as follows:
Storm Inlets, Pipes & Channels
1. Inspect every 6 months. Inspect when it is apparent that facilities are
not functioning properly.
2. Clean debris and accumulated sediment when present.
3. Replace or repair facilities so as to function as intended.
4. Replace eroded material and re-vegetate eroded areas as needed.
Rain Garden
5. Inspect every six (6) months.

MUNICIPAL ACCESS EASEMENT
The property owner has granted an access easement to the municipality.
This easement will all allow agents of the municipality to enter the property at
any time for the purpose of inspecting stormwater components. Stormwater
components will include all conveyance and detention/retention systems on
the property. Stormwater components will include but are not limited to storm
inlets, manholes, pipes channels and underground detention systems.
PCSM BMP INSTALLATION SEQUENCE
1. Refer to Erosion and Sediment Control Plans for guidance on when
PCSM BMP installation shall take place.
2. Excavate the rain garden and install the outlet control structure,
underdrain and outlet pipe. Do not compact the underlying soils.
3. Install the soil mixture, mulch and plantings.
4. Once the site is stabilized, inspect the basin and perform maintenance
activities as required.
