INCENTIVE LICENSJ:NG-"FER IT OR AGIN IT? One of the most fascinating aspects of Amateur Radio,including

DXing, is watching the full range of purely human reactions take placea One of them is reaction against self discipline.

Self discipline seems a mighty ha.rd pill for the average human being to swallow o Far and alt•ray the most successful human acti vi tles are peopled by those who can muster the self discipline of feeling some personal responsibility.

Such a personal responsibility confronts every u.s. radio ama­teur right now. The incentive licensing proposal is a challenge to all of us, DXUer and ra.gchewexo allkeG

It should be nakedly obvious to everyone by now that the only reason for any incentive proposal is that people long trained in observing the trends of favor for or against the continuance of amateur radio are worried that not enough is being done to justify its existance.

History tells us that apathy and indifference has destroyed bigger human activities tha~ amateur radioo

So what do we do about it? Whoas going to do something in time? Everybody kept their head well buried in the sand until ARRL finally decided some kind of action was necessary o \'Jhen I say" every bod§, I mean the ARRL 8 s most outspoken oponents, on this matter, were muteo
