MONTHLY STATUS REPORT OF 6 (SIX) IDENTIFIED RIVER STRETCHES OF THE

MONTH MAY, 2020 FOR THE STATE OF TRIPURA

In pursuance to the Report of the CPCB and in compliance of the directions of the

Hon’ble NGT, Principal Bench, New Delhi, vide its Order dated 20.09.2018 in O.A. 673 of

2018, the State Government constituted a River Rejuvenation Committee (RRC), vide

its Memorandum dated 01.11.2018. The Committee is also functioning as the

Monitoring Committee for the Action Plans already prepared for rejuvenation of 6 (six)

identified river stretches as mentioned under 30 above. The Committee comprises the

following officers of the State Government:

1. Director, Science, Technology & Environment Chairman

2. Director, Urban Development Member

3. Director, Industries & Commerce Member

4. Member Secretary, TSPCB Member Secretary

The Committee is working under overall supervision of the Secretary, Science,

Technology and Environment.

Besides the above, as per directions of the Hon’ble NGT, Principal Bench, New Delhi, the

State Government has also constituted District-level Special Environment Surveillance

Task Force (SESTF) for each District.

The River Rejuvenation Committee has prepared the Action Plans for individual river

stretches as suggested by the CPCB. The Action Plans were sent to CPCB on 28.06.2019.

The said Action Plans have been uploaded in the TSPCB website.

The 3rd meeting of River Rejuvenation Committee (RRC) Tripura was held on 08-06-

2020 under the chairmanship of the Chairman, RRC to review the progress of the

implementation of action plan. (Minutes of the meeting is annexed as Annexure 1)

Tripura State Pollution Control Board (TSPCB) is conducting water quality monitoring

on monthly basis under National Water Quality Monitoring Programme (NWMP) of

Central Pollution Control Board for the following six identified polluted river stretches

in the State:

From the analytical report for all the monitoring locations of six rivers entered in

EWQDES portal of CPCB by TSPCB since June, 2016, it has been observed that the BOD

values for the six identified polluted river stretches were within prescribed standard

limit (3 mg/l) except for some specific months in respect of Gumati river (June, July,

August & September, 2016 at Sonamura location), Haora river (June & July, 2016 at

Chandrapur location; June to August, 2016 at Dashamighat location) Juri river (June to

November, 2016 at Krishnapur location) Manu river (June to August, 2016 at Kailasahar

location). It is relevant to mention that for all the monitoring locations of Khowai river,

the BOD value was within prescribed standard limit (3 mg/l) since June, 2016. The

month wise latest analytical report in respect of BOD values for the six identified

polluted river stretches are at (ANNEXURE-2).

All concerned Departments / Organizations have been directed to take necessary steps

for effective implementation of the Action Plans so that the water quality of the 6 (six)

identified river stretches remains within prescribed standards.

The River Rejuvenation Committee, Tripura review the action taken on implementation

of the Action Plans for rejuvenation of the six identified river stretched on regular basis.

The minutes are being uploaded in TSPCB website.

The Chief Secretary, Tripura also monitored the action taken on implementation of the

Action Plans for rejuvenation of the six identified river stretched every month in the

State Level Committee meeting through video conferencing with all DMs.

As per the decision of the 2nd meeting of Central Monitoring Committee held on

19.02.2020, the state of Tripura has nominated the Member Secretary, Tripura State

Pollution Control Board as the Nodal Officer for submission of Monthly Progress Report

to Concerned Authorities. The Memorandum is annexed as (Annexure–3).

small industries were found in the

identified river stretches of Burigaon river.

installed in all the drains.

Tripura is already declared as ODF state. So,

no such Kachha Latrine are there to

discharge the human excrita directly in the

river water.

tendering through e-Procurement for the

whole State of Tripura to cater to all 126

Public Health Facilities having estimated

4319 beds. Environment Clerance (EC), CTE

& BMW Authorisation Certificate has

already been issued in favour of the said

project. The concerned agency has been

instructed to expedite the process for

infrastructure development as well as

setting up of the facility at an early date.

5.7 Ground Water

for the following six identified polluted river

and river stretches in the State. The month

wise latest analytical report in respect of BOD

values for the six identified polluted river

stretches are at Annexure-2.

and scientific

waste

including Bio

Medical waste

decentralizing

waste processing

including waste

generated from

Hotels and

ashrams etc.

31.03.2021 Dumping of solid wastes is strictly prohibited

in river and river stretches by using bylaws.

Trainings to all healthcare workers and

others, involved in handling of bio-medical

waste have been provided at the time of

induction. Strict monitoring are being done

by the Health department as well as Tripura

State Pollution Control Board so that no Bio

medical wastes dumped into the river.

Amongst the Public Health Facilities 03 state

level hospitals namely GBP Hospital, IGM

Hospital & Cancer hospital have their own

incinerator. Other Public Health Facilities are

managing the biomedical waste through

disinfection, deep burial & sharp pits.

However, one CBWTF Operator has been

selected by Health & Family Welfare

Department, Govt. of Tripura through open

tendering through e-Procurement for the

whole State of Tripura to cater to all 126

beds. EC, CTE & BMW Authorization has been

issued in favour of the said project. The

concerned agency has been instructed to

Tripura State Pollution Control Board on a

28t0212tJ20 in the matter of OA No. 606/ 201 8. The matter was discussed in the meeting,

Aiicr tlireadbare discussions the fbllowing decisions were taken:

ii 'l'he l7 nos. of drains in Agaritrla have becn identified by the Agartala Municipal Corporation.

In I't phase, the Expressiori of Interest has been invited for execution ol phytoi trio

rerncdiation works fbr 5 nr:s. of identitrccl drains under Agartala Mr.rnicipal Corporation on

pilot mode. 'l-he technical evaluation o1'tender document is under process. The identiiication

of drains discharged into six identified river stretches in other ULIIs is going on. 'fhe

phyto/bio remediation works for the other identified drains of ULBs r,vill be taken up by

conccrned til Rs in a phasr:cl manner.

the llrban Dcvelopment Department will take necessary steps to complete the ongoing

pro.jects ot'setting up of S'I'Ps within 3l .03,2021 .

Iror initiation o1'phyto/bio remediation works in the drains, it is required to assess the BOD

level of the each drain. The Urban Development Department will make an inventory of drains

discharged into the six identifled river stretches. The ULB wise list of such drains will be

provided to the T'ripura State Pollution Control Board for assessment of BOD level.

All the concerned departmentslorganizations will be requested to take necessary effort for

etl'ective implementation of the Action Plan for restoration of the six identified river

stretches. The concerned departments/organizations will also submit the monthly action taken

report on implementation of the said Action Plan to the Tripura State Pollution Control

Board.

v) 1'he Tripura State Pollution Control Board will take necessary steps to provide the Monthly

Progress l{cport (MPR) on implementalion of Action Plan for rejuvenation of 6 identified

Polluted River Stretches to NMCG with a copy to cpCB on regular basis,
