• The Assistant City Manager should be highly detail oriented in order to complement the City Manager’s strength as a big-picture thinker. The City Manager must be able to trust the Assistant City Manager’s work product at all times, down to the smallest of details. The Assistant City Manager must be trusted to give sound advice and have courage to deliver it even if unpopular.

• Considering that the Assistant City Manager has department directors as direct reports, the ideal candidate must be collaborative, yet decisive, and must be a strong leader of people. Leadership of department directors involves a high-level of coaching and mentoring, without micromanagement, and the Assistant City Manager must be able to adapt to the different styles of the staff.

• South Jordan is a busy city to manage in. The ideal candidate will be a self-starter, with high energy, and a strong desire to work in a fun, nimble, and rewarding workplace.

EDUCATION AND EXPERIENCE Minimum qualifications for the position of Assistant City Manager include:

Education: A Bachelor’s degree in a related field from an accredited university. A Master’s Degree is preferred.

Experience: Five years of progressively responsible experience as a manager in a municipal environment.

COMPENSATIONThe salary for this at-will, executive, positon is $95,721 to $135,928 annually, depending upon qualifications. The starting salary will be based upon the relevant knowledge and experience of the candidate selected. The City of South Jordan offers an excellent benefit package that includes participation in the Utah Retirement System and employees also have access to supplemental retirement options, including deferred compensation. Insurance offerings include health, dental, vision, and life, and the City of South Jordan offers severance to its at-will employees.

THE COMMUNITY OF SOUTH JORDAN, UTAHSouth Jordan, often referred to as SoJo, is a suburban community in the greater Salt Lake City metropolitan area. Located just 18 miles south of Salt Lake City, South Jordan enjoys sophisticated transportation connections, including a hub airport, light rail, and commuter rail lines. Within the region, South Jordan enjoys the fastest growth, with substantial room within the corporate limits to nearly double in population.

Historically, South Jordan was settled in 1859 by agricultural settlers. For many years the region was an agricultural economy growing alfalfa, grains, and later sugar beets. When incorporated in 1935, South Jordan remained an agricultural community. Since the 1960s, South Jordan’s population doubled every decade until about 1990 when the pace accelerated from 13,100 residents to 69,300 residents, within 21 square miles. Its continued growth will be westward. A very large master planned community, Daybreak, will capture the majority of the new population (22,000 residential units across 4,200 acres). When built out, South Jordan is expected to reach 115,000 in population.

South Jordan, like much of the region, is influenced by a large population of the LDS faith. This influence affects the conservative character of the community. As an example, there are no taverns

or liquor stores in South Jordan, and crime is extremely low. Aesthetically, South Jordan is different from its neighbors. While the area is known for its cleanliness, peacefulness, and amenities, South Jordan places a great value on these qualities and in the City’s branding.

CITY GOVERNMENTThe City of South Jordan is governed by a six-member Council comprising five elected Council Members and an elected Mayor. The City Manager’s duties are established by ordinance and contract. While the delegation of authority by ordinance is the result of a statutory provision in Utah, the practical effect is that the City Manager functions substantially similar to city managers in other states. The City Council are elected to staggered, four-year terms, with the Council Members elected from districts and the Mayor at large. Apart from the City Manager, the City Council employs the City Attorney. The City of South Jordan enjoys a reputation of fiscally conservative and stable politics, with a well-developed professional staff. Together, they have helped South Jordan achieve astounding growth and national recognition as a great place to live.

The City Manager serves as the chief administrative officer of the City. The City Manager’s Office is comprised of the City Manager, Executive Assistant, Strategic Services Director, Chief Financial Officer, City Commerce Director, Human Resources Director, and the City Recorder. Also reporting to the City Manager is the Assistant City Manager, who has direct oversight of Administrative Services (which includes the Parks and Recreation function), Development Services, Fire Services, Public Works, and Police Services – which represent the operational departments of the City.

The City of South Jordan employs 329 FTEs with a FY 2017 General Fund budget of $57 million and total budget of $82 million. The City maintains a S&P bond rating of AAA, a rare accomplishment for cities.

THE POSITIONThe Assistant City Manager is an executive, at-will, position that reports to the City Manager. The Assistant City Manager provides professional support and assistance to the City Manager and leads day-to-day operations of the City. Reporting directly to the Assistant City Manager are the directors of the operational departments: Fire, Police, Public Works, Administrative Services, and Development Services. The Assistant City Manager is a key member of the City’s management team and is deeply involved in all City functions, including preparation of the budget. In addition, the Assistant City Manager acts as the City Manager in the City Manager’s absence.

OPPORTUNITIES AND CHALLENGESThe next Assistant City Manager will be presented with a number of known challenges and opportunities in which to excel including:

• Without question, the biggest challenge facing South Jordan is related to its growth. The City must be able to scale up its services to meet demand, all while operating in a fiscally conservative manner. Growth will continue to occur, and must be managed to best continue South Jordan’s prosperity and, at the same time, preserve its character.

• Like many cities in our nation, residents, staff, and Council Members are increasingly connected in an instant-on world. Communication travels instantly, and the staff must be able to provide information, answer questions, and in some cases, act just as quickly. The City of South Jordan’s excellent performance has created high expectations from its constituents, and it is challenging to continually meet them.

• Also within the issue of conservative fiscal policies, the City must work diligently to recruit and retain its high-performing workforce – many of whom do not live in South Jordan due to housing costs.

• South Jordan has a strong residential housing market and also enjoys over 15 million square feet of commercial space, 3 million of which was added this year, including a very strong retail sector. There will be continued opportunities to grow this element.

• Like many growing cities, development and land-use issues are very important in South Jordan. These issues require considerable thought, preparation, and discussion, as they have a powerful role in South Jordan’s future.

THE IDEAL CANDIDATEIn addition to being ethical, well qualified, and experienced, the next Assistant City Manager in South Jordan must possess certain traits that will be essential for success:

• South Jordan utilizes Priority Based Budgeting (PBB), therefore experience with this system will be an asset and shorten the time to acclimate to the environment. The use of metrics and analytics is a key component of PBB. Therefore, knowledge and experience with statistics and statistical tools is, likewise, highly desired. While the City has a talented financial staff, a strong financial background remains highly desired.

• As a progressive community, with a progressive City Council, there is continued, strong interest in using technology in municipal operations. Development of dashboards that quickly visualize key performance indicators in a real-time basis is a good example of this utilization.

• Much of South Jordan’s success lies in the value of staff preparation. Items presented to Council are well prepared and fully vetted. Budgets are approved early, due to exhaustive preparation. The ideal candidate must understand and appreciate the value of preparation.
