Youth Refresh Goals
Restructure ITA’s Youth Programs to better support
trades training pathways for youth, in order to:
• Increase the number of Youth Apprentices;
• Improve the rate of youth who continue on to
apprenticeships.

The number of dual registrants have not been removed from ACE IT or SSA numbers.
Dual registrants are counted in the year they registered in their second program.

Key messages we heard from you
The outcomes of this program are more than ITA
continuation – other public policy outcomes are
met.
Proceed with caution on big changes –
unintended consequences can occur.

Take away message from today
The Youth Apprenticeship Program is a cohesive
program, made up of complementary building
blocks.
Consultation findings include a series of
system refinements.

Our high-level plan to make it happen
1. Illuminate the pathways through the program
using incentives
2. Rebrand the program as a whole
3. Follow students through the pathways
19
![Page 20: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/20.jpg)
Using Incentives: Existing ITA Incentives
ACE IT payment:
$1200 - Incentive to register
$1000 - Incentive to register youth you believe will pass ACE IT
Dual Registration credit:
$500 - Incentive to encourage students to register in ACE IT
and SSA
20
![Page 21: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/21.jpg)
Using Incentives: Suggested New Ideas
1. Increase dual registration grant
2. Move from grant to per student funding for SSA
3. Continuation grant for School Districts when a Youth Apprenticeship Program participant continues into technical training
4. Split the second ACE IT payment into $500 for program completion and $500 for program pass
5. Administrative lump sum to all School Districts with Youth Apprenticeship Programs e.g. funding equivalent to 1 teacher block
Any other ideas? Let’s talk…

Skills Exploration: Background
Skills Exploration is a single course designed to provide
students some hands-on experience in multiple trades.
If most (50) districts in BC offered one class of Skills
Exploration each year, 1000 students would take the
class each year.
22
![Page 23: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/23.jpg)
In-depth Trades Sampler: Background
Typically full-time, semester-long and offer basic
technical training and experience in a variety of trades.
Funded through annual grants by the Ministry of
Advanced Education and/or School District budgets.
ITA is considering allowing districts to use some ACE IT
funding for students in in-depth trades samplers.
23
![Page 24: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/24.jpg)
9 good ideas to refine the system
1. Extend ACE IT to “school aged” post-grad
2. Extend SSA scholarship to “school aged” post-grad
3. New workforce training certificate program, including trades workforce readiness course
4. Streamline the SSA program
5. Consistent ACE IT entry diagnostic criteria across BC
6. Consistent ITA Youth Program exit process across BC
7. Support youth to transition to adult apprenticeship
8. Develop new Skills Exploration modules
9. Develop annual district level Youth Apprenticeship Program reports
24
![Page 25: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/25.jpg)
ACE IT registration age: Background
Currently, students can only register for ACE IT programs
which will be finished within three months of graduation.
Some students are delaying graduation in order to
complete ACE IT, others are opting not to take it.
ITA proposes to make registration consistent with Ministry
of Education policy for “school aged” students.
25
![Page 26: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/26.jpg)
SSA Scholarship: Background
In 2013, the ITA extended eligibility for SSA
registration for “school aged” students post-grad.
Only students who completed the required 900
hours within three months of graduation were
eligible for the $1,000 SSA scholarship.
26

Increase ACE IT pass rates: Background
Two key ideas have been suggested to increase ACE IT
pass rates:
• Extend ACE IT to year after grad
• Expanding trades exploration options e.g. Skills
Exploration and In-Depth Trades Samplers
ACE IT pass rates vary by trade, district, and year but the
average pass rate across all trades over the last three
years has been 63%.

![Page 28: Youth Program Refresh · Group Phase 1 Phase 2 Career Educator 12 25 Technical Educator 4 12 School District 2 28 Post Secondary 10 12 Industry 12 25 Parent 2 6 Youth 1 18 Other 4](https://reader033.fdocuments.in/reader033/viewer/2022050105/5f43f58191f0a1726d0a4942/html5/thumbnails/28.jpg)
Increase Continuation: Background
Two ideas have been suggested to increase continuation
rates:
• Consistent ITA Youth Program exit process
• ITA Advisors support youth to transition to adult
apprenticeship
Continuation rates vary by trade, district, and year but the
average continuation across all trades is approximately 26%.
