 1 PREFACE As our Mother land, Sri Lanka is completely free from terror after almost three decades, we have to support the reconciliation process to heal the wounds in hearts and it is our duty and the utmost urgent responsibility. Due to the fact that the youth segment of the society is the most vulnerable group and the victims of the decades-driven terror activities, they should include in this whole reconciliation process. On top of that authorities need to hear the voice of youth and consider their issues, needs and wants in the development initiatives on priority basis. As we know, over the past decades large number of Sri Lankan had flew overseas due to the terror activities. Though, you are scattered all parts of the globe you also play a major role in your Motherland’s development. On the other hand Sri Lankan youth in abroad is an influential factor in the economical and political system as you make the highest contribution to the National Gross Domestic Product (GDP). According to the Mahindana Chintana    Vision for the future, the government’s policy is to strengthen the national infrastructure facilities, socio-economic policies and other macro policies to encourage the migrated Sri Lankan to return back and to be a part of the development process. As this initiative recognized as a major pillar of the government’s developmental scenario on one hand and this process contributes to the post-war reconciliation process on the other. In this national endeavor, all the public sector organizations have to perform at their level best to make this dream a success.  The National Youth Services Council in Sri Lanka has identified this responsibility and initiates a re-organizing process, giving high consideration of inclusion of youth in the decision making process and involve them in the development process. The NYSC has recognized the importance of link the Sri Lankan youth who are in overseas with their deep rooted values, norms and cultural bounds back home in our motherland. In this given conditions the NYSC initiates this project to establish Youth Clubs in overseas to empower you with national values, norms & standards, to recognize your born talents and to strengthen the linkage between you and your motherland. This will ultimately support to fulfill your aspirations with an established image and prestigious identity of the Sri Lanka Youth. NATIONAL YOUTH SERVICES COUNCIL  

 The National Youth Services Council (NYSC) as the pioneer public sector

organization is working towards the development of the youth in Sri Lanka to

become well functioning, independent and valuable citizen to contribute to the

national development. The NYSC is more focusing on their personal development

with creating conducive environment to become youth leaders at the grass root

level.

 The established working structure for this is the “Youth Clubs” network in Sri

Lanka which has 10,000 odd youth clubs in all parts of the country at the village

level. These youth clubs are networked within and among them at the district

level, which is the district board of youth clubs and they are linked-up to the

National Board under the purview of the Sri Lanka Youth Clubs Federation. The

current membership is around 400,000 and the target is to raise the membership

up to one million within the next two years.

 The NYSC has identified our utmost responsibilities and designed our strong

pillars of working approaches: Sports, Cultural & Aesthetic, Vocational

competencies and Social skills development on our prestigious historical

foundation and launched innovative initiatives to make the Sri Lanka Youth

stronger and healthier. Our corporate identity will bring you to the world and will

be with you for ever till you establish your image in the global village as Sri

Lankans.

 The NYSC and our organizational network with the Sri Lanka Youth ClubsFederation, Youth Services Company, National Youth Awards Authority and the

National Youth Services Co-operative are very proud that we are linked to the

grass root level and operate in all parts of the Island for the benefit of the society.

INTRODUCTION TO YOUTH CLUBS 

Establishment of Youth Clubs at the Grama Niladari Divisions (Village) level isimplemented under the objective (I) of paragraph 4 of the National Youth ServicesCouncil Act. No 69 of 1979.

 These youth clubs are supporting to achieve the following objectives stated in theNational Youth Services Act.

i)  to foster among youth a spirit of national consciousness. A sense of discipline,an awareness of social and economic problems and a sense of dignity of labour.

ii)  to enlist the participation of youth in national development schemes.

iii) to promote goodwill and mutual understanding between Sri Lanka youth and

 youth in other countries.

iv) to encourage competition and a sense of achievement among youth.

v)  to widen the knowledge of youth and to give training in fields relevant todevelopment.

vi) to encourage cultural, literary and artistic activities among youth.

vii) to encourage the development of physical and sports among the youth.

viii)  to provide recreational and entertainment facilities for youth.

ix)  to assist youth who are physically or mentally handicapped.

 x)  to provide regular employment opportunities for youth by constructively investing funds on a long term policy basis with an aim to strengthen theeconomic fabric of the state.

 xi)  to provide opportunities for the participation of youth in the formulation andimplementation of policy.

 xii)  to establish youth organizations and to assist organizations already established for youth welfare.

 xiii)  to plan, co-ordinate and direct the expansion of youth services, and

 xiv)  to develop the inherent characteristic of the individual youth.

THE L EGAL FRAME WORK OF THE YOUTH CLUBS MOVEMENT 

•   The Sri Lanka Youth Clubs Federation has been established as a youth organization by theprovision for organizing and registering of youth organizations under section 5 (2) (C) of 

National Youth Services Act 69 of1979.

•  It is declared as a Charitable Organization under the section 31(9) (A) of the Inland RevenueAct No, 28 of 1979 by the gazette notification dated 30.05.1986.

•  It is registered as a Voluntary Social Service Organization (Registered No 11/4/1/515/85)under section 2 of the voluntary social service Act 137 of 1980.

YOUTH CLUB FLAG 

 The flag of the Youth Club is in an orange background depicting the images of a lad and lassstanding besides the flag of the NYSC holding a paddy stook and torch of fire each.

OATH OF THE YOUTH CLUB 

I being a member of the youth club, hereby affirm that I will act in accordance with fourfoldprinciples of peace, friendship, solidarity and development.

AIMS, OBJECTIVES AND BENEFITS 

 The aim of establishing the youth clubs is to provide opportunities to youth infulfilling their aspirations such as sports, recreation, artistic and creative work,leadership, social service, education, personal development and participation indecision making.

Youth clubs provide opportunities for youth not only to achieve the fulfillment of personal wants and aspirations but also to work for the betterment of thecountry at the end. This program will be useful to youth for exchange of theirexperience and knowledge, to widen and improve their perspective of life and tosolve their common problems too.

1. The aim of establishing rural level youth clubs is to achieve the followingobjectives.

a.  The youth club program aims at building a generation of youth dedicated tonational development. It also aims at helping them to develop their interestand participation in community activities. The other specific objectives arisingfrom the above aims are as follows.

i.  to build a disciplined, patriotic and humanistic generation of citizens.

ii. 

to unite all youth under one organization regardless of race, caste creedor religion.

iii.  to coordinate activities of government field officers and youthorganizations.

iv.  to provide opportunities for youth so they can spend their leisure timeprofitably and develop their innate skills and aptitudes.

v.  to provide an understanding of the socio-economic needs of the country and encourage their participation in national development.

vi.  to give an opportunity and encourage youth to engage in fine arts,recreation, sports and nature conservation activities.

vii.  to mobilize youth in development activities and initiate them for voluntary services.

viii.  to train youth in the democratic way of life.

ix.  to develop personalities of youth and train them in leadership.

 x.  to provide training in youth and community development work.

 xi.  to provide necessary guidance and counseling services for youth.

b.  The ultimate aim of this youth clubs program is to unite all youth in thecountry under one flag and build a national youth movement which wouldpromote the development of the country.

2. The aim of establishing youth clubs in the countries overseas is to empowerthe Sri Lanka Youth in overseas to become future leaders and well functioning

citizens with shared values, norms and cultural heritage of Sri Lanka. Also thisinitiative wants to achieve the following objectives;

i.   To enhance the leadership skills of the Sri Lanka Youth in overseas tobecome important partners of the decision making process in the SriLankan developmental scenario.

ii.  To support the Sri Lanka Youth in abroad to develop their born talents inSports, Drama & Aesthetic and Performing Arts within the Sri Lankancultural framework.

iii.  To establish a strong Sri Lanka Youth network beyond the geographical,ethnic, religious, cultural, class, caste etc. borders across the globe.

ESTABLISHMENT OF YOUTH CLUBS OUT SIDE SRI L ANKA 

1.   The Organization/ Institution which is willing to set up a youth club has tomake a request to the Sri Lanka Youth Clubs Federation in Sri Lanka with aletter of consent issued by the head of the organization/ institution.

2.   The Sri Lanka Youth Clubs Federation will coordinate with the organization/institution and arrange the preliminary records of information.

3.   The Sri Lanka Youth Clubs Federation through the National Youth ServicesCouncil of Sri Lanka will coordinate with the Sri Lankan Embassy/Diplomatic Mission in the respective country with the guidance of the Ministry of External Affairs in Sri Lanka and organize the legal formalities to establish youth clubs.

4.   The Sri Lanka Youth Clubs Federation in consultation with the Chairman/Director General of the National Youth Services Council of Sri Lanka willarrange to set up the youth club and its inaugural meeting.

5.  It is the responsibility of the officials/ representatives of the NYSC – Sri Lankato posses an understanding on the following facts, well before the club is setup.

a.  Youth and Youth aspirations

b.  National Youth Services Council of Sri Lanka and youth clubsmovement

c.  Aims and objectives of the youth clubs

d.  The constitution of the youth clubs and By-Laws

e.  Sri Lanka Federation of Youth Clubs and its programs

6.   The application for registration of the youth club has to be made to the SriLanka Youth Clubs Federation and when a youth club is registered, a number

and a certificate will be issued with original copy, to the relevant youth club.

7.  Administration of youth club is done by the Sri Lanka Youth Clubs Federationwith the guidance of National Youth Services Council of Sri Lanka.

HOLDING OF MEETINGS 

 The youth club has to have monthly meetings and the Secretary should keep arecord of attendance and main the following registers as well;

a. Meeting minutes registry 

b.  Members registry 

Every youth club should hold its Annual General Meeting (AGM) before the 31st March in each year and it is the duty and responsibility of all youth clubs to seethat followings are carried out in this AGM;

i.  Selecting of office bearers for the new year

ii.  Presenting of Awards to award winners

iii. Awarding of certificates or prizes for winners

iv. Delivering lectures by distinguished guests

v.  Holding an exhibition on important events recorded in the year

vi. Holding a variety of entertainment events at the end of the day’s

proceedings

Members of the Sri Lanka Youth Clubs Federation and the National YouthServices Council of Sri Lanka should be invited for the annual general meeting.

ANNUAL REPORTS 

Every youth club has to prepare their annual reports and should be presented tothe AGM. It is the duty and the responsibility of the office bearers to assure thatthis annual report should consist of;

1.  The number of members to date

2.  Number of projects implemented during the year with a brief description of each

3.  Organizational activities

4.  Number of monthly meetings, committee meetings and sub-committeemeetings conducted during the year with detailed reports on the outcome.

 The annual report along with the accounts records should be submitted to theSri Lanka Youth Clubs Federation too.

 The Advisory Committee should also be invited and participated in thesemeetings too.

MAINTAINING OF RECORDS 

It is the duty and responsibility of all youth clubs to maintain their followingrecords and documents properly and orderly.

1. Minutes of the monthly meetings, committee meetings and sub-committee

meetings

2.  Statements of income and expenditure (Accounts reports)

3.  Membership directory 

4.  Log book

5.  Implementation record and outcome reports

THE ADVISORY COMMITTEE 

 The Advisory Committee should consist of personnel who are interested andenthusiastic about the well being of young men and women. It is also better toselect professionals engage in youth related activities.

 The members of the Advisory Committee should not be below 30 years of age.

Advisory Committee members should be selected so as to obtain advises on eachfunctions, on the committees and sub-committees and for the implementationprocess basically. Additionally, the advisory committee shall responsible for thefollowings;

i.  to help youth club members to identify personal, community and nationaldevelopment initiatives.

ii.  to encourage senior members to support and advise new members.

iii. to encourage youth club members for taking responsibilities.

iv. to help members in planning, designing and implementation of the annualprogram of the youth club.

v.  to promote public support and encourage other state and non-state sectororganizations to support the youth.

vi. to participate in the meetings and assist youth club members to solve theirproblems.

vii. to support and advise the youth club members for finding state or non-state sector organizations, groups or individuals to fund for programs

which are designed by the youth club to support their colleagues in SriLanka.

viii.  to advise and guide the youth clubs to support the well being of thecitizens in Sri Lanka.
