    Back from the brinkHARCOURT Primary School hasreceived an overall grading of satis-factory from Ofsted just three yearsafter being threatened with closure.

    The school in Biggins Wood Road,Folkestone, was in danger of beingamalgamated in 2006 due to lowstandards and falling rolls.

    However, a three-year rising trendin results led to good ratings inmany areas, with improvements inteaching, learning, care and support.

    Headbutt yob appealPOLICE are appealing for witnessesafter a man was assaulted inFolkestones Road of Remembrancejust after 2am on New Years Day.

    WORK on The Leas Cliff lift-carriage,which has been at the centre of along-running restoration appeal, iswell under way.

    The 19th-century cabin has beendismantled in readiness for beingtreated and reassembled beforebeing moved back to Folkestone.

    It is hoped to preserve as much of

    the original fabric as possible, withthe chassis needing extensiverepairs due to long exposure to thesea air.Otherwise the structure is ingood condition, with AC Tripodi ofRamsgate undertaking the work.

    The restoration appeal raised the25,000 needed to go ahead with the

    project after the cabin was removed

    from the tracks in 2006.The Leas lift is not running after

    Shepway council decided not torenew its lease with owner theRadnor Estate. It is hoped a charita-ble group or body could step in andkeep the historic water-balance liftin service.

    CAMPAIGNERS havevowed to fight on after huge-ly controversial plans for aSainsburys superstore inHythe were approved afteran impassioned debate.

    committee voted 9-4 in favour of theproposals to build on the old SmithsMedical site in Military Road afterincluding an amendment to fundimprovement works at the ScanlonsBridge junction.

    But David Plumstead, of ShepwayEnvironment and Community Net-work, said members failed to debatethe issue seriously enough.

    He said: Im appalled at the lack ofattention from some councillors.As faras they were concerned, it was a donedeal. There was no proper debate, itwas disconnected and not focusedenough. They werent applying intel-

    lectual rigour, it was completely super-ficial.

    Wheres the transparency or open-ness? We did far more work than thecouncil or Sainsburys.They dismissedthe effect on high-street trade.

    We spent hours over four daysgoing into every shop with a question-naire and 90 per cent were against it.

    Mr Plumstead said that he and col-leagues from the Kent Environmentand Community Network,of which heis a founder member, believed thedecision was unlawful and breachedEuropean law covering public partici-

    pation and consultation.He said they had made direct repre-

    sentations to the Prime Minister tosupport their formal applications tothe Government for the council deci-sion to be called in in for determin-ation by a planning inquiry.

    Planning expert Dr Wendy Le-Las,on behalf of campaigners, told thecommittee they would be replacingone monstrosity with another.

    She said the council could leaveitself open to legal action due to theeffect on the conservation area andHythes heritage could generate muchmore income in the longer term oncethe recession was over.

    Speaking in favour was ChannelChamber of Commerce chairwomanSezen Zeki,who said it represented amulti-million-pound investment andwould keep more shoppers in town.

    Bruno Moore said the firm hadaddressed the main points raised inOctober, when the decision wasdeferred. These included restrictinghours of delivery, funding staff park-ing permits and explaining how flip-ping the design would have createdmore problems.

    Mr Plumstead said he had metShepway chief executive AlistairStewart to discuss concerns over howplanning decisions were made.

    He said: It was cordial and positiveenough, but things havent been fol-lowed up.Its just business as usual.
