But potentially more troubling, according to cy-bersecurity specialists, are the other online govern-ment services likely vulnerable to hackers seeking to exploit the newly detected security flaw. “You can’t sugarcoat it. This is a big one,” said Daniel Tobok, who heads the digital forensics and security division at Telus in Toronto. “Financials could be targeted, big government or-ganizations could be targeted, potentially military organizations could be targeted because they hold a lot of confidential data.”
Security analysts noted that small snippets of user data from transactions involving banking in-formation, electronic health records or insurance record transfers could be at risk of being scooped up by cybercriminals. The problem can be traced to an oversight in the coding of one of the web’s most common security systems, OpenSSL. The CRA’s online services are among the millions of websites running the com-promised “cryptographic software library,” which is meant to encrypt web communications through email, instant messaging and VPN (virtual private network). “And if the CRA uses that software, many oth-er government organizations will have used it as well,” said Raymond Vankrimpen, a cybersecurity expert with the financial advisory firm Richter. “But it’s not the only vulnerability out there,” he

said. “There will be more to come…I don’t have an inventory of all the government websites and which versions of OpenSSL they might be using, but I can imagine it’s very widespread.” How widespread? An estimated two-thirds of all of the world’s web servers use OpenSSL.
undEtECtEd FoR 2 yEaRs A simple error in the software’s Heartbeat ex-tension — released two years ago — went unde-tected until just this week. The coding flaw leaves an opening for attackers to read sensitive data that users believe is being kept confidential by allowing them to recall bits from a server’s memory. The ubiquity of OpenSSL poses a major chal-lenge, as the security mechanism is already run-ning on millions of computers, and beyond just government websites. Rafal Rohozinsky, an Ottawa-based expert on cyber warfare and a senior fellow with the Inter-national Institute for Strategic Studies, likened the problem to a worldwide product recall. “This is like finding out your airbags in your car don’t work. Every car that has an airbag will have the same problem,” he said. “Unlike a car recall that may affect you, your family and another 50,000 people who bought the same model, we’ve got two-thirds of humanity on the internet. That’s a pretty high volume.” Corporate websites would be just as suscepti-ble, though the Canadian Bankers Association re-leased a statement Wednesday assuring consumers that Heartbleed won’t threaten Canada’s banking websites. Now that the Heartbleed vulnerability to the OpenSSL protocol has been exposed, Rohozinski believes hackers will build toolkits to steal pass-words and other data.
‘aPPEtitE FoR Risk’ As a precautionary measure, his own cyber-re-search consultancy, SecDev Group, closed off their VPN, which creates an encrypted tunnel for confi-dential communications. “It’s better to pull down what we have right now in order to make sure that when we patch it, every-body has the same security,” he reasoned.
Whether or not other government departments join the CRA’s lead by closing public access to their e-services depends on their security posture, Vankrimpen said. The CRA’s case has another element of urgency, too, with the announcement coming at the height of the tax-filing deadline. Security is ever more critical given the volume of transactional tax data expected to be processed soon. “The CRA has a very low appetite for risk, given especially the time of the season it is,” Vankrimpen said. “By all accounts, they did the right thing, but each organization is going to be different. Some will be more proactive to install patches. They may have already done it and no one would have been the wiser, and they’re safe.” Following the tax agency’s announcement on Wednesday, Tobok said he has already fielded sev-eral calls from Canadian government officials ask-ing what their departments should do. “100 per cent, I’m advising them to go offline,” he said.
‘PEoPlE MigHt staRt PaniCking’ “If them shutting down is necessary in order to recuperate or fix what we need to fix, and to guar-antee that everybody’s private data is protected, why not do it?” The response could be perceived as extreme, but it’s an appropriate precaution, said Seth Hardy, a senior security researcher with the Citizen Lab at the Munk School of Global Affairs at the Univer-sity of Toronto. “While it may be an inconvenience in tax season, until a patch is applied, there’s no way for users to use that service and be safe,” he said. There is some cause for concern due to the po-tential magnitude of the problem, Hardy said. But while he agrees with the CRA’s move, he can’t envision a scenario in which all government websites running OpenSSL’s Heartbeat extension suddenly go offline in a co-ordinated decision. “People might start panicking,” he said. “I don’t think it’s a reasonable response for every govern-ment server to shut down all at the same time over this, but it is something that is an incredible risk and needs to be addressed as quickly as possible.”

On April 11, 1970, Apollo 13, the third lunar landing mission, is success-fully launched from Cape Canaveral, Florida, carrying astronauts James A. Lovell, John L. Swigert, and Fred W. Haise. The spacecraft’s destination was the Fra Mauro highlands of the moon, where the astronauts were to explore the Imbrium Basin and conduct geological experiments. After an oxygen tank exploded on the evening of April 13, however, the new mission objec-tive became to get the Apollo 13 crew home alive. At 9:00 p.m. EST on April 13, Apollo 13 was just over 200,000 miles from Earth. The crew had just completed a television broadcast and was inspecting Aquarius, the Landing Module (LM). The next day, Apollo 13 was to enter the moon’s orbit, and soon after, Lovell and Haise would be-come the fifth and sixth men to walk on the moon. At 9:08 p.m., these plans were shattered when an explosion rocked the spacecraft. Oxygen tank No. 2 had blown up, disabling the normal supply of oxygen, electricity, light, and water. Lovell reported to mission control: “Houston, we’ve had a prob-lem here,” and the crew scrambled to find out what had happened. Several minutes later, Lovell looked out of the left-hand window and saw that the spacecraft was venting a gas, which turned out to be the Command Mod-ule’s (CM) oxygen. The landing mission was aborted. As the CM lost pressure, its fuel cells also died, and one hour after the explosion mission control instructed the crew to move to the LM, which had sufficient oxygen, and use it as a lifeboat. The CM was shut down but would have to be brought back on-line for Earth reentry. The LM was de-signed to ferry astronauts from the orbiting CM to the moon’s surface and back again; its power supply was meant to support two people for 45 hours. If the crew of Apollo 13 were to make it back to Earth alive, the LM would have to support three men for at least 90 hours and successfully navigate more than 200,000 miles of space. The crew and mission control faced a formidable task. To complete its long journey, the LM needed energy and cooling water. Both were to be conserved at the cost of the crew, who went on one-fifth water rations and would later endure cabin temperatures that hovered a few degrees above freezing. Removal of carbon dioxide was also a problem, because the square lithium hydroxide canisters from the CM were not com-patible with the round openings in the LM environ-mental system. Mission control built an impromptu adapter out of materials known to be onboard, and the crew successfully copied their model. Navigation was also a major problem. The LM lacked a sophisticated navigational system, and the astronauts and mission control had to work out by hand the changes in propulsion and direction need-ed to take the spacecraft home. On April 14, Apollo 13 swung around the moon. Swigert and Haise took pictures, and Lovell talked with mission control about the most difficult maneuver, a five-minute engine burn that would give the LM enough speed to return home before its energy ran out. Two hours after rounding the far side of the moon, the crew, using the sun as an alignment point, fired the LM’s small descent engine. The procedure was a success; Apollo 13 was on its way home. For the next three days, Lovell, Haise, and Swigert huddled in the freezing lunar module. Haise developed a case of the flu. Mission control spent this time frantically trying to develop a procedure that would allow the astronauts to restart the CM for reentry. On April 17, a last-minute navigational correction was made, this time using Earth as an alignment guide. Then the repressurized CM was suc-cessfully powered up after its long, cold sleep. The heavily damaged service module was shed, and one hour before re-entry the LM was disengaged from the CM. Just before 1 p.m., the spacecraft reentered Earth’s atmosphere. Mission control feared that the CM’s heat shields were damaged in the accident, but after four minutes of radio silence Apollo 13’s parachutes were spotted, and the astronauts splashed down safely into the Pacific Ocean.

land salEs in saskatCHEWan REMain stRonggov.ca - Saskatchewan’s April sale of petroleum and natural gas rights brought in $47.9 million in revenue, bringing the total of the first two sales in 2014 to $98.6 million - a figure that exceeds the entire 2013 calendar year total of $67.4 million. “Industry has again voted with their pocketbooks that Saskatchewan is a great place to invest and drill for oil,” Energy and Resources Minister Tim McMillan said. “We look forward to seeing these new dispositions begin development and provide new jobs and prosperity for the province.” The April sale saw the Weyburn-Estevan area receive the most bids with sales of $42.8 million. The Lloydminster area was next at $2.3 million, fol-lowed by the Kindersley-Kerrobert area at $1.7 million and the Swift Current area at $1.2 million. The highest price paid for a single parcel was shared between two adjoining exploration licences south of Assiniboia. Prairie Land & Investment Services Ltd. paid identical amounts of $5,541,128 for the 5,180-hectare exploration licences. The highest price on a per-hectare basis was $9,313. Silver Hawk Resources Ltd. bid $150,770 for a 16-hectare lease south of Lloydminster. Of particular interest in this sale was a cluster of exploration licences between Assiniboia and Rockglen. Drilling in the early 1950s proved the presence of Bakken oil in the area, but the technology did not exist to develop the resource. “With interest in this area rekindled after 50 years, we are hopeful that the technological advances made in the interim can be applied to produce signif-icant amounts of oil,” McMillan said.The next sale of Crown petroleum and natural gas and oil shale dispositions will be held on June 2, 2014.

Recently, during a routine patrol, an RCMP patrolman parked down the street outside a Legion Hall just off the main Street at Estevan, Saskatchewan ... After last call, the officer observed a man leaving the Legion Hall. The gentleman was so intoxicated that he could barely walk. He then stumbled around the parking lot for a few minutes, with the officer quietly observing. After what seemed an eternity and trying his keys on five different vehicles, the man managed to find his car, which he fell into. He sat there for a few minutes and then threw a hook and line out the window and seemed to be trying to catch a fish.. A number of other patrons paid no attention to this crazy drunk as they left the bar and drove off. Finally the drunk started the car, switched the wipers on and off (it was a fine, dry summer night) flicked the blinkers on and off a couple of times, honked the horn, and switched on the headlights. He then pulled in the hook and line and moved the vehicle forward a few inches, reversed a little and then remained still for a few more minutes as some more of the other patron vehicles left. At last, the parking lot was empty; he pulled out of the parking lot and started to drive slowly down the road. The officer, having patiently waited all this time, now started up the patrol car, put on the flashing lights, and promptly pulled the man over. He performed a breathalyzer test on the gentleman who cooperated fully, and to his amazement the breathalyzer indicated no evidence of the man having consumed any alcohol at all! Dumbfounded, the officer said, ‘I’ll have to ask you to accompany me to Headquarters.This breathalyzer equipment must be broken.”“I doubt it,” said the truly proud Saskie,“Tonight I’m the designated decoy.”
